The issue of public debt is not new for our country and, over time, its ratio to GDP has always been high and persistent. At the end of the Seventies, once those characteristics that had held back its increase disappeared, such as a significant economic growth and a low interest rate thanks to an accommodating monetary policy, the debt-to-GDP ratio progressively increases in relative and absolute terms. By breaking down the contributions made by budgetary policies and nominal growth in influencing the dynamics of the debt-to-GDP ratio, this work wants to examine, in a historical perspective (1861-2019), the reasons behind its evolution. ; Il problema del debito pubblico non è nuovo per il nostro paese e, nel corso del tempo, il suo rapporto rispetto al Pil è sempre stato elevato e persistente. Alla fine degli anni Settanta, una volta venute meno quelle caratteristiche che avevano contenuto l'incremento di tale rapporto, come la significativa crescita economica e un contenuto tasso di interesse favorito da una politica monetaria accomodante, si assiste progressivamente a un suo aumento significativo non solo in termini relativi ma anche assoluti. Scomponendo i contributi apportati dalle politiche di bilancio e dalla crescita nominale del prodotto nell'influenzare la dinamica del rapporto debito/Pil, tale lavoro vuole ricostruire, in una prospettiva storica (1861-2019), le ragioni alla base della sua evoluzione.

Historiography traditionally accepts periodization which considered the First World War as an absolute watershed in the European history as a whole. This text, through a collection of essays by Italian and foreign specialists, seeks to investigate the premises and the results of the First World War in a vast area ranging from the Balkans to the Caucasus normally underrated by historiography, focusing on a series of problems (of ethnic, cultural or political character) which due to their complexity must be faced in an overall framework that takes into account the pre-war period and the first two decades of the twentieth century. The works reveal a very complex and stimulating picture, which leads us to reflect on long-term events and problems that involved all the countries that participated to the regional events, full of consequences for the peoples who lived there.

Le associazioni sorte dopo la seconda Guerra mondiale erano state fondate per creare legami tra intellettuali e promuovere la discussioni intorno alla loro funzione nella società. Lo studio investiga le ragioni che hanno condotto alla fondazione di queste associazioni e analizza la percezione che gli intellettuali avevano del proprio ruolo e degli strumenti adatti al loro compito civile. La Société européenne de culture (SEC), fondata da Umberto Campagnolo nel 1950, è stata scelta come caso di studio. La tesi di dottorato è divisa in un'introduzione metodologica, in una storia dell'organizzazione culturale tra la fine dell'Ottocento e la seconda guerra mondiale e nell'analisi del caso di studio. L'indagine prende le mosse da una prospettiva transnazionale e comparativa, facendo un uso critico della metodologia introdotta da Pierre Bourdieu e Gisèle Sapiro. È stato compiuto uno spoglio approfondito su riviste culturali e su rilevante materiale archivistico. Campagnolo concepiva la cultura come creazione di valori: in quanto responsabili della concezione di idee e simboli, gli intellettuali avrebbero dovuto mantenere l'autonomia nel campo letterario. Era proprio nel dualismo tra autonomia ed eteronomia che si può rintracciare l'originalità della SEC. L'associazione fu fondata nella convinzione che gli intellettuali avrebbero guadagnato influenza nella società solamente unendo le loro forze, sebbene spettasse al singolo impegnarsi in prima persona. Il compito della SEC è stato definito 'metafisico', in quanto legato allo spirito che avrebbe dovuto accompagnare ogni azione culturale. Si è dedotto che la SEC e il Congress for cultural freedom (CCF) non erano in competizione per motivi politici. La SEC, infatti, intendeva salvaguardare l'autonomia delle relazioni intellettuali, mentre il CCF sosteneva l'eteronomia, utilizzando arte e letteratura per un preciso scopo politico. Il contrasto tra le due istituzioni era quindi dovuto alla diversa concezione che gli intellettuali avevano del proprio ruolo. Per questo motivo ...

