The article concerns the idea as well as the form of international cooperation between states and international organizations, illustrated by the example of the relationship between the European Union and the Pacific region. There is some useful literature on the subject but this needs be to completed. The influences of the world's leaders collide on the Pacific Ocean, which gives this area primacy in geopolitical domination, slowly downgrading the Atlantic Community. The main purpose of the paper is, therefore, to research the possibilities and methods of legal and extrajudicial cooperation betweentwo continents which are very distant from each other. This paper is an attempt to analyse European leadership and the role played by a reunited Germany in the European Union. The author proposes five fundamental theses: 1) the reunification of Germany ruined the balance of power in Europe; 2) the Eastern enlargement of NATO and the EU has moved the zone of political and military influence of the USA to the line of the Bug river; 3) the Germans have confirmed their position as a European power; 4) the foreign policy of Angela Merkel is a continuation of Gerhard Schroder's policy, meaning a transfer of the focus from European policy to prioritising German national interests; 5) the German issue has remained open. ; This paper is an attempt to analyse European leadership and the role played by a reunited Germany in the European Union. The EU Global Strategy for Foreign and Security Policy was adopted by the European Council on June 28, 2016. It defines the common interests of the EU and its member states. It was based on the following objectives: security of citizens and territory, prosperity, democracy, global order, which are to lead to the creation of a credible, reactive and cohesive European Union. The principles which the European Union began to follow are unity, cooperation with others, responsibility, and deepening external partnerships.It is worth noting that cybersecurity in the European Union is a prerogative of the Member States unlike cyberterrorism which is a shared competence. Nevertheless, the EU has a key role to play in creating the conditions for the ability of Member States to improve, cooperate and build trust.This article will attempt to demonstrate that the effectiveness of actions taken by European Union bodies in the field of cyber terrorism depends on the type of instruments at the disposal of the EU and the Member States and the legal basis of the relevant regulations. The problem is that there are legal inaccuracies and interpretation discrepancies in the provisions of legal regulations at the EU level regarding the division of competences regarding cyberspace protection, which in fact lead to a delay in the establishment of mutual cooperation between the EU and the Member States. ; Globalna strategia UE na rzecz polityki zagranicznej i bezpieczeństwa została przyjęta przez Radę Europejską 28 czerwca 2016 r. Określa wspólne interesy UE i państw członkowskich. Opiera się na następujących celach: bezpieczeństwie obywateli i terytorium, dobrobycie, demokracji, ładzie światowym, które mają doprowadzić do stworzenia wiarygodnej, reaktywnej i spójnej Unii Europejskiej. Zasady, którymi zaczęła kierować się Unia Europejska, to jedność, współdziałanie z innymi, odpowiedzialność, pogłębianie partnerstw zewnętrznych.Warto zauważyć, że cyberbezpieczeństwo w Unii Europejskiej jest prerogatywą państw członkowskich w przeciwieństwie do cyberterroryzmu, który należy do kompetencji dzielonych. Mimo to UE ma do odegrania kluczową rolę w tworzeniu warunków dla zdolności państw członkowskich, aby ulepszać, współpracować i budować zaufanie. W niniejszym artykule zostanie podjęta próba wykazania, że na skuteczność działań podejmowanych przez organy Unii Europejskiej w zakresie polityki cyberterrorystycznej zależy od rodzaju instrumentów będących w dyspozycji UE i państw członkowskich oraz podstawy prawnej odpowiednich regulacji. The development of the information society has initiated the need for creating new instruments with the help of which the authorities can reach out to citizens. Therefore, cyberspace has recently become a place of activity of a number of entities including state and international organizations (together with the European Union). The result of this phenomenon is the creation of the so-called digital diplomacy as new quality in the so-called diplomacy of the EU. The EU diplomacy currently uses a number of e-tools, among others, Facebook, MySpace, Daily Motion, YouTube, etc. These tools are a very good method to improve and warm up the image of the Union in the international arena. This kind of diplomacy was only formed at the beginning of the twenty-first century and has a great prospect of development, thus, it is worth considering in which direction its evolution should follow. Digital diplomacy is a de facto response to the problem of the EU communication with the outside world and the growing number of Internet users. ; Rozwój społeczeństwa informacyjnego zainicjował potrzebę stworzenia nowych instrumentów, za pomocą których władze mogą docierać do obywateli, dlatego cyberprzestrzeń stała się w ostatnim czasie miejscem aktywności wielu podmiotów, w tym państw oraz organizacji międzynarodowych (również Unii Europejskiej). Skutkiem tego zjawiska jest powstanie tak zwanej dyplomacji cyfrowej jako nowej jakości w miękkiej dyplomacji UE. Dyplomacja UE używa obecnie wielu e-instrumentów, m.in. Facebooka, Myspace'a, Daily Motion, YouTube'a itp. Są to bardzo dobre narzędzia służące poprawianiu i ocieplaniu wizerunku Unii na arenie międzynarodowej. Ten rodzaj dyplomacji ukształtował się dopiero na początku XXI w. i ma przed sobą obiecującą perspektywę rozwoju, dlatego warto się zastanowić, w jakim kierunku ewolucja ta powinna podążać. Dyplomacja cyfrowa jest de facto odpowiedzią na problem komunikacji Unii ze światem zewnętrznym oraz na zjawisko rosnącej liczby użytkowników Internetu.

