Türkiye'de laiklik, cumhuriyetin değişmez bir niteliği ve özel öneme sahip bir ilkesidir, ancak Avrupa Birliği ülkelerinden farklı bir uygulamaya sahiptir. Türkiye'nin AB'ne üyelik sürecinde laikliğin nasıl etkileneceği ve Türkiye'de uygulanma biçimiyle laikliğin bu süreçte ne gibi tartışma ve açılımlara yol açacağı araştırılması gereken önemli konulardan biridir. Bu çalışmada Avrupa Birliği ülkelerinde uygulanan laiklikle Türkiye'de uygulanan laikliğin karşılıklı analizi yapılmaya çalışılmıştır. ; Secularism in Turkey is a permanent characteristic of the republic and a principle of special importance, while there is different understanding and implementation of secularism in the European Union countries. Therefore, the questions of how the understanding of secularism, as it is implemented in Turkey will be affected by Turkey's integration process to the EU and what kind of debates might take place as a result should be addressed. This study makes a comparative analysis of the implementation of secularism in Turkey and in the European Union.

Szczególnie w państwach graniczących z Federacją Rosyjską. Teknoloji, ekonomi, politika ve birçok boyutta yaşanan değişimler insan kaynakları uygulamaları ve yönetimi konusunda bazı değişimlerin gerçekleşmesine neden olmuştur. Yaşanan değişimler ile beraber insan kaynaklarının hem yönetsel hem de uygulamaları konusunda yapısal değerlendirmelere olan ihtiyaç artmıştır. Bu çalışmanın amacı, Türkiye ve AB ülkelerindeki sağlık işletmelerindeki insan kaynakları uygulamaları ve insan kaynakları yönetimini karşılaştırarak değerlendirmektir. Bu amacın gerçekleşmesi için İKY'ye yönelik çalışmalar incelenmiştir. Yapılan incelemeler sonucunda sağlık kuruluşlarının insan kaynakları uygulamaları ve yönetimi konusunda Avrupa Birliği ülkeleri ile Türkiye arasında bazı farklılıkların bulunduğu gözlenmiştir. Türkiye ile Avrupa Birliği ülkelerinin benimsediği çalışana değer zihniyetinin farklı olduğu ortaya çıkmıştır. Türkiye'nin liyakat kuralları, tanıdıkların istihdamı gibi konularda Avrupa Birliği ülkeleri kadar duyarlı olmadığı gözlenmiştir. Türkiye'de sağlık insan gücünün iş yükünün fazla olması gibi yaşamakta olduğu sorunlar bulunmaktadır. Türkiye'nin yaşamakta olduğu sorunları AB ülkelerinin daha önceden yaşadığı ortaya çıkmıştır. Sağlık kuruluşlarının insan kaynakları uygulamalarındaki mevcut ve gelecekte olması muhtemel sorunların AB ülkelerinin uygulamalarının incelenmesiyle çözülebilecektir. ; The changes in technology, economy, politics and many dimensions have caused some changes in human resources practices and management. Together with the changes that have taken place, the need for structural evaluations of human resources both in managerial and practices has increased. The aim of the study is to evaluate human resources in the health business in Turkey and EU countries by comparing their human resources practices and human resources management. In order to achieve this aim, the studies on HRM were examined. As a result of the investigations it has been observed that there are some differences in human resources administration and management of health institutions between European Union countries and Turkey. Mentality of the value to employee adopted by the European Union countries and Turkey appeared to be different. It has been observed that Turkey is not sensitive on issues such as merit rules, employment of acquaintance as European Union countries. Health workforce in Turkey has existing problems such as high workload. It has been revealed that problems that are living in Turkey EU countries have lived these problems before. The current and future problems of human resources practices of health institutions can be solved by examining the applications of EU countries.
The purpose of the article is to present the method of constructing the GTI index used for a multidimensional assessment of a terrorist threat. Next, using Ward's method, groups of EU countries similar in terms of the terrorism threat level will be identified. Particular attention was paid to the position of Poland, which due to its active participation in military operations in Afghanistan and Iraq, may be the target of a terrorist attack. The analyses show that Poland is in the group of countries with the lowest terrorism threat level. However, this threat cannot be underestimated. ; Celem artykułu była prezentacja sposobu konstruowania miernika GTI wykorzystywanego do wielowymiarowej oceny zagrożenia terroryzmem. Następnie przy użyciu metody Warda zidentyfikowano grupę krajów UE podobnych pod względem zagrożenia terroryzmem. Szczególną uwagę zwrócono na pozycję Polski, która z powodu aktywnego udziału w działaniach militarnych w Afganistanie i Iraku czy rozmieszczenia wojsk amerykańskich może być celem ataku terrorystycznego. Z przeprowadzonych analiz wynika, że Polska znajduje się w grupie krajów o najmniejszym zagrożeniu terroryzmem, jednak zagrożenia tego nie można lekceważyć.

