This article tackles the treatment of the right to asylum from a dual perspective: on the one hand, the international treaties that regulate it and, on the other, the rules of EU law approved in the field of asylum. Particular emphasis is placed on the interpretation of this right by both the Court of Justice of the EU and the European Court of Human Rights, and how the latter has outlined certain aspects related to the limits that certain fundamental rights impose on the application of the Common European Asylum System. ; Este artículo estudia el tratamiento del derecho de asilo desde una doble perspectiva: de un lado, los tratados internacionales que lo regulan y, de otra, las normas del Derecho de la Unión aprobadas en materia de asilo. Se hace en él especial hincapié en la interpretación que de ese derecho han llevado a cabo tanto el Tribunal de Justicia de la UE como el Tribunal Europeo de Derechos Humanos, y cómo éste ha perfilado algunos aspectos más bien relacionados con los límites que determinados derechos aplicación del sistema europeo común de asilo.

Abstract:Computer science progress inquires on the basis of its regulation inthe European Union, for all the Constitutive Treaties. This paperbegins with an approximation to the idea of progress in the Europeanintegration. It continues with the problem of technological progressin the documents of United Nations. These steps help to analyze theregulation of computer science progress in the Constitutive Treatiesof the European Union and its development in the Secondary Law. FinallyI finish with some remarks on the political and law ideas latenton the European Union and their coherence with the contemporarytechnological context. ; Resumen:La importancia del progreso informático en el vigente contexto globalizado,nos lleva a interrogarnos por los fundamentos de su regulacióny ordenación en la Unión Europea, y en especial en su Derecho originario.A estos efectos comenzamos por una aproximación a la ideade progreso en relación con el proceso de integración europea, parapasar luego a analizar ya la noción de progreso tecnológico (en cuanto quemarco en el que se incluye el más específico progreso informático) y suconfiguración a nivel de Naciones Unidas como derecho humano, amodo de parámetro desde el que posteriormente estudiar luego: primero,los fundamentos del progreso informático en el Derecho originariode la Unión Europea; y segundo, cómo se desarrollan dichos fundamentoso bases en el Derecho derivado europeo y en la actividad de laUnión. The decision-making process on the behalf of a person and institutions has been considered, under the economic conventional assumption, as a rational process developed in a complete information context. However, reality has proved the excessive simplicity and the lack of realism of such assumption. This paper analyzes the decision-making process from a theoretical perspective and it asks if behavioral economics can help us to understand some recent events that suppose uncertainty in the European architecture and question some traditional instruments of economic policy. ; La toma de decisiones por parte de los individuos y de las instituciones ha sido considerada, bajo los supuestos de la teoría económica convencional, como un proceso racional que se desarrolla en un contexto con información completa. Sin embargo, la realidad ha puesto de manifiesto la excesiva simplicidad y falta de realismo de tales supuestos. Este trabajo analiza el proceso de toma de decisiones, desde una perspectiva teórica, y se plantea hasta qué punto la economía conductual puede ayudarnos a comprender algunos hechos que se han producido recientemente, que tiñen de incertidumbre la construcción europea y que ponen en tela de juicio algunos instrumentos tradicionales de la política económica.

La Crisis Migratoria en el Mediterráneo ha exigido desde el año 2014 un enorme esfuerzo a la Unión Europea. Algunas de las consecuencias indirectas de esta crisis han sido el avance de los populismos en Europa o el Brexit. La Unión Europea en este periodo ha salido fortalecida, gracias al acierto con el que está gestionando la crisis y gracias a los esfuerzos realizados en prepararse para los retos del futuro. The implementation of environmental regulations in the region suggest that there are still substancial challenges to achieve near and long-term goals of environmental sustainability

