The article discusses the concepts of "youth policy" and "state youth policy", analyzes the main models of youth policy produced by world practice, namely: conservative (state support is given only to those who are in the most difficult financial situation, while the state tightly controls spending of funds and defining its recipients), model of social partnership (based on the principle of recognition of the special role of the state and clear regulation by law of measures to support young people actions and youth organizations), sociostate (the state assumes most functions and covers the regulation of all young people as a whole, but almost does not take into account the interests of civil society and business in the field of youth policy), communitarian (paternalistic state youth policy, characteristic of authoritarian politics regime, the state is fully responsible for regulating youth work). In addition, European models of such policy, which are distinguished depending on the regime of youth policy implementation (universalist, protectionist, community-based model and centralized), are considered. The first is based on the principles of youth autonomy and independence, as well as the active cooperation of civil society with the state in the implementation of youth policy. The second is characterized by a strong social orientation and is aimed at helping young people. The community-based model envisages minimal government involvement and broad powers for civil society. The last one is characterized by the fact that the leading role in the realization of youth rights belongs not to the state, but to the family and the church. It is established that the social partnership or universalist model, formed by the Scandinavian countries, is optimal for construction in Ukraine. In this model, the widest possible use of youth potential for the development of society and the state is possible. ; В статті розглянуто поняття «молодіжна політика» та «державна молодіжна політика», проаналізовано основні моделі молодіжної політики, вироблені світовою практикою, а саме: консервативна (державна підтримка надається лише тим особам, що знаходяться в найбільш складній матеріальній ситуації, при цьому держава жорстко контролює витрачання виділених коштів та сама визначає її адресатів), модель соціального партнерства (в її основі лежить принцип визнання особливої ролі держави та чіткої регламентації законом заходів підтримки молодих людей і молодіжних організацій), соціально-державна (держава бере на себе більшість функцій та охоплює регулюванням всю молодь в цілому, проте майже не враховує інтереси громадянського суспільства та бізнесу у сфері молодіжної політики), комунітарна (патерналістська державна молодіжна політика, характерна для авторитарного політичного режиму, держава повністю бере на себе функції з регулювання роботи з молоддю).Крім того розглянуто європейські моделі такої політики, виділені в залежності від режиму впровадження молодіжної політики (універсалістська, протекціоністська, модель на базі громад та централізована). В основі першої лежать принципи самостійності та незалежності молоді, а також активної співпраці громадянського суспільства з державою в реалізації молодіжної політики. Друга характеризується вираженою соціальною спрямованістю та націлена на допомогу молоді. Модель на базі громад передбачає мінімальну участь держави та широкі повноваження для громадянського суспільства. Для останньої характерно те, що провідна роль в реалізації прав молоді належить не державі, а сім'ї та церкві.Встановлено, що оптимальною для побудови в Україні є сформована скандинавськими країнами модель соціального партнерства або універсалістська, за якої суб'єктами молодіжної політики є не лише інститути держави, а й громадянського суспільства. За такої моделі можливе найбільш широке використання потенціалу молоді для розвитку суспільства і держави.

The article analyzes the structure of two regional organizations in South America and one in Central America trying to determine whether there are similarities in their organization and forms of cooperation between member states with the model applied in the case of the European Union. Based on the comparative analysis of the three cases the author draws wider implications of the increased influence of the European Union in Latin America for the attractiveness of its economic model. ; Cilj rada je da analizira strukturu i način delovanja dve regionalne organizacije u Južnoj Americi i jedne u Centralnoj Americi kao i da utvrdi da li postoje sličnosti u njihovoj organizaciji i načinu saradnje između država članica sa modelom koji je primenjen u slučaju Evropske unije. Na osnovu uporedne analize tri slučaja autor izvlači šire implikacije o povećanom uticaju EU u Latinskoj Americi usled privlačnosti njenog ekonomskog modela.

To achieve a successful policy transfer from one country to another, knowledge is required about the framework conditions of the country to which the policy is transferred. An important framework condition to consider is cultural context. Therefore, this paper uses a combination of cultural definitions which consider culture as a driver for both the interpretation of its members and for the communicative and interactive behaviour within a community. This contribution presents a cultural concept to inform policy transfer from a European context to China. Chinese philosophical approaches such as Taoism, Confucianism and Buddhism, as well as the political history of China, are used to identify individual perspectives within a community that depends, among others. A pilot study for testing the peer review process in vocational education and training will also help build a better understanding of how adjustments, transfer errors and side effects can be culturally explained.

