Türkiye'de laiklik, cumhuriyetin değişmez bir niteliği ve özel öneme sahip bir ilkesidir, ancak Avrupa Birliği ülkelerinden farklı bir uygulamaya sahiptir. Türkiye'nin AB'ne üyelik sürecinde laikliğin nasıl etkileneceği ve Türkiye'de uygulanma biçimiyle laikliğin bu süreçte ne gibi tartışma ve açılımlara yol açacağı araştırılması gereken önemli konulardan biridir. Bu çalışmada Avrupa Birliği ülkelerinde uygulanan laiklikle Türkiye'de uygulanan laikliğin karşılıklı analizi yapılmaya çalışılmıştır. ; Secularism in Turkey is a permanent characteristic of the republic and a principle of special importance, while there is different understanding and implementation of secularism in the European Union countries. Therefore, the questions of how the understanding of secularism, as it is implemented in Turkey will be affected by Turkey's integration process to the EU and what kind of debates might take place as a result should be addressed. This study makes a comparative analysis of the implementation of secularism in Turkey and in the European Union.

Ekonomi literatüründe, savunma hizmeti için yapılan harcamaların ekonomik büyümeyle ilişkisi, üzerinde uzlaşı sağlanamayan konulardan biridir. Bu ilişkinin çok önemli ve kuvvetli olduğu kabul edilmekle birlikte, etkileri konusunda fikir birliğine varılamamıştır. Bu bağlamda, AB'ne katılım sürecinde olan ve savunma sanayisini geliştirmeye çalışan Türkiye'nin, savunma harcamalarının ekonomik büyüme ile ilişkisinin olup olmadığı, varsa ne yönde olacağı tespit edebilmek amacıyla, bu çalışma hazırlanmıştır. Çalışmada öncelikle kavramsal olarak; savunma, savunma harcamaları ve savunma sanayi tanımlanmaktadır. İkinci bölümde, savunma sanayinin ekonomik etkileri, AB ile Türkiye'nin Savunma Politikaları neticesi geliştirmeye çalıştığı savunma sanayileri ile günümüzde ulaşılan konum, ekonomik açıdan ve yapısal olarak incelenmektedir. Son bölümde, Türkiye ve AB'nin savunma harcamalarının boyutları küresel ölçekte değerlendirilmekte ve Türkiye'nin savunma harcama kaynaklarından bahsedilmektedir. Çalışmanın uygulama kısmında seçilmiş AB ülkeleri ile Türkiye'nin savunma harcamaları-ekonomik büyüme ilişkisi GSMH bağlamında 1996-2009 yılları arası savunma harcamaları kullanılarak panel veri tahmin yöntemi ile incelenmektedir. Panel veri modeli tahmin sonucunda savunma harcamaları ile ekonomik büyüme arasında pozitif yönde bir ilişki olduğu bulunmuştur. ; In the economics literature, the relation of the expenditures made for the defence service with the economic growth is the one of controversial subjects. While it is accepted that this relation is very important and intense, there is no consensus on the effects of it. In this context, this study has been prepared in order to determine Turkey's, in the process of accession to European Union and trying to develop its defence industry, if there is a relationship between the economic growth and defence expenditure or not; if there is, in what direction it would be. Primarily, conceptually in this study; defence, defence expenditures, and defence industry are defined. In second chapter, the economic effects of the defence industry, the defence industries that they are trying to develop as a result of the European Union and Turkey's policies and the location that had reached today, has been observed economically and structurally. In the last chapter, the defence expenditures of Turkey and the European Union has been evaluated on a global scale and the resources of Turkey's defence expenditures were mentioned. In the application of the study, selected European Union Countries and Turkey's relationship of defence expenditure and economic growth in the context of gross national product, by using the defence expenditures between 1996 - 2009, has been observed by the panel data estimation method. In the result of the panel data model estimation, there is a positive relationship between defence expenditures and economic growth has been found out.
