The aim of this paper is to establish and clarify the relationship between corruption level and development among European Union countries. Out of the estimated model in this paper one can conclude that the level of corruption can explain capital abundance differences among European Union countries. Also, explanatory power of corruption is higher in explaining economic development than in explaining capital abundance, meaning stronger relationship between corruption level and economic development than between corruption level and capital abundance. There is no doubt that reducing corruption would be beneficial for all countries. Since corruption is a wrongdoing, the rule of law enforcement is of utmost importance. However, root causes of corruption, namely the institutional and social environment: recruiting civil servants on a merit basis, salaries in public sector competitive to the ones in private sector, the role of international institutions in the fight against corruption, and some other corruption characteristics are very important to analyze in order to find effective ways to fight corruption. Further research should go into this direction.
Celem artykułu jest wskazanie relacji pomiędzy wydarzeniami, które miały miejsce na Ukrainie w 2014 roku i latach następnych, a zmianami w politykach obronnych wybranych państw Unii Europejskiej. Autor zakłada, że przynajmniej część z państw należących do Unii Europejskiej zmieniła swoją politykę obronną. Ograniczyła redukcję wydatków obronnych, a nawet rozpoczęła ich zwiększanie. Szczególnie w państwach graniczących z Federacją Rosyjską. Weryfikację tej hipotezy można przeprowadzić w oparciu o publikowane w latach 2014–2017 białe księgi obronności, lub dokumenty o tożsamym charakterze. Ponadto poprzez wskazanie działań (lub ich braku) realizowanych przez rządy państw zgodnie z przyjętymi założeniami. The purpose of the article is to present the method of constructing the GTI index used for a multidimensional assessment of a terrorist threat. Next, using Ward's method, groups of EU countries similar in terms of the terrorism threat level will be identified. Particular attention was paid to the position of Poland, which due to its active participation in military operations in Afghanistan and Iraq, may be the target of a terrorist attack. The analyses show that Poland is in the group of countries with the lowest terrorism threat level. However, this threat cannot be underestimated. ; Celem artykułu była prezentacja sposobu konstruowania miernika GTI wykorzystywanego do wielowymiarowej oceny zagrożenia terroryzmem. Następnie przy użyciu metody Warda zidentyfikowano grupę krajów UE podobnych pod względem zagrożenia terroryzmem. Szczególną uwagę zwrócono na pozycję Polski, która z powodu aktywnego udziału w działaniach militarnych w Afganistanie i Iraku czy rozmieszczenia wojsk amerykańskich może być celem ataku terrorystycznego. Z przeprowadzonych analiz wynika, że Polska znajduje się w grupie krajów o najmniejszym zagrożeniu terroryzmem, jednak zagrożenia tego nie można lekceważyć.
Revenue autonomy is one of the fundamental pillars of self-government in the economic sense. The assurance of LSUs to a significant share of own revenue should be based on their character, above all the impact on their size, the predictability, the freedom of disposal and the independence of local governments from the state budget. The level of fiscal autonomy of self-government is a derivative of national solutions adopted in Poland, the level of decentralization, the amount, type and efficiency of self-government income sources combined with the spatial distribution of the tax base and the scope of taxation power of the self-government sector. It largely determines the development opportunities of local communities. Hence, it is important to address this topic in various aspects. This work aims to analyze the level of revenue autonomy of local government units in Poland against the background of selected European Union countries, indicating the importance of taxation power in creating this autonomy. ; Samodzielność dochodowa stanowi jeden z podstawowych filarów samorządności w wymiarze ekonomicznym. Zapewnienie JST istotnego udziału dochodów własnych powinno wynikać z ich charakteru, przede wszystkim z możliwości oddziaływania na ich wielkość, przewidywalność, możliwość swobodnego dysponowania oraz uniezależnienia JST od sytuacji budżetu państwa. Poziom samodzielności dochodowej samorządu jest pochodną przyjętych w kraju rozwiązań w zakresie organizacji państwa, poziomu decentralizacji zadań, ilości, rodzaju i wydajności źródeł dochodów przyznanych JST w połączeniu z przestrzennym rozmieszczeniem bazy podatkowej oraz zakresu przyznanego sektorowi samorządowemu władztwa podatkowego. W znacznym stopniu decyduje on o możliwościach rozwojowych wspólnot samorządowych. Stąd ważne jest podejmowanie tego tematu w różnych aspektach. Celem opracowania jest poddanie analizie stopnia samodzielności dochodowej jednostek samorządu terytorialnego w Polsce na tle wybranych krajów Unii Europejskiej ze wskazaniem znaczenia władztwa podatkowego w kształtowaniu tej samodzielności.