The article deals with the problem of the formation of the European model of regional development and the concept of complementarity. It describes the principle of "matching funds." We found that the policy of complementarity has no consensus on the impact of cohesion policy EU regions in their economic growth. Emphasis is placed on the role of EU structural funds play in achieving effect of complementarity. It is noted that the EU policy focused on three strategic objectives: promoting the development and structural adjustment of regions, support economic and social transformation in the region, promoting the adaptation and modernization of policies and so on. Акцент сделан на роли структурных фондов ЕС, которую они играют в достижении эффектов ее комплиментарности. Отмечено, что политика ЕС направлена на три стратегические цели: содействия развитию и структурной перестройки в регионах, поддержки экономического и социального преобразования в регионах, стимулирования адаптации и модернизации политики и пр. Даны некоторые фактические показатели регионов, которые получают поддержку. В статье отмечено, что Европейский фонд регионального развития занимается программами, которые посвящены вопросам регионального развития, конкурентоспособности, экономическим изменениям, территориальному сотрудничеству. Акцент зроблений на ролі структурних фондів ЄС, яку вони відіграють у досягненні ефектів її компліментарності. Відзначено, що політика ЄС спрямована на три стратегічні цілі: сприяння розвитку і структурної перебудови в регіонах, підтримки економічного і соціального перетворення в регіонах, стимулювання адаптації та модернізації політики та ін. Дано деякі фактичні показники регіонів, які отримують підтримку. У статті зазначено, що Європейський фонд регіонального розвитку займається програмами, які присвячені питанням регіонального розвитку, конкурентоспроможності, економічних змін, територіальної співпраці. Визначено цілі, які сприяють досягненню цих напрямків. Перераховані основні напрямки дій щодо забезпечення зайнятості населення. Також перераховані сфери інвестування (знання, інновації, транспорт, екологічний захист, людські ресурси). Показана динаміка фінансування програм регіональної конкурентоспроможності та зайнятості, а також географія розподілу проектів за програмою європейських фондів.

This paper is closed access until 12 January 2021. ; Of all African regional organizations, the West African Economic and Monetary Union (WAEMU) is the one that has most explicitly followed the model of the European Union (EU), emulating key EU institutions and practices. WAEMU's mimicry of the EU is puzzling, considering the economic, political and geographical differences between the European and the West African regional context. This article argues that, in order to understand WAEMU's trajectory, it is necessary to look at two interrelated factors: on the one hand, WAEMU's history of colonial legacies and post-colonial dependence; on the other, WAEMU's drive to mimic institutions seen as embodying standards of modernity and legitimacy. WAEMU's isomorphism has been an outcome of external pressures, but also a response to uncertainty and a result of professionalization. Institutional isomorphism has had a mixed impact on the effectiveness of the organization, helping it to sustain its legitimacy but also stifling endogenous development.

