Batı'da doğup gelişen sivil toplum kavramı, Türkiye'nin Avrupa Birliği'ne üyelik sürecinde en fazla anılan kavramlardan birisidir. Avrupa Birliği– Türkiye ilişkilerinde sivil toplum kuruluşları önemli misyonlar üstlenmektedir. AB'ye uyum süreci Türkiye'de sivil toplumun gelişmesinin önünü açmaktadır. Bu bağlamda, AB Türkiye'de sivil toplumun gelişmesi açısından birçok sivil toplum kuruluşunu desteklemekte ve geliştirilen projelere fon aktarmaktadır. Bu çalışmanın amacı, günümüzde dünya ekonomilerine yön veren önemli temel araçlardan biri olan sivil toplum kuruluşlarının, Avrupa Birliği'ne tam üyelik sürecinde Türkiye'deki konumunu ortaya koymaktır. Bu bağlamda çalışmada, teorik analiz yöntemi kullanılmıştır. Son olarak da sivil toplum kuruluşları açısından Türkiye ve Avrupa Birliğinin SWOT analizi yapılmıştır. ; Civil society concept which arose and developed in the West is one of the mostly mentioned concepts in Turkey's European Union membership process. Non-governmental organizations undertake important missions in Turkey - EU relations. EU harmonization process paves the way for advancement of civil society in Turkey. In this context, with regards to the advancement of civil society in Turkey, the EU supports many NGO's and transfers funds to the on going projects. The aim of this study is to reveal the position of NGOs in Turkey which is one of the important fundamental tools nowadays shaping world economies in the EU full membership process. Within this context, the theoretical analysis was used as the method. Finally, a SWOT analysis of Turkey and EU was conducted in terms of their NGOs.
1964 yılından itibaren Ankara Antlaşması ile ortaklık ilişkisi içinde bulunan ve 1987'den beri de tamüye olmayı hedefleyen Türkiye'nin Avrupa Birliği (AB) üyelik sürecinin günümüzde de devam ettiğidüşünülürse, bu sürecin neden bu kadar uzun sürdüğü sorusu AB-Türkiye ilişkilerinin ele alındığı herortamda ilk akla gelen sorudur. Türkiye'nin kendinden çok sonra başvuran devletlerin de gerisindekaldığı bu gecikme durumunu salt ekonomik gerilik ve/veya dini farklılıkla açıklamak yeterli değildir.Türkiye'nin zaman zaman siyasi çizgisinde görülen çalkantılar ve demokrasi yolunda meydana gelensapmalar AB-Türkiye ilişkilerini her zaman zora sokmuştur. Bu nedenle Türkiye'nin iç siyasetindeyaşanan darbeler ve/veya darbe girişimleri, iki tarafın da siyasi kararlılığını sekteye uğratan önemlisorunlar olmuştur. Türkiye'nin Birliğe üyeliği konusunda her zaman ihtiyatlı bir tutum sergileyen AB,darbeler veya darbe girişimleri ile girdiği siyasi istikrarsızlık zamanlarında genelde Türkiye'ye karşısoğuk ve mesafeli durmayı tercih etmiştir. Türkiye'nin siyasi istikrarsızlığına neden olan bugelişmelerin, AB-Türkiye ilişkilerinin ele alındığı literatürde yeterince işlenmediği dikkatealındığında, Birlik üyeliğine etkisi incelenmesi gereken bir özellik taşımaktadır.Bu çalışmada özellikle 15 Temmuz 2016 tarihinde gerçekleşen darbe girişiminin ve öncesinde Türksiyasi hayatında yaşanan askeri müdahalelerin AB-Türkiye ilişkilerine tesiri tartışılacak ve Türkiye'deyaşanan son darbe girişiminin AB üyelik sürecinin geleceğine dair sonuçları görülmeye çalışılacaktır. ; Turkey has been in partnership with the European Union (EU) by the Ankara Agreement since 1964and has aimed to become a full member since 1987. If it is considered that the membership process isstill continuing today, the question of why this process has lasted so long is the first question thatcomes to mind in every environment where EU-Turkey relations are being questioned. Turkey fellbehind some states even though they applied after Turkey, that's why it is not enough to explain thisdelay by purely economic backwardness and / or religious differences. The occasional fluctuations inTurkey's political order and deviations in democracy have always complicated the EU-Turkeyrelations.For this reason, the coups and / or coup attempts in Turkey's domestic politics have been majorproblems that interrupted the political determination of both sides. The EU, which has always beencautious about the membership of Turkey to the Union, preferred to keep the distance between Turkeyin general during the times of political instability because of the coups or coup attempts. Taking intoaccount that these developments which have caused Turkey's political instability have been ignored inthe studies about EU-Turkey relations, so it is significant to analyze the effect of these issues to theUnion membership.In this study, the coup attempt, which took place on July 15, 2016, and the past military interventionsin the Turkish political life and their impact on the EU-Turkey relations will be examined and thestudy will try to reveal the effects of the results of the last coup attempt in Turkey regarding the futureof the process of EU membership.