It goes probably from the connection between the energy sector and interference into the natural environment, the exploitation the natural sources and its high emission, what has a special meaning nowadays. that is why European Union starts to thing about special meaning of this issue, can we find this in its strategy documents. The main aim of this work is the attempt assessment the level of realization the sustainable development in climate change and energy area in Poland and comparing that to the other European countries. The sustainable development in the climate change and energy has been shown in Polish and European countries strategy. The comparative analysis Poland to the other EU countries has been done. The state documents and study literature have been used in this article. The comparative analysis were based on data form Eurostat. ; Współcześnie problematyka związana ze zmianami klimatycznymi i pozyskiwaniem, wykorzystaniem energii jest szeroko dyskutowana tak na arenie międzynarodowej, jak i krajowej. Wyrazem obecności tej tematyki w dyskursie publicznym jest ujmowanie jej w wielu dokumentach międzynarodowych, krajowych (także tych o charakterze strategicznym). Stanowi ona także jeden z obszarów omawianych w kontekście zrównoważonego rozwoju poprzez zwrócenie uwagi m. in. na pozyskiwanie energii ze źródeł odnawianych, zużycie energii pierwotnej, czy też wielkość emisji gazów cieplarnianych. Także Unia Europejska w ramach dążenia do zrównoważonego rozwoju zaczęła przypisywać szczególne znaczenie wspomnianej problematyce. Wobec powyższego za cel artykułu przyjęto próbę oceny poziomu realizacji koncepcji zrównoważonego rozwoju w obszarze dotyczącym zmian klimatycznych i energii w Polsce na tle krajów unijnych. Celowi pracy podporządkowano jej poszczególne części, w których przybliżono zrównoważony rozwój w zakresie zmian klimatycznych i energii w unijnych dokumentach strategicznych, oraz przeprowadzono analizę porównawczą Polski na tle krajów Unii Europejskiej w zakresie zmian klimatycznych i energii. W artykule wykorzystano literaturę przedmiotu, dokumenty rządowe, zaś przeprowadzone analizy oparto o dane wtórne pochodzące z Eurostatu.

Celowi pracy podporządkowano jej poszczególne części, w których przybliżono zrównoważony rozwój w zakresie zmian klimatycznych i energii w unijnych dokumentach strategicznych, oraz przeprowadzono analizę porównawczą Polski na tle krajów Unii Europejskiej w zakresie zmian klimatycznych i energii. W artykule wykorzystano literaturę przedmiotu, dokumenty rządowe, zaś przeprowadzone analizy oparto o dane wtórne pochodzące z Eurostatu.