Bu tezde Avrupa Birliginin genisleme sürecinde azınlıklar konusunda üstlendigi misyon tartısılmıstır. Bu çerçevede örnek ülkeler olarak Bulgaristan ve Romanya ele alınmıstır. Her iki ülkenin de azınlıklarının durumları Avrupa Birligi'ne adaylıgın getirdigi yeni solukla hız kazanmıstır. Bu çerçevede Avrupa Birligi'ne aday ülkelerin ?Demokratiklesme? ve ?Avrupalılasma? ikiz süreçlerinde normların, kuralların ve kurumların nasıl degistigi devlet, kimlik ve güvenlik iliskisi baglamında irdelenmistir. Sonuç olarak Avrupa Birligi'ne adaylıgın, aday ülkelerdeki azınlıklar üzerindeki etkisi yadsınamaz biçimde ortadadır. Bu etki Romanya ve Bulgaristan incelenerek, ilerleme raporları bazında ve karsılastırmalı olarak ele alınmıstır. ; In this thesis European Union?s mision on minorities has been discussed during the enlargement process. In this regard, Romania and Bulgaria are chosen as case studies. In these countries situation of minorities gained its peak after their applications for the full membership to European Union. The frame of ?Democratization? and ?Europeanisation? co-proceses of the candidate countries in respect of how norms, rules and institutions change in the context of state, identity and security relations are examined. Finally, it has been stated that being a candidate for EU membership has a great impact on the minorities living in these countries. Regular reports on Romania and Bulgaria?s Progress towards accesion have been analyzed and compared between two countries.
Yugoslavya'nın dağılması, Soğuk Savaş'ın sona ermesi, uluslararası sistemin yapısı ve işleyişinde köklü değişiklikler sistemde yer alan aktörleri etkilemiştir. Sovyetler Birliği'nin çöküşünden sonra Avrupa Birliği (AB)'nin Doğu Avrupa politikasında köklü bir değişim yaşandı. Aslında bu ülkeler ne demokrasi ne de ekonomi yönünden tam üyeliğe uygun değildir. AB, Doğu ve Batı olarak ikiye ayırmaktadır. "Avrupa coğrafyasının bütününü kapsayan siyasi birlik oluşturulabilmesi için Batı Balkanların süratle AB standartlarına ulaştırılması ve tam üyeliğe alınmaları gerekmektedir. AB'nin bölgeye yönelik temel hedefleri arasında, etnik çatışmaların tekrar başlamaması için tedbir alınması, demokrasinin geliştirilmesi, insan hakları ve demokrasinin korunması, bölge ülkeleri ile Batı Avrupa arasındaki refah farkının kapatılması için pazar ekonomisinin kurulması ve istikrarlı ekonomik politikaların geliştirilmesi gibi hedefler yer almaktadır". Avrupa Birliği Batı Balkan ülkelerinde yaşanan gelişmeler karşısında Orta ve Doğu Avrupa ülkelerine uyguladığı etkin politikaların benzerini ilgili ülkeler için geliştirme konusunda yeterince tutarlı davranmamıştır. Avrupa Birliği gerek mali gerek teknik yardımlarla bölgesel işbirliği, demokratikleşme, sivil toplumun gelişimi ve devlet kurumlarının oluşmasında destek vermiştir. Batı Balkan ülkeleri ile 1999 yılında başlatılan İstikrar ve Ortaklık Süreci AB'nin Batı Balkan ülkelerine ilişkin politikalarının temelini oluşturmaktadır. Bu çalışma kapsamında Yugoslavya sonrasında ortaya çıkan Balkan ülkelerinin AB ile ilişkileri ve AB'nin Batı Balkan politikaları incelenmeye çalışılmıştır. ; The Breakup of Yugoslavia, end of the Cold War and deep changes which happened in the structure and functions of the International Relations influenced the main actors of the system. After the collapse of the USSR, fundamental changes took place in the policy of the European Union's Eastern European policy. In reality, these states are not eligible to the membership in the terms of not only democracy but also economy. European Union divides Balkans in two parts as East and West. In order to formulate political unity which would include whole European Geography, Western Balkans should meet the key EU membership criteria for accession and get full membership. The crucial objectives of European Union for the Region are to prevent breaking out of ethnic conflicts, development of democracy, protection of human rights and democracy, the establishment of Market Economy for eliminating diversity in welfare among western and regional countries. EU, response to the developments in the Western Balkans countries did not act consistently enough in order to implement such effective policies toward related countries which implemented in Central and Eastern countries. EU supports by the means of financial and technical assistance the regional cooperation, democracy, development of civil society and the formation of government institutions. Actualization of Stability and Association process in 1999 was the basis of the EU's policy for the Western Balkan Countries. In the scope of this work, it is tried to analyze the relationships among the EU and Balkan states which emerged after Yugoslavia and the EU's policies in the Western Balkans.
