Today, Europe is living a new decisive time as it has been in its past after World War II, in search of unity in diversity in the name of a peace project to safeguard future. If, on the one hand, Europe expresses aspirations for profound changes in its external environment, in the domestic context, it ends up colliding with aspects linked to sovereignty and human rights; on the other hand, in European foreign policy, the model reveals the search to legitimize its action. Precisely, the objective and the motivation of this study seek, through the qualitative methodology in Political Science, to analyse and understand the current context of the European Union in the international system. In fact, it is identified that this new hierarchy of powers, in the reaffirmation of the Westphalian system, where economic power comes, is bound to consolidate the democratic development between the old and new times of international relations in the destiny of Europe. From the results obtained during the analysis, in order to face again the unpredictability of the world scenario, it is a reality that Europe must promote the re-encounter of an alternative role, in other words, to assume its initial project of European edification in the name of equality of circumstances and rights of its affirmation in the global arena.

Abstract The social welfare system in Brazil can be compared with the European social democratic model in three historical periods, despite the specificities and differences. The period of 1930-1964 will address the importance of the concept of citizenship regulated to the definition of social rights in Brazil and compare it with the development of national citizenship and the role of trade unions in the welfare state in Europe. The period of 1964-1985 will present the structure of the military regime's social policy while in Europe there was a democratic environment with universal social rights and social participation as the basis for the system of social welfare. The period after 1985, with emphasis on the second phase of social reform initiated after the Real Plan (1994), will highlight the more generous and universalizing vision of social rights. This period will be important to compare as Europe, at that time, questioned the material foundation and the design of the welfare state while aiming to review some grounds to keep it as a pattern of social solidarity. Key words: Citizenship - Rights - Equality - Democracy - Inequality. ; Resumo O regime de bem-estar social no Brasil pode ser comparado com o modelo social-democrata europeu em três períodos históricos, apesar das especificidades e diferenças que aqui adquiriu. No período 1930-1964, serão abordadas a importância da concepção de cidadania regulada para a definição de direitos sociais no Brasil e a comparação com o desenvolvimento da cidadania nacional e o papel dos sindicatos no welfare state na Europa. No período 1964-1985, será apresentada a forma como se estruturou a política social do regime militar, enquanto, na Europa, havia um ambiente democrático, com direitos sociais universais e participação social como bases do regime de bem-estar social. No período após 1985, com ênfase na fase da segunda reforma social iniciada pós-Plano Real (1994), será destacada a visão mais generosa e universalizante de direitos sociais. Introduction: Biovigilance presents a new opportunity for growth and improvement of the donation-transplantation process. Biovigilance is defined as the monitoring and control of procedures involving human cells, tissues and organs, from donation to the clinical evolution of the recipient and the living donor, in order to obtain and provide information on risks and adverse events, and to prevent its occurrence or recurrence. Objective: Describe biovigilance and transplant models and initiatives in Brazil and worldwide. Method: Narrative review of national and international literature on biovigilance and transplantation models in Brazil and worldwide. Results: The risk is present in all stages involving the donation-transplantation process, and implies continuous surveillance. Bio-surveillance initiatives around the world involve institutions such as the World Health Organization and Italy's National Transplant Centre, which support the sharing of surveillance information published for teaching purposes and for greater public transparency and which, together with Member States of the European Union, aim to support the development and strengthening of the capacity to monitor and control quality, safety and effectiveness in this area. The Australian Government has an initiative that collects information on serious adverse events and reactions related to organ donation and transplantation, but it does not yet have an integrated surveillance system. Brazil, through its National Sanitary Vigilance Agency, has been monitoring the adverse events analysis, but that database needs to be integrated with that of the National Transplantation System. Conclusions: Having National efforts to address international initiatives with the World Health Organization is urgent, thus incorporating measures to implement a culture of quality and safety in the donor-transplant process, with innovative care modelling. It is also necessary to return back to society the high investments done in an efficient and effective manner. ; Introdução: A biovigilância apresenta nova oportunidade de melhoria e segurança do processo doação-transplante. A biovigilância é definida como o monitoramento e o controle durante os procedimentos que envolvem células, tecidos e órgãos humanos desde a doação até a evolução clínica do receptor e do doador vivo, com o objetivo de obter e disponibilizar informações sobre riscos e eventos adversos, a fim de prevenir sua ocorrência ou recorrência. Objetivo: Descrever acerca de modelos e iniciativas de biovigilância e transplante no Brasil e no mundo. Método: Revisão narrativa da literatura nacional e internacional. Resultados: O risco está presente em todas as etapas que envolvem a doação-transplante, e implica vigilância contínua. As iniciativas de biovigilância no mundo envolvem instituições como a Organização Mundial da Saúde e o Centro Nacional de Transplantes da Itália, que apoiam o compartilhamento de informações de vigilância publicadas para fins de ensino e para maior transparência pública e que, em conjunto com Estados-membros da União Europeia, têm o objetivo de apoiar o desenvolvimento e ofortalecimento da capacidade de monitorar e controlar a qualidade, a segurança e a eficácia nessa área. O governo australiano possui uma iniciativa que coleta informações sobre eventos adversos graves e reações relacionadas à doação e ao transplante de órgãos, mas ainda não possui um sistema de vigilância integrado. O Brasil, por meio da Agência Nacional de Vigilância Sanitária, possui acompanhamento da análise eventos adversos, mas os seus bancos de dados, precisam ser integrados àqueles do Sistema Nacional de Transplantes. Conclusões: É premente realizar esforço nacional para atender as inciativas internacionais com a Organização Mundial de Saúde e, assim, incorporar medidas para implementar uma cultura de qualidade e segurança no processo doação-transplante com uma modelagem assistencial inovadora, e devolver à sociedade o alto investimento realizado de modo eficiente e eficaz.

