Geçmişten günümüze sosyal harcamalar, toplumların sosyal refah seviyelerini yakalamalarında devletlere yardımcı olmaktadır. Ancak sosyal devletler tarafından yapılan harcamaların hangilerinin sosyal harcamalar olduğu hususunda literatürde ortak görüş bulunmamaktadır. Sosyal politikaların gelişimi, ülkelerin kendi içlerinde farklı sosyal harcama uygulamalarına sebebiyet vermektedir. Sosyal devlet düzeninin aile, piyasalar ve devlet arasında bir döngüye sahip olduğu görülmektedir. Sosyal refah bu döngüde dağılarak bölüşülmektedir. Bu çalışmada, AB üye ülkelerinin ve Türkiye'nin sosyal politikaları ve sosyal harcamaları arasındaki ilişki araştırılmıştır. Ülkelerin sosyal politika faktörlerinin sosyal politika göstergesi üzerindeki etkileri incelenerek ülkeler arası karşılaştırmalı analiz yapılmıştır. Sosyal harcamalar ile sosyal politika göstergeleri arasındaki ilişki korelasyon analizi, sosyal politika göstergesini belirleyen faktörlerin etkisi de çoklu regresyon analizi ile incelenmiştir. Çalışmamızda sosyal politika başarısının sosyal harcama ile doğrudan ilişkili olmadığı, aralarındaki pozitif yönlü orta seviyeli ilişkiye bakarak söylenmektedir. Devlet tarafından yapılan sosyal harcamaların sosyal refah düzeyinde yüksek seviyeye ulaşmada doğrudan etkili olmadığı, sosyal politika başarısı yüksek olan ülkelerin daha az harcama ile sosyal politika göstergelerinde iyileşme sağladığı ve bu ülkelerin de sanayileşmesini tamamlayan ülkeler olduğu görülmektedir. Bununla birlikte, sosyal harcamaların doğru alanlara yapıldığında gelişmesini sürdüren ülkeler tarafından da sosyal politika gösterge puanlarına olumlu yansıyacağı düşünülmektedir. ; From past to present, social expenditure has helped guide the societies in achieving their welfare levels. However, there is no consensus in the literature about the expenditures made by the social welfare states. The development of social policies leads to different social expenditure practices within countries. The social state system seems to have a cycle between the family, markets and the state. Social welfare is dispersed and divided in this cycle.In this study, the relationship between EU member states and Turkey's social policies and social spending were investigated. The effects of the social policy factors of the countries on the social policy indicator were examined and a comparative analysis was conducted between the countries. The relationship between social expenditures and social policy indicators was analyzed by correlation analysis and the effect of factors determining social policy indicator was examined by multiple regression analysis. In our study, it can be said that the success of social policy is not directly related to social expenditure by looking at the positive middle level relationship between them. It is observed that the social expenditures made by the state do not have a direct effect on reaching the high level of social welfare, the countries with high social policy success have improved their social policy indicators with less spending and these countries have completed the industrialization. On the other hand, it is considered that the countries that continue to develop when social expenditures are made in the right areas have positive reflections on the social policy indicator scores.