Zmiany polityczne, społeczne i gospodarcze zapoczątkowane w Polsce w 1989 r. stworzyły podstawy do dynamicznego rozwoju sektora działalności usługowej. Istotnym aspektem przemian organizacyjnych w sferze usług jest także rozwój nowych form świadczenia tradycyjnych usług z zastosowaniem technik komputerowych i sieci internetowej (usługi elektroniczne), np. elektroniczna administracja, zdalna edukacja czy handel elektroniczny. Rozwój nowych form świadczenia usług był możliwy dzięki postępowi w technologii informacyjno-komunikacyjnej (ICT). Głównym celem artykułu jest analiza poziomu rozwoju usług elektronicznych w Polsce na tle innych państw Unii Europejskiej. Formułuje się następujące cele szczegółowe: (1) systematyzacja terminologii związanej z usługami elektronicznymi, (2) określenie uwarunkowań rozwoju usług elektronicznych w Polsce i innych państwach UE, (3) charakterystyka poziomu rozwoju wybranych typów usług elektronicznych dla odbiorców indywidualnych i przedsiębiorstw w Polsce, (4) porównanie poziomu rozwoju wybranych typów usług elektronicznych w Polsce z innymi państwami UE. ; Political, social and economic changes initiated in Poland in 1989 formed basis for dynamic development of service activity. An important aspect of organizational change in services is the development of new forms of services provision with the use of computer technology and the Internet (electronic services), such as e-government, e-learning and e-commerce. The development of new forms of service provision has been possible by advancement in the development of information and communication technology (ICT). The main purpose of this article is to analyse the level of development of electronic services in Poland in comparison to other European Union countries. The following specific objectives can be formulated: (1) systematization of terminology related to e-services, (2) defining of the development conditions of e-services in Poland and other EU countries, (3) characteristic of the level of development of selected types of e-services for individuals and enterprises in Poland (4) comparing the level of development of selected types of e-services in Poland to other EU countries.
Konvergencija dohodaka je više od polovine veka predmet mnogih teorijskih i empirijskih istraživanja. Brojni istraživači su posvetili veliku pažnju ovom pitanju na koje, do sadašnjeg trenutka, ne postoji jasan odgovor, niti jedinstven rezultat. Iako je strana literatura bogata radovima čiji je predmet istraživanja konvergencija dohodaka među zemljama Evropske unije, kao i uticaj različitih faktora na konvergenciju dohodaka, u domaćoj literaturi ova oblast nije dovoljno istražena. Osim toga, još uvek je mali broj radova koji se bave ispitivanjem postojanja i brzine konvergencije dohodaka između zemalja Evropske unije i zemalja Zapadnog Balkana. S tim u vezi, predmet doktorske diseratcije je dohodovna konvergencija zemalja Zapadnog Balkana i članica Evropske unije u kontekstu evropske ekonomske integracije. Cilj istraživanja u doktorskoj disertaciji je da se pruži odgovor na pitanje da li postoji konvergencija dohodaka među zemljama Evropske unije. Takođe, cilj istraživanja je utvrđivanje razlike u brzini konvergencije dohodaka između razvijenih zemalja Evropske unije, s jedne strane, i Novih zemalja članica Evropske unije i zemalja Zapadnog Balkana, s druge strane. Pored toga, cilj istraživanja u doktorskoj disertaciji je i utvrđivanje faktora koji utiču na konvergenciju dohodaka. Rezultati empirijske analize pokazuju postojanje dohodovne konvergencije među zemljama Evropske unije. Osim toga, dokazano je da Nove zemlje članice Evropske unije i zemlje Zapadnog Balkana, s jedne strane, imaju bržu konvergenciju dohodaka od grupe razvijenih zemalja Evropske unije. Analizom smera i intenziteta delovanja različitih faktora na konvergenciju dohodaka, dobijeni su rezultati koji ukazuju na pozitivan uticaj bilateralne trgovine na dohodovnu konvergenciju, pozitivan uticaj stranih direktnih investicija na dohodovnu konvergenciju centralnoevropskih tranzicionih zemalja u pretkriznim godinama, kao i pozitivan uticaj prisutnosti ekonomskih sloboda u godinama posle Globalne ekonomske krize. Reformski procesi nisu pokazali snažan i kontinuiran uticaj na dohodovnu konvergenciju centralnoevropskih tranzicionih zemalja. ; Income convergence has been the subject of many theoretical and empirical research for more than half a century. Many researchers devoted great attention analyzing income convergence among countries. However, there is still no clear answer, nor a unique result about this topic. Although foreign literature has vast number of papers that examine income convergence among the European Union countries, as well as the effect of various factors on income convergence, this field has not been sufficiently explored in domestic literature. In addition, there is still a small number of papers that test the existence and speed of income convergence between the developed countries of the European Union and the Western Balkan States. In this regard, the subject of the doctoral dissertation is income convergence of the Western Balkan States and European Union member states in the context of European economic integration. The aim of the research in the doctoral dissertation is to determine the existence of income convergence among the European Union countries. Also, the aim of the research is to determine the difference in the speed of income convergence between developed countries of the European Union, on the one hand, and New Member States and Western Balkan States, on the other. In addition, the aim of the research is to determine factors that affect income convergence. The results of the empirical analysis show the existence of income convergence among European Union countries. The results also show higher speed of income convergence of Western Balkan States and New Member States, compared to developed European Union members, depending on the observed subperiod. By analyzing the direction and intensity of various factors on income convergence, results indicate positive impact of bilateral trade, positive impact of foreign direct investment in the pre-crisis years, and positive effect of presence of economic freedom in the years after Global economic crisis. Reform processes haven't shown a strong and continuous effect on income convergence of Central European transition countries.
