The article concerns the idea as well as the form of international cooperation between states and international organizations, illustrated by the example of the relationship between the European Union and the Pacific region. The factors that determine the East-European Dimension of the European Union Foreign Policy is scrutinized in this article, with the special emphasis on security issues. According to the current policy of Russia towards western independent states and «Ukrainian crisis» effect new challenges and threats to security in the Eastern Partnership region are identified as well as their impact on the further transformation of EU foreign policy in the East. ; В статье раскрываются факторы, определяющие восточноевропейское измерение внешней политики Европейского Союза, акцентировано внимание на проблеме безопасности. The development of the information society has initiated the need for creating new instruments with the help of which the authorities can reach out to citizens. Therefore, cyberspace has recently become a place of activity of a number of entities including state and international organizations (together with the European Union). The result of this phenomenon is the creation of the so-called digital diplomacy as new quality in the so-called diplomacy of the EU. The EU diplomacy currently uses a number of e-tools, among others, Facebook, MySpace, Daily Motion, YouTube, etc. These tools are a very good method to improve and warm up the image of the Union in the international arena. This kind of diplomacy was only formed at the beginning of the twenty-first century and has a great prospect of development, thus, it is worth considering in which direction its evolution should follow. Digital diplomacy is a de facto response to the problem of the EU communication with the outside world and the growing number of Internet users.
In the scientific article the author investigates the issue of consumer protection in the activities of the European Union. The principle according to which the consumer of the European Union is a weaker party in the obligation is considered. The author analyzes the normative regulation of consumer protection in the European Union. It is shown that classification of consumer rights is supported by a large number of scientists, who divide them in general and special. The term "consumer" and similar terms in EU legislation are considered. The signs of the consumer are defined as categories of law and legislation of the EU. Legislative acts which regulate the application of law in the EU are investigated. Consumer agreement rule is analyzed, according to which the law of the country of origin of the consumer is subject to application. Exceptions to consumer agreements in the Regulation (EU) № 593/2008 of the European Parliament and of the Council of 17 June 2008 on the law applicable to contractual obligations (Rome I) are highlighted. Regulatory legal acts which regulate the procedural issues of consumer protection in the EU, in particular Regulation (EU) No 1215/2012 'On jurisdiction, recognition and enforcement of judgments in civil and commercial matters', also entitled "Brussels I" have been investigated. Application of the Brussels I Regulation about consumer agreements has been researched. Alternative systems which are aimed at minimizing barriers for consumers in the access to justice have been analyzed. Legal regulation, object and content of the Alternative Dispute Resolution system have been investigation. Attention is also focused on the system of interactive dispute resolution, its scope of activities and content. Ensuring internal security is one of the core objectives of European integration in the context of the establishment of an area of freedom, security and justice of the European Union (E.U.). The aim of the internal security policy of the E.U. is to support Member States with regard to the maintenance of law and order and the safeguarding of internal security. In the last 20 years in the area of internal security of the E.U. many important initiatives, political agendas and legal instruments at the E.U. level have arisen. This article aims to show the development of the internal security policy of the E.U., its most important guidelines and the challenges in the coming years.

In order to confirm the actual value of the conducted research, the author will make an attempt to relate his observations to the current geopolitical situation in Eastern Europe with reference to the EU competences in the existing political system.

