This document examines EU development cooperation with Latin America, considering, first, the changes in the international development agenda that are relevant to the region, including the debate about the relevance and methods of cooperation with middle-income countries (MICs), the implementation of the Paris Declaration about the effectiveness of aid and SouthSouth development cooperation in Latin America, in the context of the redefinition of regionalism and integration in this region. Second, it analyses EU cooperation with Latin America, considering especially its regional dimension, the strategies adopted, and the challenge represented by adapting cooperation to the creation of a 'network' of association agreements on which it is intended to base bi-regional relations. Special attention is paid to cooperation in science and technology, an increasingly important area of cooperation with the region, particularly with upper MICs.

This action has since evolved in order to function within a broader international environment. Accordingly, achieving the Millennium Development Goals (MDG), established by the United Nations, is clearly a key element of the European Union cooperation policy. Cet article examine les perspectives et les défis pour établir une coopération énergétique globale entre la Turquie et l'UE. L'argument principal est que la politique énergétique est essentiellement conduite par l'intérêt national plutôt que par les intérêts communs, ce qui empêche la consolidation de la coopération régionale. Il existe trois mécanismes spécifiques par lesquels la prédominance des intérêts nationaux mine la coopération énergétique. Tout d'abord, la divergence des intérêts nationaux énergétiques des États membres rend difficile la mise en application d'une politique extérieure commune par l'UE. En second lieu, la Russie suit la stratégie de division ( wedge strategy ), qui combine des incitations sélectives avec des instruments coercitifs pour empêcher la formation d'un bloc d'énergie anti-russe unifié au sein de l'UE. Troisièmement, la dépendance de la Turquie en matière de gaz russe limite la marge de manœuvre d'Ankara dans la politique énergétique régionale. Bloquée entre l'UE et la Russie, la Turquie cherche fréquemment à jouer les uns contre les autres. Ce balancement constant mine la crédibilité de l'engagement de la Turquie dans la coopération en matière d'énergie.
The bilateral relationship between the EU and China has a tendency toward growth in recent years. At present, China's economic development is at a critical transition period for deepening reform in the economic structure. The economic and trade cooperation with the countries of the European Union has a significant influence for the stability of trade development and economic growth. Therefore China tries to expand cooperation and eliminate the issues and difficulties that exist, it will more often to promote cooperation between the two parties towards deeper into various cooperative areas. ; La relación bilateral entre la Unión Europea y China tendrá una tendencia hacia el crecimiento en los últimos años. En actualidad, el desarrollo económico de China está en un periodo crítico de transición para acelerar sus reformas en las estructuras económicas. La cooperación económica y comercial con los países de la Unión Europea tiene una influencia significativa para la estabilidad del desarrollo comercial y el crecimiento económico, y por este motivo China trata de hacer esfuerzos en ampliar las cooperaciones y eliminar problemas y dificultades que existen, así pues va a colaborar con los miembros en la Unión Europeo con más frecuencia y para promover la cooperación entre ambas partes sobre todo en diversas áreas.
The thesis seeks to answer the following question: is inter-parliamentary cooperation in the EU (hereinafter the IPC) able to contribute to reinforcing the EU's democratic legitimacy? Resulting to a large extent from the gap between the European Parliament and the national parliaments as a result of the election of the members of the European Parliament by direct universal suffrage, the necessity of the IPC has progressively increased since 1979. In the context where the blind angle of the parliamentary control on the EU expands resulting from the development of the European politics taken by the intergovernmental method, it appears from this study that the IPC can be a device which could lead to strengthen the democratic legitimacy of the EU's acts thanks to the complementarity between the European Parliament and the national parliaments. In assessing the IPC through a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis, this thesis not only leads us to understand the limits and the potential benefits of the IPC but also identifies possible solutions to consolidate it. Going beyond this analysis, this thesis affirms that through the benchmarking of the IPC, other inter-parliamentary co-operations at a global level, which remain parliamentary diplomacy, can together contribute to the creation of a world parliament, a bold project on which many questions weigh. ; La thèse cherche à répondre à la question de savoir si la coopération interparlementaire au sein de l'UE (ci-après, la CIP), est en mesure de contribuer au renforcement de la légitimité démocratique de l'UE. Si entendemos por gobernanza una forma de gobierno que promueve el desarrollo desde una opción pluridimensional y de gestión democrática de políticas que tienen ese objetivo, la Unión Europea sería un ejemplo de gobernanza. Y lo sería en una doble dimensión: la interna y la externa, ya que propone ser un actor civil global. Dentro de su papel como actor internacional ocupa un lugar destacado la política de desarrollo, donde la Unión Europea actúa en consonancia con los Objetivos de Desarrollo Sostenible y la Agenda 2030 para transformar nuestro mundo. Pero el proceso de integración choca con varios obstáculos que ponen en cuestión ese objetivo, por lo que la Unión necesita de un nuevo impulso para hacer frente a los desafíos internos y a escala global. ; The European Union could be an example of governance because its government shears for development on a multidimensional level of democratic politics. And it is in two dimensions: domestic and external. In its role as an international actor, the European Union lines up with the UN 2030 Sustainable Development Goals to transform the world. But in the domestic scope, the European Union faces new obstacles and needs a new impetus to solve them.