Avrupa Birliği ülkelerinde küçükbaş hayvancılık sektöründe örgütlenme gerek yüksek damızlık değere sahip hayvanların eldesi amacıyla damızlık yetiştiriciler birliği, gerekse girdilerini ucuza temin etmek, ürünlerini hakça fiyatlara değerlendirmek, sivil toplum örgütü olarak baskı potansiyeline sahip olmak amaçlı yetiştiriciler birliği veya kooperatifi şeklindedir. Bu örgütlerin geçmişi Büyük Britanya İmparatorluğunda 18. yüzyıl başına dayanmakta olup, günümüzde benzer yapılanma Avrupa Birliği, Amerika, Kanada, Avustralya ve Yeni Zelanda'da çok yaygındır. Ülkemizde tarımsal örgütlenmenin geçmişi çok yakındır ve bunun içinde de örgütlenmenin en düşük olduğu sektörler koyun ve keçi yetiştiriciliğidir. Örgütlenmenin yararları hakkında bilgi sahibi olmayan ve son derece geleneksel bir üretim yapısına sahip olan bu sektörlerin sürdürülebilirliği beklenemez ve bu kaçınılmaz süreç 1980 yıllarından beri çok hızlı bir biçimde işleyerek koyun ve keçi varlıklarında sırası ile % 45 ve % 65 lik düşüşlere neden olmuştur. Koyun ve keçi yetiştiriciliğinin desteklenmesi, Avrupa Birliği ülkelerine (EU/CAP, No:2529/2001; CAP REFORMU 2003) göre çok düşük düzeylerde, ülkemizde süt sığırcılığına göre son derece önemsiz destekleri içermektedir. Avrupa Birliği'nin 1962 yılında başlattığı CAP (Ortak Tarım Politikaları) desteğinin hareket noktası, koyun ve keçi yetiştiricilerinin, tarımın diğer kesimlerine göre çok düşük düzeylerde yıllık gelirlere sahip olmaları ve bu sektörlerin kayıplarını karşılayarak bulundukları yörelerde tutmaktır. Bu uygulama, yetiştiricilerin kırsaldan kente göçünü ve onun beraberinde getirdiği sosyo-ekonomik sorunları baştan durdurmak ve küçükbaş hayvancılığın çok özel ve kıymetli ürünlerinin üretimini sürdürülebilir kılmaktır. ; In EU, small ruminant producers formed small ruminant breeders' associations with the objectives of producing high producing breeding stock along with small ruminant producers' unions or cooperatives with the objectives of obtaining inputs cheaper; marketing their products with their proper values; forming NGO's with political and social pressure potentials and also help themselves solve the problems they face. The history of the foundation of these organizations may go back to 18th century in the Great Britain. Similar organizations are fairly widespread in Europe, USA, Canada, Australia and New Zealand. In Turkey, however, the establishment of livestock producer organizations are very recent and the share of small ruminant producer organizations is extremely minute. Sustain abilities of these sectors, unaware of the benefits of unification, are not expected due to the fact that these rural societies exhibit the most traditional characteristics. The inevitable process of decline in small ruminants has been in effect since 1980 in a very serious manner causing reductions approximately 45 in sheep and 65 % in goat numbers. Similarly the support of small ruminant sectors in Turkey is extremely insignificant compared to EU (EU/CAP, No:2529/2001) and the domestically as compared to dairy cattle support regimes. The main concept behind European Union's support regime for small ruminants is the reality that the small ruminant producers net income being much lower than the other agricultural sectors and the belief that the compensation would allow these communities remain in their homelands. This regime aimed at preventing the rural urban migration and the socio-economical problems related while encouraging the sustainable production of the very special and valuable products of small ruminants.