W tym celu Moskwa świadomie kreuje kontrolowany konflikt z Zachodem aby wywołać efekt skupienia zagrożonego narodu wobec władzy w celu poprawy jej legitymizacji nadszarpniętej przez trudności gospodarcze. ; The main goal of this article is to synthetically depict the sources of Russian foreign policy, especially with regard to the European Union. The central thesis is, that the main driver behind Russian international conduct is the preservation of power by current government. To do so Moscow intentionally orchestrates controlled conflict with the West to induce the rally-around-the-leaders effect. It is supposed to augment the legitimization of the authorities which has been diminished by the economic hardships.

The study investigates genesis of the European Union Social Policy and the changes in common social issue over the years. The European Union is not only economic and monetary integration, it is also unify the activities in the social areas. Integration endeavors are not only based on the European Union further enlargement to new members, but also are based on adoption of new regulations on social issues, with the need to enforce them by the Member States. EU regulations only of an economic nature, without social guidelines may lead to incomplete and unstable functioning of the European Union and Single European Market. Over the past decade, the process of European integration has intensified and included more issues and life areas, therefore the position of social policy has strengthen consistently. The increasing globalization and regionalization of economic and social life causes more important role for international institutions such as the European Union, in solving various social matters. European countries are more acutely affected by problems such as high unemployment, poverty, social exclusion and the progressive aging of the population. Consequently cooperation at EU level can lead to stop these processes and can find ways to eliminate the negative effects that appeared among the citizens of Europe.

Po ponad półrocznym okresie konsultacji, w których udział wzięły zarówno instytucje UE, państwa członkowskie, a także organizacje pozarządowe, w listopadzie 2015 roku Komisja Europejska przedstawiła założenia reformy EPS, które można określić jako nową Europejską Politykę Sąsiedztwa. In 2015 began consultations on a new shape of the ENP, so that the policy on the one hand might continue to fulfill its essential function of supporting and promoting human rights and democracy in neighboring countries, but on the other hand, the EU can effectively influence their external security. After more than six months of consultations, which was attended by the EU institutions, Member States and non-governmental organizations in November 2015, the European Commission presented the principles of the reformof the ENP, which can be described as the new European Neighbourhood Policy. The paper presents the current model of the ENP, including evidence to establish policy in 2004., then isshown the evolution of the policy and in the next part of the article is discussed the establishment of a new ENP based on analysis of documents of the EU institutions.

