Der Beitrag erörtert das Thema der regionalen Kooperation im europäischen Vergleich mit besonderem Bezug auf die Ostseezusammenarbeit und die Entwicklung im Mittelmeer der Europäischen Union (EU). Dabei finden die folgenden Aspekte Berücksichtigung: (1) der Paradigmen-Wechsel in der europäischen Politik, (2) die zunehmende Globalisierung, (3) die EU und ihre politische Antwort auf die Globalisierung in Form europäischer Institutionen und Politikgestaltung, (4) die Grundzüge der aktuellen Ostseekooperation, (5) die Mittelmeerpolitik der EU hinsichtlich der politischen und sicherheitspolitischen sowie der wirtschaftlichen und finanziellen Partnerschaft. Die Ostseezusammenarbeit ist nach Ansicht des Autors trotz noch vorhandener Probleme durch die politischen und wirtschaftlichen Erfolge der letzten Jahre und das Zurückgehen geopolitischer Konflikte zu einem europäischen Modellfall und einer Erfolgsgeschichte geworden. Dies gilt nicht für die Mittelmeerzusammenarbeit, hier geht es um Krisenbewältigung in einer politischen und sozialen Risikozone. In der Mittelmeerpolitik geht es auch um Abgrenzung zu Partnern, die keine Beitrittsperspektive haben. Die Ostsee ist hingegen fast ein europäisches Binnenmeer mit guten Wirtschaftsperspektiven geworden. (ICG2)

In der vorliegenden Arbeit soll zunächst ein Überblick über die Entwicklung der Zusammenarbeit in Europa gegeben werden. Dieser Überblick bezieht sich größtenteils auf die Europäische Union bzw. ihre Vorgängerorganisationen, die Europäischen Gemeinschaften und ihren Entstehungsprozess. Im Anschluss werden die Inhalte der Wirtschaftspolitik sowie Maßnahmen zur Kulturförderung der EU dargestellt. Die Zusammenarbeit zwischen Archiven als Kultureinrichtungen steht im Mittelpunkt der nachfolgenden Betrachtung. Diese Betrachtung bezieht sich auf europaweite Kooperationen und ist, aufgrund der Ausrichtung der Arbeit auf eine möglichst facettenreiche Darstellung, nicht ausschließlich auf die Grenzen der Europäischen Union bzw. die Förderung durch sie beschränkt. Die Auswahl der vorgestellten Organisationen und Projekte ergibt sich zum einen aus deren großer Bedeutung für das Archivwesen und zum anderen aus ihrer Aktualität. Des Weiteren stellen sie mit ihren unterschiedlichsten thematischen Ausrichtungen wie elektronischen Aufzeichnungen, dem Verfügbarmachen von Kulturgütern über internetgestützte Plattformen sowie der Archivgesetzgebung einen breiten Querschnitt durch die verschiedenen archivischen Aspekte und Anforderungen dar. Angemerkt sei an dieser Stelle noch, dass die verschiedenen Organisationen und Gruppen zum Teil gemeinsam an Projekten arbeiten und dieser Umstand die Situation kompliziert erscheinen lässt. Nach dieser Betrachtung der multilateralen Zusammenarbeit wird die Situation anhand deutsch-polnischer Archivkooperation im bilateralen Bereich exemplarisch aufgezeigt. Deutschen und polnischen Archiven bietet sich kraft ihrer gemeinsamen, oftmals konfliktreichen Geschichte ein weites Kooperationsfeld.

The literature review on the development of physical education in European Union had been conducted in the article. The author used four directions to review the literature. In order to develop Direction 1 (theoretical background to research in physical education concepts in the EU countries), a number of sources in the field of comparative pedagogical researches have been analyzed. In order to develop Direction 2 (roots and developments of physical education in the EU countries), mostly have been used historial pedagogical and philosophical researches. In order to develop Direction 3 (practical applications of the physical educa-tion concepts in the EU countries), a number of modern sources and applied researches findings have been considered. In order to develop Direction 4 (current situation in the physical training education in the EU countries), the author has analyzed a range of researches (normative documents of the European Commission, OECD analytical materials etc.).

Both the causes and consequences of the economic crisis which can be delimited with the period 2008-2010 (with the main emphasis on 2009, however) and the recovery from which started in 2010, probably need to be analysed more thoroughly and in more detail, when the duration of the crisis can be more specifically determined (although the main positions are generally known). On the other hand it is necessary to take measures everywhere already today to ensure rational steps with respect to the choice of measures of economic policy and orientations in exiting the economic crisis and in achieving the development, without leading national economies to setbacks or unsuccessful (wrong) directions very soon. This is topical today also for the sake of the future.The objective of this paper is to give a brief overview of the recent developments of the Estonian economy, its actions related to economic policy in overcoming and exiting the economic crisis, and the further orientation and problems (which have often been the reasons for aggravation of the economic recession) in the development of national economy as a EU Member State.This paper has been written based on different evaluations, experience of other countries as it concerns Estonia as well, several research studies in analysing the economic crisis, author's own positions which are based on official statistics and materials and long-term personal assessments of the economic situation, also on years of working with many students in seminars of different subjects related to economic policy.

The following article argues that energy security is an extremely important challenge for the countries of the European Union. Economically and democratically weakly-developed countries hold a constant fight, both open and hidden, for preserving and enforcing their energy influence in the world. Russia is the most vivid of such examples. Considering the events in the East of Ukraine, its closest European neighbours – countries of the Visegrad Four Group - should unite their efforts together and re-think their energy policies in terms of security and diversification. Establishing the EU Energy Union might be a solution.

The recognition and elimination of blindspots, in the last decades, regularly triggered a series of paradigms shifts concerning development goals and measures. It is pointed out that in development cooperation, decisions often involve a high level of risk or uncertainty, and there are manifold reasons for this. Modern practices and tools, such as participatory and inclusive work minimize several blindspots. A key element of the German development agency's (GIZ) approach to learning and knowledge management is to produce a cultural change towards greater openness and flexibility. The unexpected and surprising must not be seen as a disaster or disturbance." (author's abstract)