Bu tezde Türkiye ? Avrupa Birliği müzakere sürecinin Türk basınındaki yeri incelenmiştir.3 Ekim 2005 tarihinde başlayan katılım müzakereleri halen sürmektedir. Bu çalışma kapsamında yapılan basın taramasında zaman ve kaynak açısından sınırlandırmaya gidilerek müzakerelerin başlamasından önceki 1 Eylül 2005 tarihi taramanın başlangıcı, 15 Nisan 2008 tarihi ise bitişi olarak alınmıştır. Basın kaynağı olarak ise Cumhuriyet, Milli Gazete, Milliyet, Radikal, Yeniçağ ve Zaman gazeteleri kullanılmıştır. Bunun yanı sıra; konunun geçmişinin daha iyi anlaşılması ve gelecek hakkında fikir edinilebilmesi amacı ile Avrupa Birliği'nin tarihsel kökenleri ve yapısı, Türkiye - Avrupa Birliği ilişkilerinin geçmişi, müzakere sürecinin yapısı da çalışma kapsamına dahil edilmiştir.Bu tezde, Türkiye'nin Avrupa Birliği üyeliği yolunda yıllardır gerçekleştirdiği aşamalar, hem müzakere öncesinde hem de müzakere sürecinde yaşanan olumlu ve olumsuz gelişmeler kronolojik olarak değerlendirilmiştir. Basın taraması haricindeki bölümlerde gerek kitaplar, dergiler, yayımlanmış seminer ve sempozyumlar gerekse güvenilir internet siteleri kaynak olarak kullanılmıştır.Tez üç aşamalı olarak hazırlanmıştır. Birinci bölümde; Avrupa Birliği'nin genişleme süreçleri, kurumsal yapısı ve Türkiye - Avrupa Birliği İlişkileri ele alınmıştır. İkinci Bölümde; müzakere sürecinin yapısı ve işleyiş şekli incelenmiş ayrıca tezin temelini oluşturan `basın taraması'na beş temel başlık altında yer verilmiştir. Üçüncü ve son bölümde ise; Türkiye - Avrupa Birliği ilişkilerinin gelecekteki muhtemel durumu irdelenmiştir.Halen devam eden ve sonuçları önceden kestirilemeyen Türkiye'nin Avrupa Birliği'ne katılım müzakere sürecinin ne zaman ve nasıl sonuçlanacağı tüm dünyada merak konusudur. ; In this thesis, the place of `the Turkey - European Union negotiation process? in the Turkish press has been studied.The accession negotiations, which started in October 3, 2005, are still progressing. In the press screening, which has been carried out within the context of this study, a limitation of time and resource has been applied and September 1, 2005, a date just before the beginning of the negotiations, has been taken as the start of the screening, and April 15, 2008 as the end. As the press source; Cumhuriyet, Milli Gazete, Milliyet, Radikal, Yeniçağ and Zaman newspapers were used. Besides this; in order to understand the past of the subject and to have a better idea about the future, the historical roots and the structure of the European Union, the history of Turkey and European Union relations and also the structure of the process of accession negotiations have been added to the study.In this thesis, the stages Turkey has achieved on the way towards the European Union membership, the positive and negative advancements experienced before and during the negotiations have been chronologically assessed. In the parts except for the press screening not only books, magazines, published seminars and symposiums but also, trustworthy web sites have been used as resources.The thesis has been prepared in three stages. In the first stage; the enlargement processes of the European Union, the institutional structure and Turkey ? European Union relations have been tackled. In the second part; the structure of the negotiation process and the way it works has been studied, moreover the press screening which serves as the basis of this thesis has been presented here under five base titles. In the third and the last part; the possible condition of the Turkish ? European Union Relations in the future has been scrutinized.It is an issue of concern in the World when and how the ongoing and unpredictable accession negotiation process between Turkey and The European Union will be concluded.