Ziel der Studie ist, die Möglichkeit für die Einführung von europäischen Agrarumweltmaßnahmen (AUM), insbesondere mit neuen marktanalogen Elementen wie Ergebnisorientierung, Ausschreibung, Partizipation und Regionalisierung, in Israel zu prüfen.Um die Auswirkungen der modernen Landwirtschaft auf Umwelt und Natur abzumildern, haben viele Länder ökonomische, ordnungsrechliche oder administrative Maßnahmen eingeführt. Die Agrarumweltmaßnahmen in der Europäischen EU bezahlen Landwirte für die Durchführung einer angepassten umwelt- und naturschutzorientierten Landbewirtschaftung. Gegenwärtig werden in verschiedenen Pilotprojekten innovative marktanaloge Elemente zur Steigerung der Wirksamkeit und Effektivität von AUM erprobt und stehen vor der Übernahme in die EU-Agrarpolitik. Zu den innovativen Elementen gehören die Ausschreibung und ergebnisorientierte Honorierung der Agrarumweltmaßnahmen, die Beteiligung der Akteure bei der Ausgestaltung der Maßnahmen sowie eine Regionalisierung und ein regionales Management der Maßnahmen.Diese Dissertation diskutiert diese Entwicklungen und prüft die Umsetzungsmöglichkeiten marktanaloger AUM in Israel. Dazu werden zunächst die Schwäche der gegenwärtigen Mechanismen zur Erhaltung der Agrarumwelt und die Notwendigkeit angepasste Agrarumweltmaßnahmen in Israel zu entwickeln dargestellt und eine Pilotstudie präsentiert, die erstmalig in Israel die Anwendung von Agrarumweltmaßnahmen mit marktanalogen Elementen erprobt. Grundlage für die wissenschaftliche Auswertung und praktische Ausgestaltung der Pilotstudie sind Interviews mit den beteiligten Akteuren (Farmer, Verwaltungen und Politiker) und die teilnehmende Beobachtung der Wissenschaftlerin im Entwicklungs- und Umsetzungsprozess (Beirat und Steuerungsgruppe, öffentliche Anhörungen, etc.). Dieses Dissertation konzentriert sich auf die Erkundung der Möglichkeiten der Nutzung von AUM mit marktanalogen Elementen insbesondere unter Berücksichtigung der regionalen Umweltbedingungen, des institutionellen Rahmens, der kulturellen Wertvorstellungen und aktueller Entwicklungstrends in Israel.Es kann gezeigt werden, dass die politischen und administrativen Rahmenbedingungen die Anwendung marktanaloger AUM fördern. Insbesondere das Instrument der Ausschreibung der AUM unterstützt die Anforderungen an Transparenz und Sparsamkeit bei der Vergabe öffentlicher Finanzmittel und konnte anschließend auch im Pilotprojekt umgesetzt werden. Im weiteren werden daher die Herausforderungen der Implementierung der Ausschreibung von AUM dargestellt und die von den Akteuren wahrgenommenen Vor- und Nachteile präsentiert und untersucht.Es zeigte sich, dass die Unterstützung für die Ausschreibung der AUM nicht auf der von der Wissenschaft immer wieder betonten effizienzsteigernden Wirkung, sondern auf der über dieses Instrument erreichten administrativen Transparenz und Fairness in der öffentlichen Mittelverwendung und der Teilhabemöglichkeit der Landwirte bei der Bestimmung der Höhe der Zahlungen beruht. Diese in Interviews ermittelten Präferenzen können auf die historisch begründete Rolle der Landwirtschaft in der israelischen Gesellschaft zurückgeführt werden. In der Geschichte wurde Landwirtschaft stärker als Dienstleistungen an der israelischen Gesellschaft und weniger als Wirtschaftsunternehmung angesehen. Daher sehen sich Landwirte immer noch stärker als öffentliche Dienstleister anstatt marktorientierter Produzenten und betonen die Aspekte der fairen Mittelvergabe gegenüber dem auch in der Ausschreibung verwirklichten Konkurrenzprinzip. ; The aim of the study is to explore the conditions for introducing market-oriented agri-environmental measures into Israel, and gain some insights to the possibility of their implementation in other countries as well. In order to guide the impact of agriculture on the environment, many countries have established diverse economic, regulatory and advisory measures. In the EU the prominent measure is agri-environmental schemes , in which farmers are paid to practice environmental cultivation. Innovative market-oriented instruments, which aim to increase the schemes effectiveness and efficiency, are recently investigated within the framework of pilot projects and have partly been translated into policy. These instruments include result-orientation, conservation auctions, public participation in setting the scheme s economic parameters, and regional management. The dissertation discusses these developments and the possibility of their implementation in Israel. The weaknesses of the current mechanisms to sustain the agri-environment in Israel, and the necessity to develop payment schemes, are described. A pilot project that aimed at implementing market-oriented agri-environmental instruments is presented. The study is based on interviews with the stakeholders of the pilot project (farmers and policy makers) and participant observation in the process of the project (steering committee meetings, public hearing for farmers etc.). The analysis focuses on the feasibility of implementing market-oriented agri-environmental instruments in Israel, given the local ecosystem, institutional framework, cultural values and major trends in the attitudes of policy makers and the public at large. It was found that the institutional framework forms an important condition for implementing market-oriented agri-environmental instruments. As the Israeli institutional framework is supportive of conservation auctions, but less so of other market-oriented instruments, the conservation auction was the only instrument that could be implemented in the pilot project. The discussion than focuses on the challenges associated with the implementation of conservation auctions. The perceived advantages and disadvantages of conservation auctions are examined, together with the argumentations in favor of using them. It was found that the farmers and the policy makers involved in the project did not comprehend the economic merits of conservation auctions; they were more supportive of the conservation auctions when presented as a mechanism for achieving administrative fairness in the allocation of public funds to private entities, or as an instrument of public participation that allows the farmers to take part in setting the level of environmental payment. This preference can be related to the history of prioritizing agriculture in the Israeli society. As in the past agriculture was perceived as providing a service to the general public, farmers continue to regard themselves as deserving to participate in the setting of policies rather than as entities forced to compete over public budgets in an auction.

