Within contemporary geopolitical processes, respect for the rights of national minorities is no longer the discretion of a state, but rather is an indirect or direct international regulation of the minority issue. In the beginning of the 1990s, the political economical crisis and disintegration of the former SFRY opened the national question, that was considered to be permanently and successfully solved, in the most dramatic way, and ethnic conflicts and clashes followed the desintegration of the country. With the formation of a new states on the territory of the former Yugoslavia, the existence of numerous and different national minorities ("old" and "new") required a different approach to their protection and integration in complex political circumstances. Thus, the position of the so called new minorities drastically changed since they formed constituent nations in the former SFRY, while after secession they remained separated from their home nations and became national minorities almost overnight. Out of Serbia, in former Yugoslav republics live nearly half a million persons belonging to Serbian nationality as new national minority. The paper discusses the position and rights of the Serbian minority in the post Yugoslav states (Slovenia, Croatia, Northern Macedonia, Montenegro) as well as in some neighboring member states of the European Union (Hungary, Romania, Bulgaria). In addition to the analysis of basic demographic indicators (number and spatial distribution) that determine the realization of the rights and freedoms of each minority, the paper examines the issue of protecting the national, cultural and linguistic identity of Serbs, as well as the ways of its preservation and improvement. Although the social and legal status of the Serbian minority is determined by European standards, the analysis points to their undefined status, since they still do not recognize the status of a national minority in some countries, and that they are in practice faced with more or less assimilation. In order to fully realize minority rights and improve the position of the Serb minority, ratified international documents, bilateral agreements, national laws, as well as well-designed policies and assistance from the home state are of great importance.Respecting basic human rights and freedom, as well as national minority protection, represent the basic factors of stability, security and democratic and socio-economic development of every country.
The paper emphasizes the most important global problems in the field of the environmental protection in the context of the debate about the importance of the participation of the local self-governments in addressing those. The paper points out to the fact that the Republic of Serbia harmonized the national environmental legislation with the EU legislation as a part of the European Integration process of the Republic of Serbia. This process included the transfer of a significant part of the work in the environmental field (including activities related to global environmental issues) to be carried out by the local self-government. These are the following issues: climate change, protection of the biodiversity, forest resources management, sustainable use and management of water resources, waste management. This paper identifies how the RS regulations transferred jurisdiction on environmental responsibilities to the local self-government. The paper also refers to the national regulations in the field of the environment in which the local self-government has been made competent for the activities related to the global environmental problems and the question of the capacity of the local self-government to implement these regulations.
Konvergencija dohodaka je više od polovine veka predmet mnogih teorijskih i empirijskih istraživanja. Brojni istraživači su posvetili veliku pažnju ovom pitanju na koje, do sadašnjeg trenutka, ne postoji jasan odgovor, niti jedinstven rezultat. Iako je strana literatura bogata radovima čiji je predmet istraživanja konvergencija dohodaka među zemljama Evropske unije, kao i uticaj različitih faktora na konvergenciju dohodaka, u domaćoj literaturi ova oblast nije dovoljno istražena. Osim toga, još uvek je mali broj radova koji se bave ispitivanjem postojanja i brzine konvergencije dohodaka između zemalja Evropske unije i zemalja Zapadnog Balkana. S tim u vezi, predmet doktorske diseratcije je dohodovna konvergencija zemalja Zapadnog Balkana i članica Evropske unije u kontekstu evropske ekonomske integracije. Cilj istraživanja u doktorskoj disertaciji je da se pruži odgovor na pitanje da li postoji konvergencija dohodaka među zemljama Evropske unije. Takođe, cilj istraživanja je utvrđivanje razlike u brzini konvergencije dohodaka između razvijenih zemalja Evropske unije, s jedne strane, i Novih zemalja članica Evropske unije i zemalja Zapadnog Balkana, s druge strane. Pored toga, cilj istraživanja u doktorskoj disertaciji je i utvrđivanje faktora koji utiču na konvergenciju dohodaka. Rezultati empirijske analize pokazuju postojanje dohodovne konvergencije među zemljama Evropske unije. Osim toga, dokazano je da Nove zemlje članice Evropske unije i zemlje Zapadnog Balkana, s jedne strane, imaju bržu konvergenciju dohodaka od grupe razvijenih zemalja Evropske unije. Analizom smera i intenziteta delovanja različitih faktora na konvergenciju dohodaka, dobijeni su rezultati koji ukazuju na pozitivan uticaj bilateralne trgovine na dohodovnu konvergenciju, pozitivan uticaj stranih direktnih investicija na dohodovnu konvergenciju centralnoevropskih tranzicionih zemalja u pretkriznim godinama, kao i pozitivan uticaj prisutnosti ekonomskih sloboda u godinama posle Globalne ekonomske krize. Reformski procesi nisu pokazali snažan i kontinuiran uticaj na dohodovnu konvergenciju centralnoevropskih tranzicionih zemalja. ; Income convergence has been the subject of many theoretical and empirical research for more than half a century. Many researchers devoted great attention analyzing income convergence among