A soft Brexit scenario will include an implementation period from the day the UK formally leaves the EU to 31 December 2020. During the implementation period, the UK will continue to be functionally treated as an EU member state and remain a party to EU international agreement. Associated with the ASEAN single market, should be considered the readiness of Indonesian regulations and legislations that in sectorial concerns at least three aforementioned legal instruments to be harmonized with the laws of the ASEAN countries. Important findings were shown by the research from the perspectives of business law, especially, capital investment law, intellectual property and international trade law that Brexit has significant impact for the EU itself, Indonesia and also AEC.
Turkey first applied for EU membership in 1987 and started negotiations for full membership in October 2005 after lengthy and challenging negotiations between EU member states. This master's thesis attempts to examine the relationship between the negotiations for EU membership that are going on between Turkey and the EU Commission and the public discussion on the subject. The research material consists of selected posts on the Financial Times discussion forum and the Acquis communautaire and Copenhagen criteria. By comparing the research material this thesis attempts to investigate if the public deliberation and official negotiations focus on the same issues and requirements for membership. The theoretical background for this analysis is deliberative democracy, according to which public debate should be a prerequisite for agenda setting and decision making. The findings of the thesis reveal that the public discussion does touch on the acquis communautaire and Copenhagen criteria to some degree, but the public is also concerned with non-acquis issues such as the culture and history. A unique feature of the accession negotiations is also the amount of commentary from heads of state regarding the negotiations, which was also noted in the research material. In the light of deliberative democratic theory it can be noted that the public may take part in the discussion over Turkey's membership, but it has little or no chances of setting the agenda for the negotiations.
Informal patient payments are deeply rooted in Central and Eastern European countries. Despite the socio-political changes in the health care sectors after 1990s and the subsequent health care reforms, informal payments for health care services continue to serve patients` and physicians` interests. These payments also fill gaps in health care funding in this European region. Nevertheless, unofficial payments are not a desirable payment channel. They lack transparency and distort the efficiency and equity in health care provision. Still, the successful elimination of these payments will depend on the public attitude towards these payments. This study aims to compare public attitudes towards informal patient payments and payment experience in six Central and Eastern European: Bulgaria, Hungary, Lithuania, Poland, Romania, and Ukraine. The data have been collected in 2010 in nation-wide representative surveys using an identical standardized question- naire administrated via face-to-face interviews. We have collected about 1000 questionnaires in each country. The results show that a major group of respondents in each country expresses a negative attitude towards both informal cash payments and in-kind gifts. 208, 187, and 174 respondents paid informally for out-patient service in Ukraine, Romania, and Hungary respectively. We also analyse the relation between public attitudes and respondents` past experience with informal payments, e.g. whether they have paid informally payment for out-patient service used last year. In Bulgaria and Poland, negative attitude is mostly observed among those who have not paid informally. The existence of positive and indifferent attitudes towards informal pay- ments as reported in our study, indicates a challenge for policy makers in Central and Eastern European countries. The acceptance of government initiatives aimed at the elimination of informal payments will largely depend on the governments` ability to create a social resistance towards these payments.
This work, prepared and published during the author's stay at the RSCAS, EUI, is a "compilation thesis" (in Finnish "artikkeliväitöskirja"), Department of Political Sciences, University of Helsinki, and contains the major part of the author's PhD thesis (forthcoming print monograph, 2012). ; The future is uncertain, and the financial system of the European Union has to take into account this uncertainty. This book looks at the different means it has at its disposal to do so, and analyses how these means have evolved since the creation of the general budget of the European Communities in 1968. The analysis is extended to a broader study of the development of the European Union through several case studies: negotiations on the Financial Regulation of 25 June 2002,on its first modifi cation, adopted on 13 December 2006, and on the Interinstitutional Agreement (IIA) of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound fi nancial management and on the Multiannual Financial Framework for 2007-2013. The question of the uncertainty of the future is addressed using the so-called "Theory of Budgetary Flexibility". This theory, developed originally to analyse national budgetary systems, establishes an essential distinction between External Flexibility and Internal Flexibility, on the one hand, and Annual Flexibility and Multiannual Flexibility on the other hand. It is particularly useful here as it enables us to examine under a common framework processes that are often considered separate (and treated in the literature as such), and to draw conclusions at systems' level. The book is divided into three Parts: - Part One (Chapters 1 to 3), which forms the theoretical part of this book, includes an analysis of the specificities and of the functioning of the budgetary and financial systems of the European Union, while presenting an "état des lieux" of studies carried out in these fields; - Part Two (Chapters 4 to 13) deals with changes that have been made to various forms of flexibility since 1968. Special attention is paid not only to the consequences these changes have had for the various actors involved – namely the European Parliament, the Council, the Commission and Member States – but also for the financial system of the European Union as a whole; - Part Three (Chapters 14 to 18) addresses the question of how the changes examined in Part Two affect the general development of the European Union.