Avrupa Birliği, kurgusal açıdan değerlendirildiği takdirde, yaşanmış felaketler sonucunda birden fazla devletin bir araya gelerek bir bütünlük oluşturmasını simgeleyen bir yapılanmadır. Bu kurgunun günümüzde geldiği nokta ise bütünleşmenin siyasi bir birlikteliğe doğru evrimleştiğidir. Ulus devletin uluslararası devlet şeklinde mi yoksa yerel devlet nitelemesiyle mi yeniden kurgulanacağının sorgusunun yapıldığı bu çalışmada varılmak istenen hedef merkeziyetçi devlet yapılanmasının sonunun geldiğinin ve yerine yerel seviyede örgütlenmiş devlet yapılanmasının Avrupa Birliği gibi ulus üstü bir örgütlenme aracılığıyla ortaya çıkmış olduğunun kurgusal izlerini takip etmektir. Bu bağlamda çalışmadan çıkarılan sonuç Avrupa Birliği'nin sahip olduğu dinamikleri ve üyelerinden beklediği yönetsel hedefleri ekseninde ortaya çıkan değerlere göre ulus devlet anlayışı ile beslenen merkeziyetçi devlet yapılanmasının yerini yerel seviyede örgütlenmiş yerel devlete bırakacağı öngörüsüdür. Yüksek Lisans Tezi ; Yerel yönetim birimleri tarih boyunca yerel bazda yürütülmesi gerekli olan hizmetlerin sunumunda önemli roller üstlenmişlerdir. Hatta denilebilir ki yerel yaşamın varlığı ile yerel yönetimlerin tarihi birebir örtüşmektedir. Bu kapsamda yerel yönetim birimlerinin temel yapısal karakteri onu besleyen idari-mali yapılanmanın niteliği, yerel yönetim birimlerinin var olma gerekçesi ve yerel hizmetleri yürütebilme imtiyazında saklıdır ve bu son derece önemlidir. Ayrıca her geçen gün değişen ve gelişen ekonomik ve toplumsal koşullar aynı oranda ve ölçüde yerel yönetimler algılamasında da yeni yorumları ve yapıları beraberinde getirmektedir. Even, it is possible to say that histories of local life local administration overlap one to one. In this scope, the basic structural characteristics of local administration units is hidden in the quality of administrative financial structuring supporting it, the ground of existence of the local administration units and the privilege in executing local services and this is of paramount interest. Besides this, the economic and social circumstances that change and develop day by day bring together in the same proportion and measures new comments and structures in the perceiving of local administrations. Then, the basic approach in the means of local administrations gets tangled in the rational need for local administration and at the point in defining the owner of capacity that will provide the existence and that will finance the essentially services of local administrations. European Union has been the most successful unity about to realize this approach so far. Because of the fact that one of the countries willing to join the EU is Turkey, if it is accepted to EU as a full member, it has to obey the Union's decisions. The liberalization policies begun after 1980 and globalization process bring with new economic associations and trade blocs among countries. The European Customs Union which established to improve economic relations and to make the political integration possible after World War II, reached large trade capacity today. On the other hand, the Post-Soviet countries that followed similar way like European ones established Eurasian Customs Union under the leadership of Kazakhstan, Belarus and Russia. The advantage of European Customs Union for Turkey which became a member of it in 1995 is still discussed. From this viewpoint the study aims to answer a question that Eurasian Customs Union can be an alternative to European Customs Union for Turkey in point of trade capacity. The aim of the study is to discuss the possibility of the Eurasian Customs Union and to compare it with the European Customs Union in which Turkey is involved. In this context, at first, the conceptual framework about the subject will be discussed and European Customs Union and Turkey relations will be examined. After, the current situation of the Eurasian region will be analyzed and the possibility of the Eurasian Customs Union will be discussed. And, which customs union will be more advantageous in terms of Turkey will be examined by VAR analysis.

The State takes the administration within its borders into its own monopoly. Such a situtation is a trend to create a common political culture being shared by all the citizens.The nation-state can be defined as a State having the right of employing any legal power inside a piece of o the land the borders of which have been demarcated and aiming to the integration to enliven the radical myth through the traditions by creating the common culture, symbols and values, all of which will homogenize the people under its administration. What the nation ? state is to centralize the state or poltical power , and standardize the culture, and provide the equality in law and the integration in economy.The understanding of sovereignity today in the world is defined, in general, as the right of any State for employing its powers of administration upon the country?s lands. This concept has a lawful meaning as well as a political meaning; and these two meanings are interchangeable with each other. Sovereignity represents the power of the State. As long as the nations enter into collaboration with each other, the sovereignity comes into question.Globalization is a concept containing the issues being connected with each other such as the development of economic, social and political relationships among the countries, and the better understanding the beliefs and expectations of the nations? cultures, and the intensification of international relationships. The process of globalization diminishes the power and efficiency of the governments being within the structure of nation-state; so such governments have difficulty in controlling the flow of economic objects, technological innovations, informaton, news and ideas, and the possibility of the nation-states for following up their national economic policies decrease gradually. The phenomenon of globalization puts the fact that the countries participate in the organizations guarding and protecting their common intersets and benefits at a supranational level into foreground in one hand, and makes new models of governance compulsory at both national and also