The article offers an overview of the main models and approaches to religious education (RE) which exist in the European countries. Despite the fact that it is impossible to talk about only one European model of RE, there are some similar tendencies and characteristics of RE in Europe.The article starts with the typology of major positions on religious diversity exclusivism, inclusivism and pluralism in regard to RE. Next, the author describes the well-known classification of RE as having a confessional or non-confessional approach based on the responsibility for RE. Then RE is explained in terms of M. Grimmitt's typology of RE who distinguishes learning 'into' religion, 'about' religion and 'from' religion according to the aims RE pursues. Finally, the article draws attention to the classification of RE made by W. Alberts on the integrative and separative approach depending on the way RE classes are organized.On the basis of the analysis of the existing models and approaches to RE, the author stresses their interconnection and interdependence. The given examples of RE show its uniqueness in each European country which is rooted in historical, political, cultural, and religious traditions of a particular country. However, despite the unique characteristics of RE in each European country, the step from confessional RE to a non-confessional is evident as well as the integration of RE with the goals of liberal education based on democratic values and human rights. На основі аналізу нормативно-правових документів Європейського Союзу (ЄС) виділено ключові компоненти політики щодо розвитку спорту, які становлять основу європейської моделі спорту. Мета. Вивчення особливостей функціонування європейської моделі спорту в країнах Європейського Союзу (на прикладі Угорщини) для визначення перспективних напрямів реформування вітчизняної спортивної галузі. Методи. Аналіз, синтез, узагальнення, порівняння. Результати. Встановлено, що, з одного боку, країнизаявники, перш ніж вступити до ЄС, повинні прийняти доробок спільноти та адаптувати національне законодавство до його права. З іншого, у сфері спорту, як і у сфері охорони здоров'я, освіти, культури та туризму, ЄС не має права ухвалювати закони та впливати на законодавство країн-членів. Європейська модель спорту базується на фундаментальних принципах (прозорість та підзвітність економічної діяльності, автономія спортивних організацій, дотримання правил «чесної гри», збереження конкурентності між професійними клубами, визнання єдиної федерації для виду спорту, побудова пірамідальної структури змагань тощо). Поряд з цим існують рекомендації, які, на думку керівництва ЄС, сприяють розвитку спорту в країні, проте не є обов'язковими для виконання (легалізація та отримання прибутків від лотерей та азартних ігор, пільгове оподаткування фірм-спонсорів спорту тощо). На прикладі Угорщини розглянуто імплементацію підходів ЄС до функціонування сфери спорту в країні. Results.On the one hand, it has been established that applicant countries, before joining the EU, must adopt Community experience and adapt national legislation to EU law. On the other hand, in the sphere of sports, as in the sphere of health, education, culture and tourism, the EU has no right to enact laws and influence the legislation of member states. The European model of sport is based on fundamental principles (transparency and accountability of economic activity, autonomy of sports organizations, observance of rules of "fair play", preservation of competitiveness between professional clubs, recognition of a single Federation for sport, construction of the pyramidal structure of competitions, etc.). At the same time, there are recommendations that, according to the EU leadership, contribute to the development of sport in the country, but are not mandatory for execution (legalization and receiving income from lotteries and gambling, preferential taxation of sports sponsoring firms, etc.). The implementation of the EU's approaches to the sports sphere functioning is considered on the example of Hungary. The experience of Hungary can be taken into account in national practice for reforming the central executive power; introducing legislative initiatives aimed at structural changes and financial support; expanding the mechanisms of non-state financing and increasing the responsibility of sports federations for the development of their sport eventss.

At the same time, there are recommendations that, according to the EU leadership, contribute to the development of sport in the country, but are not mandatory for execution (legalization and receiving income from lotteries and gambling, preferential taxation of sports sponsoring firms, etc.). The implementation of the EU's approaches to the sports sphere functioning is considered on the example of Hungary. The experience of Hungary can be taken into account in national practice for reforming the central executive power; introducing legislative initiatives aimed at structural changes and financial support; expanding the mechanisms of non-state financing and increasing the responsibility of sports federations for the development of their sport eventss.

