In an interval of only six decades 1950-2010, we have witnessed the five centuries old emigration process interruption that has shaped modern European history. At the end of World War II begins an intense opposite migration flow from former European colonies to their historic metropolis, which had also incorporated other areas that never had that relationship of dependency. This phenomenon is undoubtedly the most important contemporary social process that has taken place in Europe. Such a transformation could only occur by the confluence of important complementary factors. In separate sections of this article we present the main causes of recent immigrations in Europe and what flows within Europe and from other continents can be identified. Second, we explore the key aspects of immigration: demographics, gender and labor market. Then, we study the problems of integration in the host societies and immigration policies that facilitate it. We ended our discussion with references to the singular case of Spain. ; En un intervalo de sólo seis décadas 1950-2010, hemos sido testigos de la interrupción del proceso multisecular emigratorio que ha marcado toda la historia moderna europea. Al término de la Segunda Guerra Mundial comienza un intenso reflejo de movilidad opuesta, desde las antiguas colonias europeas hacia su metrópoli histórica, que se ha contagiado también a otras áreas que nunca tuvieron esa relación de dependencia. Este fenómeno constituye, sin duda, el proceso social contemporáneo más importante que ha tenido lugar en Europa. Una transformación así sólo ha podido ocurrir por la confluencia de importantes factores complementarios. En diferentes apartados de este artículo exponemos las principales causas de la inmigración reciente en Europa y qué flujos intraeuropeos y procedentes de otros continentes pueden identificarse. This article reviews the history and present situation of the relations between the European Union and Colombia in its political and economic dimensions. It analyzes the way in which the position of the EU has stayed constant as far as considering that the Colombian conflicts are caused by the inequalities and the poverty, in spite of the pressures of the United States, that have defended more unilateralist and military positions on the matter, positions with that some communitarian partners have even aligned themselves. In front of previous studies, it is pleaded explicitly for a balance that insists on the positive and constructive aspects, coherent with a scene in process of creation and extension, like the European one, although without resigning to value it from a critical perspectiva. ; Este artículo revisa la historia y situación actual de las relaciones Unión Europea- Colombia en sus dimensiones política y económica. Analiza el modo en que la posición de la UE se ha mantenido constante en cuanto a su consideración de que los conflictos en el país andino se deben a las desigualdades y la pobreza, a pesar de las presiones de Estados Unidos, que ha defendido posturas más unilateralistas y militares al respecto, e incluso de que algunos socios comunitarios se hayan alineado con ellas. Frente a estudios anteriores se aboga explícitamente por un balance que haga hincapié en los aspectos positivos y constructivos, coherentes con los de un escenario en proceso de creación y ampliación como es el europeo, aunque sin renunciar a valorarlo con una perspectiva crítica.

El texto examina la asociación entre reflexión políticae interpretación histórica en dos grandespublicistas liberales de la Restauración (1814–1830). Momento relevante puesto que, en esosaños, se renovó la concepción de la Historia y sereformuló la reflexión política como consecuencia del impacto que produjo el «ciclo revolucionario»(1770–1815). Oriente Medio es una región de gran importancia estratégica para el resto del mundo. Dada su situación geoestratégica, Oriente Medio ha sido un cruce de caminos de importancia histórica y sigue siéndolo aún hoy. Además de su importancia estratégica, el magnetismo cultural de Oriente Medio ha atraído grandes potencias extrarregionales a la zona durante siglos. Hoy, como en el pasado, Oriente Medio desempeña un papel importante en la política exterior de la Unión Europea. Sin embargo, la Unión Europea no tiene un enfoque único y general para la conducción de sus relaciones con Oriente Medio. En cambio, tiene un conjunto de políticas entrelazadas hacia subregiones específicas, países y áreas problemáticas. Entre estas destacan las relaciones euromediterráneas; el conflicto palestino-israelí; el diálogo UE-CCG; la cuestión nuclear iraní; las relaciones con Turquía; la guerra en Siria, entre otras. Este estudio se centra en la política de la Unión Europea en estos espacios y cuestiones que, hoy, siguen siendo temas de máxima actualidad regional e internacional. ; The Middle East is a region of great strategic importance to the rest of the world. Given its geostrategic situation, the Middle East has been a crossroads of historical importance and remains so to this day. In addition to its strategic importance, the cultural magnetism of the Middle East has attracted great extraregional powers to the area for centuries. Today, as in the past, the Middle East plays an important role in eu foreign policy. However, the EU does not have a single and comprehensive approach to conducting its relations with the Middle East. Instead, it has a set of policies intertwined towards specific subregions, countries and problem areas. These include Euro-Mediterranean relations; The Israeli-Palestinian conflict; The EU-GCC dialogue; The Iranian nuclear issue; Relations with Turkey; The war in Syria, among others. This study focuses on EU policy in these areas and issues, which, to date, remain the most topical regional and international policy issues.