Revenue autonomy is one of the fundamental pillars of self-government in the economic sense. The assurance of LSUs to a significant share of own revenue should be based on their character, above all the impact on their size, the predictability, the freedom of disposal and the independence of local governments from the state budget. The level of fiscal autonomy of self-government is a derivative of national solutions adopted in Poland, the level of decentralization, the amount, type and efficiency of self-government income sources combined with the spatial distribution of the tax base and the scope of taxation power of the self-government sector. It largely determines the development opportunities of local communities. Hence, it is important to address this topic in various aspects. This work aims to analyze the level of revenue autonomy of local government units in Poland against the background of selected European Union countries, indicating the importance of taxation power in creating this autonomy. ; Samodzielność dochodowa stanowi jeden z podstawowych filarów samorządności w wymiarze ekonomicznym. Zapewnienie JST istotnego udziału dochodów własnych powinno wynikać z ich charakteru, przede wszystkim z możliwości oddziaływania na ich wielkość, przewidywalność, możliwość swobodnego dysponowania oraz uniezależnienia JST od sytuacji budżetu państwa. Poziom samodzielności dochodowej samorządu jest pochodną przyjętych w kraju rozwiązań w zakresie organizacji państwa, poziomu decentralizacji zadań, ilości, rodzaju i wydajności źródeł dochodów przyznanych JST w połączeniu z przestrzennym rozmieszczeniem bazy podatkowej oraz zakresu przyznanego sektorowi samorządowemu władztwa podatkowego. Celem opracowania jest poddanie analizie stopnia samodzielności dochodowej jednostek samorządu terytorialnego w Polsce na tle wybranych krajów Unii Europejskiej ze wskazaniem znaczenia władztwa podatkowego w kształtowaniu tej samodzielności.
Ülkelerin sürdürülebilir kalkınmaya önem vermesiyle çevrenin iyileşmesi ve sınırlı kaynakların kontrol altına alınması sağlanarak ekonomilerin gelişmesi sağlanabilir. Özellikle Avrupa Birliği ülkelerinin sürdürülebilir kalkınma ile ilgili politikaları küresel ekonomiyi etkileyebildiğinden dolayı Avrupa Birliği ülkelerinin sürdürülebilir kalkınma performanslarının ölçülmesi önem arz etmektedir. Bu bağlamda araştırmada, Avrupa Birliği ülkelerinin en son ve güncel olan Dönüşüm Performansı Endeksi (Transaction Performance Index - TPI) bileşenlerine ait değerler üzerinden söz konusu ülkelerin sürdürülebilir kalkınma performansları MEREC tabanlı WEDBA yöntemi ile ölçülmüştür. Bulgulara göre ilk olarak MEREC yöntemi ile ülkelere göre en önemli TPI bileşeninin ''çevresel dönüşüm'' olduğu tespit edilmiştir. İkinci olarak ise MEREC tabanlı WEDBA yöntemine göre en fazla sürdürülebilir kalkınma performansına sahip ilk üç ülkenin Danimarka, İrlanda ve Malta, buna karşın en az performansa sahip ilk üç ülkenin ise GKRK, Finlandiya ve Estonya olduğu gözlenmiştir. Araştırmada ayrıca MEREC tabanlı WEDBA yöntemi kapsamında ülkelerin ortalama sürdürülebilir kalkınma performansları hesaplanmış ve ortalama performans değerinden az performansa sahip olan ülkelerin küresel ekonomiye katkılarının daha fazla olması için sürdürülebilir kalkınma performanslarını artırmaları gerektiği değerlendirilmiştir. Son olarak yöntem açısından duyarlılık ve ayırım uzaklığı analizlere göre ülkelerin sürdürülebilir kalkınma performansları TPI kapsamında MEREC tabanlı WEDBA yöntemi ile ölçülebileceği sonucuna ulaşılmıştır.
