"The multiple crises of the First two decades of the 21st century had a great impact on the European Union. As a result, a thorough reflection on the design of the European model is required and a reassessment of its goals is needed. This paper argues that differentiated integration describes best the current model of European integration and that it is favourable for creating, on long-term, a more united Europe. After explaining what the 'European model' stands for, the paper analyses the impact of the crises on the European economic governance framework - as the most decisively challenged dimension of the model - and presents some scenarios for the immediate ,future development of the European model of integration." Demonstrates the inapplicability of the US model of federal citizenship to the European Union. The modern American understanding of citizenship is the inverse of Europe's understanding. In the US, State citizenship is an effect of federal citizenship, while the opposite is true in the EU. The evolution of the US model from before the Civil War through the present multicultural model is examined in terms of its overall unsuitability for the EU; particular attention is directed to matters of cultural & national identity, language policy, the ethics of responsibility, & human rights. For the EU, the sanctioning of Austria marks progress in the development of a European civic culture. It implies that European authorities may legally intervene in a Member State's national politics on occasions where those national politics defy generally consensual European political norms. K. Despite their markedly different origins, the US & the EU embody two systems that are more or less designed to serve the identical objective: the union of distinct polities in a shared endeavor within an overarching authoritative framework. The essence of their respective systems is in one case federal & the other confederal. How each became a world model of its type of union is explored in terms of historical development & political philosophy; debates over federation, confederation, & constitutionalism; the structure of subsidiarity; the influence (in the EU) of the Roman Catholic Church, or "Catholic federalism"; & the expansion of federal & confederal arrangements. The closing sections consider implications for democracy, the impact of the French tradition on the formation of the EU, & challenges arising from the EU's confederalism compared to the US system. K. Im Rahmen einer Darstellung der historischen Voraussetzungen und der institutionellen Konturen eines zukunftsfähigen europäischen Sozialmodells, das über den nationalstaatlichen Rahmen hinauswächst, befasst sich der Beitrag aus australischer Sicht mit dem europäischen Sozialmodell. Dabei kreisen die Ausführungen um drei maßgebliche Fragen: (1) Wie wird das europäische Sozialmodell heute in Australien verstanden? (2) Was hat Australien von diesem sozialen Sicherungssystem übernommen? (3) Welche Erfahrungen im Rahmen der gegenwärtigen Entwicklung in Australien sind relevant und hilfreich für eine Weiterentwicklung des europäischen Sozialmodells? So gilt als der bestverstandene Aspekt des Modells die Landwirtschaftspolitik, die von nahezu allen Politikern Australiens verurteilt wird. Im Kontext der allgemeinen politischen Debatten werden den westeuropäischen Erfahrungen in der Regel angelsächsische und japanische Herangehensweisen entgegengehalten. Ein direkter Einfluss europäischer Ideen ist am deutlichsten unter den politisch linksgerichteten Unionisten auszumachen, sowie in abgeschwächter Form im Bereich der industriellen Beziehungen und des Bildungssystems. Gegenwärtige Entwicklungen in der Arbeitsmarktpolitik und ihrer Umsetzung liefern sowohl negative als auch positive Erfahrungen für eine zukünftige Entwicklung des europäischen Sozialmodells. Wenig Erfolg zeigen arbeitsmarktpolitische Initiativen hinsichtlich der Arbeits(markt)flexibilität. Positive Erkenntnisse zeigen sich bei der Installierung institutioneller Einrichtungen zur Verbesserung der Risikoverteilung bzw. -abschätzung des Individuums durch verbesserte Koordinationsmechanismen auf dem Arbeitsmarkt.