Ortadoğu bölgesi gerek stratejik konumu, gerekse sahip olduğu petrol kaynakları bakımından dünyanın en zengin bölgesi olması nedeniyle ayrı bir öneme haizdir. Ortadoğu ikili ilişkiler, ticari ilişkiler ve çatışmaların odağındaki bölge olması dolayısıyla Avrupa Dış Politikalarında da üst sıralarda yer almıştır. Avrupa ve Ortadoğu arasındaki ilişkiler uzun bir tarihsel süreci kapsamaktadır. AB kuruluşundan bu yana demokrasi ve insan haklarına verdiği önemi belirtmiş ve bunun kendine ait içsel bir unsur halini alması için çabalamıştır. Uluslararası arenada etkin bir güç olmayı hedefleyen AB kendine ait içsel değerleri diğer ülkelere de yaymayı hedeflemektedir. Bu amaçla oluşturmuş olduğu Avrupa Komşuluk Politikası kapsamında AB'ye komsu olan fakat üyelik perspektifi bulunmayan ülkelerde demokrasinin teşviki önemli bir unsurdur. Bu çalışma ile AB'nin geçmişten günümüze Ortadoğu ilişkileri ve yakın dönemdeki komşuluk politikaları çerçevesinde Ortadoğu'ya bakışı amaçlanmaktadır. Yapılan literatür taraması sonucu elde edilen bilgiler yardımıyla araştırmanın amacına uygun ön çalışma ve anahat planı oluşturulmuştur. Bu plan çerçevesinde gerekli düzenlemeler süre yeterliliği göz önünde bulundurularak danışman gözetiminde yapılmaya çalışılacaktır. Bu araştırmada, günümüzde genişleme ve komşuluk politikaları ile öne çıkan Avrupa Birliği'nin, artan şiddet olaylarına sahne olan Ortadoğu politikası ile sınırlandırılmıştır. Kuruluşundan bu yana demokrasinin önemine vurgu yapan AB, Avrupa Komşuluk Politikası kapsamında yer alan ülkelerde de demokrasiyi yaymayı hedeflemektedir. Sonuç olarak AB açısından özellikle genişleyen sınırlar ile birlikte güvenlik açısından öneme sahip olan Ortadoğu bölgesinde AB'ye yakın rejimler oluşturulması önem taşımaktadır. ; The Middle East is of great importance due to both its strategic position and by virtue of the fact that it is the riches region of the world in terms of its oil reserves. The Middle East also ranks high in European Foreign Policies as it is a region that is at the centre of bilateral relations, commercial relations and conflicts. Relations between Europe and the Middles East covers a long historical process. EU, since its inception, has emphasised the importance it lays upon democracy and human rights and endeavoured to make it an internal component of its nature. Intending to be an influential figure in international arena, EU aims to spread its internal values to other countries, too. Encouragement of democracy within the scope of European Neighbourhood Policy in countries that are neighbours of EU but do not have membership perspective is an important move. This study aims to investigate EU?s relationships with the Middle East from past to present and its look on the Middle East within the framework of its neighbourhood policies. A preliminary examination has been conducted and an outline plan has been devised by the help of information obtained through review of the relevant literature. The required corrections will be made under the supervision of an advisor in accordance with this plan an so long as time limits allow. This study is limited to the policy of European Union, which is in the foreground today by virtue of its expansion and neighbourhood policies, concerning the Middle East, which is home to increasing cases of violence. EU, which has been emphasising democracy since its establishment, intends to spread democracy in countries that are included in the European Neighbourhood Policy. In conclusion, it is important for EU to help establish friendly regimes in the Middle East, which is important for EU in terms of security especially due to expanding borders.