Negli ultimi anni città italiane ed europee hanno impiegato consistenti risorse per valorizzare la funzione strategica delle aree portuali per lo sviluppo del territorio. La Biennale di Architettura di Venezia nel 2004 ha ospitato una mostra internazionale dove 19 Paesi hanno esposto le loro idee per rilanciare nel mondo le città d'acqua. Napoli non era tra le candidate alla mostra ma piani e proposte per riqualificare il waterfront napoletano animano l'odierno dibattito politico. L'articolo, attraverso l'analisi della cartografia storica, mette in evidenza i cambiamenti e le principali trasformazioni nel tempo dell'area portuale diventata la più grande realtà industriale della Regione. Il degrado e l'espansione edilizia hanno allontanato il porto dalla città, danneggiando anche la vocazione turistica dell'area costiera. Attualmente i progetti previsti intendono rafforzare i servizi in ambito croceristico e commerciale; occorre tuttavia interrogarsi sulle modalità di intervento per tendere allo sviluppo salvaguardando al contempo l'identità paesaggistica e monumentale dell'area costiera in un'ottica moderna di sviluppo. ; In the last years Italian and European cities have employed consistent resources to valorize the strategic function of the port areas for the development of the territory. La tesi è dedicata ai profili di diritto internazionale privato del danno da prodotto, con particolare riguardo agli sviluppi normativi che hanno interessato i Paesi membri dell'Unione europea. Nella prima parte della trattazione vengono analizzate le vicende più significative connesse alla nascita della fattispecie sia da un punto di vista sostanziale che internazionalprivatistico. In tale ambito, viene riservata peculiare attenzione all'esperienza degli stati Uniti (Cap. 1), che come noto hanno rappresentato la culla della responsabilità del produttore, e viene esaminata la Convenzione dell'Aja del 2 ottobre 1973 (Cap. 2), prima disciplina speciale della materia sul piano del diritto internazionale privato. La seconda parte dell'elaborato si concentra invece sugli interventi legislativi predisposti a livello comunitario (direttiva 85/374/CEE, come modificata dalla direttiva 1999/34/CE, e regolamento 864/2007/CE) al fine di ricostruire i rapporti intercorrenti tra le diverse fonti (nazionali, comunitarie e internazionali) che oggi concorrono a disciplinare la questione della legge applicabile alla responsabilità da prodotto negli Stati membri dell'Unione europea (Cap. 3). ; The thesis examines the conflict of laws aspects of product liability, with particular regard to recent developments of EU Member States' legislation. Product liability law as a distinct body of law – at least partially independent from general tort law – is a relatively new phenomenon. It arose during the 1960s in the Unites States of America. In that period US courts and scholars started to deal with choice-of-law issues in product liability cases. Chapter 1 gives an overview of the most significant events relating to product liability history, from both a domestic and international point of view. The need for a special conflicts rule – pointed out first by the US commentator Albert Ehrenzweig – led to the adoption of the 1973 Hague Convention on the law applicable to product liability, the first regulation of the topic in private international law, which is analysed in Chapter 2. Finally, Chapter 3 examines European Community legislative interventions in the field of product liability (Council Directive 85/374/EEC, amended by Directive 1999/34/EC, and Regulation 864/2007/EC) with the aim of assessing the present state of the law in EU Member States. Different sources are currently competing to regulate the issue of the law applicable to product liability in the EU context and this chapter analyses the relationships between them.

