In the article author compares two alternative integration projects, in whichRussiawas involved with a different degree of intensity during the post-Soviet period. Based on the material of a significant number of sources, author shows the main milestones of the project of European integration ofRussiauntil its collapse because of the conflict betweenRussiaand Western partners. The project of Eurasian integration is also analyzed in the paper, and its hopelessness because of the failure of the Kremlin's policy towardsUkraineand other partners. It is demonstrated in the article, that project of Eurasian integration and creating of Eurasian Union is the attempt ofRussian Federationto build the international association withRussiain the role of main and active partner and Kremlin as a political center. This politics ofRussiais one of the main reasons of closing the project of Eurasian integration. ; В статье автор сравнивает два альтернативных проекта интеграции, в которых с разной степенью интенсивности участвовала Россия в течение постсоветского периода. На материале значительного количества источников показаны основные вехи проекта евроинтеграции России, вплоть до сворачивания данного проекта в результате конфликта РФ и западных партнёров. Вместе с тем, проанализирован проект евразийской интеграции, которая также потерпела неудачу в результате неудачной политики Кремля по отношению к Украине и другим партнёрам. ; У статті автор порівнює два альтернативних проекти інтеграції, в яких з різним ступенем інтенсивності брала участь Росія протягом пострадянського періоду. На матеріалі значної кількості джерел продемонстровані основні віхи проекту євроінтеграції Росії аж до згортання цього проекту внаслідок конфлікту РФ і західних партнерів. Проаналізований і проект євразійської інтеграції, що також зазнала поразки через невдалу політику Кремля щодо України та інших партнерів.

Раздел "Международное право" - рубрика "Право беженцев" ; В статье содержится правовой анализ вторичного законодательства ЕС в сфере убежища, разработанного на основе и с учетом изменений и дополнений, предложенными Амстердамским договором и Договором Ниццы. Автор рассматривает материальные предпосылки принятия трех нормативных актов Совета ЕС, нацеленных на гармонизацию национальных законодательств государств — членов Европейского союза, регулирующих вопросы предоставления убежища. Предметом специального анализа становятся положения каждой из трех директив ЕС, которые формируют минимальные рамки для обеспечения приема лиц, ищущих убежища, устанавливают критерии для предоставления статуса беженца или лица, нуждающегося в дополнительной защите, детально регламентируют процедуры рассмотрения соответствующих ходатайств. Подчеркивается, что особая роль в рамках этих процессов отводится представителям УВКБ ООН, а также неправительственных организаций, работающих на территории государства-члена от имени УВКБ ООН. = The article is devoted to the legal analysis of the EC secondary legislation in the field of asylum which was worked out on the basis and in view of the amendments introduced by the Treaties of Amsterdam and Nice. The author considers the material pre-conditions for the adoption of 3 regulatory acts of the EC Council aimed at harmonizing the national legislations of the member-states of the European Union which regulate the questions of granting the asylum. Special attention is paid to the provisions of all three directives which formulated the minimal grounds for the reception of the persons in need of international protection, established the criteria for granting the status of refugee or of those who need the subsidiary protection, set up in details the procedures for consideration of appropriate applications. It is stressed that within this context the particular function is to be implemented by the representatives of the UNHCR as well as the nongovernmental organizations acting on the territory of the member-state on behalf of the UNHCR.