The Republic of Azerbaijan's state hood development process state and stages, the features of which are determined by the specifics of history, geographical, geopolitical, national, and cultural factors, are considered. The role of the nation-state as the only possible political institution that can defend national interests both within the country (in the economic, sociocultural, domestic political spheres) and in the international arena is highlighted. The growing role of the modern state in preserving its sovereignty in the era of the formation of a multipolar post-globalization world and the effective use of its own natural and other resources for the benefit of the citizens of their country is emphasized. Particular attention is paid to the relations of Azerbaijan as one of the countries of the South Caucasus with powerful geopolitical actors, with the European Unionin particular. The presence of the unresolved problem of the prolonged Armenian-Azerbaijani conflict, which is a threat to the national sovereignty of Azerbaijan, is brought up. The specifics of Azerbaijan's relations with the European Union are explained, namely: on the one hand, the importance of Azerbaijan as a transit country and supplier of gas and oil resources of the Caspian basin to the EU, and on the other hand, constant pressure on the political leadership of Azerbaijan to force them to make structural political changes and steadily implement generally accepted in Western Europe, democratic principles and values. The gradual transformation of the policy of the European Union itself is emphasized in the sense of closer proximity to a realistic assessment of its relations with member countries, neighboring countries, and associate members. ; Розглянуто стан та етапи процесу розбудови державності Азербайджанської Республіки, особливості якого зумовлені специфікою історії, географічними, геополітичними, національно-культурними факторами. Висвітлюється роль національної держави як єдино можливого політичного інституту, який спроможний відстоювати національні інтереси як всередині країни (в економічній, соціокультурній, внутріполітичній сферах), так і на міжнародній арені. Підкреслюється зростаюча роль сучасної держави у збереженні свого суверенітету в епоху формування багатополярного постглобалізаційного світу та в ефективному використанні власних природних та інших ресурсів на благо громадян своєї країни. Особлива увага приділяється взаєминам Азербайджану як однієї з країн Південного Кавказу з потужними геополітичними акторами, зокрема с Європейським Союзом. Вказується на наявність нерозв'язаної проблеми тривалого армяно-азербайджанського конфлікту, що є загрозою національному суверенітету Азербайджану. Пояснюється специфіка відносин Азербайджану з Євросоюзом, а саме, з одного боку, значимість АР як країни-транзитера й постачальника газонафтових ресурсів Каспійського басейну для ЄС, а з іншого – постійний тиск на політичне керівництво Азербайджану з метою змусити запроваджувати структурні політичні зміни та неухильно виконувати загальноприйняті у Західній Європі демократичні принципи та цінності. Підкреслюється поступова трансформація політики самого Євросоюзу у сенсі більшої наближеності до реалістичної оцінки своїх відносин з країнами-членами, країнами-сусідами та асоційованими членами.
The article deals with the principles of the formation and the activity of the European Union. The language policy of the EU and the ways of its realization in legal aspects are analyzed. The positive and problematic issues of the development of European languages are identified. The most commonly used terms and concepts in the field of linguistic diversity of the EU are defined. The prospects of functioning of the Ukrainian language in the European Union are outlined.The language policy of the European Union is aimed at developing of the national languages and supporting the learning of foreign languages. The linguistic diversity of the EU is based on the principles of equality and mutual enrichment of different cultures. EU institutions build a language policy based on the harmonious coexistence of official languages, regional and languages of the smaller indigenous peoples of Europe. Each language is a value and serves as a bridge to other countries of the European Union, promotes mutual understanding. Multilingualism expands the opportunities of EU citizens in the labor market, education, sports, professional growth; facilitates access to information in the field of law; facilitates unimpeded travel to the territory of all EU member states. The overwhelming majority of Europeans see successful prospects of the European Union's linguistic policy against the backdrop of a globalized world. The introduction of the concept «EU citizen» does not mean the abolition of national citizenship. It complements it and allows a person to better