Crisi, diritti, regolazione ; La ricerca risponde alla domanda: cosa fa del coinvolgimento delle città nel policy-making e nel rule–making europeo un'occasione per il processo di integrazione? La questione è di natura "discorsiva", sia rispetto alla politica e sia rispetto al diritto, ma presuppone la risposta ad una domanda dicotomica: esiste o non esiste una politica urbana europea? Per rispondere a queste domande occorre, in primo luogo, fare chiarezza sulla definizione di città europea rilevante e far emergere il ruolo del "territorio" e della "crisi" per l'identità dell'Unione europea (cap. 1). Inoltre, vuol dire supportare la tesi dell'origine urbana dell'Europa e dell'ingresso della città nella storia dell'Unione europea (cap. 2 e capitolo 3). Questi capitoli costituiscono la Parte I. In secondo luogo, significa provare l'esistenza di una politica urbana europea così come immaginata e comprenderla attraverso le sue componenti di base. Qual è il suo fine e la sua materia (cap. 4)? Come è possibile ricostruire la peculiare organizzazione e gli strumenti serventi la politica stessa nonché i poteri che ne derivano (cap. 5)? Chi sono i suoi destinatari (cap. 6)? I casi sono strutturati secondo un modello standard e permettono la ricostruzione in dettaglio del funzionamento della politica urbana europea e l'emersione del dialogo tra città (le reti) e tra queste e la Commissione europea (cap. 7, 8 e 9). ; The research question is: which are the elements that let the involvement of cities in the European government and in the policy-making to be an occasion for the European integration process? This is a qualitative inquiry and it presumes the answer to a dichotomous further question: does or does not a European urban policy exist? To see all the potentialities in cities and in the European urban policy means, first of all (Part I), to clarify the definition of the European city relevant for legal disciplines and bringing out the role of the "territory" and that of the "crisis" for the identity of the European Union (ch.1). It means, furthermore, to support the thesis in favour of the urban origin of Europe and of the entrance of the city in the history of the European Union (ch.s 2 and 3). Secondly (Part II), it means proving the existence of a European urban policy and describing it through its main goals and competences, institutional subjects involved in the government (and/or governance) and its tools and beneficiaries (ch.s 4, 5, 6). Thirdly (Part III), it means to identify "case studies" able to give feedback on what has been theorized about the functioning of the urban policy and on the role of cities for legitimation and integration. The cases are structured according to a standard model and allow detailed reconstruction of the functioning of European urban policy and the emergence of dialogue between cities and between them and the European Commission (ch.s 7, 8 and 9).

However, it does not concern the study of the specific channel or of its history, but rather the methods used to create writings or editorial initiatives, for the achievement of specific objectives. Writing and publishing are the two poles around which the various contributions revolve, whose features respond to a project aimed at probing the intention underlying the work of authors and publishers engaged in transmitting not only news, but above all contents: from religious to cultural, literary, scientific, political, or propaganda. The aim is the one of trying to read European History through a lens supporting the trends of the contemporary world, reflecting opinions, strategies and communication methods developed in different eras, so as to arouse interest around aspects of past realities which reveal new historical processes .

Un minimo di ottimismo porta a concludere che i diritti umani non possono non essere anche diritti sociali e che i diritti sociali non possono non essere anche diritti umani ; The paper, contribution to a congress organized by Massimo La Torre in Catanzaro in June 2017, proposes a minimum of idealism for the future of social human rights within the EU. Starting point is that risks of exhausted tolerance and solidarity seem to undermine the universality of human rights as a basis of the European fundamental rights discourse. Fundamentalism and nihilism need to be faced by taking more seriously the duty of meekness as a moral precondition of the fundamental principles and values of the constitution that imply other constitutional duties. The long constitutional history of tolerance and solidarity is not yet finished. The gradual duty of solidarity grants multilevel guarantees to the sustainability of the social human rights. The new Social Rights Pillar of the EU could offer an opportunity for strengthening European social solidarity that could be necessary and required for the consolidation of the Fiscal compact. A minimum of optimism brings to the conclusion that human rights need to be also social rights and social rights need to be also human rights. ; Universidad Pablo de Olavide