ÖZET1963 Ankara Anlasması ile kararlastırılan, 1973 Katma Protokol'le ayrıntıları belirlenen ve1 Ocak 1996 itibariyle Türkiye ile Avrupa Birligi arasında tam olarak uygulamaya girenGümrük Birligi, Türkiye ekonomisine sekil veren önemli bir faktördür. Bu nedenledir kiözellikle Türk kamuoyunda yogun olarak tartısılmaktadır. Çalısmanın temel amacı buelestirilerin dayandırıldıkları temellere göre kategorizasyonu ve degerlendirilmesidir. Sonuçolarak, Gümrük Birligi'ne yöneltilen elestirilerin ekonomik entegrasyona degil, ekonomikentegrasyonun modeli üzerine yogunlastıgı söylenebilir. ABSTRACTThe Customs Union was determined by 1963 Ankara Agreement, detailed by 1973 AdditionalProtocol and became effective in 1996 between Turkey an the EC. Since it is one of majorfactors which effect Turkish economy, it has been very criticized in Turkey. The aim of thestudy is to make a categorization and evaluation of these critics. Although, there have beenmany arguments about this issue in Turkey, most of them have not criticize the direction. Thecritics are not generally concentrated on the concept of economic integration itself, but of itsmodelling. In other words, it can be said that there is a general consensus that Turkey'seconomic integration with the EU is the most rational option. There are four basic categoriesregarding the essence of critics about the current CU in Turkey. The first one is critics on thesource of the CU between Turkey and the EU. The second category is constituted by thecritics on the aim of the CU. The third category of the critics on the CU are classifiedaccording to possible effects of the CU on an economy. The fourth category of the critics onthe CU is about the functioning of it.
Bu çalışmanın amacı, Avrupa Birliği'ne (AB) üye olan ülkelerin ve Türkiye'nin gelişmişlik düzeylerine göre ekonomik göstergeler kullanılarak çok kriterli karar verme (ÇKKV) yöntemlerinden TOPSIS ve MOORA ile sıralanmasıdır. Ülkeler arasındaki sıralamaya ulaşmak adına öncelikle alternatifler, AB'ye üye olan 28 ülke ve aday ülke Türkiye olarak belirlenirken, kriterler ise kişi başına gelir (GSYİH/Nüfus), enflasyon, işsizlik oranı, ihracatın ithalatı karşılama oranı (İhracat/ İthalat), kamu borçları/GSYİH ve bütçe açığı/GSYİH olarak belirlenmiştir. Bu kriterler doğrultusunda AB'ye üye 28 ülke ve Türkiye arasında gelişmişlik düzeylerine göre sıralamaya TOPSIS ve MOORA yöntemleri ile ulaşılmış ve sonuçlar karşılaştırılmıştır. Elde edilen sonuçlara göre, ilk üç sırada Lüksemburg, İsveç ve Danimarka yer alırken, son sıralarda ise Hırvatistan, Bulgaristan, Slovenya, Yunanistan ve Türkiye yer almıştır. ; The aim of this study is to determine the ranking of the member countries of European Union (EU) and Turkey according to the level of development using economic indicators with multi-criteria decision making (MCDM) methods TOPSIS and MOORA. In order to obtain the ranking of the countries, firstly alternatives are determined as 28 European Union countries and Turkey as a candidate country. Then criteria are determined as per capita income (GDP/Population), inflation, unemployment rate, ratio of exports to imports (exports/imports), public expenditures/GDP and budget deficit/GDP. By using these criteria, the ranking of 28 EU member countries and Turkey according to the to the level of development are determined with TOPSIS and MOORA methods and the results are compared. According to the obtained results, the first three countries are Luxembourg, Sweden and Denmark while Croatia, Bulgaria, Slovenia Greece and Turkey has taken place at the bottom of the list.

Çalışmanın ilk bölümünde, Avrupa Birliği Genelleştirilmiş Tercihler Sistemi'nin temel özelikleri incelenmiştir. İkinci bölümde, Avrupa Birliği Genelleştirilmiş Tercihler Sistemi'nin az gelişmiş ve gelişmekte olan ülkelerin Avrupa Birliği'ne ihracatları üzerine etkilerini araştıran çalışmaların sonuçlarına yer verilmiştir. Son bölümde ise Avrupa Birliği Genelleştirilmiş Tercihler Sistemi'nin az gelişmiş ve gelişmekte olan ülkelerin Avrupa Birliği'ne ihracatları üzerine etkileri ile ilgili genel bir değerlendirme yapılmıştır. ; The aim of this paper is to determine the effects of the European Union Generalised System of Preferences onto the exports of the least developed and developing countries to the European Union. In the first part of the paper, basic principles of the European Union Generalised System of Preferences were examined. In the second part, conclusions of the studies which are dealing with the effects of the European Union Generalised System of Preferences onto the exports of the least developed and developing countries to the European Union were presented. In the last part, a general assessment concerning the effects of the European Union Generalised System of Preferences onto the exports of the least developed and developing countries to the European Union was done.