supranational levels in the other hand.Today in the world, there are many forces challenging to the established models and practices of the state dominance. Such forces are globalization and internationalism. The European Union is a sui generis ınternational restructuring with its organizational structure being formed in line with both its goals and also with reaching such goals, which cannot be observed in any international organization. The most important feature making the European Community sui generis and distinguishing from other organizatons is to try to reach the goals thus determined through the formed structural (constitutional) and permanent bodies instead of the inter-governmental attempts.The tasks, authorizations, powers and responsibilities of the institutions of the European Union have been determined within the scope of the constitutive treaties. The institutions which such treaties give the authorization of making the supranational arrangement, application and judgement (such as Council, Commission, Committee, the European Community Court of Justice) can be also evaluated as the supranational authorities among the nations being included in the European countries Likewise, in the same way, both the law of treaties constituting such institutions and also the law which it has made have the same effect in the member states, and the fact that such laws cannot be changed and do away with unitalerally by the member states has developed the approach that the law of the European Union is supranational.Despite the European Union does not duly shelter the main elements of a state one to one within its own structure, it has been employing some powers similar to the ones being applied by any state state, and particularly by any federal state, and trying to form a constitutional citizenship. It has separated the powers of legislation, execution and judgment from each other within the framework of the division of powers, and created the separate bodies for each of such powers, and tied the functionality and operation of the same to the constituent treaties and law principles with the constitution. It gives its individuals the freedom of using the fundamental rights as well as of seeking such rights within the context of the Condition of the European Union Fundamental Rights. It has made the share of powers and authorizations with its member states, and included the same in the text of the constitution.
Çağın getirdiği yeni ve sınır aşan suçlarla mücadele sürecinde 1999 yılında faaliyete geçen Avrupa Birliği Kolluk Kuvvetleri İşbirliği Ajansı (Europol), Avrupa Birliği'nin (AB) karşılaştığı terörizm, uluslararası uyuşturucu kaçakçılığı, euro sahteciliği, kara para aklama, insan kaçakçılığı gibi suçlar ve siber suçlarla mücadele eden AB'nin polis teşkilatıdır. Europol-Türkiye ilişkilerine bakıldığında ise, Europol ile Türkiye arasında stratejik ortaklık anlaşması olduğu görülmektedir. AB üyesi olan devletlerin doğal üyesi oldukları Europol ile Türkiye arasında stratejik ve teknik seviyede işbirliği yapmasına olanak veren anlaşma "Türkiye Cumhuriyeti ve Avrupa Polis Teşkilatı Arasında İş Birliğine İlişkin Anlaşma" adıyla yapılmıştır. Bu alandaki çalışmalar, Emniyet Genel Müdürlüğü bünyesinde bulunan INTERPOL-Europol Dairesi Başkanlığı tarafından takip edilmektedir. Europol ile Türkiye arasında işbirliği anlaşması, Avrupa Konseyi Sözleşmesi standartlarında yer alan Türkiye'de kişisel verilerin korumasına ilişkin bir kanun olmadığı için stratejik ortak düzeyinde devam etmektedir. Türkiye Büyük Millet Meclisi, 24 Mart 2016'da 6698 sayılı Kişisel Verilerin Korunması Kanunu'nu kabul etmiştir. Bu gelişme ile eş zamanlı olarak Türkiye, Europol ile operasyonel iş birliği anlaşması yapmak için bazı girişimlerde bulunmuştur. Türkiye halen Europol'ün operasyonel ortağı olabilmeye yönelik çalışmalarını devam ettirmektedir. Çalışmada, öncelikle Europol'ün tarihsel arka planı aktarılmış, sonraki bölümde Europol'ün faaliyetleri ele alınmıştır. Son bölümde ise, Europol-Türkiye ilişkileri incelenmiştir. Sonuç olarak çalışmada Europol-Türkiye ilişkilerinde kurumsal ve hukuksal eksiklikler öne çıkarılmıştır. Böylece, kurumsal anlamda ilgili kurumların daha aktif olması, hukuksal anlamda ise ilgili düzenlemelerin yürürlüğe girmesinden bahsedilmiştir. ; European Union Agency for Law Enforcement Cooperation (Europol), which come into operation in 1999 in the process of struggling against new and transboundary crimes brought by the age, it is the EU's police organization that fights against terrorism, international drug trafficking, euro counterfeiting, money laundering, human trafficking and cyber crimes faced by the European Union (EU). When examing the Europol-Turkey relations, it is seen that there is an agreement on strategic cooperation between Europol and Turkey. Between Turkey and Europol, of which EU member states are natural members, an agreement that enables cooperation at a strategic and technical level has been made by the name of "Between the Republic of Turkey and the European Police Organization Agreement on Cooperation ". Actions in this field are followed by the INTERPOL-Europol Department within General Directorate of Police. The agreement between Europol and Turkey continues to be a strategic cooperation level because of the absence of a law in Turkey on the protection of personal data in the standards of The Council of Europe Convention. Turkish Grand National Assembly passed the Personal Data Protection Law No. 6698 on March 24, 2016. Concurrent with this progress, Turkey has attempted to make operational cooperation agreement with Europol. Yet, Turkey is sustaining its efforts to become Europol's operational partner. In the study, first of all, the historical background of Europol was explained, and in the next section Europol's activities were discussed and in the next section. In the last part, Europol-Turkey relationships were examined. As a result, institutional and legal shortcomings in the Europol-Turkey relations are highlighted in the study. Therefore, it was mentioned that the relevant institutions should be more active in the institutional sense and the related regulations should be entered into force in the legal sense.