The article deals with issues of product certification in the European Union and the Eurasian Economic Union. The objects of study are the economic systems of the European Union and the Eurasian Economic Union. The area of research is the theoretical basis for monitoring the development of economic systems of these associations. According to the authors, the plan for an agreement on economic rapprochement between the European Union and the Eurasian Economic Union today seems fantastic. Relations between Russia and the European Union are currently in a significant crisis. Cooperation in the economic field is reduced in terms of mutual sanctions. At the same time, the authors believe that the European Union is capable of playing a major role in solving the issues of improving the states of the Eurasian Economic Union member states, primarily on an economic scale. The role of the Russian food import limit showed the degree of interdependence in foreign trade and the interest of European companies in the normalization of commercial and economic relations. The countries of the world community, including Russia, confirm the unity of their views on the process of harmonization of standards, understanding that in practice harmonized standards guarantee the quality of products and services, the environmentally friendly production and goods, occupational safety, interoperability of products and, if necessary, its interchangeability. In this regard, the issue of harmonization of European and Russian standards of conformity, paperwork for certification and assessment of conformity and quality of exported and imported products, the mechanism of quality management of works and services is relevant. The certification rules in the European Union and the Eurasian Economic Union have been analyzed in the article, the CE and EAU marking and problems arising when applying these symbols have been considered, the influence of external (market requirements, competition) and internal (organizational, economic, etc.) factors on development of markets, placement of productive forces, increasing the efficiency of social production have been examined. It has been concluded, that standardization should be perceived as an effective element of the mechanism for managing the quality of products, works and services. This is confirmed by the fact, that the creation and application of harmonized standards allows one to get closer to the benchmarks of sustainable development and to remove many of the modern challenges from the agenda in a timely manner. ; В статье рассмотрены вопросы товарной сертификации в Европейском союзе и Евразийском экономическом союзе. Объектами исследования являются экономические системы Европейского союза и Евразийского экономического союза. Область исследований – теоретические основы мониторинга развития экономических систем, указанных объединений. План соглашения об экономическом сближении Европейского союза и Евразийского экономического союза сегодня, по мнению авторов, кажется фантастическим. Связи России и Евросоюза в настоящий момент находятся в значительном кризисе. Сотрудничество в экономической области сокращается в условиях взаимных санкций. Вместе с тем, авторы полагают, что Европейский союз способен сыграть основную роль в решении вопросов совершенствования государств – членов Евразийского экономического союза, прежде всего в экономическом масштабе. Роль российского лимита на импорт продовольствия показал степень взаимозависимости во внешней торговле и заинтересованность европейских компаний в нормализации коммерческих и экономических отношений. Страны мирового сообщества, в том числе и Россия, подтверждают единство своих взглядов к процессу гармонизации стандартов, понимая, что на практике гармонизированные стандарты гарантируют качество продукции и услуг, экологичность производств и товаров, безопасность труда, функциональную совместимость продукции и, при необходимости, ее взаимозаменяемость. В связи с этим актуален вопрос гармонизации европейских и российских эталонов соответствия, оформления документации по сертификации и оценке соответствия и качества экспортируемой и импортируемой продукции, механизма управления качеством работ и услуг. В статье проанализированы правила сертификации в Европейском союзе и Евразийском экономическом союзе, рассмотрены маркировки СЕ, ЕАС и проблемы, возникающие при нанесении этих символов, исследовано влияние внешних (требования рынка, конкуренция) и внутренних (организационные, экономические и т. д.) факторов на развитие рынков, размещение производительных сил, повышение эффективности общественного производства. Сделан вывод о том, что стандартизацию следует воспринимать как результативный элемент механизма управления качеством продукции, работ и услуг. Это подтверждается тем, что создание и применение гармонизированных стандартов позволяет приблизиться к ориентирам устойчивого развития и своевременно удалить с повестки дня многие вызовы современности.

The dialogue between Russia and the European Union is a relationship between two major geopolitical actors, which has never been unambiguous and simple in history, although it is due to the proximity of the geographical location and mutual interest in long-term cooperation. The EU's cultural policy is quite pragmatic, in comparison with the significance of the factors of the economic space and the presence of the Euro zone, culture is not considered by Europeans as a binding factor in the development of the two countries. In order to enter the common European economic market, States are forced to apply for participation in cultural programs and grants funded by the EU.
The article emphasizes the idea that any attempts to block the development of national cultures will inevitably lead to conflicts. Only through culture is it possible to achieve true self-expression of each nation and dialogue among civilizations. The concept of «strategic culture» is considered as a tool of analysis and a way of knowledge, and identity and national character as a predisposition to a certain type of policy. As part of the study of strategic culture, the analysis of national ideology is of great practical interest.

