Avrupa Birliği (AB) üzerine yapılan tartışmaların önemli bir bölümünü, AB'nin mevcut bir dış politikasının olup olmadığı, bu dış politikanın öngörülebilirliği ve bu dış politikanın hangi gücün üzerine inşa edildiği oluşturmaktadır. Bu tartışmaların paralelinde AB'nin bir uluslararası aktör olma bağlamında sivil, askeri ve normatif güce dayalı dış politika araçlarını geliştirerek kendisine strateji oluşturduğu görülmektedir. Bu stratejinin parametrelerini sivil, askeri ve normatif dış politika araçları oluşturmaktadır. AB, bu araçları uluslararası sistemde kullanarak etkili bir aktör görünümü sergilemeye çalışmaktadır. Buna karşın, AB üyesi devletler ulusal çıkarlarından dolayı ortak dış politika konusunda farklı görüşlere sahiptirler ve ortak bir uzlaşı sağlayamamaktadırlar. Bu nedenle AB'nin oluşturmaya çalıştığı bu dış politika araçlarının kapasitelerinin/kabiliyetlerinin etkin biçimde kullanılması da mümkün olmamaktadır. ; An important part of the debate on the European Union (EU) is whether the EU has an existing foreign policy, the predictability of the foreign policy and to built on what constitutes the power of its foreign policy. In parallel with these discussions, the EU as an international actor has developed foreign policy based on civil, military and normative power. Accordingly, the EU has created it strategies. This strategy parameters constitutes economic/civilians, normative and military tools. The EU is trying to indicate its effectiveness and enhance its actorness in the international system by using these tools. However, it is argued that since EU member states do not share long standing and extensive common interest, this leads to not only block agreement on creating suprenational foreign policy in the EU level, but also prevent to create collective capabilities by using these tools.
Attracting of foreign direct investments (FDI) has becoming increasingly researched worldwide as they contribute to the economic growth of countries. The most important factors determining the choice of firms to expand internationally through FDI are: access to local resources, access to the domestic market, a high level of efficiency and strategic asset acquisition. The FDI flows of the European Union are still influenced by the global economic and financial crisis. In 2012 the FDI outflows decreased with 53 % as compared to 2011, registering their lowest level since 2004. The recovery will take longer than expected, mostly because of global economic fragility and policy uncertainty.
In the article, the cooperation between the Republic of Moldova and the European Union in the field of green entrepreneurship is considered as mutually beneficial in the light of strengthening the competitiveness of both economies. The author reveals such main domains of the cooperation as ecoagrofood, bio- and renewable energy. There are also highlighted the key programmes and projects as outcomes of governmental, communitarian, international and corporate efforts related to cooperation. A special attention is paid to the identification of some problems regarding the development of green entrepreneurship in the Republic of Moldova. For solving them as well as making the cooperation in the field more systematic and synergetically positive, the author suggests the elaboration of a joint RM-EU Strategy for the Development of Green economy and entrepreneurship.
Ortadoğu bölgesi gerek stratejik konumu, gerekse sahip olduğu petrol kaynakları bakımından dünyanın en zengin bölgesi olması nedeniyle ayrı bir öneme haizdir. Ortadoğu ikili ilişkiler, ticari ilişkiler ve çatışmaların odağındaki bölge olması dolayısıyla Avrupa Dış Politikalarında da üst sıralarda yer almıştır. Avrupa ve Ortadoğu arasındaki ilişkiler uzun bir tarihsel süreci kapsamaktadır. AB kuruluşundan bu yana demokrasi ve insan haklarına verdiği önemi belirtmiş ve bunun kendine ait içsel bir unsur halini alması için çabalamıştır. Uluslararası arenada etkin bir güç olmayı hedefleyen AB kendine ait içsel değerleri diğer ülkelere de yaymayı hedeflemektedir. Bu amaçla oluşturmuş olduğu Avrupa Komşuluk Politikası kapsamında AB'ye komsu olan fakat üyelik perspektifi bulunmayan ülkelerde demokrasinin teşviki önemli bir unsurdur. Bu çalışma ile AB'nin geçmişten günümüze Ortadoğu ilişkileri ve yakın dönemdeki komşuluk politikaları çerçevesinde Ortadoğu'ya bakışı amaçlanmaktadır. Yapılan literatür taraması sonucu elde edilen bilgiler yardımıyla araştırmanın amacına uygun ön çalışma ve anahat planı oluşturulmuştur. Bu plan çerçevesinde gerekli düzenlemeler süre yeterliliği göz önünde bulundurularak danışman gözetiminde yapılmaya çalışılacaktır. Bu araştırmada, günümüzde genişleme ve komşuluk politikaları ile öne çıkan Avrupa