The present paper studies the mass and uncontrollable streams of migrants into the European Union (EU) starting from 2014. In scientific and public discourse, this phenomenon was called the "migratory crisis". The paper analyzes the causes of forced migration from Africa and the Middle East, which is characterized both by national and global problems. The authors reveal the ambiguous position of EU member states with respect to the illegal migration and identify two basic approaches, which were formed in the course of political discussions concerning this crisis in the context of EU safety. In particular, the research shows the changes in the content of threats to the EU member states, caused by the uncontrollable migration in the recent decades. The article presents a survey of the fundamental characteristics of migratory crisis, the measures developed by the EU structures for its overcoming and the results of their implementation.

En el presente artículo se realiza un breve estudio de la Inspección de Educación en el marco de la Unión Europea. No cabe duda alguna sobre el hecho de que, en este espacio, conviven una pluralidad de sistemas y de políticas educativas, que explican, asimismo, la diversidad de modelos de Inspección. Así pues, nos encontramos con países en los que la Inspección es desarrollada por cuerpos funcionariales integrados en la propia Administración; y otros en los que la supervisión o inspección es compartida o realizada por agentes externos. A su vez, incluso en aquellos modelos o países en los que existe una Inspección de Educación, la diversidad de estructuras organizativas también se hace patente: modelos centralizados, aunque con estructuras territoriales diseminadas, como Francia e Italia; y modelos descentralizados, como el alemán o el británico, en los que se concede autonomía a entes territoriales con potestad en el ámbito educativo. Diversidad pues, con un elemento común, ya que la supervisión tiene un gran valor para la mejora de la calidad educativa. ; This article briefly studies the Education Inspection in the framework of the European Union. There is no doubt about the fact that, in this space, there is a plurality of systems and educational policies, which also explain the diversity of Inspectorate models. Thus, we may find countries where the Inspectorate is carried out by the civil servant corps integrated in the Administration itself; and others, in which supervision or inspection is shared or performed by external agents. In turn, even in those models or countries where there is an Education Inspectorate, the diversity of organizational structures is also evident: centralized models, although with scattered territorial structures, such as France and Italy; and decentralized models, such as the German or the British, in which autonomy is granted to local entities with authority in the field of education. Diversity, then, with a common element, since supervision is of great value for the improvement of the quality of education.

This paper synthesizes the main steps in the building up of the policy of the European Union in the field of immigrant integration. After exploring the legal basis for the implementation of this policy, it analyzes the contributions made by the Tampere and Thessaloniki Councils, the Common Basic Principles on Integration, the European Integration Fund, as well as the different reports and statements issued by the European Commission, the European Parliament, the European Economic and Social Council and the European Council. It finishes by proposing the so-called Open Coordination Method as a way of deepening European policy in this field, given the fact that the main competences regarding immigrant integration remain with the Member States ; Este trabajo realiza un recorrido por los principales hitos de la construcción de una política de la Unión Europea en materia de integración de la población inmigrada desde el año 1999 hasta la actualidad. Tras exponer la base jurídica para el desarrollo de esta política, analiza las aportaciones que al efecto han supuesto los Consejos europeos de Tampere y Salónica, los Principios Básicos Comunes sobre Integración, el Fondo Europeo de Integración, así como los distintos pronunciamientos de la Comisión, del Parlamento, del Consejo Económico y Social y el Consejo Europeo. Concluye proponiendo la adopción del llamado método abierto de coordinación como fórmula para seguir profundizando a escala europea, habida cuenta de que las principales competencias en materia de integración de inmigrantes están en manos de los Estados Miembros

The nationalisms in Europe that have emerged (or resurged), especially since the crisis that began the previous decade, have put the European integration process in focus. All have in common the idea of less Europe in order to deal with problems such as immigration, the way out of the crisis, the mobility of the internal market … etc. What is proposed in this article is that the EU has the tools to face the challenges faced by its member states and that it has been demonstrated that it is the supranational level that can provide the best solutions. ; Los nacionalismos en Europa que han surgido (o resurgido), sobre todo, a partir de la crisis que comenzó la década anterior, han puesto en punto de mira el proceso de integración europeo. Todos tienen en común la idea de menos Europa para afrontar los problemas como la inmigración, la salida de la crisis, la movilidad del mercado interior…, etc. Lo que se plantea en este artículo es que la UE posee las herramientas para afrontar los retos a losque se enfrentan sus Estados miembros y que se ha venido demostrando que es el plano supranacional el que puede aportar las mejores soluciones.