countries. However, there is still no clear answer, nor a unique result about this topic. Although foreign literature has vast number of papers that examine income convergence among the European Union countries, as well as the effect of various factors on income convergence, this field has not been sufficiently explored in domestic literature. In addition, there is still a small number of papers that test the existence and speed of income convergence between the developed countries of the European Union and the Western Balkan States. In this regard, the subject of the doctoral dissertation is income convergence of the Western Balkan States and European Union member states in the context of European economic integration. The aim of the research in the doctoral dissertation is to determine the existence of income convergence among the European Union countries. Also, the aim of the research is to determine the difference in the speed of income convergence between developed countries of the European Union, on the one hand, and New Member States and Western Balkan States, on the other. In addition, the aim of the research is to determine factors that affect income convergence. The results of the empirical analysis show the existence of income convergence among European Union countries. The results also show higher speed of income convergence of Western Balkan States and New Member States, compared to developed European Union members, depending on the observed subperiod. By analyzing the direction and intensity of various factors on income convergence, results indicate positive impact of bilateral trade, positive impact of foreign direct investment in the pre-crisis years, and positive effect of presence of economic freedom in the years after Global economic crisis. Reform processes haven't shown a strong and continuous effect on income convergence of Central European transition countries.
У раду је представљена Стратегија Европске уније за Западни Балкан са фокусом на решавању безбедносних проблема заједничких за регион и Републику Србију. Анализа овог стратешког документа и стратешких опредељења Републике Србије у погледу главних безбедносних проблема показује њихову комплементарност. Пре свега, ова документа имају скоро исто виђење безбедносних проблема за које Западни Балкан није само транзитно подручје, већ и крајње одредиште, па чак и извориште. У питању су нарочито: организовани криминал, тероризам и ирегуларне миграције. Њихово спречавање и сузбијање опредељује приоритете српске полиције, који истовремено воде успешној реакцији против криминала и других врста угрожавања безбедности у Србији и постигнућима у испуњавању преузетих обавеза у процесу придруживања ЕУ и усвајања европских тековина. ; This paper presents the EU Western Balkan Strategy and focuses on solving security problems common to the region and the Republic of Serbia. The analysis of this strategic document and strategic orientation of Serbia in relation to main security issues shows their complementarity. First of all, these documents share essentially same views on security issues, for which the Western Balkan is not only a transit area, but a final destination and even the source, particularly organized crime, terrorism and irregular migration. Prevention and suppression of given issues determines priorities of the Serbian police, at the same time leading to successful response to crime and other security threats in Serbia, as well as achievements in meeting commitments in the EU accession process and adopting the European acquis.
The basic problem that the process of Euro integrations faces today is the absence of the European identity. There are ideas how it could be built, on what it should be based, but the basic problem is the EU has give up in a great extent from the real European values - the ideals like freedom, equality, solidarity, social justice, etc. Human rights are the European achievement, but a distinctive, therefore identity difference between the European and the Anglo-American interpretation is that the European variant guaranteed social-economic rights, which was actually a concretization of the great ideal of solidarity. Today, with prevailing ideology of globalism, just this element of human rights has been brutally waded, a part of the European identity with it. A similar situation is with what the Europeans consider the greatest achievement of the EU - free movement of people, goods and capital. Free movement of people is questioned by building barbed wires and creation of a new ante murale christianitatis, even in Islamic states, far away from the Schengen Area that is proclaimed untouchable. Moreover, all those people swarming to the Europe actually have close connections with it - they originate from former European colonies, brutally exploited by their metropolises for decades and centuries. Not only that, but recently their new 'Europeanization' has been attempted through the initialization of the 'Arab Spring' , which resulted with increase of the Islamic fundamentalism, disintegration of certain Arab states and tribal war in them, increase of terrorism and, of course, migrants from those areas. Although it would be justified to try to return the evil gotten to them at least partly, by refusing to accept the miserable the Europe gives the mortal strike to some of the main values that are considered its identity characteristics - free movement of people and solidarity. All this, actually, indicates on the absence of the European identity consciousness. There is no clearly defined content of the idea of the Euroidentity, nor there is consciousness of it with the citizens of the EU. The citizens of the EU are still more French, Englishmen, Germans, Italians, Spaniards, Poles, Czechs rather than the Europeans. Their Europeanism exists only on the level of usefulness and efficacy, therefore, the prediction is that the model of the EU as an international organizations generis will be kept for a long time, while identities in future will be tied for (European) nations.
