European Union foreign policy: from effectiveness to functionality

Los Estados Unidos, como el poder geopolítico dominante en el Medio Oriente, han estado luchando por estabilizar la región con el fin de alcanzar sus objetivos políticos y lograr sus intereses. Particularmente desde la Segunda Guerra Mundial, Estados Unidos ha priorizado, instituido y considerado las políticas del Medio Oriente como vitales para asegurar sus "intereses nacionales" hasta los ataques terroristas a las torres gemelas en la ciudad de Nueva York. Como es claro, los ataques terroristas del 11 de septiembre de 2001 marcaron un cambio dramático, no solo en las políticas de Estados Unidos, sino también en la retórica estadounidense, así como en los discursos internacionales. Luego de los ataques terroristas, las políticas de Estados Unidos con relación al Medio Oriente pasaron de ser una cuestión de "seguridad nacional", lo cual básicamente hacía más énfasis en "la seguridad defensiva", a ser una cuestión de "seguridad preventiva de los intereses nacionales" principalmente bajo la administración neoconservadora de George W. Bush. Como consecuencia, Estados Unidos adelantó dos incursiones militares en Afganistán (2001) y en Iraq (2003) donde se puso en la tarea de cambiar unilateralmente y de manera sensible el régimen de dichos Estados con el objeto de asegurar sus intereses nacionales y procurar la paz mundial a largo plazo. Es importante resaltar aquí que Estados Unidos autorizó el completo apoyo (por lo menos retóricamente) a las Naciones Unidas para desarmar el régimen Talibán en Afganistán. Este estudio revisa y conceptualiza la política exterior actual de los Estados Unidos y la Unión Europea con respecto al Medio Oriente —aunque no son idénticas— antes y después de los ataques terroristas del 11 de septiembre. El argumento aquí presentado es que los objetivos de la política exterior con relación al Medio Oriente, tanto de los Estados Unidos como de la Unión Europea, giran principalmente alrededor de dos puntos: la seguridad del petróleo y la protección del Estado de Israel en una región predominantemente árabe. De manera similar, aunque no exactamente de la misma forma, tanto Estados Unidos como la Unión Europea tienen intereses en establecer buenas relaciones con los Estados árabes así como en promover la democracia y la economía del mercado libre en el Medio Oriente. Este estudio también revisa las iniciativas de política exterior con el Medio Oriente del presidente Barack Obama e intenta indicar algunos puntos clave.

El presente artículo se propone estudiar la evolución de política exterior de la Unión Europea en el Cáucaso meridional y Asia Central durante la Posguerra Fría. Con ello se pretenden desvelar los principales intereses y limitaciones de Bruselas, analizar las estrategias implementadas en los últimos años, y evaluar en qué medida será capaz la UE de disputar la hegemonía a sus principales rivales en la región a corto plazo. Como se pondrá de manifiesto, las debilidades crónicas comunitarias, el celo local por preservar la soberanía y la creciente competitividad geopolítica internacional socavan cualquier aspiración europea de consagrarse en un horizonte próximo como un actor preeminente en el corazón del continente euroasiático. ; This article intends to study the evolution of the European Union foreign policy in the Southern Caucasus and Central Area throughout the Post-Cold War era. The aim is to analyze Brussels' fundamental interests and limitations in the area, the strategies it has implemented in the last few years, and the extent to which the EU has been able to undermine the regional hegemons' traditional supremacy. As will be highlighted, the Community's chronic weaknesses, the local determination to preserve sovereignty and an increasing international geopolitical competition undermine any European aspiration to become a pre-eminent actor at the heart of the Eurasian continent in the near future. ; O presente artigo propõe estudar a evolução da política externa da União Europeia no Sul do Cáucaso e da Ásia Central durante a Guerra Fria. Este é destinado a avaliar quais são os seus principais interesses e limitações na região, quais as estratégias implementadas ao longo dos últimos anos e em que medida tem sido capaz de minar o domínio dos seus tradicionais hegemons. O presente artigo propõe estudar a evolução da política externa da União Europeia no Sul do Cáucaso e da Ásia Central durante a Guerra Fria. Estas disposições destinam-se a revelar os principais interesses e limitações de Bruxelas, analisar as estratégias implementadas nos últimos anos e para avaliar a medida em que a UE será capaz de contestar a hegemonia para os seus principais rivais na região a curto prazo.

Summary The present article seeks to understand, by means of the latest impetus to the negotiation process between Mercosur and the European Union carried out during Mauricio Macri's Presidency (2015-2019), what were the key features of the external relationship strategy of the Algerian conservative government.To this end, a qualitative methodology has been used using official sources, reports and journalistic notes which enabled the negotiation process to emerge. It has been concluded that, in addition to the Argentinian will, in order to make the agreement possible, it was possible to discern the stumbling of the progressive cycle, all of which was the result of the disqualification of the international story, which brought the story to the end of the agreement. Actualmente, la Unión Europea se ha convertido en un importante destino migratorio donde se presta especial atención a este fenómeno, tanto en su política común como a nivel de cada estado. Esta situación, debida fundamentalmente a factores económicos y demográficos que se producen en las sociedades de origen y de llegada, ha ocasionado cambios sociales de indudable calado. La UE está desarrollando una política global sobre inmigración donde se le concede un importante lugar a la integración socioeducativa del colectivo foráneo, eje vertebrador del presente artículo. ; Nowadays, the European Union has turned into an important migratory destination that pays particular attention to this phenomenon, in the common policy and in state level. This situation, mainly due to economic and demographic factors in the societies of origin and arrival, has caused important social changes. The EU is developing a comprehensive immigration policy which grants very importance to the social and educative integration of foreign community.

This paper raises the question of a policy for conflict in the making for the EU : the European Defense and Security Policy. After a brief presentation of our analytical method, we structure the paper in three axes. First, where does ESDP come from and what are its main objectives ? Then, what is European specificity in developing specific crisis management tools, and how do theses tool work and socialize the diplomatic and politico-military actors involved ? Last but not least, how does ESDP interplay between Brussels and the member states ? What does ESDP change for them, and what are its obvious and more pregnant limits up to now? ESDP constitutes a way for the Europeans to exit the world order of the Cold War and aims at providing the EU with a median way of crisis and conflict management between the approaches developed by traditional international organizations as NATO, the UNO or the OSCE. ESDP incarnates also the commitment of the three leading countries in defense and security matters in Europe –France, Great Britain and Germany- to overcome the shock of the Balkans crisis where Europe had been characterized by its division and inability to act effectively to solve the conflict. Therefore the member states had built specific organs, tools and procedures in the framework of ESDP. The originality and added value of the EU with its crisis management policy as the heart of ESDP is to propose an integrated approach combining military and civilian instruments. This however raises several fundamental questions. ESDP still lacks cross-pillar coherence, particularly regarding the financing of ESDP operations. This also raises the question of the interplay between Brussels and the member states: deploying troops is still a national sovereign decision and EU states keep on analyzing situations in the light of their national security interest.