This study addresses the two-fold question of whether the integration-liberalization process of ASEAN is headed towards the creation of a single production base region, and how ASEAN links with other trade blocks. It looks into the degree of intra-ASEAN and extra-ASEAN vertical integration vis-à-vis North America, East Asia, and the European Union through the measurement of value-added creation-absorption in global value chains (GVC) and by locating ASEAN within vertical structures. The study employs an international input-output database and breaks up gross exports into different components of value-added using data from 1997, 2004, and 2012. ASEAN has made significant gains in integrating with East Asia. However, ASEAN as a single production region has gained little, and even lost share in value-added trade with NAFTA and Europe. The truth is that ASEAN has a stronger role across the GVC as a supplier of intermediate goods (33%) than as a supplier of final goods (30%). Vertical structures represent more than 43% of ASEAN gross exports, but it still depends on foreign parts and components (35%) to produce its exports. It may be argued that ASEAN + 6, which entails a wider scope of integration, might offer larger benefits to the ASEAN project.
This paper examines the recruitment and retention activities implemented by worker unionsin companies. With the purpose of revealing the process of recruitment and retention of members, qualitative method with case study approach was employed to the Pengurus Unit Kerja (PUK) under Federasi Serikat Pekerja Tekstil, Sandang, Kulit Serikat Pekerja Seluruh Indonesia (FSP TSK SPSI) in Surabaya.This paper reveals practices of recruitment and retention done by leader of PUKs and employers' attitude perceived by the leader of PUKs and other affecting factor of PUKs relevant to recruitment and retention activities. This paper benefits for the other subsequent relevant researches as diverse findings concerning methods, environment, and resulting in recruiting and retenting done by leaders of PUKs. This will also help union leaders, employer, employee relations researchers, and government in doing their activities pertinent to the relevant roles and duties. Moreover, the implementation of recruitment and retention process in PUKs is valuable for the development of the discipline of human resource management.

Mutta koska Euroopan Unionin vaikutus jäsenmaissaan on hyvin vahvaa, myös talouden kannalta, haluavat jäsenmaat vaikuttaa komissioon mahdollisimman paljon. Tämän vuoksi komission itsenäisyys vaarantuu. Perustamissopimukset koettavat hoitaa ongelman luomalla komissiolle joita-kin suojamekanismeja. Mutta ovatko ne riittäviä? The European Commission was created so that it could work to fulfil the Community Interest. Therefore it was decided to be an independent institution. But because the European Union affects its Member States very deeply, not least in budgetary ways, the Member States seem to want to influence the Commission as much as possible. Therefore the independence of the Commission is at stake. The Treaties try to deal with the problem by setting some protective mecha-nisms on the Commission. But is it enough? It seems that the Commission gets in-fluenced too much in its everyday work. This influencing starts already at the nomi-nation of the Commissioners, continues all the while when the Commission is decid-ing if new Community legislation is needed and while it drafts new legislation. The substance of the drafts are often influenced very much by the other institutions, Member States and interest groups. What this means is that the Commission can't fulfil its task at seeking the best of the Communities. In many different ways the decisions of the Commission may further the good of one or some interested parties instead of the Community In-terest.
This study is a survey on Credit Union (CU) Cikal Mas Purwokerto and BaitutTamwil Muhammadiyah (BTM) Dana Mentari Patikraja members in Banyumas. Theaims of this study are to determine: (1) The differences of financial literacy levels between CU Cikal Mas Purwokerto and BTM Dana Mentari Patikraja members at thethree aspects i.e. behaviors, knowledge and attitudes, (2) The level of sharia aspectsknowledge of BTM Dana Mentari Patikraja members, (3) The implementation of interest system of CU Cikal Mas Purwokerto, and (4) The implementation of profit sharingsystem of BTM Dana Mentari Patikraja.The population in this study are individuals in Banyumas who grouped into twogroups, i.e. the members of Credit Union Cikal Mas Purwokerto and the members ofBaitut TamwilMuhammadiyah Dana Mentari Patikraja. There were 60 respondentstaken in this study which consisted of 30 respondents for each group. Based on the research and analysis of data using different test Mann Whitney U showed that: (1)Thereare differences between the financial literacy levels of CU Cikal Mas Purwokertomembers and BTM Dana Mentari Patikraja members viewed from three aspects: behaviors, knowledge and attitudes,(2) The level of sharia aspects knowledge of BTMDana Mentari Patikraja members are relatively low, (3) The implementation of interest system in CU Cikal Mas Purwokerto as according to the theory that the loan interest relatively smaller than the saving interest, it known based on interview with managers of CU Cikal Mas Purwokerto, and (4) The implementation of profit sharing system in BTM Dana Mentari Patikrajaas according to the theory used by Islamic financial institutions that profit sharing agreement to both parties when the contract is underway.

Basically the single currency system seems to be double-edged blade for the European Union. On the one hand so profitable and increase the bargaining positions of European countries, but on the other hand is potentially detrimental. One reason is because of the level of adaptation of a State. Not all countries have a great economy to enter the euro zone. The existence of this single currency system to make the countries in the European Union will become vulnerable to a crisis. This is what led to the crisis that occurred since 2008 is so easily spread to countries in Europe. This research focuses on the policy decision taken by the third country in the European Union, namely Germany, France and the United Kingdom. Domestic political factors of history, and also the economic power of these countries also affect how the policy making process to rescue Greece from the crisis that is increasingly spreading to other European countries. The main purpose of the discussion of this paper is to provide new information concerning the handling of crisis from a process whereby policies domestic factors also gives countries a great influence, it also gives a view that Constructivist Theory is able to provide a view of the case.