Dottorato di ricerca in Storia d'Europa: società, istituzioni e sistemi politici europei,19.-20. secolo ; Per comprendere appieno come sia nata la proposta francese di una Comunità Europea di Difesa (CED) rivolta ai paesi dell'Europa occidentale, è necessario ricostruire il quadro storico alla fine della seconda guerra mondiale, con particolare riferimento ai rapporti tra le potenze alleate e al nuovo assetto territoriale della Germania. Il primo capitolo analizza le decisioni del secondo dopoguerra (a partire dall'accordo franco-sovietico di Mosca del dicembre 1944 in funzione anti-tedesca) tese a garantire la demilitarizzazione tedesca fino al mutamento strategico conseguente alla contrapposizione tra il blocco occidentale e l'Unione sovietica: lo scopo centrale di questa parte del testo è di analizzarne il punto di svolta, con l'inversione dell'atteggiamento alleato nei riguardi della Germania sconfitta. L'intera ricerca si poggia su un'analisi di tipo storiografico, sia di storia delle istituzioni che delle relazioni internazionali, che vuole mettere alla prova comparata delle fonti d'archivio americane e francesi (con particolare riferimento ai fondi transalpini solo ora disponibili alla consultazione, a 60 anni dalla conclusione della vicenda CED) le principali tesi prodotte dalla letteratura sul riarmo della Germania e sull'esercito europeo. Si descrive quindi il processo decisionale che autorizzò, da parte degli Stati Uniti, della Francia e della Gran Bretagna durante la Conferenza di Londra, l'utilizzo delle risorse economiche e industriali della Germania occidentale occupata per il consolidamento dello sforzo difensivo atlantico; attraverso l'esame di fonti primarie transalpine è stata inoltre analizzata la percezione, da parte francese, del contrasto in atto tra i due dicasteri americani degli Esteri e della Difesa in merito al possibile concorso tedesco alle forze di difesa, con le proposte che filtravano dall'alto commissario statunitense Mc Cloy e dal suo staff. Le proposte lanciate dalla tribuna dell'Assemblea consultiva del Consiglio d'Europa, prima da Bidault e poi da Churchill in merito alla necessità di creare un esercito europeo, mettevano quindi in luce un cambiamento decisivo negli obiettivi strategici delle potenze occidentali: fino allo scoppio della guerra di Corea la preoccupazione maggiore nello scacchiere europeo era d'impedire che la Germania potesse riguadagnare uno status tale da minacciare la pace nel mondo; dopo l'apertura delle ostilità nel lontano continente asiatico, l'attenzione dei governi 2 dell'alleanza atlantica si era focalizzata sulle modalità per accrescere l'apparato difensivo atlantico nell'Europa continentale, per far fronte alla minaccia sovietica. Alcuni Stati, come la Francia e gli altri paesi occidentali che avevano subito in passato le invasioni delle armate tedesche, continuavano però a percepire come maggiormente attuale il pericolo di una rinascita della potenza militare ed economica della Germania, se pur divisa: queste le due visioni destinate a determinare un confronto molto aspro tra i principali alleati atlantici durante l'estate e l'autunno del 1950, che portò alla formulazione di due distinti e contrapposti piani di riarmo della Germania Occidentale. Nel secondo e nel terzo capitolo si descrivono conseguentemente, anche mediante una revisione completa e approfondita della letteratura scientifica al riguardo, i due distinti piani di riarmo, successivi cronologicamente e legati da un rapporto di causa ed effetto: l'evoluzione della posizione dell'amministrazione Truman, a partire dalle due diverse proposte del Pentagono e della Segreteria di Stato sulla politica nei confronti della Germania, per arrivare poi alla decisione finale di presentare un piano denominato "one package" agli alleati francesi e inglesi a New York il 12 settembre 1950; questa proposta del segretario di Stato Acheson ebbe come conseguenza un periodo di profonda riflessione nell'esecutivo francese, che portò alla formulazione del "piano Pleven" per la creazione di un esercito europeo. L'obiettivo di questi due capitoli centrali è quindi di mostrare prima come le mutate condizioni strategiche avessero condotto l'amministrazione Truman a chiedere agli alleati atlantici un poderoso rafforzamento del dispositivo militare in Europa che comprendesse anche forze militari tedesche e poi evidenziare che solo in reazione a questo piano americano, non quindi per un'autonoma volontà politica, il governo francese avesse elaborato una contro-proposta, che sarebbe stata la base da cui elaborare l'esercito europeo e la sovrastruttura istituzionale destinata a garantirne il funzionamento, la Comunità europea di Difesa. Il quarto e ultimo capitolo è dedicato interamente alla ricostruzione delle trattative diplomatiche che portarono alla firma del trattato CED, mediante il confronto sistematico dei principali fondi francesi e americani: partendo dall'analisi dei rigurgiti isolazionisti negli USA, si descrivono prima i lavori della Conferenza di Parigi con la stesura del Rapport Intérimaire e poi le attività della Conferenza per l'organizzazione di una Comunità europea di Difesa fino alla firma del trattato CED del 27 maggio 1952; la stesura del capitolo rende conto anche dell'importanza di alcune figure fondamentali (come i diplomatici McCloy e Bruce o come Eisenhower, nella duplice veste di Comandante supremo atlantico e poi di presidente) o di alcuni snodi determinanti, come la svolta federalista della delegazione italiana alla Conferenza. 