"Ermeni meselesi" olarak bilinen ve Ermenistan ile sınırın açılması gibi başka konuların yanında soykırım iddialarını da içeren sorun, özellikle AB üyeliği sürecinde, Türkiye'nin önüne giderek daha fazla çıkmaktadır. Bu çalışmanın amacı, AB kurumlarında Ermeni meselesi ile ilgili alınan kararlara ve hazırlanan raporlara değinilerek AB'nin ve önde gelen AB üyesi ülkelerin "Ermeni sorunu"na yaklaşım biçimini ortaya koymaktır. Özellikle, soykırım iddialarını en fazla gündeme taşıyan Avrupa Parlamentosu üzerinde durulmuştur. Avrupa Parlamentosu'nun önemi, sandalye dağılımı nasıl olursa olsun, kamuoyunu yansıtıyor veya belki de aksine kamuoyunu oluşturuyor olmasıdır. Aday ülkelerin üyelik sürecini oylamaya sunan Parlamento'nun, Türkiye'nin soykırım iddialarını tanımasını üyelik için ön şart olarak Komisyon'a kabul ettirme çabasının ağır bastığı düşünüldüğünde dikkate alınmasını gerektirmektedir. Parlamento'da yapılan tartışmalara ve kullanılan ifadelere dikkat çekmek suretiyle, Avrupalı siyasetçilerin yaklaşımı ortaya konmaya çalışılmıştır. Accession to the European Union (EU) has been one of the most crucial topics of the Turkish foreign policy. This topic, albeit sometimes not having a priority, always remained as a current issue and played a determinant role in Turkey's objective of Westernization. Within this process, parallel to the success that the accession would bring, it became more ascendant in current politics. It acted as the sword of Damocles as a determinant either for the election victories or as a trouble-maker on the head of the parties. The foundation of the Turkey-EU relations was first laid by the Democrat Party in July 31st, 1959 and these relations began to get deepen by the time the Motherland Party (ANAP) came into power in the 1980's. This study aims to determine the reasons that led Turkey to apply for the EU membership, the place of the relations with the Europen Economic Community (EEC) on Turkish foreign policy and the repercussions of this application in the public opinion. Therefore it is going to be given a general overview on the early years of those relations. In the citations taken from the newspapers of the period the expression common market is used for defining Turkey's counterpart while the author himself rather prefers to use the EEC, the predecessor of the EU.
Soğuk Savaşın sona ermesi ve Sovyetler Birliği'nin dağılmasından sonra aktörlerin bölgeye ilgisi, temelde enerji kaynakları ve bölgesel sorunlar nedeniyle artmaktadır. Bölgeye ilgisi artan ve çeşitli ekonomi, hukuki ve politika araçları ile aktif olmaya çalışan AB yeni bir dönüşüme uğramıştır. 1993 yılında Maastricht Anlaşmasıyla siyasi birlik yapısına kavuşan AB, dış politika ve güvenlik konularında yeni bir çalışmanın içerisine girmiştir. Özellikle Avrupa'nın doğusunda ve Güney Kafkasya'da yeni ülkelerin bağımsızlıklarını ilan etmesi, genişleme sürecinde olan AB için bir güvenlik sorunu oluşturmuştur. Azerbaycan ve Hazar Denizi zengin enerji kaynaklarına sahip olmasından dolayı enerji ithalatı (özelliklede doğalgaz) 'larda olan ve 2030'lu yıllarda civarında olacağı değerlendirilen AB için cazibe haline gelmiştir. AB 2007 yılı genişlemesiyle (Romanya ve Bulgaristan'ın üyeli) birlikte Güney Kafkasya ülkeleri ile komşu olmuştur. Tabii bu ülkelerle ilişkilerini geliştirmek maksadıyla hukuki zemini oluşturan Ortaklık ve İşbirliği Anlaşmaları ve Politik zeminini oluşturan Avrupa Komşuluk Politikaları vasıtasıyla bölgede etkin bir rol oynamak istemektedir. Özellikle 1990'lı yıllarda uygulamaya çalıştığı projelerde başarısız olan AB, bölge ülkeleri için düzenlediği ilerleme raporlarındaki gelişmeler neticesinde desteklerini arttırmaktadır. Doğrusunu söylemek gerekirse, ne kadar reform o kadar mali destek deyimi yerinde olacaktır. Bu çalışmayı, AB eurometer anket programına göre 2015 yılı güz döneminde Azerbaycan'da yaptığım