understand his affiliation with the European Union. The European Union is today one of the largest donors of humanitarian aid in the world. The process of EU enlargement and the laws that guarantee the four basic freedoms of the European Union (free movement of goods, persons, services, capital) contribute to the multicultural and multilingual nature of the EU.Key words: European Union, Schengen, Schengen Area, language policy of the EU, Flag of Europe, Anthem of Europe, Europe Day, European Day of Languages, euro. ; У статті досліджено засади формування та принципи діяльності Європейського Союзу. The author proposes five fundamental theses: 1) the reunification of Germany ruined the balance of power in Europe; 2) the Eastern enlargement of NATO and the EU has moved the zone of political and military influence of the USA to the line of the Bug river; 3) the Germans have confirmed their position as a European power; 4) the foreign policy of Angela Merkel is a continuation of Gerhard Schroder's policy, meaning a transfer of the focus from European policy to prioritising German national interests; 5) the German issue has remained open. ; This paper is an attempt to analyse European leadership and the role played by a reunited Germany in the European Union. The EU security policy is an inseparable part of the EU Common Security and Defence Policy elaborated within the EU Common Foreign and Security Policy. Sucurity and defence issues are quite vulnerable for any state sovereignty that is why it took Member Statets rather long time to agree on principles, directions and priorities of their common security policy as well as on cooperation with the NATO. The EU Global Strategy for Foreign and Security Policy was adopted by the European Council on June 28, 2016. It defines the common interests of the EU and its member states. It was based on the following objectives: security of citizens and territory, prosperity, democracy, global order, which are to lead to the creation of a credible, reactive and cohesive European Union. The principles which the European Union began to follow are unity, cooperation with others, responsibility, and deepening external partnerships.It is worth noting that cybersecurity in the European Union is a prerogative of the Member States unlike cyberterrorism which is a shared competence. Nevertheless, the EU has a key role to play in creating the conditions for the ability of Member States to improve, cooperate and build trust.This article will attempt to demonstrate that the effectiveness of actions taken by European Union bodies in the field of cyber terrorism depends on the type of instruments at the disposal of the EU and the Member States and the legal basis of the relevant regulations. The problem is that there are legal inaccuracies and interpretation discrepancies in the provisions of legal regulations at the EU level regarding the division of competences regarding cyberspace protection, which in fact lead to a delay in the establishment of mutual cooperation between the EU and the Member States. ; Globalna strategia UE na rzecz polityki zagranicznej i bezpieczeństwa została przyjęta przez Radę Europejską 28 czerwca 2016 r. Określa wspólne interesy UE i państw członkowskich. Opiera się na następujących celach: bezpieczeństwie obywateli i terytorium, dobrobycie, demokracji, ładzie światowym, które mają doprowadzić do stworzenia wiarygodnej, reaktywnej i spójnej Unii Europejskiej. Zasady, którymi zaczęła kierować się Unia Europejska, to jedność, współdziałanie z innymi, odpowiedzialność, pogłębianie partnerstw zewnętrznych.Warto zauważyć, że cyberbezpieczeństwo w Unii Europejskiej jest prerogatywą państw członkowskich w przeciwieństwie do cyberterroryzmu, który należy do kompetencji dzielonych. Mimo to UE ma do odegrania kluczową rolę w tworzeniu warunków dla zdolności państw członkowskich, aby ulepszać, współpracować i budować zaufanie. W niniejszym artykule zostanie podjęta próba wykazania, że na skuteczność działań podejmowanych przez organy Unii Europejskiej w zakresie polityki cyberterrorystycznej zależy od rodzaju instrumentów będących w dyspozycji UE i państw członkowskich oraz podstawy prawnej odpowiednich regulacji. Skutkiem tego zjawiska jest powstanie tak zwanej dyplomacji cyfrowej jako nowej jakości w miękkiej dyplomacji UE. Dyplomacja UE używa obecnie wielu e-instrumentów, m.in. Facebooka, Myspace'a, Daily Motion, YouTube'a itp. Są to bardzo dobre narzędzia służące poprawianiu i ocieplaniu wizerunku Unii na arenie międzynarodowej. Ten rodzaj dyplomacji ukształtował się dopiero na początku XXI w. i ma przed sobą obiecującą perspektywę rozwoju, dlatego warto się zastanowić, w jakim kierunku ewolucja ta powinna podążać. Dyplomacja cyfrowa jest de facto odpowiedzią na problem komunikacji Unii ze światem zewnętrznym oraz na zjawisko rosnącej liczby użytkowników Internetu.
