In this paper the authors examine the dynamics of security relations of the three key security actors in the Euro-Atlantic area - NATO, Russia, and the European Union. Based on their findings, and using a comparative analysis of the actors' doctrinal and strategic documents, as well as their observations of contemporary challenges, risks and threats, the authors discuss if, and to what extent, their productive security cooperation is possible, or their positions are opposed in such a way that in short and medium terms only disputes or less or more open conflicts are likely to be expected between them. This leads to a conclusion that a majority of recognized security challenges, risks and threats are shared, as well as that these actors see each other not only as competitors but also as partners in the struggle against those challenges, risks and threats, which opens possibilities of security cooperation.
Rad pokušava objasniti objektivnu razliku između državnog saveza i saveza država kao oblika federativnog odnosno konfederativnog uređenja odnosa među članicama, odnosno distingvirati između sintagmi statusa države i državnog statusa te uputiti na nužnost razlikovanja ustavnog kontinuiteta koji postoji u uslovima kad država ne mijenja status države i ustavnog diskontinuiteta kad dolazi do preobražaja državnog statusa određenog državnog subjekta. Na primjerima istorijskih i savremenih oblika unija, kroz istorijsku se dinamiku postojanja unija pokazuje da nijedna unija nije mogla niti može pretendovati da apsorbuje osnovne atribute članice/a, država, koje ječine. Ključna pitanja koja se obrađuju sa gledišta savremenog konstitucionalizma u odnosu na teorijski pojam unije su pitanja ustavnog diskontinuiteta do koga dolazi izlaskom članica unije iz njenog sastava, kao i posljedično tome međunarodnog priznanja i osamostaljenja članica unije. ; The paper attempts to explain the objective difference between a state union and a union of states as the respective forms of federative and confederative systems of government. It tries to distinguish between the expressions status of a country and state status and to point out the necessity of distinguishing between constitutional continuity that exists when a country does not change its status and constitutional discontinuity when the state status of a country is changed. The historical and contemporary examples of unions show that no union could have aspired or can aspire to absorb the basic features of its member state(s). The key issues, dealt with from the aspect of contemporary constitutionalism and theoretical idea of a union, are the issues of constitutional discontinuity that occurs when member state(s) decide to leave the unio n, form independent state(s) and demand international recognition
U radu su predstavljeni rezultati kvalitativne analize i komparacije relevantnih sadržaja ključnih obrazovno-političkih dokumenata međunarodnih i evropskih organizacija (UNESCO, OECD, Savet Evrope i Evropska Unija) iz dva perioda razvoja koncepta celoživotnog učenja koji se odnose na nastavnike. Rezultati kvalitativnog istraživanja su prikazani kroz sledeće kategorije: uloga i funkcije nastavnika, selekcija budućih nastavnika, inicijalno i kontinuirano obrazovanje nastavnika, odnos nastavnik–učenik, timski rad, pomoć nastavnicima, status i uslovi rada nastavnika, istraživački rad i mobilnost nastavnika, kao i međunarodna saradnja. Analiza i komparacija sadržaja međunarodnih i evropskih dokumenata prve faze (sredina šezdesetih i kraj sedamdesetih godina 20. veka) pokazala je da dokumenti Saveta Evrope i UNESCO-a opširno i na vrlo sličan način govore o tome šta i kako treba promeniti i/ili ponovo uspostaviti kad su u pitanju nastavnici, njihova uloga, obrazovanje i položaj kako bi celoživotno učenje postalo stvarnost. Za razliku od toga, u dokumentu OECD-a nije data veća pažnja ulozi nastavnika u realizovanju celoživotnog učenja. U drugoj fazi (sredina devedesetih godina 20. veka) razvoja koncepta celoživotnog učenja dokumenti UNESCO-a i OECD-a opširno i detaljno razmatraju pitanje nastavnika, dok se u dokumentu Evropske Unije samo konstatuje da će nastavnici imati središnju ulogu u društvu koje uči. Na kraju rada je istaknuto da je analiza i upoređivanje međunarodnih i evropskih dokumenata pokazala da su nastavnici jedan od najvažnijih elemenata politike celoživotnog učenja i da je, stoga, nužno planirati i organizovati celoživotno obrazovanje i učenje nastavnika kako bi oni mogli da podstiču i osposobljavaju učenike za celoživotno učenje. ; This paper presents results of the qualitative analysis and comparison of the content of key educational policy documents of the International and European organizations (UNESCO, OECD, Council of Europe and European Union) from two developmental stages of the lifelong learning concept with regard to the teachers. Results of the qualitative research have been presented within the following categories: role and function of teachers, selection of teacher candidates, initial and continuing training of teachers, teacher-student relation, team work, assisting teachers, status and working conditions, research and mobility of teachers and international cooperation. The analysis and comparison