Satisfaction with life can be a proxy indicator of the complex phenomenon of human and social development, with satisfaction with life being understood as subjectively interpreted outcome, which is socially repeated due to its alignment with collectively valued goals. Satisfaction with life can be affected by changes in some variables analyzed theoretically and statistically, such as functional capacities, goods, trust, choice of values, perception of the governability of the country, and the functioning of democracy, which are studied empirically here. For the estimation of the models which result from this interpretation of human development, databases of the World Values Survey and the European Values Survey in the year 2000 for 31 countries were utilized. Empirical results suggest that satisfaction with life as an indicator of human development is affected mainly by the interpretation of the personal conditions (functional capacity) and the effective material wealth of the person. ; La satisfacción con la vida puede ser un indicador próximo del fenómeno complejo del desarrollo humano y social, entendiéndolo como un resultado interpretado subjetivamente por las personas y refrendado socialmente por tener alineación con metas colectivamente valoradas. La satisfacción con la vida puede ser afectada por los cambios en algunas variables analizadas teórica y estadísticamente como: funcionalidades, bienes, confianza, elección de valores, percepción sobre la gobernabilidad del país y funcionamiento de la democracia. Para la estimación de los modelos que surgen de este trabajo se usaron las bases de datos de la Encuesta Mundial de Valores y la Encuesta Europea de Valores, en el año 2000, para 31 países. Se encontró que la satisfacción con la vida puede ser probablemente un indicador próximo del desarrollo que se ve afectado en mayor medida por la interpretación de las condiciones personales (funcionalidades) y por los bienes efectivos de las personas. ; A satisfação com a vida pode ser um indicador próximo do fenômeno complexo do desenvolvimento humano e social, entendendo a satisfação com a vida como um resultado interpretado subjetivamente pelas pessoas e referendado socialmente por ter alinhamento com metas coletivamente valoradas. Para a estimativa dos modelos que surgem deste trabalho se usaram as bases de dados da Pesquisa Mundial de Valores e a Pesquisa Européia de valores no ano 2000, para 31 países. Se encontrou que a satisfação com a vida pode ser provavelmente um indicador próximo do desenvolvimento que se vê afetado em maior medida pela interpretação das condições pessoais (funcionalidades) e pelos bens efetivos das pessoas.

This text analyses aspects of metropolitan governance in European countries, observing cooperated action strategies. Accordingly, it is descanted about the instituted arrangements in a spontaneous and institutionalized way, the sources of funding and the offering of cooperated services. Thereby, this study has the objective of analyzing the metropolitan matter, considering essentially its institutions and the promotion of policies and programs undertaken in the metropolitan spaces. There are considered the institution guidelines of the following European countries: Germany, Spain, France and England, as well as the challenges and limitations of fomentation to the metropolitan governance. The observations were developed from the review of the international literature and researches accomplished by the respective governments between the decade of 1970 and the year 2012. The analysis indicates that the arrangements of metropolitan governance are heterogeneous and diversified, with diverse models, being to common service delivery or being to cooperative acting. There are still observed fragilities in the strategies to the articulation of intersectoral policies and strong conflicts among the public and private economical agents.