Ex ante assessment of regulatory impact upon businesses: A neo-institutional study on the context, international influences, and Finnish experiences Regulatory impact assessment (RIA) has an established place in the European Union and its member states. This article considers evolving Finnish ex ante RIA concerning certain regulatory costs to firms. Drawing upon a neo-institutional theoretical framework and proposing three generally oriented hypotheses we received the following results. (1) The rationality of theevolving Finnish ex ante RIA of selected administrativeregulatory costs to firms gives rise issuesgiven the low implementation rate of thegeneral natonal RIA guidelines. (2) Reference to the ex ante RIA of regulatory costs to firmsin other countries has served the legitimation of preferred procedures in Finland rather than offerssolid evidence on the rationality of the foreign procedures. (3) Without a stronger contextualization of the evolving Finnish ex ante RIAmof regulatory costs to firms its procedures risk adverse effects because of their confined scope, the uneven quality of their input data, and their weak connections to the general national ex ante RIA. These results suggest the redesign of the Finnish RIA to take better into account the institutional, political, historical and cultural characteristicsof governance in this country. In the implementation of two EU co-financed 5-year programs in the period 2009-2020, it was confirmed that oral vaccination against rabies with vaccine baits was successful in eliminating the virus in terrestrial wildlife, both in foxes, jackals and raccoon dogs. In most EU countries, It has been confirmed that oral vaccination against rabies using vaccine baits containing live attenuated virus has been successful in reducing and eliminating cases of rabies the disease has already been successfully eradicated, but in some countries further efforts are needed, especially in areas near the EU's eastern borders. The purpose of this opinion is to assess the need for Bulgaria to continue the implementation of a long-term program for oral vaccination of foxes and wild canids against rabies within the next period of implementation of the national Program for prevention, surveillance, control and eradication of rabies in Bulgaria in 2022-2024. This national program is part of the European Union's (EU) policy on the eradication of rabies in wild animals. To this end, the European Commission (EC) has co-financed fox vaccination programs for many years to eliminate the risk of spreading the rabies virus to humans and other domestic animals. The results obtained so far unequivocally show that oral vaccination of foxes in Bulgaria has a very good effect, and that the medium-term goal of reducing rabies cases has been achieved. However, the rabies virus is still circulating through its sylvatic (forest) cycle in Eastern Europe and Bulgaria's neighboring and near far way countries - Russia, Ukraine, Romania, Bosnia and Herzegovina and Anatolian Turkey. To this end, it is necessary to ensure, through EU co-financed programs, a longer-term strategy, persistence and continuity of vaccination campaigns in the application of oral fox vaccination and unconditional cross-border cooperation with the Balkan countries and their competent veterinary services to achieve the ultimate goal - eradication of rabies from the territory of ...

This study aims to gather information and analyze in-depth about the public perception on the green buying in Indonesia. The analysis focus on each of the community groups, ie group of professionals, group of housewives, and group of young people. These three groups are expected to represent the green buying behavior of today's society. Research is conducted by using qualitative research approach, using the technique of in-depth interviews in data collection. This study finds that people have different 'green' buying behavior. Professional groups are the groups most concerned in it, while the groups who are less concerned with green buying are groups of housewives, normally they reasoned that the purchase of green products are very expensive. The great expectation for environmentally conscious and green buying behavior is on groups of young people (students). Generally, young people have a great desire to behave in green if later they are already working and earning enough to buy green products which are generally more expensive than the regular products. Future expectations are that these research findings can be used as a reference by the government in environmental policy making, as well as benefits to the company/organization in offering products that are environmentally friendly.
The profession of migrant workers in some cases bring the person concerned to get the treasures expected success, but not rarely contain a number of risks that need to get the attention of government authorities. A number of problems that might be experienced when Indonesian Labor not available works. Therefore it takes a model economic empowerment for the labor of Indonesia, when he returned to his country was able to survive and improve the well-being of himself and of his family. This research aims to know the role of zakah's institution towards the empowerment of Indonesia's labor and to devise appropriate empowerment model for Indonesian Workforce by Institution of Zakah. Data analysis was done with a qualitative approach. Analytical techniques in the study will be conducted with qualitative analysis approach, a case study of eksplanation to explain how the empowerment model right for Indonesia in Labor Studies. Based on the data and the results of the analysis that has been done can be known that Dompet Dhuafa has role in Indonesia Workforce empowerment. The empowerment Model implemented by Dompet Dhuafa form the Groove program that may help the former workforce of Indonesia after plunging back to life in his native region. Former Indonesian workforce empowerment meant to monitor and nurture the entrepreneurial activities are continuously carried out by former Indonesian labor so that it can be a permanent effort.