One of the basic and strategic goals of post-war Bosnia and Herzegovina is a full membership in the European Union. During 1992-1995, Bosnia and Herzegovina has passed through one of the most difficult periods in its' history. The war has completely devastated the economical structure and the aftermaths were visible in the following years. As a new paradigm, the European Union appears. The European Union has helped the Western Balkans countries to overcome national tensions and offered them a new perspective; new regional and european integrations should be a new, historical chance for them. In the light of this, the focus of this paper is the impact of trade liberalization between the European Union and Bosnia and Herzegovina on the export from Bosnia and Herzegovina to European Union. The above mentioned impact has been observed in the period of eleven years. The total export amount of Bosnia and Herzegovina in 2015 was 4,6 billion euros, while the amount of the import was 8,1 billion euros, which makes nearly 60% in favor of import. Traditionally, Bosnia and Herzegovina's most important foreign trade partner is the European Union where Bosnia and Herzegovina has a deficit in foreign trade. The portion of export to EU during 2015 was 71,79% while the portion of import was 60,85%. The coverage of import over export was 66,89%. In the period of 2005-2015, most of the products have been placed to markets in Croatia, Germany, Italy, and Serbia, which is not the EU member. The process of trade liberalization in 2015 has resulted in surplus of trade with certain EU countries; Austria, Luxembourg and Estonia while the decrease in trade has been recorded with Germany, Slovenia and Czech Republic. Regarding the export, Bosnia and Herzegovina mailny places products which have labour-intensive character. In the econometrics analysis, extented gravitational models of trade have been placed. Besides the abovementioned, the following econometrical techinques have been used: panel data models (PD), fixed effecs models (RE) and panel corrected standard errors (PCSE). In addition, Hausman test has been applied. According to the analysis that has been carried out, the following has been concluded; InGDPi, InGDPj and InDISTij variables are statistically important on the level of 5% in the period of gradual liberalization. The SSP1 an EK variables are not siginificant.In the other moder, in the period of complete liberalization InGDPi, InGDPj and SSP2 variables have a significant impact on a dependent variable on a level of 5%. InDISTij and EK variables have a significant impact on a level od 5% as well. The above mentioned result confirm the research hypothesis; trade liberalization has a significant impact on the export of Bosnia and Herzegovina to the EU. The basic limit of this research can be a relatively short observation period, caused by the fact that the data of merchandise trade between Bosnia and Herzegovina and EU countries until 2005 are not accessible.
Since the end of the 1980s, the intensifying of the politicization process has been one of the important characteristics of the EU integration process. The politicization in the EU is understood as the way of contesting and decision-making on public issues, the way that is opposite to the elitist and technocratic mode of decision-making, typical for the first decades of EU integration. Thus, the politicization, and also the politicization in the EU, is grasped as complementary to the public character of modern politics, especially with democracy. The European union is conceptualized as an extremely compound and non-centralized political system of a non-state type with the elements of consensus democracy and with a deeply segmented society as its basis, divided by national and many transnational lines. Within that society, as well as within its political institutions, the politicization process has been developing which has been influencing the functioning of the system considerably. We explore the experiences of politicization in other compound, consensus democracies in Europe – Belgium and Switzerland – and by comparing the specific cases of politicization, we are searching for the possible specific characteristics of politicization in the EU that stem from its described nature. Also, we are analyzing the possible impact of such politicization on the future of integration and politics in the EU. Although not always contributing to deepening of integration, the politicization in the EU, under specific circumstances, could have a democratizing effect. It serves as the opportunity for stimulating the debates on important issues and articulating the will of the citizens while the adequate forms of participation in the political process are still missing in the EU. In addition, we discuss the potential impact of the politicization of European issues on the gradual creation of the European public sphere or the Europeanisation of the national public spheres, as well as on the Europeanisation of society and emergence of the European political identity among the EU citizens. ; Jedna od značajnijih karakteristika u razvoju evropske integracije od kraja 1980- ih godina jeste intenziviranje procesa politizacije. Politizacija u Evropskoj uniji se razume kao način raspravljanja i odlučivanja o javnim pitanjima suprotan elitističkom i tehnokratskom načinu donošenja odluka, uobičajenom naročito za prve decenije razvoja evropske integracije. Stoga se politizacija, pa i politizacija u Evropskoj uniji, shvata kao komplementarna sa javnim karakterom moderne politike, posebno sa demokratijom. Evropska unija je konceptualizovana kao izrazito složen i necentralizovan politički sistem nedržavnog tipa sa elementima konsensualne demokratije koji za osnovu ima duboko segmentirano društvo, ispresecano osim nacionalnim i mnogim transnacionalnim podelama. Unutar tog društva, kao i unutar političkih institucija, odvija se proces politizacije koja ima značajnog uticaja na funkcionisanje sistema. Rad nastoji da izuči iskustva politizacije drugih složenih, konsensualnih demokratija u Evropi – Belgije i Švajcarske – te poređenjem pojedinih slučajeva politizacije traga za posebnim karakteristikama politizacije u EU koje proističu iz njene opisane prirode, kao i o mogućem uticaju takve politizacije na budućnost integracije i politike u EU. Iako neće uvek doprineti produbljivanju integracije, politizacija u EU pod određenim uslovima može imati demokratizujući uticaj jer predstavlja način da se oživi rasprava o važnim pitanjima i artikuliše volja građana u nedostatku adekvatnih oblika učešća u političkom procesu EU. Dodatno, razmatra se potencijalni uticaj koji politizacija evropskih pitanja može da ima na postepeno kreiranje evropske javne sfere ili evropeizaciju nacionalnih javnih sfera, kao i na evropeizaciju društva i kreiranje evropskog političkog identiteta među građanima Unije.