From 1992 onwards, however, the Spanish attitude seems to be a defence of narrowly defined national interests. Has Spain's policy towards the EU changed substantially? Of course, there are signs of certain changes in traditional behaviours, such as progressively more sceptical and even critical public opinion with the EU and the integration process, or the dissolution of consensus between political parties on European politics. However, the fundamental reason for this change must be sought in redefining the priorities of the EU itself, which are increasingly diverging from Spanish interests. This article reviews the history and present situation of the relations between the European Union and Colombia in its political and economic dimensions. It analyzes the way in which the position of the EU has stayed constant as far as considering that the Colombian conflicts are caused by the inequalities and the poverty, in spite of the pressures of the United States, that have defended more unilateralist and military positions on the matter, positions with that some communitarian partners have even aligned themselves. In front of previous studies, it is pleaded explicitly for a balance that insists on the positive and constructive aspects, coherent with a scene in process of creation and extension, like the European one, although without resigning to value it from a critical perspectiva. ; Este artículo revisa la historia y situación actual de las relaciones Unión Europea- Colombia en sus dimensiones política y económica. Analiza el modo en que la posición de la UE se ha mantenido constante en cuanto a su consideración de que los conflictos en el país andino se deben a las desigualdades y la pobreza, a pesar de las presiones de Estados Unidos, que ha defendido posturas más unilateralistas y militares al respecto, e incluso de que algunos socios comunitarios se hayan alineado con ellas. Frente a estudios anteriores se aboga explícitamente por un balance que haga hincapié en los aspectos positivos y constructivos, coherentes con los de un escenario en proceso de creación y ampliación como es el europeo, aunque sin renunciar a valorarlo con una perspectiva crítica.

The aim of this paper is to do a multidimensional analysis of the concept of work quality of the European workers with objective and subjective information. Though there are several methodologies to measure the work quality, we used the social indicators approach. In this method, the investigated concept is divided into different dimensions which are likewise made up of social indicators. Specifically, we propose to carry out the analysis with measurement of the DP2 distance that will allow us to design synthetics indicators of quality of work. ; El objetivo de este trabajo es analizar los factores que más inciden en la determinación de la calidad del empleo dentro del contexto de la Unión Europea, adoptándose el enfoque de los indicadores sociales y empleando información objetiva y subjetiva. Partiendo de una batería de indicadores, se deriva un indicador sintético de calidad del empleo por medio de la metodología de la distancia DP2, que permite estudiar el papel de cada indicador en el indicador sintético y la situación de los diferentes países respecto a la calidad del empleo.

(i) Since the eighties, the European Union has implemented apolicy aimed to achieve that the services of general economic interest are truly integrated in the internal market. To this end, European regulation has liberalized and harmonized the legal framework of the main economic sectors. Significant progress towards European integration has been achieved. However, the internal market is still not truly effective. (ii) Conversely, non- economic services are primarily the responsibility of Member States. They are not covered by the internal market rules, although the general provisions ofthe Treaty are to be applied. ; (i) Desde los años ochenta, la Unión Europea ha impulsado laincorporación de los servicios económicos de interés general al mercado interior. Las normas europeas han liberalizado y armonizado el régimen jurídico de los grandes sectores económicos. Se han alcanzado progresos apreciables en la integración europea, pero el mercado interior sigue sin ser una realidad acabada. (ii) En cambio, los servicios sociales son competencia de los Estados miembros. No están sujetos a las reglas del mercado interior, aunque sí a lasnormas generales del Tratado.

The social and territorial cohesion of the European Union is a target that holds a toplevel legal rank and a strong position in the EU budget. The said policy has been characterized by a continuous legal improvement and outcomes assessment process. However, the described perspectivecs show considerable deficits in incorporation, implementation and evaluation of the processes of mainstreaming or gender transversality and empowerment of women's collective. The highlighted shortcomings are detected in limited and vertical social interventions since the effect of Single European Act to the current crisis unleashed in 2008.La cohesión económica social y territorial de la Unión Europea es un objetivo que ostenta un rango normativo de máximo nivel y una posición de privilegio en el presupuesto comunitario. La citada política se ha caracterizado por un continuado proceso de perfeccionamiento normativo y de evaluación de resultados. Sin embargo, las vertientes descritas revelan déficits considerables de incorporación, implementación y evaluación de los procesos de mainstreaming o transversalidad de género y empowerment del colectivo de mujeres. Las disfunciones señaladas se detectan en intervenciones sociales limitadas y verticales desde la vigencia del Acta Única Europea hasta la actual crisis desatada en 2008.
