The purpose of the article was to study the experience of self-governance of lawyers in the countries of the European Union EU. On the basis of this material recommendations aimed at improving the advocacy system are provided. Achieving the set goal involved the resolution of the following tasks: a) to reveal the mechanism of functioning of the system of self-government of lawyers in the EU countries and identify its universal features, and; b) to determine the main models of the system of self-government of lawyers in the EU countries. The scope of the study was constituted by public rules, regulated by law, arising in the provision of legal services in the application of the legal profession and the implementation by representatives of its bodies of the right to self-government. The methodological basis of the study consists of general and specific research methods. It is concluded that, the manifestation of the principle of independence of the legal profession and the guarantee of full functioning of the self-governing bodies of bar associations in the EU countries consists in ensuring the freedom of their activities within the legality and its implementation in practice.

The article analyzes the effectiveness of preventive anti-corruption measures in the countries of the European Union EU. The study involved comparison and forecasting methods. The results showed that the EU is leading its efforts to develop anti-corruption legislative initiatives and their implementation at national and international level. Whistle-blower protection laws adopted in EU countries are important tools for exposing illegal activities committed in organizations. Transparency of public administration in Denmark and Finland contributes to the maintenance of moral and legal standards in society. The Danish Code of Conduct in the Public Sector and the Finnish Anti-Corruption Guide for Small and Medium-Sized Enterprises have become documents that help promote corruption-free business relationships. The Finnish Harmaa (gray) project is an example of how data analytics helps law enforcement agencies process large volumes of data to prevent corruption offenses. It is concluded that the initiatives of EU countries to prevent corruption of officials can become an example for Ukraine during post-war recovery.

The aim of this article was to study innovative technologies and tools in the context of the introduction of crime analysis tools used in the countries of the European Union EU, to the Ukrainian practice. The research involved the following methods: statistical analysis, induction and deduction, classification and comparison. The study described the legally enshrined powers of the Ukrainian police with respect to information and analytical activities. Current trends in the number of criminal offenses committed in Ukraine under separate articles were determined, and these trends were compared before and after the adoption of the Law of Ukraine "On National Police". The introduction of the latest means of criminal analysis into Ukrainian practice was also studied. The conclusions established that the technologies used by EU countries can increase the effectiveness of law enforcement agencies in Ukraine, provided that certain adaptation measures are implemented. Moreover, the results obtained during the research can be used by law enforcement agencies to improve and optimize crime analysis.

La práctica deportiva es una actividad que se recomienda para mantener y promocionar la salud y los buenos hábitos. Sin embargo puede acarrear un riesgo importante de lesiones. Este estudio presenta, mediante técnicas de análisis multivariante, la relación que existe entre la tipo de lesiones, lugares del cuerpo donde se producen, los deportes más populares; fútbol, baloncesto, voleibol, y gimnasia, edad y países donde se practica, tomando datos de cinco países de la Unión Europea. Si relacionamos estas características entre sí, podemos elaborar estrategias específicas al tipo de deporte y país donde se practica, con el objeto de mejorar la prevención y poder disminuir la cantidad de lesiones que se producen. ; Participation in sports is a health promotion activity and maintains good habits that entail an important injury risk. The present article is a study using Multivariatye Analysis, the relationship between type of injury, location of injury, the most popular sports; soccer, basketball, volleyball, gymnastics, county where it has been practiced and age, in five European Union countries. With these relationships, we can develop specific strategies to improve prevention and to reduce the injuries that occur.