Ensuring internal security is one of the core objectives of European integration in thecontext of the establishment of an area of freedom, security and justice of the EuropeanUnion (E.U.). The aim of the internal security policy of the E.U. is to support MemberStates with regard to the maintenance of law and order and the safeguarding of internalsecurity. In the last 20 years in the area of internal security of the E.U. many importantinitiatives, political agendas and legal instruments at the E.U. level have arisen. Thisarticle aims to show the development of the internal security policy of the E.U., its mostimportant guidelines and the challenges in the coming years. ; Zapewnienie bezpieczeństwa wewnętrznego jest jednym z podstawowych celów integracjieuropejskiej w kontekście tworzenia na terytorium Unii Europejskiej przestrzeni wolności, bezpieczeństwa i sprawiedliwości. Celem polityki bezpieczeństwa wewnętrznegoUE jest wspieranie państw członkowskich w zakresie utrzymania porządku publicznegoi ochrony bezpieczeństwa wewnętrznego. The author discusses EU military missions in Africa carried out within the framework of the Common Foreign and Security Policy. Making reference to five African missions he analyzes the experience generated by these operations and tries to explain to what extent they might have been conducive to further commitment of the EU in crisis management in Africa. In his opinion, in the future the EU will continue to be present in Africa, yet it is hardly to be expected that its missions will qualitatively differ from present operations. ; The author discusses EU military missions in Africa carried out within the framework of the Common Foreign and Security Policy. The subject of this article is a critical reflection on how to analyse contemporary foreign policy. In times of ever-faster globalisation and deepening European integration two questions appear to be particularly important: to what extent are the classic(al) methods of explaining and analysing foreign policy still relevant? Are new theoretical concepts needed that are functional and useful? To accomplish the task described above, structural realism, as one of the major theories of international relations, has been juxtaposed with the very popular concept of Europeanization. Following this path, the relevant literature, consisting predominantly of Kenneth Waltz's works published after the end of the Cold War and the creation of the EU, has been reviewed and analysed. As for Europeanization, materials devoted to the specific issue of its impact on the foreign policies of European states and the EU Common Foreign and Security Policy as a whole has been used. To summarise, the attempt to combine and synthesize structural realism and the concept of Europeanization has been undertaken in search for an optimal (in a cognitive and explanatory aspect) method of analysing the foreign policies of EU Member States.

Celem artykułu jest przedstawienie polityki wspierania klastrów gospodarczych prowadzonej w Polsce oraz w Unii Europejskiej. W pierwszej części pracy zaprezentowano pojęcie oraz klasyfikację polityk klastrowych, a także możliwości wdrożenia opisane w najważniejszych dokumentach Komisji Europejskiej dotyczących wspierania klastrów. Dalsza część artykułu zawiera opis efektywnych narzędzi polityki klastrowej oraz kierunków jej rozwoju. Analiza podjętych działań na rzecz rozwoju klastrów wskazuje na ich istotną rolę jako narzędzia rozwoju gospodarczego. ; The article presents the concept of cluster policy in Poland and European Union. At the beginning the author presented models of clusters policy and implementation in the most important document written by European Commission. Cluster policy for the period 2014–2020 show effective tools for government to support for cluster development. The analysis of the actions taken to support clusters shows clusters as a tool of policy and the fundamental conditions for economic success.

Azja Centralna nie jest obszarem priorytetowego zainteresowania ze strony Unii Europejskiej. Choć relacje z państwami regionu nawiązano zaraz po uzyskaniu przez byłe republiki radzieckie niezależności i intensywnie próbowano rozwijać przez następne lata, dzisiejsze efekty współpracy wynikające ze wzajemnych zobowiązań nie są satysfakcjonujące. Celem artykułu jest analiza priorytetów polityki zagranicznej Unii Europejskiej wobec Azji Centralnej po roku 2012. Priorytety zostały przedstawione w dwóch ujęciach: regionalnym i krajowym. Analizie podlegał pełen zakres dokumentów prawnych określających ramy wzajemnych relacji,jak i szersze spektrum obustronnych deklaracji politycznych. Kluczowymi elementami analizy stały się: uwarunkowania kreowania priorytetów politycznych, utworzony mechanizm instytucjonalny niezbędny do kształtowania decyzji politycznej, jak i realizacji założeń współpracy. Artykuł porusza także główne wyzwania w uznanych za kluczowe wymiarach współpracy.Końcowa część analizy prowadzi do wniosków pozwalających na ocenę możliwości realizacji założonych celów polityki unijnej w relacjach z państwami Azji Centralnej. ; Central Asia is not a priority for the European Union. Relations with the states in this region were established immediately after the former Soviet republics won independence but, despiteattempts at rapid advancement there, the results of mutual cooperation and mutual commitments have been unsatisfactory. The objective of this paper is to analyze the priorities of the European Union's policy towards Central Asia after 2012. These priorities are viewed from the regional and national perspectives. The analysis studies a comprehensive range of legal documents to establish the framework of mutual relations and the broad range of mutual political declarations. The key elements of this analysis involve examining the determinants that have shaped the political priorities, the institutional mechanisms established for the purpose of political decision-making and the conduct of collaboration. The paper also looks at the main challenges faced in those areas of cooperation that are deemed crucial. The final part of the analysis leads to conclusions that make it possible to assess how feasible it is to implement EU policies in relations with Central Asian states.