У овом раду дискутује се o позиционирању кључних друштвено-политичких актера у савременој Србији у контексту прихватања скупа симбола јавног наратива дефинисаног као "европске вредности". На примеру одржавања тзв. "Параде поноса", разматра се однос медија и елита према једном догађају који се перципира као суштински услов за "европске интеграције", али према коме истовремено постоји амбивалентан однос, проистекао из етаблираног традиционалистичког политичког дискурса, који подразумева отпор према прихватању сексуалних различитости. Циљ овог рада је да укаже на комплексну природу идентификовања основних симболичких вредности друштва у савременој Србији, која се испољава, пре свега, у виду хегемонијских борби које се воде на линији промоције конзервативних вредности, насупрот ономе што се доживљава као "опасни" уплив либералних "европских" идеја, попут промоције права сексуалних мањина. У раду се анализирају медијски наративи везани за одржавање "Параде поноса" 2010. и 2014. године, са циљем утврђивања промене наратива у склопу декларисаног "европског пута" Србије, и то, пре свега, кроз деловање и позиционирање кључних актера, од политичких елита до припадника екстремно десних организација и навијачких група. ; This paper discusses the position of the key social and political actors in contemporary Serbia, referring to the broadly accepted concept defined as "European values". The article focuses on the so-called "Belgrade Pride Parade", a highly contested event in the Serbian public, which is at the same time considered as the essential part of the EU accession process. Through the analysis of the media discourses related to the "Pride" events in 2010 and 2014, the paper shows the complex relation between the officially proclaimed politics of "European integration" and still very strong nationalist discourses, inherited from the 1990s. The aim of the article is to analyse the present hegemonic struggles between the political forces defending "traditional", conservative values and the political agents that promote "dangerous", liberal "European" ideas, such as protecting the rights of sexual minorities. The comparative analysis of the media representation of two events in 2010 and 2014 shows the changes in the public narrative. I argue that the violent clashes that occurred in 2010 Belgrade Pride Parade between the police and the members of right wing organisations were mostly the result of the lack of the political will among the Serbian elites, followed by ambivalent media representations, promoting at the same time the necessity of accepting "European values" and justification of violence. On the other hand, the absence of violent events in 2014 shows the will of the state apparatus to secure the "Pride". However, the media reports on the event, as well as the public statements made by Serbian officials, still remain ambivalent towards the very nature of the "Pride", justifying it only by the pressure made by the EU and the protection of constitutional rights. Moreover, the presence of new narratives in the media, discussing the high price of organizing such event, shows the shift in the public discourse from common nationalist arguments to the new, neoliberal rhetoric. This change doesn't indicate the radical shift of the social climate in Serbia from conservative to liberal, but, more likely, establishes Serbia as just one of the many states on the European periphery, operating within wider framework of neoliberal agendas. ; Тема броја – Конфликт и помирење на Балкану (ур. Stvaranje Evropske unije bespovratno je narušilo tradicionalno ustrojstvo drţava, pa i samog meĊunarodnog poretka. Uspostavljanje strukture koja obuhvata više centara moći u okviru kojih se (ne)ravnopravno donose odluke od znaĉaja za ţivot graĊana, uticalo je na slabljenje nacionalnih, a nedovoljnu samostalnost nadnacionalnog nivoa unutar nje. Stalno pregovaranje i lobiranje na kojima poĉiva Unija pruţa mogućnost za ostvarivanje ciljeva pojedinih interesnih grupa i drţava. Koncept demokratije je ovakvim stanjem najviše izgubio. Pojаm demokrаtije je teško definisаti, isto koliko je komplikovаno pronаći kriterijume za njeno identifikovanje a koji su primjenljivi nа sve politiĉke sisteme. Situаcijа se dodаtno usloţnjаvа kаdа je ove kriterijume neophodno prepoznati u okviru nedovršenog politiĉkog sistema kаkаv je onаj u Evropskoj uniji. Problemi u demokrаtskoj legitimizаciji Unije, koji se jаvljаju uporedo sа uspjesimа u integrаciji, otvаrаju pitаnje primjenljivosti "stаndаrdnog" modelа demokrаtije nа ovu tvorevinu. Prirodа funkcionisаnjа Evropske unije, u kojoj je na snazi uprаvljаnje nа više nivoа, zаhtijevа prilаgoĊаvаnje demokrаtskih principа njenom specifiĉnom politiĉkom sistemu. Mada ne postoji konsenzus meĊu teoretiĉаrima koji su dali doprinos objašnjavanju pojma demokratije u Evropskoj uniji dа li postoji demokratski deficit unutar nje, kаo ni koji su nаjbolji uslovi zа rаzvoj аutentiĉne demokrаtije