At the governmental level, Russia and the European Union follow the course of a long-term strategic partnership, primarily in the fields of culture, education, science, and the humanitarian sphere. Large-scale challenges and the ongoing systemic transformation of the European Union add politicization and uncertainty to Russian-European relations. At the same time, cultural, scientific and humanitarian ties are seen as promising, and the Russian-European dialogue in the field of culture will promote and stimulate the expansion of Russia's cooperation with both EU member States and the EEU member States.

The article examines the cultural policy and cultural diplomacy of the European Union. It is proved that full-fledged cooperation between Russia and the European Union is possible only within the framework of a common humanitarian space – a value-ideological communication environment determined by equal and mutual respect of the participants and the nature of the relationship between the ideologies of independent international actors, excluding unilateral ideological expansion of any of the parties.

The research aims to explore climate indicators of Canary Islands as autonomous area of Spain. Climate conditions have a special significance in the EU countries and particularly on the territory of Canary Islands. Canary Islands are separate climatic zone described by six climate types.

Integration processes should focus on a common strategy of joint cooperation and development, taking into account the needs and interests of all stakeholders, not just the leaders of the Alliance. Раздел "Международные экономические отношения" ; Новая долгосрочная стратегия сотрудничества между Беларусью и Евросоюзом зависит как от изменения политической системы республики, так и от выработки ЕС разумных критерий и направлений сотрудничества с Беларусью. Политические, институциональные и экономические изменения возможны лишь в долгосрочной перспективе. В ближайшие 5 лет нужно говорить не о «выборе пространства» (союз с Россией или Евросоюзом), а о «пространстве выбора». Даже не вступая в Евросоюз, Беларусь, как сосед ЕС, может добиваться в отношениях с Евросоюзом выполнения четырех свобод (свободы передвижения товаров, услуг, капитала и людей). После расширения Евросоюза Беларусь может выступать как стратегический коридор, обеспечивая надежный транзит между двумя растущими рынками. Расширение Евросоюза можно рассматривать как существенное изменение для Беларуси условий сотрудничества с восточноевропейскими странами. Объективно наша республика оказалась в сфере перекрестных интересов и притяжения единого европейского рынка. Предлагается несколько вариантов долгосрочной стратегии Беларуси в отношении европейской интеграции. Первый вариант предусматривает самостоятельное движение в Европу, избегая вхождения в жесткие политико-экономические союзы с восточными соседями и координацию своих действий с Украиной и Молдовой, которые находятся в схожей ситуации. Второй — укрепление двустороннего союза с Россией и строительство единого экономического пространства (ЕЭП), включающего Россию, Украину, Казахстан и Беларусь. Процессы финансовой интеграции в ЕЭП и на пространстве СНГ могут содействовать расширению взаимных инвестиций и, как следствие, всего инвестиционного потенциала стран Содружества, а также способны повысить уровень капитализации, расширить существующий финансовый инструментарий. Предпосылки для этого созданы высокими темпами экономического роста и стабилизацией цен. = A new long-term strategy of cooperation between Belarus and the European Union depends both on the changes in the political system of the Republic and on the development by the EU of reasonable criteria and guidelines in the cooperation with Belarus. Political, institutional and economic changes are possible only in the long-term outlook. The nearest five years can only bring the "space of choice" rather than the "choice of space" (a union with Russia or the EU). Even without joining the EU Belarus, as a close neighbour, can seek to achieve the four freedoms (freedoms of movement of goods, services, capital and people). Following the EU enlargement Belarus can act as a strategic corridor ensuring secure transit between the growing markets. The EU enlargement can be regarded as a significant change in the conditions of cooperation of Belarus with Eastern European countries. In fact, the country found itself in the sphere where the European market interests cross and interact. Several variants of the long-term strategy of Belarus towards European integration can be suggested. The first variant presupposes independent movement to Europe, avoiding rigid political and economic unions with eastern neighbours and coordinating the actions with Ukraine and Moldova who are in a similar situation. The second means fostering the bilateral union with Russia and formation of a common economic space (CES) to include Russia, Ukraine, Kazakhstan and Belarus. The finance integration processes in the CES and in the CIS could contribute to the expansion of mutual investments and, as a result, to the overall investment potential of the CIS countries. They could also raise the capitalisation level and expand the existing financial instruments. The prerequisites for this have been created by the high economic growth rate and stabilisation of prices.

