The federal principle in Switzerland has been developing for centuries. It was a process that has not always proceeded in a peaceful manner. The creation of Swiss statehood required reconciling different groups and interests. Today's federal solutions in Switzerland allow for the peaceful co-existence of different language and religious groups. Another challenge is to reconcile the interests of wealthy and poor cantons. Understanding how this happened can provide guidance for further integration within the European Union, which in many aspects might be compared to Switzerland. ; Zasada federalizmu w Szwajcarii rozwijała się przez wieki. Był to proces, który nie zawsze przebiega ł w sposób pokojowy. Stworzenie szwajcarskiej państwowości wymagało pogodzenia różnych grup i interesów. Dzisiejsze rozwiązania federalne w Szwajcarii umożliwiają pokojowe współistnienie różnych grup językowych i religijnych. Kolejnym wyzwaniem było pogodzenie interesów bogatych i biednych kantonów. Poznanie mechanizmów federalizmu szwajcarskiego może stanowić wskazówkę dla dalszej integracji w ramach Unii Europejskiej, która pod wieloma względami przypomina Szwajcarię.
Some phenomena associated with ageing populations are transition of economies to focus more on the production and distribution of goods and services for older adults as well as for younger age groups as part of their preparation for old age. The paper presents the main features of the concept of "silver economy" in the context of active ageing policies. The study presents a typology of the silver economy models in the European Union at national and regional levels based on the use of the Active Ageing Index in comparison to the typology of differences and cultures of capitalism as well as the typology of welfare states. The summary contains conclusions for practical interventions and proposals for further research.
The essential objective of the paper is to present the German model of social policy as compared to the social solutions adopted in the European Union. The author analyzes the transformations of social policy, established by virtue of the Treaty on the European Union, The Nice Treaty and Lisbon Treaty, among other documents. The further part of the paper presents the main assumptions of the German model of the welfare state. The author discusses the fifth phase of demographic transition and post-transitional periods in Poland and in some European countries. Basic demographic processes, especially fertility and mortality in Poland run a course similar to that in most developed countries. Since age-sex structure of Polish population is unregular the author presents basic properties of demographic structures and processes up to the year 2000. Discussion of the transformation of family size in Poland is presented on the basis of TFRs. At the beginning of the century the TFR was 6,2 children per woman of fertility age, in 1930-ties 3.5 and in 1980 only 2,3. Urban-rural differentiation presents that since middle of 1960-ties the expanded reproduction of population in Poland is due to women living in rural areas (Tabl. 2). Taking into consideration the analysis of demographic trends and expected socio-economic changes the author notes that despite a relatively high level of natural increase the existing level of fertility in Poland is approaching that assuring only a simple reproduction of generations, i.e. 215 children per 100 women aged 15-49. The author postulates that reproduction of generations should be counted among important strategic goals of the country's development. It would be advantageous to maintain the level of reproduction slightly above the level of a simple reproduction of generations. The basic goal of the article is analyse the current regulations about credit rating agency and their activity in European Union and United States and answer the question which one the issuer or investor paid credit rating model is better, as a result building the own credit rating management model. It has been made a literature review abut actual models of risk management. Then are presented the current trends and propositions of changes in regulations. There have been described models: "issuer pays" and "investor pays" and introduced the original model management agency, taking into account the rating of four players, namely: the investor, issuer, rating agency and supervisory institutions. It has been put the following hypothesis: The introduction of regulations on credit rating agencies and credit ratings, improve the social welfare and the quality of the presented notes. ; Celem artykułu jest analiza aktualnych przepisów regulujących działalność agencji ratingowych stosowanych w krajach Unii Europejskiej oraz Stanach Zjednoczonych, a także odpowiedź na pytanie, który z modeli: "emitent płaci" czy "inwestor płaci" jest lepszy z punktu widzenia funkcjonowania rynku finansowego i w związku z tym zbudowanie autorskiego modelu zarządzania agencją ratingową. Dokonano również przeglądu literatury dotyczącej aktualnych modeli zarządzania ryzykiem. Następnie zaprezentowano bieżące trendy i propozycje zmian w przepisach. Opisano modele "emitent płaci" i "inwestor płaci" oraz przedstawiono autorski model zarządzania agencja ratingową przy uwzględnieniu czterech graczy, a mianowicie: inwestora, emitenta, agencji ratingowej oraz instytucji nadzorczej. Postawiono hipotezę badawczą, że wprowadzenie regulacji prawnych dotyczących agencji ratingowych oraz credit ratingów poprawia wypłatę społeczną oraz podnosi jakość prezentowanych not.