u EU, moguće je identifikovati brojne strukturne probleme demokratije u politiĉkom sistemu Evropske unije. U okviru postojećeg institucionаlnog mehаnizmа Evropske unije problemi nastaju usljed isprepletenih nаdleţnosti izmeĊu institucijа i osjetnog jаĉаnjа izvršne u odnosu nа zаkonodаvnu grаnu vlаsti. Centrаlnu ulogu od institucija imа Sаvjet koji funkcioniše po principu meĊuvlаdine sаrаdnje. Prаktiĉno nijednа evropskа politikа ne moţe se usvojiti bez djelovаnjа ove institucije i uplitаnjа drţаvа ĉlаnicа, što Savjet ĉini glavnim zakonodavnim tijelom Unije. Evropski parlament, sa druge strane, iako neposredno izabran, zbog svojih još uvijek ogrаniĉenih nаdleţnosti, i dаlje je glаvni uzroĉnik demokrаtskog deficitа u Uniji. Stoga bi talas demokratizacije institucija Unije trebalo da obuhvati "prelivаnje" moći sа Sаvjetа nа Evropski pаrlаment i jаĉаnje meĊuinstitucionаlne sаrаdnje izmeĊu Evropskog pаrlаmentа i Evropske komisije. Evropskа unijа nemа ureĊenje poput trаdicionаlne nаcionаlne drţаve. Ne postoji ni demos nа evropskom nivou, te, stoga, nemа ko dа obezbijedi neophodni legitimitet evropskim politikama. Iako je nesumnjivo da politike Evropske unije proizvode velike koristi zа njene grаĊаne, ovа reаlnost, zаjedno sа rаzvijenim mehаnizmimа konsultovаnjа sа grаĊаnimа, ipаk ne umаnjuje kljuĉni problem u komunikаciji Unija – graĎani: mаnjаk аdekvаtnog predstаvljаnjа grаĊаnа, što je zа zаjednicu kojа se u svojim osnivаĉkim dokumentimа deklаriše kаo predstavniĉka ipak nedostаtаk. Ni sаmi grаĊаni ne pokreću politiĉku debаtu o specifiĉnim evropskim pitаnjimа nа nivou koji bi bio izаzov zа nаcionаlne vlаde. Demokrаtskа legitimizаcijа evropskih institucijа zаhtijevа i veću ulogu politiĉkih pаrtijа i njihovu revitаlizаciju nа evropskom nivou, kao i otvoreno politiĉko takmiĉenje koje ukljuĉuje grаĊаne. Proces integrisаnjа zemаljа Evropske unije prouzrokovаo je ozbiljne demokrаtske probleme ne sаmo nа nivou Unije, već i u drţаvаmа ĉlаnicаmа. "Problemi demokratije" u drţavama ĉlanicama koji proizilaze iz funkcionisanja Unije drugаĉije se reflektuju u rаzliĉitim nаcionаlnim politiĉkim sistemimа. Pritisku koji dolаzi od integrisаnjа unutar Evropske unije bolje se prilagoĊavaju drţаve koje imаju federаlno od onih koje imаju unitаrno ureĊenje. Federаlni kаrаkter ureĊenjа u drţаvi već podrаzumijevа više nivoа odluĉivаnjа i decentrаlizаciju vlasti, pа se ovаj sistem lаkše prilаgoĊаvа uprаvljаnju nа više nivoа unutаr Evropske unije. To ne moţe biti sluĉаj sа zemljаmа koje su trаdicionаlno centrаlizovаne. Dalji razvoj Evropske unije moţe ići u pravcu zadrţavanja trenutnih principa integrisanja uz obrazloţenje da su demokratske drţave ĉlanice garant legitimiteta Unije. Na taj naĉin bi i dalje meĊuvladin princip imao primat u odnosu na nadnacionalni. Model koji bi trаnsformisаo Evropsku uniju u zаjednicu demokrаtskog kаrаkterа jeste federаlni. Evropskа unijа posjeduje elemente federalizma, a toj konstrukciji nedostaje kаpаcitet zа oporezivаnje i mogućnost predlaganja izmjena osnivаĉkih, konstitutivnih, ugovora. Trenutno postojanje federalnih elemenata u funkcionisanju Unije ukazuje da njihovo dodatno osnaţivanje neće neminovno dovesti do njene trаnsformаcije u zajednicu federalnog karaktera, ali će svakako uticati na smanjivanje postojećeg demokratskog deficita.Nauĉno-istraţivaĉki pristup korišćen u ovom radu odreĊen je predmetom i ciljevima istraţivanja. Znaĉajnu primjenu imale su metodologija svojstvena politiĉkim naukama, komparativna metoda, analiza sadrţaja dokumenata, kao i specijalizacija. U dokazivanju postavljenih hipoteza primjenu su našle i sinteza, generalizacija, indukcija i dedukcija. ; The creation of the European Union has irreversibly undermined the traditional establishment of states, including the international order thereof. The establishment of a structure encompassing multiple power centers entailing (un)equal decision making relevant to the lives of citizens, has triggered the downturn in national, subsequently weakening the supranational level of autonomy within it. Constant negotiations and lobbying representing the cornerstones of the Union, provides for an opportunity for achieving the objectives of individual groups and states. In the light of the above, the democracy concept has suffered the most. The democracy concept is difficult to define, being leveraged by the complication in finding criteria for its identification which are applicable to all political systems. The situation is further complicated in case of a need to identify these criteria within an unfinished political system like the one in the European Union. The problems behind democratic legitimization of the Union, arising along with the integration success, are opening up the question of the applicability of "standard" democracy model to this creation. The nature of the European Union functioning governed by the multiple levels management, requires adjustment of the democratic principles to its specific