There has been a shift in the intelligence and security strategies of the states since 9/11. The attacks created a new security environment in which intelligence has become increasingly significant. Not only have the responsibilities and tasks of intelligence agencies become more important, but the necessity for intelligence and security service cooperation among nations has also increased. Accordingly, intelligence agencies had to update their strategies to put more emphasis on collaboration. This article analyzes the current EU intelligence network and tries to answer whether full intelligence cooperation in the EU could develop into a discrete organization in the aftermath of 2004 Madrid, 2005 London and the 7 January 2015 Charlie Hebdo attacks, or whether it is an impossible dream to have concerted action whereby states acknowledge their mutual alliances, interests, and strategies.

The main objective of the present study is to analyze the European Union defense policy on the example of Permanent Structured Cooperation (PESCO). It will be possible thanks to a comprehensive analysis of individual PESCO projects, participating countries, determinants and perspectives for the development of defense policy. The main hypothesis of the article is that although the strongest military European Union countries, relying on PESCO, seek to expand defense cooperation, this cooperation has no visible impact on increasing their armed forces. The article contains information about the genesis of the European Union Security and Defense Policy and the legal basis of Permanent Structured Cooperation, as well as a detailed list of all PESCO projects with the countries participating in them. An analysis of the implementation of PESCO projects indicates that they are dependent on external factors. This study uses methods appropriate to the science of international relations. Its research tools include an analysis of the literature on the subject, documents, and statistical data.

The debate surrounding police and judicial cooperation in the European Union can be criticised for focussing too much on certain forms of cooperation or on specific cases. As a result, a thorough overview of what has been achieved in this area since the Maastricht Treaty?s entry into force in November 1993 is lacking. In contrast to the disjointed and mostly secret cooperation between police and judicial services in Europe prior to 1993, the current regime has established a coherent and transparent collaboration within the EU that can only be described as revolutionary.0This book discusses this peaceful revolution in light of the action programmes (the Brussels Programme, the Tampere Programme, the Hague Programme and the Stockholm Programme) which were drafted in concurrence with all major changes to the constitutional relations within the European Union: the Maastricht Treaty, the Amsterdam Treaty, the Nice Treaty, the Rome Treaty and the Lisbon Treaty. This programmatic approach makes it possible to present in a clear manner the imposing array of police and judicial agencies, facilities and networks (Europol, Schengen Information System, Eurojust, European Arrest Warrant, etc.) created through democratic processes with the aim of ensuring the security of the citizens of the European Union.