SEA is mandatory in the European Union and is applied to water management in France. Water management in Brazil is inspired by the French model, but does not have SEA; in the state of São Paulo watersheds of interest for public supply have specific norms and can count on a Development and Environmental Protection Plan (PDPA). In this research we explore three potential contributions of SEA as adopted in French water management for the case of the PDPA of the Billings Reservoir sub-basin. We conducted an evaluative case study for this PDPA, a literature review on French practices, and comparative analysis. Este artigo analisa o estado atual dos recursos tradicionais de financiamento da televisão, detectando uma situação crítica em suas três fontes principais (publicidade, assinaturas e taxas de serviço). Em seguida, discute a parte mais dinâmica do setor televisivo: os serviços de Video on Demand (VoD) e de Subscription Video on Demand (SVoD), que poderiam gerar novos recursos para a produção audiovisual. Porém, a análise dos catálogos desses serviços mostra baixa oferta de filmes europeus, em comparação com os dos Estados Unidos. Desse modo, como em outras ocasiões, o desenvolvimento de novos serviços de televisão e de novos modelos de negócio pode ser uma oportunidade perdida para a indústria audiovisual europeia. ; This article analyzes the current state of traditional television financing resources, detecting a critical situation in its three main sources (advertising, signatures and service charges). Next, it discusses the most dynamic part of the television sector: Video on Demand (VoD) and Subscription Video on Demand (SVoD) services, which could generate new resources for audiovisual production. However, the analysis of the catalogs of these services shows a low supply of European films compared to the United States. Thus, as on other occasions, the development of new television services and new business models could be a missed opportunity for the European audiovisual industry.

Local governments across the world are in the middle of technological and economic developments that come together in the catch-all label of smart cities or innovative cities. In a smart city, ICT-infused infrastructures enable the extensive monitoring and steering of city maintenance, mobility, air and water quality, energy usage, among others. The effect of growing population and the challenges regarding urbanization and environmental sustainability have led the European Union to adopt different policies and initiatives to promote this new city model. Nevertheless, such processes use and produce massive amounts of data, which could affect people's privacy. Countries like Spain have begun to invest in smart cities and Artificial Intelligence projects to improve efficiency in the public sector. However, the use of artificial intelligence can generate several problems such as opacity, legal uncertainty, or breaches of personal data protection. Therefore, the goal of this article is to identify the main legal challenges for public administrations derived from the development of innovative cities and the use of AI regarding to privacy. ; Los gobiernos locales de todo el mundo se encuentran en medio de desarrollos tecnológicos y económicos que se unen en la etiqueta general de ciudades inteligentes o ciudades innovadoras. This article seeks to present a systematic and proactive quality management model based on scientific rigor, as well as on analysis and risk management, known as Quality by Design (QbD). Since 2012, regulatory agencies from the United States and the European Union have pressed the manufactures to speed the adoption of QbD principles for processes and products development. In Brazil, the new approach has received increasing attention from the pharmaceutical∕biotechnological community, as well as from Anvisa, and it is now seen as a global regulatory initiative to assure the rational development of products, reducing the lead and launch time to market, incrementing the elaboration of clinical protocols, controlling costs and increasing success chances of the pharmaceutical sector. In this context, the adoption of the QbD concepts aims to add value to existing quality policies in organizations, providing not only more agility and assertiveness, but also more confidence in the new developed products. ; O presente artigo pretende apresentar um modelo de gestão de qualidade sistemático e proativo, baseado no rigor científico e em análise e gerenciamento de risco, conhecido como Quality by Design (QbD) ou Qualidade por Concepção (QpC). Desde 2012, as agências reguladoras dos Estados Unidos e União Europeia têm sugerido a aplicação das diretrizes da QpC para o desenvolvimento de processos e produtos. No Brasil, a nova abordagem tem recebido atenção crescente da comunidade farmacêutica/biotecnológica, assim como da Anvisa, e é vista hoje como uma inciativa regulatória global que visa garantir o desenvolvimento racional dos produtos, reduzindo o tempo de disponibilização ao mercado, incrementando a elaboração de protocolos clínicos, controlando os custos e aumentando as chances de sucesso do setor farmacêutico. Nesse contexto, a adoção dos princípios da QpC pretende agregar valor à política de qualidade já existente nas organizações, propiciando não apenas mais agilidade e assertividade, como também mais confiança nos novos produtos desenvolvidos.