Avrupa Birliği, yeryüzünde ikinci dünya savaşından sonra başarılı olmuş en önemli ekonomik ve siyasal birleşme hareketidir. Başlangıçta ekonomik amaçlı olmakla birlikte ilerleyen dönemlerde siyasal birliğe dönüşüp bugünkü yapısına bürünmüştür. Bu süreçte tarım sektörü önemli entegrasyon alanlarından biri olmuştur. Başlangıçta Fransa ve Almanya arasında tarım ve sanayi sektörüne yapılan destekler konusunda ihtilaflar çıkmasına rağmen ortak tarım politikası başarılı bir şekilde uygulanmıştır. Bu çalışmada, ilk olarak Ortak Tarım Politikasının tarihsel gelişimi, geçirdiği reformlar ve tarım sektörüne uygulanan politikalar, AB tarımının finansmanı ve genişleme sürecinde yeni katılan üyelerin durumu incelenmiştir. Daha sonra Türk tarımının genel çerçevesi, AB ile karşılaştırılarak analiz edilmiştir. Elde edilen bulgular ışığında Türkiye tarımının Ortak Tarım Politikası'na uyum sürecinde ve müzakerelerde karşılaşacağı sorunlar ve dikkat çeken hususların altı çizilerek, uyumun tarımda dönüşüme olası etkileri irdelenmiştir. Sonuç olarak, Ortak Tarım Politikası'na uyum sürecinin doğru yürütülmesi halinde (mevzuat, idari ve kurumsal yapının güçlendirilmesi, kırsal kalkınmaya ve piyasa bazlı tarımın oluşumuna önem veren politikaların uygulanması) bütün olası maliyetlerine rağmen, tarımın köklü yapısal sorunlarının çözümüne yönelik ciddi kazanımların elde edileceği ve dönüşüm sürecinin ivme kazanacağı ortaya konulmuştur. ; The European Union has been successful in the earth after the second world war the most important economic and political union movement faces. Avrupa Birliği ile ilişkileri 1973'ten beri devam eden Birleşik Krallık, üyelik sürecinde genellikle sorunlu bir ilişki içerisinde olmuştur. Avrupa bütünleşmesinin başlangıcında sürece dâhil olmayan ülke, sonrada katıldığı bütünleşme sürecine sürekli olarak mesafeli bir şekilde yaklaşmıştır. Söz konusu sorunlu ve mesafeli ilişki, çoğu zaman keskin tartışmalarla geçen üyelik sürecini önceden öngörülemeyen bir şekilde ayrılma noktasına kadar getirmiştir. Brexit ise, Birleşik Krallık'ın Avrupa Birliği ile ilişkilerinde en önemli dönüm noktası olmuştur. Bu nedenle, Brexit'e giden süreci, Brexit'in nedenlerini ve sonuçlarını incelemek konunun daha iyi anlaşılmasını sağlayacaktır. Çalışma bu amaçla, Brexit sürecini ayrıntılı olarak ele almayı ve literatüre katkı sağlamayı amaçlamıştır. Muhafazakâr Parti tarafından Avrupa Birliği ile ilişkilerde reform talep edilmesiyle 2013'te başlayan süreç, 23 Haziran 2016'da düzenlenen referandumda .9 ayrılma kararıyla sonuçlanmıştır. Popülist ve gerçek dışı söylemler üzerinden ilerleyen Brexit referandumunda, Muhafazakâr Parti ve Birleşik Krallık Bağımsızlık Partisi bütün süreci yöneten aktörler olmuşlardır. Bu iki siyasi parti, bir iç politika malzemesi haline getirdiği Avrupa Birliği üyeliğini farklı kampanyalar yürüterek de olsa sona erdirmişlerdir. Bir aday ülkenin Avrupa Birliği üyelik sürecine benzer şekilde Avrupa Birliği ve Birleşik Krallık arasında ayrılma müzakereleri devam etmektedir. Çalışmanın sonucunda, Brexit'in Birleşik Krallık ekonomisi ve siyaseti üzerinde olumsuz etkileri olduğu belirtilmiştir. Ekonomik açıdan, ülke ekonomisinin kısa dönemde olumsuz etkilendiği, orta