Globalization and the development of information technologies have dramatically changed the space in which economic entities function and carry out their activities. However, despite all the advantages of modern technology and the fact that they allow to save transaction costs, many enterprises are still prone to the use of cash in the implementation of various types of transactions. Transactions served in cash are easy to hide and not to declare, thus generating one of the most destructive phenomena in the society - the shadow economy, which includes activities deliberately concealed from the state authorities. The study of problems of the shadow economy growth and the identification of major reasons for it in the European Union countries is presented. ; Глобализация и развитие информационных технологий резко изменили пространство, в котором функционируют и осуществляют свою деятельность хозяйствующие субъекты. Однако, несмотря на все преимущества современных технологий и то, что они позволяют экономить транзакционные издержки, многие хозяйствующие субъекты по-прежнему склонны к использованию наличных денег при различного рода сделках. Сделки, обслуживаемые наличными деньгами, легко скрывать и не декларировать, тем самым порождая одно из самых разрушительных явлений в обществе - теневую экономику, которая включает деятельность, намеренно скрываемую от органов государственной власти. В статье исследованы проблемы роста масштабов теневой экономики в странах Европейского Союза и выявлению его основных причин.

Более того, по всему Европейскому союзу доступно изучение русского языка и русской культуры. С другой стороны, русский всё ещё главным образом имеет статус языка национального меньшинства, что ставит его в более низкое положение, чем официальные языки Европейского союза. Таким образом, в большинстве случаев им не пользуются в работе европейских институтов. Zbog povijesnih, geografskih i kulturnih veza u nekim zemljama, posebice na Baltiku i Balkanu, prebiva znatno veći broj ruskih govornika te su te zemlje orijentiranije na integraciju ruskog jezika u svoje društvo. Nadalje, diljem Europske Unije nude se mogućnosti učenja ruskog jezika i upoznavanja ruske kulture. Osim obiteljskih razloga, glavna motivacija učenja ruskog jezika često je upravo ona poslovna, budući da je ruski sve traženiji za potrebe turizma i poslovne suradnje. S druge strane, još uvijek primarno ima status jezika manjine, što ga stavlja u nižu poziciju od službenih jezika Europske Unije te se kao takav u većini slučajeva ne koristi u radu europskih institucija. Ipak, zahvaljujući nastojanjima da se održe dobri diplomatski odnosi između Rusije i Europske Unije, kao i snažnim ekonomskim i trgovinskim odnosima, čini se kako ruski jezik u Europskoj Uniji čeka svjetla budućnost. ; Russia is one of the world's most powerful economies, which has consequently placed Russian at the top of the list of most required languages for a long period of years. The purpose of this thesis is to investigate the importance of Russian language and culture for the countries of the European Union. Due to historical, geographical and cultural ties certain countries, especially in the Baltics and the Balkans, have a significantly higher number of Russian speakers, and they are more orientated toward integrating Russian language into their society. Furthermore, possibilities for learning Russian language and culture can be found all over the European Union. The main motivation for learning Russian language, apart from family reasons, is business, given that there is an increased demand for Russian speakers in the tourism sector. On the other hand, Russian is still primarily categorized as a minority language, which places it in a lower position than the official languages of the European Union and thus it is generally not used in the work of european institutions. However, thanks to the efforts to maintain good diplomatic relations between Russia and the European Union, as well as strong economic and trade relations, it seems that a bright future awaits Russian within the European Union.

The European Union has been pursuing the policy aimed at achieving equality between women and men for a long time. The adoption of the Law "On Ensuring Equal Rights and Opportunities for Women and Men" is an important step forward. However, the aspects of the control of compliance with the legislation in the field of gender policy remain poorly advanced and need to be adapted following the experience of developed European countries. The aim of this article was to outline the legislative mechanism for ensuring equal rights and opportunities for women and men, and to compare it with European legislative experience and practice. During the research, the methods of analysis and synthesis, deduction and induction and comparative analysis were used. As a result of the research, the mechanism for ensuring equal rights and opportunities in Ukraine was determined; the bodies, institutions and organizations empowered in the specified area were described along with the main aspects of gender equality legislation in Ukraine. It is concluded that government officials can use the results obtained during the research to improve some legislative aspects of control over gender policy implementation.

