In connection to the process of the public administration reforms which take place in most of the European countries and also in connection to the "European administrative space", the issues of studying and mutually comparing administrative systems of various European countries, especially EU member countries, become more and more topical. They focus not only on purposeful and effective mutual use of experience in administrative systems improvements, but also on improving orientation in the already mentioned "European administrative space". There is nodue attention devoted so far to the systematic study of administrative systems of (other) European countries. Most of the publications which focus on this issue (mostly study books, study materials, or occassional articles) describe it only on a "descriptive" (mostly simplified) level. The cause of this lies in (apart from time and financial demands) significant complexity of the given issue, in terminological complications and in difficulties of getting adequate (essentially necessary) factography and in practically non-existing adequate methodology. Legal comparative jurisprudence and comparative studies of political systems might inspire onewhen developing the methodology. Even under the current situation, it would be efficient to pay more attention to the comparative studies of the structure of administrative systems, or to some selected areas of the public administration, for example to personnel systems in the public administration, financing public administration or administration of the public property. A thorough "stock -taking" of all the materials which have ever been published about this matter (even in different contexts) in our country orabroad might serve as a basis of these fragmented studies.

The article presents economic voting theory and its application to the study of electoral behaviour in four Central European countries. The theoretical part describes the reward-punishment model of economic voting and its predictions for electoral behaviour in countries with coalition governance and in internationally open economies during the global economic crisis. The analytical part investigates the existence and features of economic voting (as a P-function) in the Czech Republic, Hungary, Poland and Slovakia. Hypotheses about the existence of economic voting in these countries, the higher economic accountability of more responsible coalition partners, and the lower level of economic voting under the perceived influence of the EU on the domestic economy are tested using OLS and binary logistic analysis of European Election Study data (2004 and 2009). As the results show, economic voting was only detected in Hungary (2004 and 2009) and Slovakia (2004). The analysis indicates that, in general, almost all Prime ministers' parties bear a greater degree of economic accountability; meanwhile, perceptions of EU economic responsibility had no influence on the popularity of government parties in 2009. ; The article presents economic voting theory and its application to the study of electoral behaviour in four Central European countries. The text deals with question of European state formation in research of contemporary British sociologist Perry Anderson . Its first intention focus on how modern European medieval and absolutistic states emerged. The article consists from four main parts: (1) Introduction to theory of state-formation. (2) Analysis of structural and analytical connections between state and society in author´s treatise. (3) Third main part deals with analysis of course of European state-building. On this problem we apply specific analytical model, which distinguish causes, components, progression, and impacts on state formation processes. In this case, author analyzes mechanisms of state building in feudal period 9–15th century and period of absolutistic states (16--19th century). The following paper focuses on the theoretical concept of the catch-all party developed by Kirchheimer and examines possibilities of its application in analyses of the political parties in the new Central-East European democracies. The paper is the case study of the Civic Democratic Party (ODS). Through detailed analyses of the two core elements of the original catch-all party concept – intra-party organisation and character of the ideological appeal – article questions the scientific adequacy of frequent labelling of ODS as catch-all party. The argument points out that neither intra-organisational processes, nor ideological shifts of ODS provide a clear picture of the catch-all party. The case of ODS seems to be much more complex. Moreover, the paper points out that frequent usage of the catch-all label in the case of ODS is misleading also from a methodological point of view. Critique reveals that these works loose original concept too much. They ignore that theoretical concepts of all party types were designed for relatively long periods of time and should not be used as contingent categories describing a year or two in the party life. Paper is concluded with the proposition that analyses of political parties in Central-East Europe need complex revision of existing theoretical party types or development of the new ones based on detailed and precise case studies of individual parties in the region.

Editors Kaldor and Vejvoda pose several such questions right at the beginning of their book: Do political systems within CEEC represent a particular variant of democracy that is specific to this part of the world? Is it possible to talk about a post-communist model sui generis that is influenced by the legacy of communism and at the same time by both the weaknesses and strengths of western democracy? Parties are essential components of a political system, since they provide access to the decision-making process for the citizens. In democratic society they have to execute some basic functions (e.g. interest aggregation, articulation and representation). For this they need material and financial resources. In the recent year funding of the parties must deal with growing expensiveness on the one hand, and on the other with bribery and corruption (which can seriously damage citizens' confidence in the democratic system). Even the most democratic countries have from time to time problem with this unacceptable social phenomena. And it is more important to avoid it in transition countries and in so-called "new democracies" – as central and east European countries, where the democracy is not stabile enough. In this article we focus on the case of Slovakia. We try to outline party finances system and analyse financial resources structure. There are two main models of parties financing, one based on private finances and second based on public resources. Apart from serious defects in laws (still present in Slovak legislation), the main problem of parties financing in Slovakia is growing rate of public party subvention (what can negatively affect parties' independence on the state) and reducing number of party subjects, which participate on it.