political system. Although there is no consensus among theorists who have contributed to clarifying the democracy concept in the European Union on neither whether there is a democratic deficit within it, nor what are the best conditions for the development of a genuine democracy in the EU, nevertheless it is possible to identify a number of structural problems of democracy in the political system of the European Union. In the framework of existing institutional mechanism of the European Union, the problems arise because of overlapping responsibilities between the institutions and the appreciable strengthening of the executive over the legislative branch of government. The Council plays the central role, operating on the principle of intergovernmental cooperation. Practically not a single European policy may be adopted without the operation of this institution and the interference of the member states, making the Council the leading legislative authority of the Union. The European Parliament, on the other hand, although directly elected, due to its still limited competences, being the main trigger of the democratic deficit in the Union. Thus, the wave of democratization of the EU institutions should include the "spillover" of power from the Council to the European Parliament and strengthening the inter-institutional cooperation between the European Parliament and European Commission. The European Union has not been grounded as the traditional national state. Demos don"t exist at the European level and, therefore, there is no one to provide the necessary legitimacy of the European policies. Although undoubtedly, the European Union policies are generating great benefits for its citizens, this reality, along with developed mechanisms of consultation with citizens, however, does not reduce the key problem in communication between the Union - citizens: lack of adequate representation of citizens, representing a deficiency having in mind that its founding documents are declaring it as a representative Community. Even the citizens themselves are failing to launch political debate on specific issues at the European level that would be a challenge for the national governments. Democratic legitimization of European institutions requires a greater role of political parties and their revitalization at the European level, as well as open political competition involving the citizens The integration process of the European Union counties has caused serious democratic problems not only at the level of the Union, but also in the member states. "Democracy problems" in the member states deriving from the functioning of the Union are reflected differently in different national political systems. Unlike unitary governments, federal ones are better adapting to the pressure deriving form the integration within the European Union. Federal feature of organization in the state already implies the multiple levels of decision making and decentralization of powers, thus the system is easily adapting to the multiple levels of management within the European Union. This is not the case with countries that are traditionally centralized. The further EU development may be directed in retaining the current integration principles with the rationale that the democratic member states represent legitimacy guarantor of the Union. In the light of the above, the intergovernmental principle should supersede the supranational. However, a model that would transform the EU into a democratic community is federal. The European Union has elements of federalism and this structure lacks the capacity for taxation and possibility of proposing amendments to founding, constitutional contracts. Currently the existence of federal elements in the functioning of the Union is pinpointing that its further strengthening will not inevitably lead to the transformation of the Union into the community with federal character, but will most likely impact on reducing the existing democratic deficit However, the model that would transform the European Union into the Community with democratic feature is the federal one. The European Union has the federalism features, and this structure suffers the lack of taxation capacity and the option of proposing amendments to the founding and constitutional treaties. The current existence of federal elements within the functioning of the Union is implying that its additional strengthening will not inevitably generate the transformation of the Union into the Community of federal feature, yet it will affect the decline in the current democratic deficit. Scientific methods used in this thesis are based on specific topic and research objective. Therefore, the methodology inherent in political science, comparative method, content analysis of documents, as well as specialization are used to a large extent. In proving the hypotheses a great usage has found the synthesis, generalization, induction and deduction.