of the content of the International and European documents from the first phase (in the middle of 1960s and beginning of 1970s) have shown that documents of the Council of Europe and the UNESCO, to a great extent and in a similar fashion, state what should be changed and/or newly established when it comes to teachers, their role, their education as well as their status, so that lifelong learning could become reality. Compared to that, the OECD document did not pay greater attention to the role of teachers in the implementation of lifelong learning. In the second phase of development of the lifelong learning concept (in the middle of 1990s) the UNESCO and OECD documents discuss the teachers to a great extent and in detail, whereas the EU document states only that teachers will play a central role in the learning society. The paper concludes that the analysis and comparison have shown that teachers are one of the most crucial elements of the lifelong learning policy. Therefore, it is necessary to plan and organize lifelong learning and educational opportunities for teachers so that they could encourage and train their students for lifelong learning. ; Zbornik rezimea / 24. Centralna hipoteza koja se kroz ovaj rad analizirala jeste da li municipalne obveznice mogu biti instrument lokalnog ekonomskog razvoja. Ovo pitanje je od velikog značaja imajući u vidu da u procesu pridruživanja Srbije Evropskoj Uniji, lokalna samouprava će imati puno obaveza u svojoj nadležnosti, a vrednost projekata koje bi lokalne samouprave na putu ka Evropskoj Uniji trebale da finansiraju (samostalno ili u saradnji sa donatorima, centralnim nivoom vlasti, privatnim sektorom.) se procenjuje na između 3 i 5 milijardi evra. Dosadašnji pristup finansiranju investicionih projekata svakako neće biti dovoljan da se izađe u susret gore pomenutim zahtevima, pa je i glavna tema ovog rada šta lokalne samouprave treba da učine da bi kvalitativno unapredile proces finansiranja investicionih projekata u njihovoj nadležnosti. Sa nekih 15% budžetske potrošnje na lokalnom nivou, Srbija spada u red srednje decentralizovanih zemalja (prosek za OECD članice je 21%), ali po drugom pokazatelju, broju zaposlenih na lokalnom nivou, Srbija spada u grupu izrazito centralizovanih zemalja sveta (16% državne administracije je zaposleno na lokalnom nivou, a 84% na centralnom nivou). Uvođenjem programske klasifikacije budžeta kao obaveznog dela odluke o budžetu za 2015. godinu, stvorili su se uslovi za povećanje transparentnosti rada lokalne samouprave u Srbiji, a samim tim i za povećanje njenih nadležnosti i njene samostalnosti. Za bolju i efikasniju lokalnu vlast direktan izbor gradonačelnika (predsednika opštine) čini se kao dobro rešenje. Ovaj model lokalne vlasti se uspešno primenjuje i u razvijenim zemljama sveta i u zemljama u regionu, a i Srbija ga je imala u periodu od 2002. do 2007. godine. Srbija spada u red relativno samostalnih lokalnih samouprava koje samostalno ubiraju oko 30% svojih prihoda (izvorni prihodi), dok ustupljeni prihodi čine još oko 50% njihovih budžeta. Kako bi se napravili dalji koraci u jačanju samostalnosti lokalne samouprave u Srbiji, neki prihodi bi mogli da iz kategorije ustupljenih pređu u kategoriju izvornih prihoda (porez na prenos apsolutnih prava i porez na nasleđe i poklon, kao i porez na dohodak građana), ili da iz kategorije prihoda centralne vlasti pređu u nadležnost lokalne samouprave (porez na dobit preduzeća). Efikasnost lokalne samouprave u procesu planiranja i izvršenja budžeta i investicija ima dosta prostora za unapređenje, a slična situacija je i sa zaduživanjem. ; The central hypothesis that the author in this paper tried to confirm is whether municipal bonds can be an instrument for local economic development. This issue is of great importance given the fact that the process of joining the Serbia to European Union, the local governments will have a lot of obligations under their jurisdiction, and the value of projects that local governments should finance (independently or in cooperation with donors, central level of government, the private sector .) on the path towards the European Union is estimated on 3 to 5 billion euros. The current approach to financing investment projects will certainly not be sufficient to meet the above mentioned requirements and the main theme of this paper is what local governments should do to qualitatively improve the process of financing investment projects in their jurisdiction. With around 15% of budget spending at the local level, Serbia is categorized as middle decentralized country (the average for OECD member states is 21%), but according to the second indicator, the number of employees at the local level, Serbia belongs to the group of highly centralized countries in the world (16% of the state administration is employed at the local level, and 84% at the central level). With the introduction of a program classification of the budget as a mandatory part of the Budget decision for 2015, conditions for increase of the transparency of local selfgovernment in Serbia were created, providing the conditions for increase of local selfgovernment authority and independence. For better and more effective local government, the