The system of international relations is in constant change, where new challenges, problems, trends are emerging. In this context, the global migration is no exception. The central question of this study is that labor migrants from Central Asia are changing their traditional directions, where Russia is replaced by other European countries. Such a trend can not be short-term for a number of reasons, both internal and external. Globalization, which neutralizes the natural borders of states, contributes to the gradual growth of world migration. Moreover, the leading countries of Europe with a high level of economic development have always attracted foreigners who were in search of work and a better life. Among other reasons of this problem is the rapid demographic development of Central Asia, the interest of European countries in cheaper labor, but quite qualified. In addition, the economic crisis in Russia, the complication of migration policy, the weakening of the currency, as well as the dependence of the budget of the Central Asian countries from remittances from abroad, it provokes great interest in changing traditional migratory direction. The objective of the research is to investigate the phenomenon of gradual increase in the number of migrants from Central Asian countries to Europe and analyze causes and consequences of this phenomenon in the context of the current international situation. Summarizing the results of the research, the authors make the important conclusion that the number of migrants from Central Asia in the countries of the European Union is gradually increasing. In the next decades this phenomenon will also be relevant because of the high birth rate and relatively young middle age of citizens in the countries of Central Asia, the EU's need for cheap and at the same time qualified labor, a low level of the Central Asian economy and the economic crisis in Russia. ; Система международных отношений находится в постоянном изменении, где появляются новые вызовы, проблемы, определенные тренды. В этом смысле глобальная миграция не является исключением. В данном исследовании речь идет о том, что мигранты из Центральной Азии в последние годы устремлены против традиционно сложившегося направления, где на смену России приходят другие страны Европы. Подобная тенденция не может являться краткосрочной по ряду внутренних и внешних причин, где глобализация, нивелирующая естественные границы государств, способствует постепенному росту мировой миграции. Более того, ведущие страны Европы с высоким уровнем экономического развития всегда привлекали иностранцев, которые находились в поиске работы и лучшей жизни. Среди других причин актуальности этой проблемы можно назвать и быстрое демографическое развитие ЦА, заинтересованность европейских стран в более дешевой рабочей силе, но, тем не менее, достаточно квалифицированной. Помимо этого экономический кризис в России, усложнение миграционной политики, ослабление курса валюты, а также зависимость бюджета стран ЦА от денежных переводов из-за границы в комплексе провоцируют большую заинтересованность в смене традиционного миграционного направления. Цель работы - исследовать феномен постепенного увеличения числа мигрантов из стран Центральной Азии в Европу и проанализировать причины и последствия данного явления в контексте актуальной международной обстановки. По итогам рассмотрения проблемы авторы делают вывод о том, что количество мигрантов из Центральной Азии в странах Европейского союза постепенно увеличивается. В следующие десятилетия этот феномен также будет актуален из-за высокого темпа рождаемости и относительно молодого среднего возраста граждан в странах ЦА, потребности ЕС в дешевой и одновременно квалифицированной рабочей силе, невысокого уровня экономики ЦА и экономического кризиса в России.

This research consists of a descriptive and comparative study of the educational legislation in music education, in primary education and in the academic training of teachers of the area. The study considers evaluations carried out by the Organization for Economic Cooperation and Development (OECD), UNESCO, International Programs for Student Evaluation (PISA), and sectoral organizations, such as teachers' unions. For this purpose, a study in which a systematic bibliographic review of the current educational situation was conducted. The resulting information showed that both, the teaching of students and the academic training of specialist teachers have been treated unequally in the different European countries studied, despite the main and general guidelines given by the European Commission on Education and training. ; El presente estudio comprende un estudio descriptivo y comparativo de la legislación educativa en las enseñanzas de la música, tanto en Educación Primaria, como en la formación de los profesores de dicha enseñanza. Se considera las valoraciones realizadas a nivel europeo por la Organización para la Cooperación y el Desarrollo Económicos (OCDE), la UNESCO, los Programas Internacionales para la Evaluación de Estudiantes (PISA), y organizaciones sectoriales, como los sindicatos de enseñanza. Para dicho objetivo, se realizó un estudio en el que se hizo una revisión sistemática bibliográfica de la situación educativa actual. Se encontró información que puso de manifiesto que tanto la enseñanza a los alumnos, como la formación del profesorado especialista, han sido tratadas de forma desigual en los diferentes países europeos estudiados, a pesar de las líneas maestras y generales dadas por la Comisión Europea en Educación y Formación.