This article presents an empirical analysis of the European Union cooperation with Colombia in development programs for areas with illicit crops, so-called alternative development programs. The central idea is that this cooperation is part of the EU international policy against illicit drug trafficking. EU support for alternative development programs meant to counter the illegal export of cocaine to the European market. In Colombia, the dynamics of negotiation and implementation of this cooperation has helped to strengthen government programs of alternative development and policies against terrorism and production and export illicit narcotics.The article initially describes the transformation of the support of European cooperation to the peace policy towards the support of the "democratic security" policy. Then it highlights the complementarity between EU policies and the Colombian Government on alternative development and explains the meaning of the use of development aid policies in the "fight against drugs". Conclusion argues the need to revise the multilateral agreement that guides the policies of development cooperation for areas with illicit crops: the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, signed in 1988. ; Este artículo presenta un análisis empírico de la cooperación europea con Colombia en programas de desarrollo para zonas con cultivos ilícitos, denominados programas de desarrollo alternativo. La idea central es que esta cooperación forma parte de la política internacional de la Unión Europea contra el tráfico ilícito de estupefacientes. Para la Unión Europea apoyar programas de desarrollo alternativo significa contrarrestar la exportación ilegal de cocaína hacia el mercado europeo. En Colombia, la dinámica de negociación e implementación de esta cooperación ha contribuido a reforzar los programas gubernamentales de desarrollo alternativo y las políticas contra el terrorismo y la producción y exportación ilícitas de estupefacientes.Inicialmente se expone la transformación de la cooperación europea de respaldo a políticas de paz en apoyo a la política de seguridad democrática. Enseguida se destaca la complementariedad de las políticas de la UE y el Gobierno colombiano sobre desarrollo alternativo y se explica el sentido del uso de la ayuda pública al desarrollo en las políticas de "lucha contra la droga". En la conclusión se argumenta la necesidad de revisar el acuerdo multilateral que estructura y orienta las políticas de desarrollo para zonas con cultivos ilícitos: la Convención de las Naciones Unidas contra el tráfico ilícito de estupefacientes y sustancias sicotrópicas firmada en 1988.
With the beginning of the year 1999, a further important step towards deeper integration of Europe took place: The European Monetary Union (EMU) was put into force. Undoubtedly, this has, beside other effects, also considerable effects on the economic geography of the integrating area. Possible and probable spatial effects of EMU was the motive to establish an international working group within the ARL-DATAR (Délégati-on à l'Aménagement du Territoire et à l'Action Régionale) cooperation agreement in order to shed some light on these effects. The present volume consists of papers having been elaborated by members of the working group. Considerations are made with regard to - consequences for the regions of a changed relationship in which countries being members of the euro-zone stand to each other, - macroeconomic consequences for regions of their being a member of EMU, - effects of the possible concentration of industrial activities in regions and of trends towards specialisation of regions in certain industries, - effects of EMU using a multiregional general equilibrium model, - distinguishing between static and dynamic effects of the Euro. Based on these deliberations recommendations are formulated and spatial orientated policy conclusions are given even though one fear seems to be unfounded: the aim of territorial cohesion in the EU seems not to be touched systematically by the common currency in a negative way.