direct election of the mayor (municipal president) seems like a good solution. This model of local government is successfully applied in developed countries and countries in the region, while Serbia had this set up from 2002 to 2007. Serbia is one of the countries with relatively autonomous local governments that independently collect about 30% of its revenues (original/own revenues), while shared revenues are about 50% of their budgets. In order to make further steps in the process of strengthening the autonomy of local selfgovernments in Serbia, some revenues could be transferred from the category of shared into the category of own revenues (tax on transfer of absolute rights and taxes on inheritance and gifts, as well as personal income tax), or from the category of central government revenues to the jurisdiction of local self-governments (corporate income tax).
The Republic of Serbia has already missed several historical chances to join the European Union but is currently in a a position to define and accelerate the process leading to a united Europe, and therefore confirming that it historically, economically, regionally and culturally belongs to the European family of nations. Accession to the EU is one of the most important goals of modern Serbia which realization Serbia will become an organized state, gain political stability and provide intensive economic development. Defining the development strategy of Serbia to join European Union includes the necessary political conditions (stability of democracy and its institutions, respect for fundamental human and minority rights), economic conditions (the existence of a functioning market economy that is able to withstand the pressure of competition in the internal market of the European Union) as well as administrative requirements (the ability of future members to take and apply the primary and secondary EU legislation and to implement the aims of political, economic and monetary union). Joining single market of the European Union opens up opportunities for marketing of domestic products and services, where it should be noted that the export of our companies in the EU amounts to over 50% of total domestic exports. This proves that the European Union is traditionally the most important export market for Serbia. Therefore, the integration of Serbia into the European Union is viewed as the headquarters of growth of the Serbian economy through the growth of export of domestic products to the EU market. The most positive effects are measurable in the area of agriculture, where our country has a surplus in agricultural trade with the EU. Serbia has preferential status for 90% of agricultural products, which should be taken advantage of, so that agrarian reform is going in the direction of maximum increase in production until joining the EU. There are also great chances in car industry, where most of the commercial reorientation is done under the auspices of the European Agreement.
After the break-up of the former Yugoslavia, the countries of Western Balkans are slowly establishing mutual economic cooperation, and are struggling with their participation in international trade flow with the usage of international marketing instruments. This significantly decreases their opportunities to accelerate economic development and to improve their competitiveness in the time of new crisis caused by Covid-19 pandemic. Small markets and interstate administrative barriers in the Western Balkans hinder the establishment of new and development of existing enterprises, and cause an outflow of creative human resources. Therefore, it is necessary to promote innovative possibilities of removing barriers for faster circulation of goods, people and capital. The implementation of new models of international marketing could significantly contribute to the intensification of mutual economic cooperation, internationalization of business and attracting foreign investment which are accompanied by the spillover effect. As a result, one could expect the improvement of national economies' competitiveness, increase of exports and gross domestic product and improvement of population living standards. ; Zemlјe Zapadnog Balkana posle raspada bivše Jugoslavije vrlo sporo uspostavlјaju međusobnu privrednu saradnju i zaostaju sa uklјučivanjem u međunarodne privredne tokove, uz pomoć instrumenata međunarodnog marketinga. To značajno umanjuje njihove mogućnosti ubrzanja privrednog razvoja i unapređenja konkurentnosti u uslovima nove ekonomske krize, izazvane pandemijom kovida-19. Mala tržišta i međudržavne administrativne barijere zemalјa Zapadnog Balkana koče osnivanje novih i razvoj postojećih preduzeća, te uzrokuju odliv kreativnih lјudskih resursa. Stoga je potrebno promovisati inovativne mogućnosti uklanjanja barijera za bržu cirkualciju robe, lјudi i kapitala. Primena novih modela međunarodnog marketinga mogla bi značajno doprineti intenziviranju međusobne privredne saradnje, internacionalizaciji poslovanja i privlačenju stranih investicija koje prati spilover efekat. Kao rezultat toga, moglo bi se očekivati unapređenje konkurentnosti privrede ovih zemalјa, povećanje izvoza, povećanje bruto domaćeg proizvoda i standarda stanovništva.