Yolsuzluk, kamu sektörü ile sınırlı olmayıp, özel sektöründe kamu kurumları ile ilişkilerinde, kendi aralarındaki faaliyetlerde ve iç işleyişlerinde karşı karşıya oldukları büyük bir tehdit olarak görülmektedir. Yapılan yolsuzluklar, finansal tabloların güvenilir ve şeffaf olmasını engelleyecektir. Sadece etkili bir denetim ile usulsüzlük riski faktörleri değerlenerek, finansal tablolardaki bilgilerin güvenilirliklerini etkileyecek muhtemel yolsuzluk, hata ve hilelerin ortaya çıkarılması ve önlenmesi sağlanabilir. Dolayısıyla, ülkelerin yolsuzlukla mücadele politikalarında, bağımsız denetimin kapsamının genişletilmesi ve sıklaştırılması önemli bir rol oynamaktadır. Bu nedenle, bağımsız denetim ile yolsuzluk algı düzeyi arasında bir korelasyon bulunması beklenmektedir. Bu çerçevede Avrupa Birliği ülkeleri başta olmak üzere bir çok ülke çeşitli eşikler belirleyerek, bu eşikleri sağlayan işletmelere bağımsız denetim zorunluluğu getirmiştir. Bu çalışmada, Avrupa ülkelerinin belirlediği bağımsız denetim muafiyet eşiklerinin, yolsuzluk algılama düzeyi üzerinde bir etkiye sahip olup olmadığı incelenmiştir. Araştırma bulgularına göre; bağımsız denetim muafiyet eşikleri ile ülkelerin yolsuzluk endeksleri arasında bir ilişki olduğu tespit edilmiştir. ; Corruption is not limited to the public sector, but is seen as a major threat that is faced in the private sector in their relations with public institutions, in their activities and in their internal functioning. Corruption effects the reliability and transperancy of the financial statements. Only with effective auditing, by assessing the risk factors of irregularity; the exposure and prevention of possible corruption, fallacies and fraud that will effect the reliability of financial statements can be ensured. In the process of coping with each country's struggle with corruption policies, it is important to note that the scope of the independent audit should be expanded and the frequency of it should be increased. Therefore it is expected that there exist a correlation between independent audit and corruption perception level. In this context, by specifying certain thresholds in many countries; Euroepan countries being inthe first place, an independent audit requirement to businesses that meet such thresholds has been brought up. In this study, it is researched whether the independent audit exemption thresholds introduced by European countries have an effect on corruption perception level or not. Based on the research findings, there exist a relationship between independent audit exemption thresholds and each country's corruption index.
Ekonomik krizler son yüzyılda fazla karşılaşılan bir olgu olarak ekonomistler için önemli bir araştırma konusudur. Ayrıca ekonomik krizler, genel anlamda ülkelerin makroekonomik parametrelerinde negatif etkiler meydana getirmektedirler. Bu negatif etkilerden biri de yerel yönetimlerin mali yapısı üzerinde meydana gelmektedir. Vatandaşlara en yakın hizmet veren kamu idareleri olan yerel yönetimlerin ekonomik krizle birlikte mali yapılarındaki etkileşim değerlendirilmesi gereken bir konudur. Bu amaçla çalışmanın amacı makroekonomik etkileri olumsuz olan ekonomik krizlerin yerel yönetimlerin maliyelerinde ne tür etkiler bıraktığının tespit edilmesidir. Bu tespitin yapılması için "Avrupa Borç Krizi" örnek olarak seçilmiş ve PIIGS ülkelerinin de içinde yer aldığı Avrupa'daki on beş ülkenin krizin en yoğun olduğu "2010-2015" yılları arasında yerel yönetim bütçelerindeki negatif dönüşüm gözlenmiştir. Sonuç olarak bahsedilen dönemde bu ülkelerin yerel yönetimlerinin gelir ve harcamalarında daralmalar olduğu ve yaşanan ekonomik krizlerden ciddi anlamda etkilendikleri tespit edilmiş ve yerel yönetimlerin krizlerden daha az etkilenmesi için neler yapılması gerektiği hakkında çeşitli önerilerde bulunulmuştur. ; Economic crises are an important research topic for economists as a more common phenomenon in the last century. Also, economic crises have negative effects on the macroeconomic parameters of countries. One of these negative effects is on the financial structure of local governments. The deterioration in the financial structures of local administrations as the public institutions serving the citizens closest to them is an issue that needs to be evaluated. The aim of this study is to determine the effects of the economic crises which have negative macroeconomic effects on the finances of local governments of fifteen countries. In order to make this determination, the "European Debt Crisis" was chosen as an example and negative transformation was observed in the local government budgets between the years 2010-2015, when the crisis in Europe was the most intense. As a result, it was determined that there was contraction in the revenues and expenditures of local governments of these countries and they were seriously affected by the economic crises and various suggestions were made about what should

Recent initiatives in the area of making the EU credible on the international stage show the determination of other Member States to build their defence policies on the basis of projects that for years have had no chance of becoming a reality, precisely because of the opposition of London.