3 Questo lavoro di ricerca sulla Comunità europea di Difesa vuole quindi ripercorrere una vicenda fondamentale per la nascita delle istituzioni europee, dalle sue origini radicate al termine del secondo conflitto mondiale e fino alla firma del trattato di Parigi, che sembra di profonda attualità nell'attuale dibattito sulla cessione di sovranità dagli Stati nazionali all'Unione europea, nel campo della Difesa e della politica estera. Il confronto tra i fondi americani e francesi, in particolare quelli di recente apertura alla consultazione dei ricercatori, ha permesso di aggiungere alcuni elementi di originalità alla descrizione del processo di riarmo della Germania e delle trattative tra gli alleati per la nascita dell'esercito europeo. ; The Second World War ended with an onerous legacy for the European Continent: the conflict has brought damage, poverty and the spectre of a new fight between Western countries and the Soviet Union. In that period, the USSR maintained the mobilization of the Armed Forces while the Russian soldiers were settled in Germany. This opposition has divided post-war Europe into two different blocs or coalitions: on the one hand Western Europe countries, which were starting a difficult recovery assisted by American aid, and on the other hand Eastern Europe under Soviet hegemony. In this complex scenario, the German role became increasingly central. Within this historical background, the first important attempt to build a European policy was focused on common defence, through the Treaty instituting the European Defence Community (EDC). In the light of this premise, the EDC affair seems paradigmatic for the analysis of the European dawn: on one side the founding fathers have looked for a solution to the divisions in the continent, but on the other side national self-interests have affected the path for ratifying the EDC Treaty, till the French refusal to ratify, by the French Assembly on 1954, August 30th. The aim of my Doctoral Research Thesis is divided in four different chapters: - in the first one, the object is related to the study and the description of the German role in post-war Europe and its rearmament, from the end of WWII to the mid 1950s, when the United States urged Western allies to use the German industrial and military potential; - secondly, the American proposal called 'one package', presented by Acheson on September 1950, is illustrated with regard to the existing international literature and primary sources; 2 - the third chapter deals with the French proposal to control German rearmament, the 'Pleven Plan', and the Petersberg talks; - finally, the agenda and the deliberations of the Paris Conference regarding the EDC, which started the 15th February 1951 up to 27th May 1952, when the EDC Treaty was signed. I am also researching an original aspect in my thesis, with regard to the state of the art in EDC studies: a synchronic comparison of EDC events in France and the USA based on the original documents preserved in different Archives in the United States and in France: in the recent past, 60 years after the "defeat" of the EDC, other primary sources were declassified, mostly in Paris. The research has focused on the studies that put this issue in the perspective of historiography. Otto Hintze was an excellent example of the cultural turmoil that hit historical and political studies in the great crisis between nineteenth and twentieth centuries, with respect to the destiny of the European tradition and its projection in a political world dominated by new universalistic perspectives. Hintze moved thus between a historiography which was for long time attentive to the Prussian case – which he considered almost a paradigm of the modern State – and political science, in constant tension with Weber's contemporary foundation of a comprehensive sociology. The essay attempts to investigate the foundational question of legitimacy as the deepest and most innovative character of Hintze's work. ; Otto Hintze fu esempio eccellente del turbamento culturale che colpì gli studi di storia e politica nella grande crisi sorta fra XIX e XX secolo, rispetto al destino della tradizione europea e la sua proiezione in un mondo politico dominato da nuove prospettive universalistiche. Hintze si mosse così fra una storiografia a lungo attenta al caso prussiano, da lui considerato quasi paradigma dello Stato moderno, ed un punto di vista a carattere politologico, in costante tensione con la contemporanea fondazione, da parte di Max Weber, di una sociologia comprendente. Il saggio cerca di cogliere nel tema fondante della legittimità il carattere più profondo e innovativo dell'opera di Hintze.