Since the Republic of Serbia as a strategic objective defined membership in the EU, a process of harmonization with the current EU policies is inevitable. Agro-environmental measures are definitely an essential part of that process, and this paper compares agro-environmental state of the EU and Serbia. The situation of individual countries of the EU and Serbia at the level of implementation of ecological principles in agriculture is analyzed through the selected agro-environmental indicators which represents a level of development of regulative in environmental protection in agriculture. In this sense, the used methods are multivariate statistical analyses - factor and cluster analysis. The results of research clearly show that Serbia is lagging behind the EU in the implementation of agro-environmental measures, and in the coming period Serbia will have to make additional efforts to create measures and mechanisms for more effective implementation of the agro-environmental programs.
U radu se razmatra doprinos inkluzivnog obrazovanja i njegovi potencijalni efekti na razvoj celokupnog društva, obrazovnih institucija i pojedinaca. Ukazuje se na ključne pozitivne promene u društvu koje se opredelilo za sprovođenje inkluzivnog obrazovanja: (a) unapređivanje zakonske regulative u pravcu obezbeđivanja dostupnosti, pravednosti i jednakosti u ostvarivanju prava dece i odraslih sa teškoćama u razvoju; (b) povezivanje i saradnja različitih društvenih sistema i institucija i (v) finansijska dobrobit koja se ostvaruje korišćenjem dostupnih resursa redovnih obrazovnih institucija za obrazovanje dece sa teškoćama u razvoju. Naglašavaju se značajne promene koje se usled realizacije inkluzivnog obrazovanja dešavaju unutar obrazovnih institucija, a koje pored unapređivanja obrazovne politike i kulture škola obuhvataju i promene na nivou nastavne i vannastavne prakse. Promene na nivou obrazovnih institucija razmatraju se i iz perspektive ključnih aktera i koristi koje oni imaju od realizacije inkluzivnog obrazovanja. Naglašava se potencijal koji inkluzivno obrazovanje, kao prirodno okruženje, ima za razvoj i učenje dece sa teškoćama u razvoju i otkrivanje njihovih očuvanih sposobnosti. Ukazuje se na važnost ovakvog okruženja za podsticanje tolerancije, uvažavanja različitosti i empatičnosti kod ostale dece u odeljenju. Poseban osvrt dat je na promene koje se odnose na nastavnika i njegovu praksu, kako na nivou stavova i pedagoških uverenja, tako i u domenu novih znanja i kompеtencija. Kvalitet realizacije inkluzivnog obrazovanja i njegovi potencijalni efekti na razvoj društva, obrazovnih institucija i pojedinaca razmotreni su kroz prizmu različitih prepreka, problema i otežavajućih okolnosti. ; The paper deliberates positive effects of inclusive education and its potential influence on development of entire society, educational institutions and individuals. It indicates key positive changes in the society which opted for inclusive education: (a) improvement of legislation towards providing availability, fairness and equality for children and adults with disabilities in exercising their rights; (b) networking and cooperation between different social systems and institutions; (c) financial benefit gained by using the available resources provided by the regular educational institutions for education of children with disabilities. It stresses the important changes that occur inside the educational institutions due to inclusive education which, in addition to improving educational policy and mind-set in schools, include changes in curricular and extra-curricular practices. The changes in educational institutions are also deliberated from the standpoint of key participants and their benefits from inclusive education. It stresses the potential which the inclusive education, as natural environment, has in development and learning of children with disabilities and in revealing their preserved abilities. It points to importance of such environment in nurturing tolerance, respect for diversity and empathy in other children in the classroom. A special emphasis is put on the changes that concern teachers and their practice, both in their attitudes and pedagogical beliefs and in the domain of new skills and competences. The quality of implementation of inclusive education and its potential effects on development of society, educational institutions and individuals are deliberated through the prism of various obstacles, problems and difficulties. ; Zbornik rezimea / 24. By modernizing society, corruption is becoming the global problem and is considered to be the main cause of state dysfunction. Widespread in a large number of countries, embracing political and social life, corruption has become the everyday life of citizens convinced that without corruption there was no proper functioning of the society. Countries in transition, with an unstable political system, are the fundament for the development of corruption. The fight against corruption is long lasting and painful issue with an unknown outcome. The enjoyment of media attention, the commitment of the European Union and the United Nations, the establishment of anti-corruption organizations and agencies within states are mechanisms to combat this global problem. Anticorruption culture as a preventive mechanism prevents the existing and emergence of new forms of corruption. Effective preventive action requires careful and long-term planning to result in a better quality of life in the future.