Since 2000, the intensive debate on the future of the European integration has started again. The beginning of the current debate was the Constitutional Treaty, which did not come to force. The idea of creating a federal organization collapsed. The future model of integration is still an open question. On the other hand,the economic crisis of the world economy, started in 2008, which influenced the EU very strongly, rises aquestionwhether the European Union is able to face internal and external crisis. The possible scenariosfor the European Union in the years to come can be very different. The main objective of the paper is toanalyze the current model of the European integration, which consists of very many federal model's elements but is still far away from federation. The influence of the treaties on the hybrid model of integration is discussed in the paper. The authors describe the situation of Polish immigrant organisations in selected European countries (Germany, France, Great Britain, Ireland, Norway, Sweden, the Netherlands, Italy and Spain) on the basis of field research. Their aim is to explore and explain the conditions under which they operate. This seminal publication presents the first cross-disciplinary research on Polish immigrant organisations. It allows to compare and generalise, enabling the authors to formulate new theoretical proposals, which aim to build a model explaining the situation of immigrant organisations.
The conception of local self-government contained in the law of March 8, 1990, refers to the tradition of Polish self-government and yet meets the requirements provided for in the European Local Government Charter. The .atbove makes it possible, on the one hand, to return to the institutions previously known to the Polish law, and, on the other, to compare them with their European counterparts. The re-instatement of self-government has brought back to light the issue of duality of public administration and its division into government and selfgovernment administration. In view of the principle in force in the former political regime namely the principle of "unity of government on the level of a locality, the solution to the problem of duality is far from easy". New legislation creates grounds for a new, structurally diversified model of state administration. At the Województwo level (the highest unit of local organization), there operates a nominated official, Wojewoda, the organ of government administration, whereas at a local level — in gmina — the ,,basic form of organization of public activity" is local self-government. The duality of administration manifests itself in many legislative acts. The most important of them are: the Act on Local Self-Government and the Act on Government Administration; mention should also be made about the Act on division of tasks and powers between various organs representing basically different types of administration, etc. Some issues posed by the model require further amendments. Problems of particular gravity arise in connection with the question of regions as subsidiary units of basic administrative division of the country, created to further the tasks of government administration at a local level, the absence of deep structural reforms at a central government level, the absence of a clear determination of position of government administration vis-a vis self-government, disputable budgetary and financial solutions, etc. All this leads to the conclusion that the legislative conception of duality of state administration is not sufficiently clear. The aim of this work is to attempt to answer the following questions: what were the dominant tendencies in the years 1990—1994 in the declarations and actions purporting to construct a system of security in the post-Cold War Europe? What model of security was needed by the international community, and what was the direction of the international practice? Which model of international security suited better the strategic national security interests of the Visegrad Group states, and which model was actually favoured by the foreign policy of those states? In the years 1990—1994 there was a steadily growing discrepancy, among the states of the European Conference on Security and Co-operation, between the declared and the actually realised model of international security. As far as declarations are concerned, the majority of the politicians of the states of the European Conference on Security and Co-operation pointed to a system of collective security as the best possible model of European security in the post-Cold War era. In practice, various tendencies were gaining in strength that favoured the formation of a new balance of power. From the point view of the strategic security interests of Poland and other states of the Visegrad group, the tendencies to establish a new balance of power should be regarded as detrimental.
One of the fields of interest of modern political science involves the process of transformation of political systems, understood as the transition from nondemocratic to democratic systems. One of the countries undergoing such a political transformation is the Russian Federation, which in the nineteen-nineties faced the need to reject the model of the socio-political system of the Soviet Union, and to adjust to the emerging global civilization dominated by the models originating in West European countries. The paper emphasizes that, on account of the difficulties related to the process of political transformation, at the beginning of the new millennium West European models began to be supplanted by the models of Asian countries enjoying impressive economic growth while maintaining paternalist and authoritarian mechanisms of power. The author of the paper stresses that the political system of the modern Russian Federation is a particular mix of European and Asian models. Its functioning does not resemble the political regimes of polyarchy as much as those described as 'Asian democracies'. Po ponad półrocznym okresie konsultacji, w których udział wzięły zarówno instytucje UE, państwa członkowskie, a także organizacje pozarządowe, w listopadzie 2015 roku Komisja Europejska przedstawiła założenia reformy EPS, które można określić jako nową Europejską Politykę Sąsiedztwa. After more than six months of consultations, which was attended by the EU institutions, Member States and non-governmental organizations in November 2015, the European Commission presented the principles of the reformof the ENP, which can be described as the new European Neighbourhood Policy. The paper presents the current model of the ENP, including evidence to establish policy in 2004., then isshown the evolution of the policy and in the next part of the article is discussed the establishment of a new ENP based on analysis of documents of the EU institutions.