ÖZET Günümüzde Avrupa Birliği kimlik yapısı ve dinamiğinin, iç çelişkileri nedeniyle bir krizde olduğu tahmininde bulunmak mümkün görünmektedir. Ayrıca AB kimliği, yeni ve istikrarsız bir oluşum örneğinde olduğu gibi uluslararası sorunlarla başa çıkamamaktadır. Avrupa kimliği kavramının belirsizliğiyle ve ulus-üstü kimlik inşa süreciyle ilgili büyük çaplı zorluklar yaşayan Avrupa; ekonomik kriz, dünya politikasındaki istikrarsızlık, Avrupa'daki terör saldırılarına ve milyonlarca insanın savaştan kaçmasına yol açan Doğu ülkelerindeki iç savaşlar gibi eksojen nitelikli (dış kaynaklı) sorunlarla karşı karşıya kalmıştır. Kısacası, bugün için Avrupa'da var olan istikrasızlığın temel sebebi, Avrupa'nın ve AB kimliğinin bunlara hazırlıklı olmaması gerçeğidir. Bu varsayımın doğru olup olmadığını, Avrupa kimliği krizinin sebeplerini ve bu süreçte sığınmacı, mülteci ve göç sorunuyla ilgili nasıl bir rol yapısının ortaya çıktığını anlamak için öncelikle Avrupa kimliği ve onun ortaya çıkma sürecini analiz etmek gerekmektedir. Bu bağlamda da gerekli anlatım ve analiz yapılacak, AB ve Avrupa kimliği odağında ne tür sıkıntılar ortaya çıktığı ve bu kimlik yapısının ne tür unsurlardan etkileneceği argümanlarıyla sunulacaktır. ; ABSTRACT Nowadays it is possible to make an assumption that the EU identity is in a crisis due to EU's internal contradictions. Like any other new and unstable entity, the EU identity is currently unable to withstand the international challenges. The EU, in addition to the difficulties with its supranational identity-building process and with the ambiguity of the concept itself, faced the exogenous (external) problems such as the global economic crisis, instability in world politics, terrorist attacks in Europe and civil wars in Eastern countries that forced millions of people to flee from war. In short, the main reason of instability in Europe today is that the European and EU identity are not ready for this kind of global challenges. In order to test the made assumption and to understand the reasons of EU identity crisis and the role played by refugees and asylum seekers in this process, first of all it is necessary to analyse the European identity and its formation process. In this context, the necessary analysis will be made. The analysis will be supported by the arguments concerning the problems that surround the issue of EU and European identity and the factors that affect this identity structure.

Barselona Süreci, Kasım 1995'te, 15 Avrupa Birliği Üye Devletinden ve 12 Akdeniz Devletinden oluşan 27 katılımcı tarafından Barselona Bildirgesinin ilan edilmesiyle başlamıştır. Bu, Akdeniz havzasını bir barış, istikrar ve refah alanına dönüştürmeyi amaçlayan iddialı bir proje olarak sunulmuştu. Bildirgede demokratikleşmeye ve insan haklarına yapılan önemli vurgunun yanında ana hedeflerden birisi ortak bir serbest ticaret bölgesinin 2010 itibariyle kurulması olmuştur. Bu çalışma, Barselona Sürecini Avrupa devletlerinin daha önceki Akdeniz politikasından başlayarak incelemekte ve Sürecin yapısını ve bugüne kadar olan gelişmeleri değerlendirmektedir. ; The Barcelona Process started with the announcement of the Barcelona Declaration in November 1995, by 27 participants that is composed of 15 European Union Member States and 12 Mediterranean countries. It was presented as an ambitious project aimed to transform the Mediterranean basin into an area of 'peace, stability and prosperity'. Besides the strong emphasis on democratisation and human rights in the Declaration, it was one of the main goals to establish a common free trade area by 2010. This article examines the Barcelona Process starting from the earlier Mediterranean policies of the European states and evaluates its structure and development up to date.