Sustainable development is a globally recognized multi-dimensional concept which takes into account the three basic dimensions of development: economic, environmental and social. This concept is incorporated in the development of modern models of strategy of economic, social and environmental development. The road to achieving sustainable development is associated with a number of uncertainties and requires interconnection, harmonization and coordination of different dimensions of development. It is particularly important to the development of each dimension is given equal importance. This is in practice very difficult to achieve and there is always a trade-off or a dimension of sustainable development is given more or less importance. Contemporary approaches to the concept of sustainable development representing the existence of new dimensions of development. There is a view that the institutional dimension is the fourth dimension of sustainable development. Thus, this paper will point out that the economic, environmental and social development on the basis of sustainability, institutional support is complementary and necessary dimension. Rural development policy is an important part of development policy of many countries. One of the important issues in development policy in many countries is the integration of sustainable development policy and rural development policy. For the realization of sustainable rural development requires a strategic framework to identify available resources and define priorities and guidelines for further development with respect to economic, environmental t and social dimensions of sustainable development. Important in the conduct of such a policy and implementation strategy is an adequate institutional framework. To manage the institutional dimension of sustainable rural development is necessary to coordinate a number of activities in the fields of economic, environmental and social policies at the national level, and align them with international policy and development program. In order to realize progress in rural development policy requires a strategic framework to identify available resources and define priorities and guidelines for further development with respect to economic, environmental and social dimensions of sustainable development. Of importance in this paper is carried out a comparative analysis of rural development strategies aimed at positioning Serbia compared to some countries in the European Union and South East Europe and to point out the critical elements of designing and implementing this strategy. Consideration of the institutional framework, as an important dimension of sustainable development, should assist in the coordination of activities and cooperation of various institutions in order to ensure the achievement of development goals. Good institutional arrangements should provide all necessary support for the creation and implementation of policies and strategies for sustainable rural development.
Inter-municipal cooperation (IMC), as a form of decentralized implementation of public services and as a part of the local government system, is seen as a means to ensure balanced regional development, better quality of public services, as well as a way to adjust the needs of government organization to the needs of a society, with respect to its structural characteristics and needs. In this paper, the basic forms of inter-municipal cooperation, subjects of cooperation, ways in which the cooperation operates, areas in which the cooperation is achieved, nature of the jurisdiction, financing and management methods, affecting factors, and the specific advantages and disadvantages of this form of decentralized implementation of public services are specified, through the analysis of relevant international documents from this field, experiences and practices from different European countries, as well as normative frameworks and practices of inter-municipal cooperation in Serbia. Bearing in mind that the practice of inter-municipal cooperation has not sufficiently come to life in Serbia, and that there is a number of questions related to it and to the other aspects of decentralization, this research is intended to boost the intensive progress of inter-municipal cooperation in Serbia, as a means to improve the decentralization of public services, and also to overcome the problems local governments are facing. The author finds that, unlike alternative solutions, inter-municipal cooperation preserves local autonomy, strengthening the capacity at the local level and ensuring the implementation of territorial reforms that are conducted "from below", according to the needs of the citizens. Inter-municipal cooperation, regardless of its form, is a type of decentralized implementation of public services. Although it is suspected that the certain form of concentration is achieved through integrated forms of cooperation, these tasks are still performed within a level that is not central; the state does not take any additional role, which would reduce the degree of independence of the entities that are not central, i.e. reduce the decentralized character of these services, or which would strengthen the centralizing tendencies of the state or strengthen state control. In Europe, you can see many examples of very effective cooperation, which has proved to be a solution not just for many structural problems of local government, but also for the vertical government organization in general. IMC provided the solutions that alternatively required radical changes in the territorial organization. Also, IMC proved to be a mechanism that provided regional policy, development goals, public-private partnerships and