The article deals with discussing scientific, practical and methodological approaches to determining the assessment of countries' energy security and reliability, regardless of whether they have their own energy resources or importing it. To ensure their own economic and energy security, each state must constantly implement legal, economic and administrative measures aimed at protecting its national interests, while relying on a long-term strategy.It's worth noting the fact that the definition of the category "energy security" should contain technological and economic components, combined in some way. That is, in the modern sense, the energy security guarantee is the achievement of a technically reliable, stable, costeffective and environmentally balanced provision of energy resources to the needs of the economy and the population, as well as the creation of conditions for the formation and implementation of a policy to protect national interests in the energy sector.The article discusses indicators that contribute to the growth of economic stability of energy enterprises and, consequently, countries' energy security. With the help of these indicators, the capabilities of the selected outsourcers are compared, and also analyzes the feasibility of a contract form or the feasibility of creating a separate enterprise, on the basis of which the existing divisions for the production of energy products of diversified production, will ensure the country's energy security. The article emphasizes 3 countries with the highest level of energy security – the UK, Russia and Belgium. Russia due to natural resources, Great Britain and Belgium due to internal economic potential. The European Union is forced to import almost all energy resources and ensuring energy security has become a critical issue on the European Union agenda. The EU has the largest energy supplies among the regions of the world, approximately 15% of the entire world market. At the same time, the gap between production and consumption of solid fuel is very large, more than in the United States. The main supplier of Europe is Russia, which to some extent puts European countries in a dependent position. Therefore, an important area of European policy is the energy supplies diversification and ensuring the country's energy security. From the point of view of determining the future role of energy carriers in the European countries energy supply, it is important to evaluate the main factors that determined considered in the article trends in world energy consumption. It is worth noting that almost every energy carrier has a technological niche, where its use is predominant or even exclusive. Therefore, it is very important for the countries of the European Union to achieve the highest level of energy security and independence. ; В статье рассмотрены научно-практические и методические подходы к определению оценки энергетической безопасности и надёжности стран, не зависимо, имеют они собственные энергоресурсы, или их импортируют. Для обеспечения собственной экономической и энергетической безопасности каждое государство должно постоянно осуществлять правовые, экономические и административные меры, направленные на защиту своих национальных интересов, опираясь при этом на долгосрочную стратегическую цель.Особо следует отметить тот факт, что определение категории «энергетическая безопасность», должно включать технологические и экономические компоненты. То есть, в современном понимании гарантирование энергетической безопасности – это достижение состояния технически надёжного, стабильного, экономически эффективного и экологически сбалансированного обеспечения энергетическими ресурсами потребностей экономики и населения, а также создание условий для формирования и реализации политики защиты национальных интересов в сфере энергетики.В статье рассмотрены показатели, способствующие росту экономической стабильности энергетических предприятий и как следствие – энергетической безопасности стран. С помощью этих показателей, сопоставляются возможности избранных аутсорсеров, а также анализируется целесообразность подрядной формы или целесообразность создания отдельного предприятия, на базе которого существующие подразделения по изготовлению энергетической продукции диверсифицированного производства, будут обеспечивать энергетическую безопасность страны. В статье выделены 3 страны с наибольшим уровнем энергетической безопасности – Великобритания, Россия и Бельгия. Россия за счёт природных ресурсов, Великобритания и Бельгия за счёт внутреннего экономического потенциала. Европейский Союз вынужден импортировать практически все энергоресурсы и обеспечение энергетической безопасности стало важнейшим вопросом повестки дня Европейского союза. ЕС имеет самые крупные поставки энергоресурсов среди регионов мира, приблизительно 15% всего мирового рынка. В то же время разрыв между производством и потреблением твёрдого топлива очень велик, больше чем в США. Основным поставщиком Европы является Россия, что в некоторой степени ставит европейские страны в зависимое положение. Поэтому важным направлением европейской политики является диверсификация поставок энергоносителей и обеспечение энергетической безопасности страны. С точки зрения определения будущей роли энергоносителей в энергообеспечении стран Европы важно оценить главные факторы, которые обусловили рассмотренные в статье тенденции мирового энергопотребления. Стоит отметить, что практически каждый из энергоносителей имеет технологическую нишу, где его использование является преобладающим или даже исключительным. Поэтому очень важно для стран Европейского Союза добиться наивысшего уровня показателя энергетической безопасности и независимости страны. ; У статті розглянуті науково-практичні та методичні підходи до визначення оцінки енергетичної безпеки і надійності країн, не залежно, мають вони власні енергоресурси, або їх імпортують. Для забезпечення власної економічної та енергетичної безпеки кожна держава повинна постійно здійснювати правові, економічні та адміністративні заходи, спрямовані на захист своїх національних інтересів, спираючись при цьому на довгострокову стратегію.Особливо слід відзначити той факт, що визначення категорії «енергетична безпека», має містити технологічні та економічні компоненти. Тобто, в сучасному розумінні гарантування енергетичної безпеки – це досягнення стану технічно надійного, стабільного, економічно ефективного та екологічно збалансованого забезпечення енергетичними ресурсами потреб економіки і населення, а також створення умов для формування і реалізації політики захисту національних інтересів у сфері енергетики.У статті розглянуті показники, що сприяють зростанню економічної стабільності енергетичних підприємств і як наслідок – енергетичної безпеки країн. За допомогою цих показників, зіставляються можливості обраних аутсорсерів, а також аналізується доцільність підрядної форми або доцільність створення окремого підприємства, на базі якого існуючі підрозділи з виготовлення енергетичної продукції диверсифікованого виробництва, будуть забезпечувати енергетичну безпеку країни. Основним постачальником Європи є Росія, що в деякій мірі ставить європейські країни в залежне становище. Тому важливим напрямком європейської політики є диверсифікація поставок енергоносіїв і забезпечення енергетичної безпеки країни. З точки зору визначення майбутньої ролі енергоносіїв в енергозабезпеченні країн Європи важливо оцінити головні чинники, які зумовили розглянуті в статті тенденції світового енергоспоживання. Варто відзначити, що практично кожен з енергоносіїв має технологічну нішу, де його використання є переважаючим або навіть винятковим. Тому дуже важливо для країн Європейського Союзу домогтися найвищого рівня показника енергетичної безпеки і незалежності країни.