Como indica el título, se analizan en este texto los problemas de la unidad y la diversidad de Europa desde un punto de vista histórico. Se comienza por la cuestión de la geografía y de la frontera fluida con Asia y el norte de África. A continuación se trata si Europa se constituye como el área de una civilización que se afirma en el mundo. La división y el conflicto siempre han sido parte de la historia europea, pero después de las guerras que asolaron su territorio y disminuyeron su importancia en el escenario mundial, un pequeño grupo de líderes europeos se dio cuenta de que era necesario construir, de manera pragmática, la unidad política y económica. El proyecto cuenta con poco más de medio siglo, pero las dificultades a las que se ha enfrentado en diferentes momentos parece amenazarlo y, en varias ocasiones, se profetizó su fin. ; : It is discussed in this text, as the title indicates, the problems of unity and diversity of Europe from a historical point of view. Start by placing the question of geography and fluid border with Asia and North Africa. Then it can be seen as Europe constitutes itself as the area of a civilization which states in the world. The division and conflict have always been part of European history, but after the wars that devastated their territory and decreased its importance on the world stage, a small group of European leaders realized that it was necessary to build, pragmatically, the economic and political union. The Mission Santa Clara Manuscript Collection also includes Antonio María Osio's history of Alta California, a valuable manuscript written in 1851 as requested by the Franciscan Father Suárez del Real from Mission Santa Clara. Osio was a government official, civil servant and landowner in Alta California; his narrative is significant because it constitutes the first written history of Alta California during the era of Mexican rule. Osio's history of Alta California addresses various matters: the challenges of political life in Mexican California, Native American uprisings, the secularization of the missions, the Bear Flag revolt and the U.S. invasion of Alta California. In his narrative Osio considers that the missions had been ineffective in the evangelization of the Indians and the administration of the land; he strongly opposes the U.S. invasion of Mexican California as well. Osio also provides detailed descriptions of other elements of Alta California's society and culture such as European and Native American dances, and the presence in San Francisco Bay of Kodiak Aleuts from Alaska who in their sealskin canoes skillfully hunted otters.

This paper aims to develop new theoretical frameworks for the rigorous practice of a history of political concepts in global times. By further elaborating on Reinhart Koselleck's construction of the methodological foundations of conceptual history – which imply the historian's awareness of the situated character of the standpoint whereby the very notion of "history" has been established as the self-reflective effect of the modern experience of temporality –, this essay aspires to radicalize the scopes of Begriffgeschichte vis-à-vis the definitive transformations of the conceptual arrangements that have determined the boundaries of European modernity. The category of "boundary" is indeed crucial as to the comprehension of the stakes of a global conceptual history: as far as temporal, geopolitical, economic as well as linguistic borders are increasingly inhabited by reciprocal tensions that are always liable to be politicized or de-politicized, it is the task of the historian of concepts to cross or challenge them in order to trace them back to the conflictual nature of their global genealogy. Such a practice requires first and foremost problematizing the Atlantic privilege that continues to characterize the historiographic scrutiny of political concepts and de-colonizing them from the theoretical bias of the modern European state. ; Este trabajo intenta desarrollar nuevos marcos teóricos para la rigurosa práctica de la historia de los conceptos políticos en los tiempos globales.