EU Enlargement Policy, one of the newest EU policies created during the last decade of the 20th century, is facing a very difficult period of its development, similar to the challenges facing the EU today. This Policy has been under constant evolution on the basis of experiences with the new Member States, and it has been closely connected with the wider context of European Integration of the Member States. In this article we present an overview of the major challenges for the Union as well as for candidate countries and to point out that there is no good reason why, even in the crisis situation, enlargement should not be continued. It is, we argue, part of the solution to the problems of EU, and not yet another problem. ; Politika proširenja EU, jedna od novijih politika Unije nastala tokom devedesetih godina, u velikoj meri proživljava veoma težak period koji je opšte obeležje izazova sa kojima se danas suočava EU. Ona se tokom vremena konstantno uobličavala na osnovama iskustava sa novim članicama i uvek je bila u uskoj vezi sa širim kontekstom evropskih integracija država članica EU. U ovom članku smo pokušali da prikažemo osnovne izazove za Uniju, ali i za države kandidate regiona Zapadnog Balkana, i da ukažemo da nema nijednog valjanog razloga zašto, čak i uslovima krize u EU, nastavak proširenja ne bi trebalo da bude posmatran kao deo rešenja, a ne kao deo problema.
Европска унија представља по много чему специфичну међународну организацију. Њено основно и препознатљиво обележје је наднационалност у креирању и спровођењу јавних политика. Настала удруживањем ресурса угља и челика брзо је прерасла у зону слободне трговине и сарадњу држава чланица у питањима као што је атомска енергије. Европска интеграција од свог почетка до данас зна искључиво за проширење чланства и повећање броја области сарадње на добровољној основи. Да ли ће међународне околности у којима се ЕУ налази данас и односи са другим међународним организацијама одбрамбеног карактера допринети већој интеграцији држава чланица ЕУ у домену одбране основна је тема овог рада. Трагање за различитим сценаријима развоја заједничке безбедносне политике ЕУ зависи пре свега од међународне институционалне и безбедносне архитектуре у Европи и свету, историјско политичких трендова у развоју европске интеграције, правног оквира ЕУ и међународног стратегијског окружења. Савремене међународне организације, посебно оне са преовлађујућим обележјима наднационалности (у конкретном случају ЕУ) имају тенденцију да у области одбране и безбедности комбинују наднационална обележја са међувладиним у покушају да што ефективније искористе структуру организације за остваривање њених циљева и интереса, али без већег преноса надлежности са држава чланица на саму организацију. ; The European Union represents in many ways a specific international organization. Its basic and recognizable feature is that of supranational policy and decision making. It was created by pooling the resources of coal and steel which had quickly developed into a free trade zone and ever closer Union in many policy areas. European integration from its inception to the present days was all about expanding membership and increasing the number of areas of cooperation. Namely widening and deepening of the EU was on the agenda. Will the current international circumstances and relations with other international defense organizations contribute to deepening integration in the field of defense is to be researched in this work. Search for different scenarios in the development of EU Common Security and Defense policy depends primarily on the international institutional and security architecture in Europe and the world, the historical political trends in the development of European integration, the EU legal framework and international strategic environment. Contemporary international organizations, especially those with the prevailing supranational characteristics (in this case the EU) tend to combine intergovernmental and supranational approach in the area of defense and security in an effort to more effectively utilize the structure of the organization for the realization of its goals and interests, but without significant transfer of powers from Member States on the organization itself. The main goals and interests of the EU integration in the field of defense and security are to (1) ensure durable and everlasting peace among member states, (2) to address common security challenges, risks and threats autonomously or in cooperation with other States and/or international organizations, (3) pool and share resources leading to more effective achievement of military economic interests, mainly through the development and transfer of military technology and equipment. In addition to the mentioned goals and interests, (4) particular interests of the Member States would be to improve their own political, economic and military performance. EU Integration in the field of defense, may rest in the future on (1) the current state of integration (status quo), (2) progress in areas that are not conflicting with the individual interests of key actors in the European arena (3) the deepening of integration leading to progressive framing of common defense policy with an ultimate goal to establish common defense. (4) The fourth model is possible and has been seen in the other EU policy areas.
The author discusses the crucial question of whether Serbia truly pursues the path of modernization and European integration, or just a simulation of these processes. The author proposes the thesis that there are numerous obstacles on Serbia's transitional path toward the (post)modern European society. Therefore, he tries to discover the essential reasons for the citizens' reluctance and resistance, the reasons which are related to the modernization of the Serbian society. Serbia is today at the crossroads of the traditional and modern understanding of life. It contains some elements of (post)modernization, but still with a strong influence of its traditional (conservative) heritage. The processes of re-traditionalization (re-mythologization and pseudo-mythologization) represent a major obstacle to the liberation of the society from the grip of the past and to its orientation towards European values. According to the author, the main creators of retrograde flows can be found in the political establishment of contemporary Serbia. He labels them, ironically and derogatorily, the 'guardians' of tradition, who use demagogic statements, populist paroles, and media information control (for their personal and party interests) to slow down Serbia on its European path.