territorial harmonization. The existing legislative framework of inter-municipal cooperation in Serbia mainly emphasizes voluntary cooperation of individual local governments, without a hint of a widespread or better controlled integration. Apart from the fact that the obligatory cooperation is only an exception, even some of the fundamental questions of its establishment and implementation are not regulated. The need for cooperation consists mainly in providing the regional services and equitable development, in overcoming the limitations, as well as in the more adequate use of local capacities. However, the regulatory framework does not provide a reliable basis for the establishment of high quality, durable and effective partnerships. Given the existence of asymmetric decentralization, one-level local governments, uneven capacities, as well as the development of decentralized units in Serbia, some of the solutions of inter-municipal cooperation can be considered a means of ensuring regional requirements in countries that are characterized by similar solutions, i.e. problems, without any change in the constitutional concept of decentralization. The main areas where the promotion of decentralized systems can be established are regional and spatial development planning, public utility services, tourism, civil and environment protection services, local governments and so on.
EU Enlargement Policy, one of the newest EU policies created during the last decade of the 20th century, is facing a very difficult period of its development, similar to the challenges facing the EU today. This Policy has been under constant evolution on the basis of experiences with the new Member States, and it has been closely connected with the wider context of European Integration of the Member States. In this article we present an overview of the major challenges for the Union as well as for candidate countries and to point out that there is no good reason why, even in the crisis situation, enlargement should not be continued. It is, we argue, part of the solution to the problems of EU, and not yet another problem. ; Politika proširenja EU, jedna od novijih politika Unije nastala tokom devedesetih godina, u velikoj meri proživljava veoma težak period koji je opšte obeležje izazova sa kojima se danas suočava EU. Ona se tokom vremena konstantno uobličavala na osnovama iskustava sa novim članicama i uvek je bila u uskoj vezi sa širim kontekstom evropskih integracija država članica EU. U ovom članku smo pokušali da prikažemo osnovne izazove za Uniju, ali i za države kandidate regiona Zapadnog Balkana, i da ukažemo da nema nijednog valjanog razloga zašto, čak i uslovima krize u EU, nastavak proširenja ne bi trebalo da bude posmatran kao deo rešenja, a ne kao deo problema.
Energy security and stability has become a major issue over the last few years in the whole world's economic and social development. Despite its high development and evolution of its approach to the issue of energy security, the European Union is also facing the problem of decreasing its role in reducing human impact on the climate. Energy is of essential importance for the development of any country, including Bosnia and Herzegovina. Without adequate policies in the energy sector bussines, industrial and economic progress is not possible either. However, regardless of how energy is important for the development, it is still only a mechanism for achieving an ultimate goal – sustainable economy, clean environment, high living standards, prosperity and population health. According to the official data, Bosnia and Herzegovina produces annually about 13.600 GWh (data from 2010), out of which 7.950 GWh in thermal power plants and 5.650 GWh in hydro power plants. Basic domestic energy sources in Bosnia and Herzegovina include coal and hydropower, while gas and oil are imported. This paper gives an overview of future of the European Union energy policy by 2020, together with the situation and outlooks for Bosnia and Herzegovina renewable energy sources: hydropower, wind power, solar energy, biomass and geothermal energy. The legislation of renewable sources in the Federation of BIH, as well as the European Union's legislative framework, are also presented. ; Energy security and stability has become a major issue over the last few years in the whole world's economic and social development. Despite its high development and evolution of its approach to the issue of energy security, the European Union is also facing the problem of decreasing its role in reducing human impact on the climate. Energy is of essential importance for the development of any country, including Bosnia and Herzegovina. Without adequate policies in the energy sector bussines, industrial and economic progress is not possible either. However, regardless of how energy is important for the development, it is still only a mechanism for achieving an ultimate goal – sustainable economy, clean environment, high living standards, prosperity and population health. According to the official data, Bosnia and Herzegovina produces annually about 13.600 GWh (data from 2010), out of which 7.950 GWh in thermal power plants and 5.650 GWh in hydro power plants. Basic domestic energy sources in Bosnia and Herzegovina include coal and hydropower, while gas and oil are imported. This paper gives an overview of future of the European Union energy policy by 2020, together with the situation and outlooks for Bosnia and Herzegovina renewable energy sources: hydropower, wind power, solar energy, biomass and geothermal energy. The legislation of renewable sources in the Federation of BIH, as well as the European Union's legislative framework, are also presented.