The Lisbon Treaty has brought significant changes into the architecture of the European Union. The most important novelty, however, is the establishment of a full unity of the Union structure achieved by creating new and strengthening the existing elements. The new elements of this unity are the disappearance of the European Community, the 'independence' of the European Atomic Energy Community, constituting the European Union as a single entity and the introduction of EU values. At the same time, the Lisbon Treaty has strengthened the existing elements of the common institutional mechanisms, rules on amending the founding treaties and EU membership. However, constituting the Union as a single entity which has replaced and succeeded the European Communities has not abolished the EU elements of diversity. In the areas that differed, even before the adoption of the Lisbon Treaty, from the community pillar, there remain significant differences in the nature and the scope of competences of the Union institutions. This mainly regards the common foreign and security policy, which now includes the defense policy, where the existing model of inter-state cooperation has been only slightly interfered with. In contrast, in the field of police and judicial cooperation in criminal matters, which has become part of a larger Area of Freedom, Security and Justice, the inter-state model of cooperation has been abandoned in some of its most important elements. However, the implementation of some of the important elements of the supranational model has been postponed.

Celem artykuły jest analiza podejścia państw nordyckich do kryzysu Unii Europejskiej. ; Similarly to UK, Eurosceptic parties in Sweden, Finland and Denmark are pushing for an exit from the EU, which has been dubbed a Swexit, Fixit or Dexit. How the society of the Nordic countries have reacted for the economic crises in 2008, influx of migrants, and consequently – the lack of common European values? It found that Swedes, Finns and Danes believe that being in the EU is a positive thing, but an encouragement has been descended. The aim of the article is to analyse the attitude of the Nordic countries towards the European Union crisis.
The aim of the article is to describe the genesis, role, significance, conditions and effects of economic cooperation of the Visegrad Group countries in the European Union, with particular emphasis on their development after 2015. It presents the distinguishing features and specificity of the Group's cooperation before accession to NATO and the EU in the context of the situation of Central Europe and other European post-communist countries, as well as the most important aspects of the political and economic potential of the V4 countries against the background of the EU and selected member states. Various aspects of their economic cooperation in the region are discussed, as well as the structural limitations of the role of the Visegrad Group countries in the EU and related controversy. The fi nal part contains conclusions relating to the Group's activities with regard to the main axes of political and economic divisions in the EU, with particular emphasis placed on economic dimensions.

The author proposes five fundamental theses: 1) the reunification of Germany ruined the balance of power in Europe; 2) the Eastern enlargement of NATO and the EU has moved the zone of political and military influence of the USA to the line of the Bug river; 3) the Germans have confirmed their position as a European power; 4) the foreign policy of Angela Merkel is a continuation of Gerhard Schroder's policy, meaning a transfer of the focus from European policy to prioritising German national interests; 5) the German issue has remained open. ; This paper is an attempt to analyse European leadership and the role played by a reunited Germany in the European Union.