Politična participacija je ključnega pomena za delovanje in razvoj koncepta demokracije, saj predstavlja orodje, prek katerega lahko državljani izvajajo pritiske na politično elito. To vlogo zavzema poleg konvencionalne tudi nekonvencionalna politična participacija. Osrednji poudarek bo namenjen protestni participaciji, ki se najpogosteje opredeljuje kot ena izmed kompleksnejših oblik kolektivne akcije, skozi katero državljani najvidneje izražajo svoja prepričanja, hkrati pa najbolj jasno odraža nezadovoljstvo državljanov. Osredotočili se bomo na protestno participacijo v obdobju ekonomske krize, ki je leta 2008 zajela države Evropske unije. V okviru empirične analize se tako osredotočamo na dejavnike, ki so v zastavljenem obdobju privedli do izbruha protestne participacije, pri čemer nas zanimajo predvsem različne kombinacije vzročnih poti, ki jih ti dejavniki tvorijo. Ključno raziskovalno vprašanje se nanaša na možne kombinacije pogojev, ki v obdobju ekonomske krize rezultirajo v prisotnosti ali odsotnosti protestov v državah EU. Te kombinacije tvorijo naslednji dejavniki: materialna deprivacija, brezposelnost, razvitost civilne družbe in razvitost demokracije. Empirična analiza temelji na kvalitativni primerjalni analizi (QCA) oziroma bolj specifično na crisp-set QCA. Slednjo se uporablja za obdelavo kompleksnejših binarnih podatkov, pri čemer je cilj poenostavitev teh podatkovnih struktur v preprost in logičen zapis. S pomočjo izbrane metode analize smo prišli do ugotovitve, da do zastavljenega izida ne vodi le en sam pogoj ali ena sama kombinacija pogojev, temveč nastane več raznolikih vzročnih poti, ki lahko rezultirajo tako v odsotnosti kot v prisotnosti izida (protestnih akcij). ; Political participation is crucial for the functioning and development of the concept of democracy, as it represents a communication tool through which citizens can exert pressure on the political elite. Besides the conventional form, unconventional political participation has this role, too. The main focus will be on protest participation, which is most often identified as one of the more complex forms of collective action, through which citizens most visibly express their beliefs ; at the same time it reflects dissatisfaction of citizens most transparently. The highlight will therefore be on protest participation in the period of economic crisis affecting the countries of the European Union since 2008. In the context of the empirical analysis we focus on factors that led to an outbreak of protest participation within the set period. We are particularly interested in the various combinations of causal paths formed by these factors. The key research question therefore refers to the possible combinations of conditions, resulting in the presence or in the absence of protests in EU countries in times of economic crisis. These combinations are formed by the following factors: material deprivation, unemployment, development of civil society and development of democracy. Empirical analysis is based on qualitative comparative analysis (QCA) or more specifically on the crisp-set QCA. The latter is used to process more complex binary data, the aim being to simplify these data structures into a simple and logical notation. By using the selected method of analysis, we came to the conclusion that not only one condition or a single combination of conditions leads to the set outcome. Rather there emerges a variety of causal paths, which can result in both the absence and in the presence of the outcome (protest actions).