Birliği'nin, artan şiddet olaylarına sahne olan Ortadoğu politikası ile sınırlandırılmıştır. Kuruluşundan bu yana demokrasinin önemine vurgu yapan AB, Avrupa Komşuluk Politikası kapsamında yer alan ülkelerde de demokrasiyi yaymayı hedeflemektedir. Sonuç olarak AB açısından özellikle genişleyen sınırlar ile birlikte güvenlik açısından öneme sahip olan Ortadoğu bölgesinde AB'ye yakın rejimler oluşturulması önem taşımaktadır. ; The Middle East is of great importance due to both its strategic position and by virtue of the fact that it is the riches region of the world in terms of its oil reserves. The Middle East also ranks high in European Foreign Policies as it is a region that is at the centre of bilateral relations, commercial relations and conflicts. Relations between Europe and the Middles East covers a long historical process. EU, since its inception, has emphasised the importance it lays upon democracy and human rights and endeavoured to make it an internal component of its nature. Intending to be an influential figure in international arena, EU aims to spread its internal values to other countries, too. Encouragement of democracy within the scope of European Neighbourhood Policy in countries that are neighbours of EU but do not have membership perspective is an important move. This study aims to investigate EU?s relationships with the Middle East from past to present and its look on the Middle East within the framework of its neighbourhood policies. A preliminary examination has been conducted and an outline plan has been devised by the help of information obtained through review of the relevant literature. The required corrections will be made under the supervision of an advisor in accordance with this plan an so long as time limits allow. This study is limited to the policy of European Union, which is in the foreground today by virtue of its expansion and neighbourhood policies, concerning the Middle East, which is home to increasing cases of violence. EU, which has been emphasising democracy since its establishment, intends to spread democracy in countries that are included in the European Neighbourhood Policy. In conclusion, it is important for EU to help establish friendly regimes in the Middle East, which is important for EU in terms of security especially due to expanding borders.
Accession to the European Union (EU) has been one of the most crucial topics of the Turkish foreign policy. This topic, albeit sometimes not having a priority, always remained as a current issue and played a determinant role in Turkey's objective of Westernization. Within this process, parallel to the success that the accession would bring, it became more ascendant in current politics. It acted as the sword of Damocles as a determinant either for the election victories or as a trouble-maker on the head of the parties. The foundation of the Turkey-EU relations was first laid by the Democrat Party in July 31st, 1959 and these relations began to get deepen by the time the Motherland Party (ANAP) came into power in the 1980's. This study aims to determine the reasons that led Turkey to apply for the EU membership, the place of the relations with the Europen Economic Community (EEC) on Turkish foreign policy and the repercussions of this application in the public opinion. Therefore it is going to be given a general overview on the early years of those relations. In the citations taken from the newspapers of the period the expression common market is used for defining Turkey's counterpart while the author himself rather prefers to use the EEC, the predecessor of the EU.
The European continent, under the urge of the events generated by the process of building Europe that has led to an enlargement of the external European Union borders towards the east, undergoes a process of alteration. No matter on which side of the EU border they may be, the citizens of the European countries are entitled to enjoy the fruit of welfare, security and freedom. The development of a coherent neighbourhood policy in Brussels becomes an imperative resulting from the need for communication and cooperation amongst people and countries. No matter the view on the European Union external border, the dialogue on all levels of the society through the means of inter-university cooperation is a factor providing the communication needed for good neighbourhood. Thus, the stiff borders fade away. By setting up a university network comprising both partners from within and outside the European Union, a bond is established over the external border of the community. From this point of view, inter-university cooperation at the external borders of the European community turns into a promoter of good neighbourhood values.