During the last third of the twentieth century, college sectors in many countries took on the role of expanding opportunities for baccalaureate degree attainment in applied fields of study. In many European countries, colleges came to constitute a parallel higher education sector that offered degree programs of an applied nature in contrast to the more academically oriented programs of the traditional university sector. Other jurisdictions, including some Canadian ones, followed the American approach, in which colleges facilitate degree attainment for students in occupational programs through transfer arrangements with universities. This article offers some possible reasons why the Ontario Government has chosen not to fully embrace the European model, even though the original vision for Ontario's colleges was closer to that model to than to the American one. ; Au cours du dernier tiers du 20e siècle, les réseaux collégiaux de nombreux pays se sont donné comme mission d'accroître les occasions d'obtention de baccalauréat dans des domaines d'études appliquées. Dans de nombreux pays d'Europe, les collèges ont progressivement constitué un secteur parallèle d'enseignement supérieur offrant des programmes d'études appliquées menant à un grade, à l'inverse du secteur universitaire traditionnel, lequel favorise plutôt les études théoriques. Dans d'autres juridictions,dont certaines au Canada, on a plutôt suivi le modèle américain selon lequel les collèges facilitent l'obtention de grades dans des programmes axés sur les professions par le biais d'ententes de transfert avec les universités. Le présent article propose certaines raisons susceptibles d'expliquer pourquoi le gouvernement de l'Ontario a choisi de ne pas adopter entièrement le modèle européen, malgré le fait que la vision initiale des collèges de l'Ontario se rapprochait davantage de ce dernier que du modèle américain.

ÖZETTÜRKİYE'NİN AVRUPA BİRLİĞİ'NE KATILIM SÜRECİ BAĞLAMINDA TÜRKİYE'DE KÜRTÇE DİL HAKLARI: AVRUPA ULUS-DEVLET MODELİ VE AZINLIK HAKLARINA ELEŞTİREL BİR YAKLAŞIMDil haklarının kaydadeğer bir şekilde uluslararası gündemi meşgul etmeye başladığı Soğuk Savaş sonrası dönemden itibaren, uluslararası kuruluşlar ve Avrupa kuruluşları azınlıkların dil haklarının korunması üzerine önemli metinler yayınlamaktadır. Bu gelişme, 2000 yılından itibaren ivme kazanan Türkiye'nin Avrupa Birliği'ne katılım süreci sebebiyle Kürtçe dil haklarının güncel bir soruna dönüştüğü Türkiye'deki mevcut eğilime de denk düşmektedir. Bu çalışma, Avrupa diasporasındaki ve Türkiye'deki Kürt entelektüellerinin görüşlerini dahil ederek, bu sürecin Türkiye'deki Kürtçe dil hakları sorunu üzerindeki etkilerini incelemiştir. Avrupa diasporasında ve Türkiye'de ileri gelen Kürt entelektüelleriyle yapılan görüşmeler, bu sürece yönelik olarak Kürt dilsel topluluğunun takındığı farklı tutumları ortaya çıkarmıştır. Bu sürecin incelenmesi, azınlıkların dil haklarının korunması üzerine uluslararası ve Avrupalı mekanizmaları da sınırlayan liberal ulus-devlet söylemine içkin çelişkiler üzerine bir analizi de ihtiva etmektedir. Bu inceleme, aynı zamanda, azınlıkların dil hakları üzerine uluslararası ve Avrupalı metinlerin, dilsel azınlık toplulukların beklentilerini neden karşılayamadığını da açıklamaktadır. Bu bağlamda, bu çalışmanın kuramsal iskeleti, dile özel bir atıfla, çoğunluk ve azınlık, birey ve topluluk, kamusal ve özel alanlar arasındaki ikili karşıtlıklar üzerine yapısökümcü bir analiz yardımıyla, dil haklarının sorunsallaştırılmasına hasredilmiştir. ABSTRACTKURDISH LINGUISTIC RIGHTS IN TURKEY WITH REFERENCE TO TURKEY'S ACCESSION PROCESS TO THE EUROPEAN UNION: A CRITICAL APPROACH TO THE EUROPEAN MODEL OF NATION-STATE AND MINORITY RIGHTSInternational and European organisations have issued significant documents on the protection of the linguistic rights of minorities since the beginning of post-Cold War era, when the question of linguistic rights has started to remarkably occupy the international agenda. This development has been matched by a parallel trend in Turkey, where the Kurdish linguistic rights have become a topical issue since 2000 due to the acceleration of Turkey's accession process to the European Union. This study examines the implications of this process on the question of Kurdish linguistic rights in Turkey through the inclusion of the views of Kurdish intellectuals in European diaspora and Turkey. The interviews conducted with the prominent Kurdish intellectuals reveal the diversity of standpoints that the Kurdish linguistic community takes with regard to this process. The examination of this process also includes an analysis on the contradictions within the liberal nation-state discourse, which delimits the international and European mechanisms for the protection of the linguistic rights of minorities. This examination explains why the international and European documents on the linguistic rights of minorities cannot meet the expectations of the linguistic minority communities. In this sense, the theoretical backbone of this study is devoted to the problematisation of linguistic rights with the help of a deconstructivist analysis on the binary oppositions between the majority and the minority, between the individual and community, and between the public and private spheres with a special reference to language, which has been a significant constituent of the liberal nationalist discourse. Therefore, this study tries to become involved in contemporary critical approaches to the nationalist discourse through connecting the views of the Kurdish intellectuals in European diaspora and Turkey on the question of Kurdish linguistic rights in Turkey with a critical analysis on the liberal nation-state philosophy and minority rights.