Avrupa'da bütünleşme fikrinin temelleri çok eski tarihlere dayanmaktadır. Fakat bu birliğin kurulmasında II. Dünya Savaşı'nın yarattığı siyasal ve ekonomik çöküntünün yeri büyüktür. Savaş sonrası bozulan ekonomilerini geliştirmek amacıyla Fransa, Almanya, İtalya, Belçika, Hollanda, Lüksemburg ABD'nin de desteğiyle önce 1951 yılında Paris Anlaşması ile Avrupa Kömür ve Çelik Birliği'ni (AKÇT), daha sonra 1957'de Roma Anlaşması ile Avrupa Ekonomik Topluluğu'nu (AET) ve Avrupa Atom Enerjisi Topluluğu'nu (AAET-EURATOM) kurdular. Süreç içerisinde yapılan antlaşmalarla genişleme yaşayan Topluluk, genişlemeye bağlı olarak kurumlarında değişiklikler yapmış, yeni kurumlar oluşturmuş ve mevcut kurumların yetkilerini arttırmıştır. Yarım asrı geride bırakan Türkiye-AB ilişkilerinin temeli 31 Temmuz 1959'da Türkiye'nin AET'ye üyelik için başvurusu ile atılmıştır. AET Bakanlar Konseyi, Türkiye'nin yapmış olduğu başvuruyu kabul ederek, üyelik koşulları gerçekleşinceye kadar geçerli olacak bir ortaklık anlaşması imzalanmasını önermiştir. 12 Eylül 1963 tarihinde imzalanan Ankara Anlaşması'nın 1 Aralık 1964 tarihinde yürürlüğe girmesiyle de Türkiye-AB ortaklık ilişkisi başlamıştır. Türkiye-AB ilişkilerinde önemli dönüm noktalarından biri 1996 da Gümrük Birliği Anlaşması'nın imzalanması, diğeri ise 1999 yılında gerçekleşen Helsinki Zirvesi'nde Türkiye'nin adaylık statüsünün teyit edilmesidir. Adaylık statüsü verilmesinin ardından Türkiye, Uyum Yasaları ve reform paketleri ile Kopenhag Kriterleri'ne bir an önce uyum sağlamayı hedeflemiştir. 17 Aralık 2004 tarihinde Brüksel'de düzenlenen Zirve toplantısında Türkiye'nin siyasi kriterleri yeterli ölçüde karşıladığı belirtilerek 3 Ekim 2005 tarihinde AB'ye katılım müzakerelerinin resmen başlatılması yönünde karar alınmıştır. ; The basis of the idea of integration in Europe is based on a very ancient history. However, the political and economic collapse created by the 2nd World War was very important in the establishment of this union. France, Germany, Italy, Belgium, Netherlands, Luxembourg by the support of USA firstly constituted the European Coal and Steel Union (ECSC) with the Paris Agreement in 1951 and then continued to constitute the European Economic Community (EEC) and the European Atomic Energy Community (AAET-EURATOM) with the Treaty of Rome to develop their post-war distorted economies. The Community, which experienced expansion with the agreements made in the process, made changes in its institutions depending on the enlargement, created new institutions, and increased the powers of the existing institutions. Relations when were founded half a century ago between Turkey and the European Union based on Turkey`s application for membership of the EEC on 31 July 1959.EEC Council of Ministers, accepting that Turkey had made the application, has offered the signing of a partnership agreement will be valid until the membership conditions occur. Following the Ankara agreement signed on 12th September in 1963 entered into force on 1 December 1964, Turkey-EU partnership relationship began. One of the significant turning points in Turkey-EU relations in 1996 the signing of the Customs Union Agreement and the other is the confirmation of Turkey's candidate status at the Helsinki Summit in 1999. After giving candidate status to Turkey, it aims to ensure compliance with the Copenhagen criteria by Adjustment Act and the reform packages. It was indicated that Turkey provides political criteria in the Summit meeting held in Brussels on 17 December 2004. Because of that on 3 October 2005, it was decided to meet the EU accession negotiations formally launched.

Gıda güvenliği politikasının temel amacı, gıda endüstrisinde insan sağlığının yüksek düzeyde korunmasını sağlamaktır. Avrupa Birliği, gıda güvenliği ile ilgili Beyaz Kitap'ta belirtilen ilkeleri temel kabul etmekte ve gıda zincirinin tüm sektörlerini kapsayan tarladan sofraya entegre bir yaklaşım uygulamaktadır. Bugüne kadar, yeni AB gıda mevzuatı büyük ölçüde şekillendirilmiş ve üye devletlerle uyumlu hale getirilmiştir. Türkiye AB uyum sürecinde gıda politikalarını yeniden düzenlemiş ve gıda mevzuatı konusunda hızlı değişimler göstermiştir. Bu çalışmada, AB'nin ve Türkiye'nin gıda mevzuatı değişimleri, mevcut durumları ve AB ile Türkiye arasında uyum kapsamında gerçekleşen ilerlemeler hakkında bilgi sunulmaktadır. Çalışmada gıda güvenliğiyle ilgili mevzuatlar ve literatür yer almakadır. ; The main purpose of the food safety policy is to ensure a high level of protection of human health in the food industry. The European Union accepts the principles stated in the White Paper on food safety as the basis and implements an integrated approach from field to table covering all sectors of the food chain. To date, new EU food legislation has been largely shaped and harmonized with member states. Turkey has rearranged its food policies in the EU harmonization process and has shown rapid changes in food legislation. In this study, information about the EU's and Turkey's food legislation changes, current situations and the progress achieved in the scope of harmonization between the EU and Turkey is presented. Regulations and literature on food safety are included in the study.