Avrupa Birliği, ekonomik bütünleşme alanında başarılı olup şimdiye kadar görülen en başarılı birlik olmuştur. Ekonomik alanın aksine güvenlik ve savunma alanı ise Birliğin epeyce zorlandığı, tartışıldığı ve çekinceli bir alan olmuştur. Soğuk Savaş döneminde, güvenlik ve savunma alanında önemli bir çaba harcanmış; Batı Avrupa Birliği kurulmuş, Avrupa Savunma Topluluğu kurma girişiminde bulunulmuş ancak hedeflenen sonuçlara tam anlamıyla ulaşılamamıştır. Soğuk Savaş dönemi güvenlik ve savunma konuları bakımından AB için NATO gölgesinde geçmiştir. Fakat asıl önemli olan gelişmeler Soğuk Savaş'ın bitimi ile yaşanmaya başlamıştır. 1992 Maastricht Antlaşması ile Ortak Dış Politika ve Güvenlik Politikasında (ODGP) çok önemli bir adım atılmış ve siyasi bütünleşme sürecine gidilmeye başlanmıştır. Bu aşamada, güvenlik ve savunma politikaları hükümetlerarası düzeyde de olsa AB'nin ikinci sütununu oluşturmuştur. Devam eden süreçte ise Avrupa Güvenlik Savunma Politikası (AGSP) ve NATO ile işbirligi içinde oluşturulan Avrupa Guvenlik Savunma Kimliği (AGSK) oluşturulmuştur. Ayrıca yapılan çeşitli Zirvelerle bu süreçler hızlı bir biçimde gelişmiştir. 2009 yılında Lizbon Antlaşması'nın yürürlüğe girmesi ile de birliğin hem anayasal hem de hukuki olarak Ortak Güvenlik ve Savunma Politikasının (OGSP) temel dayanakları ve kuruluşu tamamlanmıştır. Son dönem gelişmesi olarak da yine Lizbon Antlaşmasında yer alan "kalıcı yapısal işbirliği" ilkesinden yine aynı isimle yola çıkılarak "Kalıcı Yapısal İşbirliği" (PESCO) yapısı oluşturulmuştur. Avrupa Birliği'nin ortak bir güvenlik ve savunma politikası oluşturması süreci incelenirken, AB'nin NATO ile olan ilişkilerinin de göz önünde bulundurulması zorunludur. Bu nedenle, NATO'nun bu savunma ve güvenlik sürecine olan etkisi ve Avrupa Birliği'nin savunma ve güvenlik politikası oluşturma sürecinde meydana gelen politikaların NATO'ya yansımaları ve etkileri de irdelenmek durumundadır. Bu bağlamda çalışmada genel olarak güvenlik kavramından başlanarak uluslararası, toplumsal ve küresel anlamda güvenlik ve güvenliğe etki eden faktörler ele alınmış, AB Güvenlik ve Savunma Politikasının oluşum süreci ile günümüze kadar yaşadığı belli başlı önemli gelişmelere değinilmiş; NATO ile olan ilişkileri üzerinde durulmuş ve günümüzde gelinen aşama incelenmiştir. Ayrıca bu politika çerçevesinde yapılan bazı ortak operasyonlara da değinilmiştir. ; The European Union, has become the most successful union ever seen achieving economic integration. Contrary to the field of economy, the field of security and defence, has been a highly challenging, controversial and risky area the Union struggles with. Much effort had been spent in the field of security and defence during the Cold War period, West European Union had been established; attempts to establish European Defence Community had been made however targeted results could not be obtained in the fullest sense. For EU, the Cold War period, had been overshadowed by NATO in terms of security and defence issues. However, major developments began to be experienced subsequent to the end of the Cold War. A considerable step in Common Foreign and Security Policy (CFSP), was taken by Maastricht Treaty of 1992 and the process of political integration, thus, was initiated. At this stage, although the security and defence policies have been at intergovernmental level, they constituted the second pillar of EU. In the ongoing process, the European Security Defence Policy Identity (ESDI) has been established in accordance with European Security Defence Policy (ESDP) and NATO. Additionally,through various summits held, these processess have been rapidly improved. As Lisbon Treaty entered into effect in 2009, the basic foundation and establishment of EU's Common Security and Defence Policy (EU CSDP) has been set both constitutionally and legally. As a recent development, based upon the principle of "Permanent Structured Cooperation" which is included in Lisbon Treaty, once again, the Permanent Structured Cooperation (PESCO) structure has been established. Taking the relations between European Union and NATO, as well, into consideration is obligatory for the establishment procedure of European Union's common security and defence policy to be examined. For this reason, NATO's effect over the mentioned defence and security process, and the reflections and effects of policies brought up during EU's defence and security policy formation process on NATO, are to be studied as well. In this context, within the scope of this study, starting from the concept of security in general, the aspect of security and factors influencing it in international, social and global terms are taken into consideration; the formation process of EU Security and Defence Policy and the concerning main developments occurring until today, are mentioned; its relations with NATO are accentuated and the final stage reached today is analysed. In addition to this, some of the common operations executed within the frame of this policy are also considered.