From the very beginning the steps towards unification of European countries have been founded on the personal incentives of politicians, but not on broad democratic agreement of the people. That method has never been abandoned: even the huge administrative apparatus in Brussels that makes important decisions without any democratic control could be seen as natural consequence of such praxis. It is just because of such political behaviour where important political documents and decisions are made out of the eyes of the public, which the great political incentives, such as referendum on the European Constitution, have failed. If we ask ourselves where it has gone wrong the possible answer is that EU has been made according the needs of the rich and mighty countries. The states that are located on the periphery of EU have no political influence on the main decisions, and cannot decide about their own economic development. They are simply forced to adapt ourselves to the interests of the most advanced. But the protests all over EU show that the general economic concept of the EU is wrong and that it will generate crises in the long run.
Европска унија представља по много чему специфичну међународну организацију. Њено основно и препознатљиво обележје је наднационалност у креирању и спровођењу јавних политика. Настала удруживањем ресурса угља и челика брзо је прерасла у зону слободне трговине и сарадњу држава чланица у питањима као што је атомска енергије. Европска интеграција од свог почетка до данас зна искључиво за проширење чланства и повећање броја области сарадње на добровољној основи. Да ли ће међународне околности у којима се ЕУ налази данас и односи са другим међународним организацијама одбрамбеног карактера допринети већој интеграцији држава чланица ЕУ у домену одбране основна је тема овог рада. Трагање за различитим сценаријима развоја заједничке безбедносне политике ЕУ зависи пре свега од међународне институционалне и безбедносне архитектуре у Европи и свету, историјско политичких трендова у развоју европске интеграције, правног оквира ЕУ и међународног стратегијског окружења. Савремене међународне организације, посебно оне са преовлађујућим обележјима наднационалности (у конкретном случају ЕУ) имају тенденцију да у области одбране и безбедности комбинују наднационална обележја са међувладиним у покушају да што ефективније искористе структуру организације за остваривање њених циљева и интереса, али без већег преноса надлежности са држава чланица на саму организацију. ; The European Union represents in many ways a specific international organization. Its basic and recognizable feature is that of supranational policy and decision making. It was created by pooling the resources of coal and steel which had quickly developed into a free trade zone and ever closer Union in many policy areas. European integration from its inception to the present days was all about expanding membership and increasing the number of areas of cooperation. Namely widening and deepening of the EU was on the agenda. Will the current international circumstances and relations with other international defense organizations contribute to deepening integration in the field of defense is to be researched in this work. Search for different scenarios in the development of EU Common Security and Defense policy depends primarily on the international institutional and security architecture in Europe and the world, the historical political trends in the development of European integration, the EU legal framework and international strategic environment. Contemporary international organizations, especially those with the prevailing supranational characteristics (in this case the EU) tend to combine intergovernmental and supranational approach in the area of defense and security in an effort to more effectively utilize the structure of the organization for the realization of its goals and interests, but without significant transfer of powers from Member States on the organization itself. The main goals and interests of the EU integration in the field of defense and security are to (1) ensure durable and everlasting peace among member states, (2) to address common security challenges, risks and threats autonomously or in cooperation with other States and/or international organizations, (3) pool and share resources leading to more effective achievement of military economic interests, mainly through the development and transfer of military technology and equipment. In addition to the mentioned goals and interests, (4) particular interests of the Member States would be to improve their own political, economic and military performance. EU Integration in the field of defense, may rest in the future on (1) the current state of integration (status quo), (2) progress in areas that are not conflicting with the individual interests of key actors in the European arena (3) the deepening of integration leading to progressive framing of common defense policy with an ultimate goal to establish common defense. (4) The fourth model is possible and has been seen in the other EU policy areas.