Savunma harcamaları tüm ülkelerde olduğu gibi ülkemizde de oldukça önemli bir yere sahiptir bütçeden önemli bir pay almaktadır. Türkiye soğuk savaş yıllarında Sovyetler Birliği'nin yayılmacı politikasına karşı 1952 yılında NATO'ya üye olmuştur. Türkiye NATO güvenlik şemsiyesine katılmakla savunma harcamalarını daha da artırmadan yüksek bir güvenlik düzeyine ulaşmıştır.Küreselleşme ile birlikte bölgesel entegrasyonlar da hız kazanmış çeşitli ittifak arayışları ortaya çıkmıştır. Bu entegrasyonu en iyi uygulayan Avrupa olmuştur.AB kendi güvenlik politikasını kurma yolunda, Türkiye ise AB'ye üyelik süreci içindedir. Türkiye'nin savunma ihtiyacını gerektiren nedenler gerek AB, gerekse NATO ülkelerinden farklılık arz etmektedir. Türkiye'nin tehdit algılaması daha farklıdır. Çünkü Türkiye dünyanın en istikrarsız bölgesinde bulunmaktadır. Ortadoğu, Balkanlar ve Kafkaslar dünyadaki en önemli kriz bölgeleridir.Avrupa'nın NATO dışında bir güvenlik sistemi oluşturması ciddi bir savunma gideri anlamına gelmektedir. Avrupa'nın bugünkü güvenlik yapısıyla üye devletler, soğuk savaşın sona ermesi ve hâlen devam eden NATO güvenlik şemsiyesine rağmen savunma harcamalarını azaltamamışlardır.AB AGSP'yi NATO'dan daha yüksek bir güvenlik düzeyine çıkaramadığından, bugüne kadar olan Türkiye'nin AB sürecinin Türk savunma harcamalarına önemli bir etkisinin olmadığı söylenebilir. Ayrıca AB'de savunma harcamaları incelendiğinde, özellikle AB'ye üye ülkelerin üyelikten önceki ve sonraki savunma harcamaları düzeyinin korunduğu görülmektedir.Bugünün güvenlik ortamında; Türkiye özellikle bölgesindeki istikrarsızlık ortamının barış ortamına bırakılmadığı ve komşu ülkelerin savunma harcamalarının azalmadığı sürece kedini güvende hissedemeyecektir. Bütün bunlara değişen yeni tehdit algılamasında da tanımlanan ve dış desteğe de sahip terör sorunu eklenince Türkiye'nin caydırıcılığı yüksek bir silahlı kuvvetler bulundurmaya, dolayısıyla savunma harcamalarını mevcut düzeyde tutmaya devam edeceği değerlendirilmektedir. ; Defense Spending has, as in almost all countries, an important place in our country and gets a huge portion of the budget. Turkey became a member of NATO in 1952 against hostile policies of the Soviet Union. By joining the security umbrella of NATO, Turkey has assured a high level of security without having to further increase her defense spending.By globalization, regional integratins and search for various alliances have quickly become the trend. The best example of this integration is Europe.Europe is on its way to establishing her own security policy, whereas Turkey is in the process of membership to the European Union (EU).The reasons for Turkey?s defense spending differ from those of both EU and NATO countries threat perception of Turkey is much more different, because Turkey is located in the most instable region of the world. The Middle East, Balkans and the Caucasus are the most important crises regions in the world.To establish a security system apart from NATO means a serious defense expenditure for Europe. Despite the end of the cold War and the currently available NATO defense umbrella, EU member countries have been unable to reduce defense spending due to Europe?s current security structure.Because the EU has been unable to bring Eropean Security and Defense Policy to a higher security level than that of NATO, it is right to state that Turkey?s EU process has has not had an important influence on Turkish defence spending. Furthermore, when defense spending in EU is examined, it is clear that level of defense spending of EU countries before and after becoming members of the EU has not changed.In today?s security environment; Turkey will not feel safe unless the neighboring countries reduce their defense spending and the instable situation in the region becomes one of peace. If the externally supported and funded terror problem defined in the new threat perception is added to all of these, Turkey is forced to maintain a highly deterrent armed forces and thus to maintain her defense spending in its current level.