ve uzun döneme ilişkin olumsuz beklentilerin olduğu dile getirilmiştir. Siyaset üzerindeki etkilerine bakıldığında ise, sürecin her aşamasında yer alan Muhafazakâr Parti ve Birleşik Krallık Bağımsızlık Partisi'nin siyasette kötü sonuçlar aldığı ve referandum kampanyalarını yürüten iki liderinin de siyasetten çekilmesine neden olduğu gösterilmiştir. Sonuç olarak, kimin kazandığının tam olarak belli olmadığı bir referandumun ardından, Brexit'in sonucunda da ne olacağı tam olarak belli değildir. ; United Kingdom which has an ongoing relationship with the European Union since 1973 has generally had problematic relations during the membership process. A country who does not play a part in the early European integration process keeps wary eye to the process she joins lately. This turbulent and detached relationship brings the membership process which mostly contains sharp discussions to an unexpected breakpoint. Brexit has been the most important milestone in the United Kingdom-the European Union relations. Therefore, examining the process through Brexit, its reasons and results will help understand the issue better. Given this goal, therefore, this study aims to deal with the Brexit process in detail and contribute to the existing literature. Process beginning with the reform requests by Conservative Party in relations with the European Union in 2013 resulted in a referendum with 51.9% leaving decision on June 23, 2016. In the Brexit referendum which proceeds from the populist and unreal discourses, Conservative Party and United Kingdom Independence Party have been the actors managing the whole process. Even these two political parties conduct different campaigns on the EU membership which they turn it into a domestic policy tool; they have eventually completed the process. Thus, for the first time, a member state decided to enter leaving process in the European Union's history. In this framework, this study initially deals with the historical background of the United Kingdom-the European Union relations and causes of Brexit. Then, economic effects of Brexit on United Kingdom and roles of Conservative Party and United Kingdom Independence Party in this process were mentioned. Lastly, leaving process was chronologically examined and the steps of leaving process and the progress were shown. The process which happens for the first time in the EU history has been shaped by the EU's relevant institutions joint with the UK's authorities. Similar to a candidate country's membership process, the leaving negotiations have been going on between the EU and the UK. As a conclusion, it is indicated that Brexit has negative effects on politics and economy of United Kingdom. Economic-wise, the study shows that the UK economy has been affected negatively in the short-run in addition the negative expectations in the long-run. Political-wise, on the other hand, Conservative Party and United Kingdom Independence Party that have taken place in every stage of the process have gone up in flames and led their leaders who conducted referendum campaigns to abandon politics. Consequently, after a referendum without an exact winner, it is also unclear what happens after the Brexit process.