çeşitli yaş ve meslek grupları arasında yaptığım anket çalışması değerlendirme aşamasında tezi desteklemiştir. ; The end of the Cold War and the Soviet Union after the collapse of the region of interest of actors is growing because of basic energy resources and regional issues. Regional interest in the growing and diverse economy, trying to be active with the legal and policy tools the EU has undergone a new transformation. In 1993 gained the political union structure with the Maastricht Treaty, the EU has entered into a new work on foreign policy and security issues. In particular, the declaration of independence of new countries in the east of Europe and the South Caucasus, have created a security problem for the EU is in the process of expansion, Azerbaijan and Caspian Sea energy imports due to its rich energy resources (especially natural gas), which in 46% and 2030 l in the years has become an attraction for the EU considered to be around 70%. EU enlargement in 2007 (Romania and Bulgaria members) have been together with the neighboring countries of South Caucasus. Needless to develop relations with these countries constitute the legal basis for the purpose of forming the Partnership and Cooperation Agreement and the political ground is willing to play an active role in the region through the European Neighbourhood Policy. Especially for projects that failed to work in practice in the 1990s, the EU supports the development as a result of the increase in organized progress reports for their country. Obviously it will be the reform of financial support statement in place. This thesis was supported by the arguments I made in the evaluation phase of a survey among various age groups and professions EUROMET EU 2015 survey by the fall semester of my program in Azerbaijan.
İstihdam üzerindeki mali yükümlülükler işgücü maliyetlerinin ücretler dışında kalan kısmını ifade etmektedir ve ücretler üzerinden alınan vergiler ile parafiskal kesintilerden oluşmaktadırlar. Ülkelerin izledikleri istihdam politikaları istihdam üzerindeki mali yükümlülüklerin temel belirleyicisi konumundadır. Hükümetler açısından önemli bir sosyo-ekonomik politika aracı olan bu yükümlülükler, ülke ekonomileri üzerinde olumlu veya olumsuz etkiler yaratabilmektedirler. Ülkemiz Avrupa Birliği adaylık sürecindedir ve diğer tüm alanlarda olduğu üzere istihdam politikası alanında da Birlik politikaları ve uygulamaları ile uyumlu bir yapıya sahip olmak durumundadır. Çalışmada gerek Avrupa Birliği'nde gerekse Türkiye'de uygulanmakta olan istihdam politikaları genel bir çerçeve ile ele alınmış, bu bağlamda sosyal güvenlik yapıları ve istihdam üzerindeki mali yükümlülükleri karşılaştırılmıştır. Avrupa Birliği ve Türkiye arasında konu ile ilgili benzerlik ve farklılıklar ortaya konmuş ve mevcut sorunların çözümü için öneriler sunulmuştur ; The financal burdens on the employments expresses the labour costs beyond the wages and formed by the parafiscal contributions and with taxes charged on wages. The employment policies followed by the countries are in the position fundamental indicators of the fiscal burdens. The burdens from the goverments point of view which are being important instruments of social&economic policies can create positive or negative effects on the countries economy. Our country is in the phase of candidacy for European Union and as in all other matters, she has to be well adjusted in the field of employment policy with the unions policies and applications. In this paper, the employment policies being applied both in European Union and Turkey are taken in general frame and in this respect their social security structures and its fiscal burdens on employments have been compared. Similarities and differences relevant to subject between European Union and Turkey are brought up and the proposals for the solution of the present existing problems