Bu çalışmada, ilk olarak, Avrupa Birliği'nin tarihsel yapısı incelenmiştir. Çalışmanın temel amacı, Avrupa Birliği'nin 2004 genişlemesinin Polonya ve Macaristan ekonomileri üzerindenki etkisini araştırmaktır. Düşünürlerin fikir ve görüşlerine yer verilmiştir. Birlik fikrinin ortaya çıkışına deyinilmiş ve etkisi tartışılmıştır. Entegrasyon teorileri araştırılmış ve entegrasyon çeşitlerinden bahsedilmiştir. Bu çalışmalar, Avrupa Birliği'ni anlamak için yardımcı olmuştur. Daha sonra, Avrupa Birliği'nin oluşum süreci araştırılmıştır. Entegrasyon için somut ekonomik ve siyasal adımların II. Dünya Savaşı'ndan sonra atılmıştır. Bu nedenle, oluşum süreci bu tarihten başlayarak incelenmiştir. Avrupa Birliği'ni kuran antlaşmalar anlatılmıştır. Son olarak, seçilmiş ülkelerin ekonomik yapıları incelenmiştir. Bu incelemeler bazı makroekonomik rakamlar yardımı ile yapılmıştır. İncelemeler sonunda ise ülkelerin durumları değerlendirilmiştir. Bu değerlendirmelere Sonuç Bölümü'nde yer verilmiştir. ; In this research, firstly the historical structure of the European Union was examined. The purpose of this research was to study the effects of the 2004 Enlargement of the European Union on Poland and Hungary. In this research, place was given to ideas and views of philosophers. The emergence of the idea of the Union and its effect were discussed. Theories and types of integration have also been discussed. These studies have been useful in the understanding of the European Union. Later, the process of the European Union's formation was researched. For integration, tangible economic and political steps were taken after the Second World War. For this reason, the process of formation was examined from this time. The treaties which created the European Union was explained. Finally, the economic structures of selected countries' were analyzed. These analyses were made with the use of some macroeconomic numbers. At the end of these analyses, the countries' positions were considered. This assessment was given a place in the Conclusion Chapter.

Özellikle 1990 sonrası dönemde derinleşen-genişleyen boyutlara ulaşan güvenlik ve iç savaşlar sonucu yaşanan yoğun göç akışı bu iki konuyu ön plana çıkarmıştır. Bu tez çalışması da bu iki alanı Avrupa Birliği (AB) kapsamında ele almaktadır. Çalışmanın amacı, temel olarak AB kurumlarının göç yaklaşımlarının güvenlik ile ilişkisini incelemektir. Bu kapsamdaki çalışma, Kopenhag Okulu kuramı ile AB tarafından "mülteci krizi" olarak ele alınan dönem olan 2011 Suriye krizi çerçevesinde AB kurumlarının göç yaklaşım benzerliklerini ve farklılıklarını incelemektedir. Dolayısıyla çalışma, Birliğin ortak göç politikasını tanıtırken Avrupa Komisyonu, Avrupa Konseyi ve Avrupa Parlamentosu'nun göç söylem haritasını çizmektedir. Çalışmada ele alınan Suriye krizi, 2011 yılı öncesi 22 milyona sahip nüfusundan yaklaşık olarak 12 milyon kişinin ülke içinde ve dışında yerinden edilmesine neden olan bir vakadır. Aynı zamanda mülteci krizi dönemi, göçün AB?nin gündemine yoğun bir şekilde yerleşmesi açısından önemlidir. Böylece bu örneklem, AB kurumlarının Avrupa?ya yönelen yoğun göç akışı karşında göçü nasıl ele aldığını araştırma imkanı sağlamaktadır. Bu kapsamdaki çalışma, AB kurumlarının göçü güvenlikleştirdiğini ve bu kurumların söylemlerinde ekonomik, kültürel ve iç güvenlik temaları kapsamında benzeşen ve farklılıklaşan yaklaşımların bulunduğunu savunmaktadır. ; Migration and security are among the most important areas that are affected by the changes in the international system in the post-Cold War period. Especially in the post-1990 period, security that reaches deepening-expanding dimensions and intense migration flow as a result of civil wars brought these two issues to the fore. In this framework, this new period has led to a conceptual and theoretical transformation in terms of deepening and expanding dimensions of these topics. This thesis covers these two issues within the scope of European Union (EU). The aim of study is mainly to examine the nexus between security and