Debates on project of the European defense are already carrying on for a long time. By now many reasons exist to affirm the European Union visible progression to set up its own defensive component. But officially for the time being the question of creation of a military European union is not raised and the collective defense remains the exclusive prerogative of NATO.

Its correlation with the TRIPS Agreement and Directive 2004/48/EC on the Enforcement of Intellectual Property Right is identified in the article. The necessity to improve the legislation of the Republic of Belarus on trade secrets by introducing norms stipulating pecuniary compensation as a means of protecting the right to trade secrets and providing an opportunity to calculate damages caused to the holder of trade secrets on the basis of royalties is substantiated in the present paper.

Россия — одно из важнейших государств мира, а тем самым русский язык занимает высокое место в списке самых востребованных языков. Цель настоящей дипломной работы — исследовать важность русского языка и русской культуры для стран Европейского союза. Благодаря историческим, географическим и культурным связям, в некоторых странах, особенно в Прибалтике и на Балканах, проживает сравнительно большое число русскоговорящих, а эти страны ориентированы на интеграцию русского языка в своё общество. Более того, по всему Европейскому союзу доступно изучение русского языка и русской культуры. Помимо семейных обстоятельств, главной мотивацией изучения русского языка является бизнес, поскольку растёт спрос на русскоговорящее население — работников в сфере туризма. С другой стороны, русский всё ещё главным образом имеет статус языка национального меньшинства, что ставит его в более низкое положение, чем официальные языки Европейского союза. Таким образом, в большинстве случаев им не пользуются в работе европейских институтов. Однако благодаря стремлению продолжать хорошие дипломатические отношения между Россией и Европейским союзом, а также сильным экономическим и торговым отношениям, мы предполагаем, что русский язык в Европейском союзе ждёт светлое будущее. ; Rusija je jedno od najsnažnijih gospodarstava na svijetu, a samim time već dugi niz godina ruski jezik zauzima visoko mjesto na listi najtraženijih jezika. Svrha ovog diplomskog rada je istražiti važnost ruskog jezika i ruske kulture u zemljama Europske Unije. Zbog povijesnih, geografskih i kulturnih veza u nekim zemljama, posebice na Baltiku i Balkanu, prebiva znatno veći broj ruskih govornika te su te zemlje orijentiranije na integraciju ruskog jezika u svoje društvo. Nadalje, diljem Europske Unije nude se mogućnosti učenja ruskog jezika i upoznavanja ruske kulture. Osim obiteljskih razloga, glavna motivacija učenja ruskog jezika često je upravo ona poslovna, budući da je ruski sve traženiji za potrebe turizma i poslovne suradnje. S druge strane, još uvijek primarno ima status jezika manjine, što ga stavlja u nižu poziciju od službenih jezika Europske Unije te se kao takav u većini slučajeva ne koristi u radu europskih institucija. Ipak, zahvaljujući nastojanjima da se održe dobri diplomatski odnosi između Rusije i Europske Unije, kao i snažnim ekonomskim i trgovinskim odnosima, čini se kako ruski jezik u Europskoj Uniji čeka svjetla budućnost. ; Russia is one of the world's most powerful economies, which has consequently placed Russian at the top of the list of most required languages for a long period of years. The purpose of this thesis is to investigate the importance of Russian language and culture for the countries of the European Union. Due to historical, geographical and cultural ties certain countries, especially in the Baltics and the Balkans, have a significantly higher number of Russian speakers, and they are more orientated toward integrating Russian language into their society. Furthermore, possibilities for learning Russian language and culture can be found all over the European Union. The main motivation for learning Russian language, apart from family reasons, is business, given that there is an increased demand for Russian speakers in the tourism sector. On the other hand, Russian is still primarily categorized as a minority language, which places it in a lower position than the official languages of the European Union and thus it is generally not used in the work of european institutions. However, thanks to the efforts to maintain good diplomatic relations between Russia and the European Union, as well as strong economic and trade relations, it seems that a bright future awaits Russian within the European Union.