This article is the state-of-the-art review of acts and directives within the system of protected natural areas of the European region and the conservation of biodiversity of flora and fauna. Bern Convention is the basis for the creation of areas of special conservation interest in Europe. Emphasis is placed on the development in the countries of the European Union of an interstate ecological network of specially protected natural territories. В настоящей статье рассматривается и анализируется динамика изменения миграционной политики стран Европейского Союза и Западных Балкан сквозь призму третьей волны пандемии КОВИД-19, захлестнувшей Европу. Предлагаются пути и методы решения проблемы беженцев в странах Европейского союза с учетом новых вызовов времени.

Existe una extensa literatura que muestra la relación del rendimiento académico con otras variables de carácter contextual. El análisis secundario de los resultados correspondientes al rendimiento en PISA 2015 ha permitido clasificar los países de la Unión Europea en dos niveles diferenciados. Se ha estudiado también, a nivel nacional, el grado de relación entre el rendimiento y variables contextuales como el nivel socio económico, los indicadores de escolarización, los recursos destinados a la educación y la cultura organizativa y gobierno de los centros. Posteriormente, tras seleccionar aquellas que correlacionan en mayor medida con el rendimiento, se han contrastado los efectos de las variables contextuales en la diferenciación de países de alto y bajo rendimiento a través de un modelo de regresión logística. Los resultados muestran el papel de algunas de las variables consideradas, destacando el nivel económico del país y la implicación de los padres en la toma de decisiones. A modo de conclusión, se formulan una serie de recomendaciones que permitirían avanzar hacia la mejora del rendimiento y lograr la convergencia educativa entre los países de la UE. ; Extensive literature exists which shows the relation between academic performance and other variables of a contextual nature. A secondary analysis of the results corresponding to performance in PISA 2015 has enabled us to classify European Union countries into two different levels. The degree of relation between performance and contextual variables such as socioeconomic level, schooling indicators, resources allocated to education and organizational culture and school governance has also been studied at a national level. Subsequently, after selecting the variables that correlate the most with performance, the effects of the contextual variables on the differences of countries with high and low performance have been measured using a logistic regression model. Results show the role of some of the variables considered, with the economic level of the country standing out in particular, as well as parental involvement in decision-making. By way of conclusion, a series of recommendations are formulated to advance towards improvements in performance and to achieve educational convergence among EU countries.