migration in the approaches of EU institutions. The study in this context examines the similarities and the differences in migration approaches of the EU institutions within the context of the Copenhagen School theory and the 2011 Syrian crisis, which is considered as the ""refugee crisis"" by the EU. Thus, in addition to introducing the common migration policy of the Union, this research also presents the map of the migration discourses of the European Commission, the European Council and the European Parliament. The Syrian crisis addressed in the study is an important case in terms of the fact that approximately 12 million people have been displaced in and out of the country from the population of 22 million in the pre-2011. At the same time, refugee crisis period is important in terms of the intensive settlement of migration on the EU agenda. So, this example allows to research how the EU institutions securitize migration in the face of the increasing flow of migration to Europe. In this context, the study argues that EU institutions have securitized the migration and there are similar and different approaches in the discourses of these institutions within the scope of economic, cultural and internal security themes.

Ortak tarım politikası, 1963'ten beri devam eden AB-Türkiye ilişkilerinin ve 2005 yılında başlayan katılım müzakerelerinin en dikkat çekici tartışma konularından birisini oluşturmaktadır. Avrupa Birliği ile yürütmekte olduğumuz üyelik müzakerelerinde, ülkemizin en fazla tarım konularında zorlanması beklenmektedir. Bu aşamada tarım ürünlerinin serbest dolaşımı sağlanacak, böylece işlenmiş tarım ürünleri ve karşılıklı tarım tavizleri ile ilgili rejim OTP kapsamına girecektir. Bu çalışmada, Türk tarımının OTP' ye uyumu ve bu uyumun sonrasında ortaya çıkacak olası etkiler araştırılmıştır. Daha sonra 2004 yılında AB'ye katılan ülkelerin en büyüğü olan ve tarımdaki sorunları açısından Türkiye'ye benzeyen Polonya'nın tarımsal yapısı, uyum sürecinde gerçekleştirdiği reformlar ve tarıma etkileri araştırılmıştır. Elde edilen bulgular ışığında Türkiye tarımının OTP' ye uyum sürecinde ve müzakerelerde karsılaşacağı sorunlar, dikkat edilmesi gereken hususlar ortaya konularak, uyumun tarımda dönüşüme muhtemel etkileri değerlendirilmiştir. Sonuç olarak, ülkemizin tarım yapısı ile Avrupa Birliği değerlerinin mevcut durumları, yıllar itibariyle gösterdikleri değişim incelenmiş, üretim yapıları arasındaki benzer ve farklı yönler değerlendirilerek, mevcut sorunlar saptanmış, bu sorunlara çözüm önerileri getirilmeye çalışılmıştır. ; EU Common Agricultural Policy is one of the important agenda item for EU-Turkey relations since 1963 and recently in accession negotiations which started in 2005. It has been foreseen that the most troublesome chapter of the negotiation will be on agriculture. At that point the free trade of agriculture products will be satisfied, thus operated agriculture products and the regime about reciprocal agriculture consensus will enter in the concept of CAP. In this study, the convenience of Turk agriculture to CAP and the effects which will occur after this convinience will be researched. After then, in this work, the carried transformation and influence to agriculture sector have been analyzed since appearance of CAP. Furthermore, the agricultural structure carried reforms in the process of adaptation and influence on agriculture of Poland, which is the biggest country and had the same agricultural problems as Turkey, became EU member in 2004. According to the results, the problems that the Turkish agriculture will face during the adaptation process to CAP and negotiations, and details, which need necessary attention, have been investigated and the forthcoming impact of adaptation to transformation in agriculture has been obtained. As a result; current and longtime figures of agricultural structures in both Turkey and European Union are examined, and after determining current problems by appraising similarities and differences, possible solutions are put forward.