Using an interpretative methodology, the article examines approaches to the regulation of migration processes in the light of the increasing flow of immigrants to the European Union EU. In this context, two main directions of regulation of migration processes are considered: legal regulation and integration measures. It can be concluded that the international legal regulation of migration processes in the EU is based on adopted and ratified declarations, conventions, covenants and protocols, which form a general international legal basis for the regulation and management of migration processes at the interstate level. Accordingly, the analysis of migration legislation and state border legislation allows distinguishing three types of documents according to their content, which are related to the fight against irregular migration: a) regulatory legal acts determine the model of legal entry and stay of a migrant on the territory of the country; b) law enforcement rules establish responsibilities and regulate the application of other coercive measures in case of violation of migration rules, and; c) documents of organizational content determine the competence of the authorities involved in the process of combating illegal immigration.

From its origins, the Member States of the Euro­pean Union (EU) have demonstrated the need for strate­gic energy measures. As it did with the 1952 Coal and Steel Treaty and the 1957 Euratom Treaty, designing a strong economic area, although it was based on the promotion of a decadent and unsustainable energy. Today, we are facing an EU, which climate policy is far from the original one, with a plausible objective: to give priority to energy efficiency while making its own path through the inter­national community, designing key, competitive and sus­tainable measures, contributing significantly to the new international climate regime under the Paris Agreement. However the adoption of the European Green Deal, will change the EU energy approach once again. ; Desde sus orígenes, los Estados miembros de la Unión Europea (UE) han demostrado la necesidad de adoptar medidas energéticas estratégicas. Así lo hicieron con el Tratado del Carbón y del Acero de 1952 y el Tra­tado Euratom de 1957, diseñando un espacio económico sólido, aunque basado en la promoción de una energía decadente e insostenible. Hoy por hoy, nos encontramos ante una UE, cuya política climática dista mucho de la originaria, con un objetivo plausible: dar prioridad a la efi­ciencia energética mientras se abre paso entre la comuni­dad internacional diseñando medidas claves, competitivas y sostenibles, contribuyendo significativamente al nuevo régimen climático internacional del Acuerdo de París, si bien con la adopción del Pacto Verde Europeo, la UE cam­bia el enfoque energético.

The study points out how the current economic crisis has shown certain weak points in the decision's procedures of the European Union. Such weakness has produced slow and non effective reactions from those institutions against difficulties. The European leaders have considered the necessity of going ahead in the fiscal and economic policies' integration process', for democratic legitimacy and accountability. Outstanding, the Banking Union is going to be a cornerstone in the European integration process. ; El trabajo pone de manifiesto cómo la reciente crisis económica ha puesto en evidencia la existencia de carencias y debilidades en el entramado institucional de la Unión Europea, ocasionando que sus respuestas a las dificultades hayan sido lentas y poco efectivas. En este contexto, se hacen necesarios avances en la integración de las políticas económicas y fiscales, con las correspondientes exigencias de responsabilidad política. The European Union (UE) has combined decision making processes based on unanimity and on majority voting, mainly owing to the recognition that, depending on the context, they present valuable advantages as well as shortcomings. Thus, the EU has so far followed a rather pragmatic course. The future seems to lie along this same path, not favouring one decision- making process per se over the other, but combining unanimity and majority voting according to the needs and possibilities of the specific issue at hand. ; El derecho de la Unió Europea (UE) consagra procesos de toma de decisiones tanto por unanimidad como por mayoría. La Unión ha reconocido que ambas formas de adopción de decisiones tienen ventajas e inconvenientes, por lo cual ha adoptado uno u otro pragmáticamente, según el contexto. Es de esperar que en el futuro siga combinando ambas variantes de acuerdo con las necesidades y las posibilidades concretas de cada caso.

The GIAU+S (Research group on Architecture, Urbanism and Sustainability of Universidad Politécnica de Madrid) has drafted a comprehensive report on urban deprivation/poverty observatories in the EU. This report is related to the Urban Poverty Partnership's Action 2 "Setting up a European network of national observatories with experience in urban poverty", one of the horizontal Actions of the Partnership. The study focuses on national observatories of urban poverty in deprived neighbourhoods or areas in the EU. A national observatory is considered to be a mapping tool with statistical information related to poverty/deprivation at the intra-city (neighbourhood) level.