Batı Trakya Yunanistan'ın Kuzey Doğusunda bulunmaktadır. Evros (Meriç) ile Nestos (Karasu) nehirleri arasında kalan 8578 kilometre karelik bir alanı kapsamaktadır. Lozan Barış Konferansında Türkiye ile Yunanistan arasında varılan bir antlaşma gereği iki ülke arasında zorunlu ahali mübadelesi yapılmıştır.Ancak İstanbul'un Rum nüfusu ile Batı Trakya'nın Türk nüfusu zorunlu mübadelenin dışında tutulmuş ve bulundukları ülkedeki devletin güvencesi altında dinsel azınlık konumunda bırakılmıştır. Söz konusu azınlıkların azınlık ve yurttaşlık hakları tanınmıştır.Bununla beraber Yunanistan kendi vatandaşı olan bu insanları hiçbir gerekçeye dayanmaksızın ulusal bütünlüğü tehdit olarak görmekte ve bu insanlara karşı uluslararası ve ikili antlaşmalarla belirlenen sorumluluğu yerine getirmediği gibi azınlık üzerinde baskı ve asimilasyon politikasını devlet denetiminde planlı,kararlı ve sürekli bir şekilde uygulamaktadır. Avrupa Birliği'nin temel dayanağına baktığımızda;hukukun üstünlüğü,insan hakları,demokrasi kavramını görmekteyiz.Yunanistan 1981 yılında Avrupa Birliği'ne tam üye olmuştur. 1990'ların ikinci yarısına kadar Batı Trakya Türk azınlığının durumunda herhangi bir değişiklik görülmemekte,1990'ların sonunda azınlık haklarında kısmen iyileştirmeler yapılmıştır. Ancak hassas ve hayati konularda herhangi bir değişikliğe rastlamak mümkün değildir. Avrupa Birliği azınlık hakları konusunda Yunanistan'ı bir çok defa uyarmış ve kınama kararları vermiştir.Ancak sorunların giderilebilmesi için Avrupa Birliği'nin daha etkİli yaptırımlar uygulaması gerekmektedir.Yunanistan kendi vatandaşı olan Batı Trakya Türkleri'nin ikili antlaşmalardan doğan haklarını iade etmeli ve kendi taraf olduğu uluslararası antlaşmaların gereklerini yerine getirmelidir. Yüksek Lisans Tezi ; Küreselleşmenin boyutlarının hızla kendisini göstermesi ile beraber eski, dışa kapalı, hiyerarşik yapılanmanın etkisini kaybetmesi ve buna paralel olarak ortaya çıkan değişiminin gerekliliği düşüncesi ve oluşan bu yeni düzen içerisinde yeni bir devlet yapılanmasının etkisinin hissedilmeye başlanmasıyla birlikte kamu yönetiminde hesap verilebilirlik, şeffaflık, katılım ve yönetişim gibi kavramlar önem kazanmıştır. Küreselleşme olgusu ve Türkiye'nin Avrupa Birliği'ne uyum sürecinde, geleneksel Türk kamu yönetiminin belli başlı özellikleri olarak kabul edilen merkeziyetçilik, dışa kapalılık gibi unsurlar eleştiri görmeye başlamış ve belli dönüşümler yaşanmaya başlamıştır ve bu dönüşümlerle birlikte gündeme gelen yaklaşımlardan biri de yönetişim olmuştur. Bu bağlamda, bu tezde klasik yönetim anlayışının modern dünya düzeni içerisinde eleştiri görmesi ve geçerliliğini yitirme tehlikesiyle karşı karşıya kalmasıyla birlikte devam eden süreçte oluşan yeni yönetim anlayışı ve onun ilkeleri paralelinde biçimlenen yeni kamu yaklaşımı prensipleri çerçevesinde Türk kamu yönetiminin genel yapısı incelenmiş, modern yapıya uyum sağlamasında gerekli yapı taşlarından biri olan yönetişim kavramının tanım ve açıklamalarından hareketle, dünya ölçeğinde yönetişim kavramı ele alınmış ve ardından Türkiye'nin Avrupa Birliği'ne adaylığıyla birlikte yaşanan süreçte Geleneksel Türk kamu yönetiminin bir dönüşüm içerisinde etkin, verimli, modern, paylaşımcı, katılımcı bir yapıya dönüşümünün sağlanabilmesi ve buna bağlı olarak yönetişim kavramının Türk kamu yönetimi yapısına uygulanmasının imkanları ve Türkiye'de yönetişim kavramı araştırılmıştır. ; Abstract ; As the globalization has distinguished itself quickly, the concepts such as accountability, transparency, participation and governance have gained importance in the public administration. The old, introversive and hierarchical structure has lost of its influence, the idea of the necessity for the change that has occurred in parallel has come about, and the impact of a new state structure began to be felt within this new order. During the phenomenon of globalization and Turkey's European Union harmonization process, certain aspects such as centralization and introversion that are considered to be principal characteristics of the traditional Turkish public administration, have begun to be criticized and specific transformations have begun to emerge, and the governance has been one of the approaches that have emerged as a result of such transformations. Accordingly, this thesis analyses the general structure of Turkish public administration within the framework of the new government approach that has emerged in the ongoing process as the traditional government approach has taken some stick in the modern world order and faced the danger of losing its validity. The bases of this new approach has taken shape in line with its principles; addresses the concept of governance across the world based on the definitions and explanations of the concept of governance, one of the building blocks essential for compliance with the modern structure; later researches the opportunities to transform the Traditional Turkish public administration into an effective, efficient, modern, collaborative, participatory structure in the process of Turkey's accession to the European Union, and consequently to ensure the adaptation of the concept of governance into the structure of Turkish public administration; and explores the concept of governance in Turkey.