The aim of the project was to build EUROMOD, a tax-benefit microsimulation model covering all 15 Member States of the European Union. This has been achieved, and baseline results are available for 14 countries. (Validated results for Sweden will appear shortly.) EUROMOD has been used for a number of policy-related exercises ranging from studies of the relationship of public spending on social benefits to poverty and the implications of a common European minimum pension, to the impact of welfare benefits on work incentives and the consequences of non-indexation of taxes and contributions. In addition, the model is ready to be used for a wide range of new applications. Not only can it be used to explore the impact of prospective (and hypothetical) changes in social and fiscal policy on poverty and inequality; it can also estimate the cost of reforms, provide options for financing mechanisms, and establish the effect of the reforms in other dimensions such as the work incentives of household members and any implied redistribution within the household. In many ways, EUROMOD is ahead it its time. When the project first started in 1998 (and when the idea was first conceived in 1996) the priorities set at the Lisbon European Council could not have been fully anticipated. It is now clear that the project was timely. EUROMOD is ready to play a role in analysing changes in social and fiscal policies proposed by Member States with reference to agreed benchmarks for the reduction of poverty and social exclusion. The project final report describes in some detail the process of model construction. It was a very complex project that was more demanding for all concerned than could have been anticipated. In some respects it was more akin to an engineering enterprise than a social science research project. In building EUROMOD, particular emphasis has been placed on • transparency of methods: it is therefore open to critiques of the approach as a whole, as well as criticism and suggestion on matters of detail; • designing a model that is flexible and adaptable: to make the range of uses as wide as possible and to maximise the length of its useful life; • consistency and comparability across countries: developing harmonisation of methods, assumptions and input and output concepts is a major part of building an integrated European model. Concretely, it involved: • identifying common structural characteristics in national policies • identifying common data requirements • parameterising and generalising as many aspects of the model as possible, including the definitions of the income base and unit of assessment or entitlement for each tax and benefit, the effective equivalence scales inherent in social benefit payments, and the output income measure. This approach not only allows each system to be modelled in a manner that is comparable to existing national practice, it also provides the model user with a much greater range of choice and greater flexibility than – we believe – is available in any other existing tax benefit model. Before the project began, the degree of experience and expertise with tax-benefit modelling in Member States varied greatly. As is well known, the tax and transfer systems also vary widely in underlying philosophy, as well as in current structure and size. The national sources of microdata with which to build the model were not equally suited to the task. One of the project's most significant achievements is its success in bringing tax-benefit modelling capacity in all Member States up to the level of best practice in the EU.

By studying the factors underlying differences in trade performance across European economies, this paper derives six different "trade models" for 22 EU-countries and explores their developmental and distributional implications. We first introduce a typology of trade models by clustering countries based on four key dimensions of trade performance: endowments, technological specialization, labour market characteristics and regulatory requirements. The resulting clusters comprise countries that base their export success on similar trade models. Our results indicate the existence of six different trade models: the "primary goods model" (Latvia, Estonia), the "finance model" (Luxembourg), the "flexible labour market model" (UK), the "periphery model" (Greece, Portugal, Spain, Italy, France), the "industrial workbench model" (Slovenia, Slovakia, Poland, Hungary, Czech Republic), and the "high-tech model" (Sweden, Denmark, Netherlands, Belgium, Ireland, Finland, Germany and Austria). Subsequently, we comparatively analyse the economic development and trends in inequality across these trade models. We observe a shrinking wage share and increasing personal income inequality in most of the trade models. The "high-tech model" is an exceptional case, being characterised by a relatively stable economic development and an institutional setting that managed to counteract rising inequality.