Türkiye, güvenilir bir NATO müttefiki olarak, Soğuk Savaş süresince Avrupa güvenliğine büyük katkı yapmıştır. Türkiye'nin aynı katkıyı AB üyesi olması durumunda da yapacağı bir gerçektir. AB'nin Avrupa Güvenlik ve Savunma Politikası (AGSP) Soğuk Savaş sonrası koşulların yarattığı yeni güvenlik ve savunma parametrelerine göre şekillenmektedir. Şekillenme de Türkiye'nin bir müttefik olarak katkısı olabilir. Türkiye AB içinde geliştirilen AGSP'nın ve AB Lizbon antlaşmasının 2009 yılında onaylanması ile birlikte AB Ortak Güvenlik ve Savunma Politikasının gelişimini desteklemiştir. Aynı zamanda NATO, Türkiye ile AB arasındaki stratejik işbirliğini desteklemektedir. Dünya'daki güvenlik ile ilgili olaylar, AB ile Türkiye'nin güvenlik ve savunma alanındaki stratejik ortaklığının daha da derinleşmesini zorunlu kılmaktadır. ; Turkey, as a reliable NATO ally, made a great contribution to the security of Europe during the Cold War. It is a truth that Turkey will make the same contribution in case it is accepted to the EU. The EU's Europe Security and Defense Policy (ESDP) has been shaped in relation to the new security and defense parameters which aroused after the Cold War. Turkey can have an impact on the new policy as an ally. Turkey has backed up the development of the EU Common Security and Defense Policy with the approval of ESDP created in the EU and the EU Lisbon Treaty in 2009. Meanwhile, NATO supports a strategic cooperation between Turkey and the EU. The problems about security on earth make it an imperative for Turkey and the EU to improve their strategic cooperation on security and defense areas.

Bu çalışmanın amacı; Avrupa Birliği Genelleştirilmiş Tercihler Sistemi'nin, az gelişmiş ve gelişmekte olan ülkelerin Avrupa Birliği'ne ihracatları üzerine etkilerini ortaya koymaktır. Çalışmanın ilk bölümünde, Avrupa Birliği Genelleştirilmiş Tercihler Sistemi'nin temel özelikleri incelenmiştir. İkinci bölümde, Avrupa Birliği Genelleştirilmiş Tercihler Sistemi'nin az gelişmiş ve gelişmekte olan ülkelerin Avrupa Birliği'ne ihracatları üzerine etkilerini araştıran çalışmaların sonuçlarına yer verilmiştir. Son bölümde ise Avrupa Birliği Genelleştirilmiş Tercihler Sistemi'nin az gelişmiş ve gelişmekte olan ülkelerin Avrupa Birliği'ne ihracatları üzerine etkileri ile ilgili genel bir değerlendirme yapılmıştır. ; The aim of this paper is to determine the effects of the European Union Generalised System of Preferences onto the exports of the least developed and developing countries to the European Union. In the first part of the paper, basic principles of the European Union Generalised System of Preferences were examined. In the second part, conclusions of the studies which are dealing with the effects of the European Union Generalised System of Preferences onto the exports of the least developed and developing countries to the European Union were presented. In the last part, a general assessment concerning the effects of the European Union Generalised System of Preferences onto the exports of the least developed and developing countries to the European Union was done.