Ekonomik bütünleşme genelde birbirlerine yakın veya aynı coğrafyada yer alan, siyasi rejimleri, gelişmişlik düzeyleri ve tarihleri birbirlerine yakın ülkelerin aralarındaki ekonomik ilişkileri ve işbirliğini artırmak amacıyla oluşturdukları bir birleşmedir. Ülkeler savaşlarla elde edemedikleri pazar payını yukarıda tanımlamış olduğumuz ekonomik bütünleşme yoluyla genişletmeye çalışmışlardır. Bunun sonucunda Avrupa ülkeleri kendilerine pazar payı oluşturmak ve kendi çıkar ve güvenlik durumlarını korumak için bir birlik oluşturmuş ve bu birliği Gümrük Birliği ile büyük bir pazar haline getirmeyi başarmışlardır. Türkiye ekonomisine sağlayacağı katkı beklentisi ile oluşturulan 1 Ocak 1996 tarihinde Gümrük Birliği'ne katılmıştır. Bu çalışmamızda, birinci bölümde ekonomik bütünleşme kavramı ve çeşitleri tanımlandıktan sonra, ikinci bölümde Türkiye'nin Avrupa Birliği ile iktisadi ilişkileri değerlendirilip, üçüncü bölümde Gümrük Birliği'nin ortaya çıkışı ve Türkiye Gümrük Birliği sürecinin incelenmesi ve son bölümde ise Türkiye'nin Avrupa Birliği'ne üyelik sürecinde Gümrük Birliği'nin Türkiye dış ticaretine etkileri ele alınmıştır. Avrupa Birliği sürecinde Gümrük Birliği'nin Türkiye'nin dış ticaretine etkilerinin daha çok olumlu yönde katkı sağladığı düşünülmektedir. ; Economic integration is in general the unification of two or more countries that are in a defined nearby geography and that have similar political regimes, development levels or histories to enhance the economic relations and cooperation among them. Countries, not able to gain market share through wars, have tried to gain market share through the way defined above. As a result of this, European countries have merged to gain and increase market share to protect their own benefits and provide the security, and they have succeeded in expanding the market thanks to the Customs Union. Turkey, with the expectation of an economic contribution, has aimed at participating in the Union; however, it joined the Customs Union in January 1, 1996 before it has become a full member of the European Union. The scope of the first part of this study includes the definition of economic integration and its types and the evaluation of Turkey's economic relations with the European Union. In the next part, the establishment of the Customs Union and the process of Turkey's Customs Union are explored. In the final part, the effects of the Customs Unions on Turkey's Foreign Trade in the European Union Membership Process are explored. It is determined that the Customs Unions have provided mainly positive contributions to Turkey's Foreign Trade.
The article is an analysis of European Union legislation on conservation and protection of biodiversity. It emphasizes the achievements of the activity of the EU in this area, mainly the establishment of the Natura 2000 Network, examining the obligations of the Member States that are stipulated in the Birds and Habitats Directives. It points out to the integration of biodiversity protection in other fields of EU sectoral policies as well.
Ombudsman, unlike the court, cannot make binding decisions, but usually public authorities follow its recommendations, otherwise he may bring the case to the attention of politicians and the public by informing Parliament. The link between the two fundamental European institutions, the Court of Justice of the European Union and the Ombudsman, may be defined as a strong direct link between the problems of EU citizens. Requests to each institution represent an interest of each petitioner, which is intended to be solved by matching laws with moral rules and general principles of law.
Bu çalısmanın amacı Türkiye'nin tarım politikasında karsısına çıkan engelleri, mevzuat ve uygulama yanlıslarını ortaya çıkarmak, çıkarılan bu sonuçları AB'ye uyumda Tarım Müzakereleri çerçevesinde düzeltmek için gerekli politikanın OTP oldugunu göstermektir. Çalısmada aynı zamanda AB'nin nasıl gıda ithalatçısı konumundan, ihracatçı konumuna geçtigini görmekteyiz. Türkiye için AB Uyum Müzakerelerinde en büyük engel OTP'ye uyumdur. OTP'nin AB'nin ilk ve en büyük bütçeyle destekledigi politikası olması dolayısıyla, AB Türkiye gibi tarım potansiyeli yüksek bir ülkeyi Topluluga almaktan çekinmektedir. Türkiye'nin, AB'ye ister üye olsun ister olmasın; istikrarlı bir tarım politikasına ihtiyacı vardır. Enflasyon hedeflemesi için gerekli olan Merkez Bankası'nın bagımsızlastırılması politikasına benzer, tarım politikalarının tek bir birimden yönetilmesi için bir adım atılması gerekmektedir. Görüldügü gibi ülkemiz için eksiklikleri olsa da, Türkiye Tarım Sektörü için günümüzde OTP'ye uyulmasına ihtiyaç vardır. ; The purpose of this study is to reveal the complications in Common Agricultural Policy that Turkey come across during the period , the legislation and implementation errors and to demonstrate the necessity of Common Agricultural Policy to arrange these problems within The Agriculture Negotiations. In this study we see how European Union become an exporter of food instead of being an importer. In The Agriculture Negotiations, the most important difficulty is the adaptation to the Common Agricultural Policy. CAP, for being the first and supported with the biggest budget policy of European Union, EU forbear to accept Turkey to the community. Turkey needs a stable agriculture policy in any case. It is necessray to make an attempt for the management of agriculture policies under one unit like the independency of Central Bank for inflation targeting. The criminal treatment of juveniles in the European Union was regulated in earlier times and has evolved by national legislation of Member States, international treaties, documents of the Council of Europe, as well as by European Union Treaties, European Parliament Resolutions and Press Releases of the European Commission. The regulatory divergence of criminal treatment of juveniles in EU countries implies the need to elaborate certain minimum rules to prevent and to combat juvenile delinquency, oriented to education of minors and their punishment.