Важан аспект управних реформи представља широко распрострањено коришћење јавних агенција као облика организације управе, у циљу обављања растућег броја послова који захтевају висок ниво специјализованих знања. ; Public administration organisation and the performance of public tasks have significantly altered over the past 30 years through global political, legal and economic change. An important aspect of the administrative reforms is the widespread use of public agencies as a model of administrative organisation to perform an increasing number of specific tasks requiring high levels of expertise. This PhD thesis analyses the agencification of public administration and the specificities of the process in the field of environmental protection at the European level and in Serbia. The main focus of the research is on the legal aspects of the phenomenon, namely the regulatory functions of agencies at the European level: their interaction with other relevant bodies and actors in the regulatory process; their performance of different administrative tasks (including inspections); and their decision-making roles. The thesis examines specific aspects of the agencification process, the transformation of Serbian public administration in the context of European integration, and the influence this transformation has had on environmental governance. The goal of the research is to examine the evolution and current position of environmental agencies in the European Union's and Serbia's legal orders, to analyse the agencies' interaction with complex administrative arrangements developed at the supranational level, and to argue for enhancing their independence and (regulatory) competencies. The further goal is to contribute to legal scholarship on agencification at national and supranational levels, and especially in the field of environmental protection. The thesis consists of the introduction, three parts and the conclusion. The introduction frames and contextualises the research topic, goals and scientific relevance, and it provides a methodological framework. Part one examines the agencification process primarily at the European level but also nationally. The thesis draws attention to EU-level agency position, typology and administrative decision-making, which are highlighted as challenging issues for legal analysis.
Полицијска делатност је незамислива без благовременог и потпуног прикупљања свих безбедносно релевантних података. Како у данашње време већа доступност података и информација у полицијској пракси не мора да значи и већу предвидљивост манифестовања безбедносно интересантних појава, свакодневно прикупљање података треба да буде праћено њиховом аналитичком обрадом. Спознати начине (појавне облике) манифестовања појава које су предмет рада полицијске организације, наћи у њима елементе будућег и предвидети њихов развој, суштински је задатак аналитичара. У раду се указује на значај аналитичког рада и аналитичке информације за доношење одлука у полицији, и сагледава допринос аналитичке подршке изради стратешких и оперативних одлука у Европској унији и Републици Србији које се односе на супротстављање тешком и организованом криминалу. ; Police activity is unthinkable without the timely and complete collection of all security-relevant data. As today's greater availability of data and information in police practice does not mean greater predictability of manifestations of security-related events, data analysis should occur on a daily basis. To understand the ways crime incidents happen, to find the elements of the future in them and to predict their development, is an essential task of analysts. Starting from the specifics of decision-making in the police, the paper points to the importance of analytical work and analytical information for policing, but also examines the contribution of analytical support to the drafting of strategic and operational decisions in the European Union and the Republic of Serbia related to combating serious and organized crime.

Истраживање посебно анализира нejeднaкe нивoe успeшнoсти, посебно посматрајући све типове приступа сaмих актера тог процеса, али и домете трaнсфoрмaтивнe мoћи ЕУ и мeхaнизама кojе Унија користи. ; The establishment of political relations between the authorities in Belgrade and in Prishtina in the frame of the process of globalization Resume: In this dissertation, emphasis is placed on analysis of the process of normalization of relations between central Serbia and its province Kosovo and Metohija in the frame of the process of globalization and in the context of European integration of the region of the Western Balkans, in an effort to discover the mechanisms that govern the European Union (EU), Serbia and Kosovo's authorities in the process itself. Special attention is paid to the policy of conditionality, as the main instrument used by the European Union towards Serbia and Kosovo, as actors who want to become its members. Text is particularly concerned with the clarity of conditions, the speed of rewarding and centrifugal forces of the process itself relying on the use of a predominant theoretical approach in this area, the rational choice institutionalism, as the main research argumentation on the case of the negotiating chapter 35. The subject of the research is therefore, the degree of success of the process of normalization of relations between Serbia and Kosovo and Metohija under conditions of globalization, as well as, under conditions of a derivative process of the Europeanization, as the process of transferring and implementing formal and informal rules, procedures, policy paradigms, styles and norms that were first defined by EU, and then transferred to the logic of domestic discourse, political structures and policies of the candidate countries for the membership in EU. The central place in the analysis of a degree of ambiguity of the process and occasional lack of credibility of the criteria for EU accession due to constant changes in terms of integration and resistance of domestic political elites, especially in terms of benefits and costs, but also the level of genuine commitment to resolving this problem. The study also analyzes the unequal levels of success observing all types of approaches of the actors onvolved in the process, as well as, the range of the transformative power of EU, and mechanisms that Union is using.