Avrupa kıtası, tarih boyunca, iç çekişmelere, çıkar çatışmalarına, yıllar süren savaşlara tanıklık etmiştir. Yaşanan tüm sıkıntıların bir sonucu olarak ?tek bir Avrupa? ideali şairler, yazarlar ve fikir adamları tarafından dile getirilmiştir. Kurulacak bir ?Avrupa Birleşik Devletlerinin? Avrupa'ya barış ve istikrar getireceğini savunan bu fikirler ancak 2. Dünya Savaşı'nın yarattığı yıkımın ardından düşünceden eyleme geçirilmiştir. ?savaş- bir daha asla? ilkesinden yola çıkan Avrupalı devletler, kendi aralarındaki tüm sorunları bir kenara bırakarak aynı çatı altında toplanma ve ortak hareket etme çabası içerisine girmişlerdir.Avrupa devletlerinin çabaları 9 Mayıs 1950'de yayınlanan Schmann Deklarasyonu ve hemen ertesinde 18 Nisan 1951'de Avrupa Kömür ve Çelik Topluluğu'nu (AKÇT) kuran Paris Anlaşmasının imzalanmasıyla hayata geçirilmiştir. AKÇT ile uluslar arası düzeyde önceden herhangi bir örneği olmayan, tüzel kişiliğe sahip bir örgüt kuran Avrupa devletleri, daha sonra kömür ve çelik alanında başlattıkları işbirliği hareketini başta ekonomi olmak üzere, siyasal ve askeri konularda da sürdürmek istemiştir. 25 Mart 1957'de Roma Anlaşması ile başlayan bu zorlu süreç, 7 Şubat 1992 tarihinde imzalanan Maastricht Anlaşması ile yepyeni bir dönemece girmiştir. Yüzyıllar öncesinden gelen ?Birleşik Avrupa Devleti? hayalini gerçekleştirebilmek için, ortak bir dış politika ile ortak bir savunma ve güvenlik politikası belirleyen ve kendi anayasasını şeklen hazırlayan Avrupa Birliği, günümüzde özellikle genişleme sürecinde yüzleşmek zorunda kaldığı bu sorunlarla uğraşırken, bir yandan da kendi içinde yaşadığı ?kimlik krizini? çözmekle uğraşmaktadır.Bu çalışmamızda, önce Avrupa Birliği fikrinin temellerini ve tarih boyunca geçirdiği süreçleri anlattıktan sonra şu an içinde bulunduğu durumu ve yaşadığı sorunları irdeleyerek, yılardır bir üyesi olarak için adeta çırpındığımız AB'nin iç yüzünün görünenden çok farklı olduğunu ortaya koymayı amaçlamaktayız. ; Throughout history Continental Europe witnessed a lot of internal conflicts, internal cliffhangers and long term wars. As a result of all the incoveniences poets, writers and intellectuals stared giving a voice to the ?United Europe? ideal. It is expected that the ideas that the constitution of the European United Nations will bring peace and stability to the region. These ideas could only being realized after the Second World War?s which caused destructions. The Eurıpean countries by leaving aside all the problems that they had between themselves and acting by the ?war- never again? principle go into the effort of bringing the countries together under one roof and undertaken common actions.The efforts of the European Countries let to the realisation after publishing the Schmann Declaration on the 9 th of May 1950 and signing the Paris Agreement, which established the Europen Cool and Steel the Community (ECSC) in the ensuring year on the 18 th of April 1951. With the ECSC the Europen Countries established a non-precedent organization legal entity on international level Thus it was possible to continue the coorporation that they had reached in the cool and steel area particularly in economy, political and military issues. This difficult period which has started with Rome Agreement signed on 25th of March 1957 entered into another curve for establishing the realization of the long years attempted dream of the ?United European Countries? with the Maastricht Agreement signed on 7th of February 1992.European Union, who has established its common defense and security policy and has prepared its shaped Constitution,had to face especially the problems in its enlargement process and on the other hand has to realize the ?Identity Crises? that is having in itself at the moment.In this study, we have tried to consider the ideas with a view to establish an European Union Community. In this connection, it is not easy in spite of enlargement problems for Turkey as a candidate state to become member.