Spanish society has undergone a profound transformation since the death of dictator Franco. One of its most relevant manifestations relates to popular festivities. The rigid Catholic morality that dominated the festive space, controlled by relentless censorship, gave way, with the democratization of political institutions, to profane festive behaviors, in which the playful aspect is central. This article aims to summarize the evolution of festive rituals in the last eighty years, highlighting the current trends and influences: secularization, coexistence of formal models, institutional interventionism, integration into the European framework, incorporation of women as protagonists, dynamism of associations and exaltation of military prowess. In this last point, we highlight the conversion of the scheme of struggle between two factions – which monopolized the celebrations of Moors and Christians, from medieval roots and based on the triumph of true religion – into civic-historical recollections (especially Roman and Napoleonic invasions) of profane and even pagan content, as is the case with recent and numerous festitivies in Galicia. ; A sociedade espanhola atravessou uma profunda transformação desde a morte do ditador Franco. Uma das suas manifestações mais relevantes relaciona-se com as festas populares. A rígida moral católica que dominava o espaço festivo, controlado pela censura implacável, deu lugar, com a democratização das instituições políticas, a comportamentos festivos profanos, nos quais a vertente lúdica é central. Este artigo pretende resumir a evolução dos rituais festivos nos últimos oitenta anos, destacando as tendências e influências atuais: secularização, coexistência de modelos formais, intervencionismo institucional, integração no quadro europeu, incorporação das mulheres como protagonistas, dinamismo das associações e exaltação de proezas militares. A judicialização da medicina é um fenômeno crescente no Brasil, ou seja, há um incremento paulatino de demandas judiciais em face de profissionais de medicina em decorrência de eventos adversos. Este artigo objetivou identificar e sintetizar os mecanismos jurídicos adotados por distintos países para lidar com temas relacionados à segurança do paciente e aos danos aos pacientes decorrentes dos cuidados em saúde. Considerando as premissas previamente estabelecidas neste artigo e seu escopo, foram categorizados os seguintes mecanismos: (i) solução extrajudicial de conflitos em cuidados em saúde; (ii) sistema de queixas de pacientes; (iii) compensação de danos sem culpa ou administrativos; e (iv) disclosure e pedido de desculpas. Tratou-se de estudo teórico e documental, que se alicerçou na literatura especializada sobre cada um dos temas que são objeto dos mecanismos assinalados e no Relatório da União Europeia acerca dos Direitos dos Pacientes, de 2016. Conclui-se que o modelo brasileiro centrado na judicialização da medicina conduz ao enfraquecimento dos laços de confiança estabelecidos entre profissional de saúde e paciente e ao dispêndio de recursos materiais e humanos excessivos pelo Estado e pelas partes envolvidas nas ações judiciais, sem que o resultado da ação judicial garanta satisfação das demandas; e, ainda, não se tem como resultante das ações judiciais a melhoria sistêmica da qualidade dos serviços de saúde. ; The judicialization of medicine is a growing phenomenon in Brazil. There is a gradual increase in suits against physicians as a result of adverse events. This article aimed to identify and synthesize the legal mechanisms adopted by different countries to deal with issues related to patient safety and harm to patients due to health care. Considering the assumptions previously established in this article and its scope, the following mechanisms were categorized: (i) mechanisms on extrajudicial solution of conflicts in health care; (ii) mechanisms on patient complaint system; (iii) mechanisms on compensation of damages without fault or administrative; and (iv) mechanisms on disclosure and apologies. It is a theoretical and documentary study, based on the specialized literature on each of the subjects covered by the mechanisms and the European Union's Report on Patients' Rights, (2016). It was concluded that the fact that the Brazilian model is based on the judicialization of Medicine leads to the weakening of the bonds of trust established between health professional and patient. Also, it contributes to the expenditure of excessive material and human resources on the part of the State and the parties involved in the legal proceedings without guaranteeing the corresponding satisfaction of the same with the result of the judicial action. In addition, because of judicial actions, the systemic improvement of the quality of health services is not yet achieved.

Transnationalization of popular sovereignty is Jürgen Habermas' answer to the "postnational constellation". His position of a supranational constitutionalization has been critized from the perspective of popular sovereignty by political theorist Ingeborg Maus. Although from the view of democratic theory of highest interest, this debate has so far focused primarily on articulating prospective institutional and procedural designs or criticizing existing ones but has neglected to sufficiently address the problem of effective democratic access to the economic sphere. The aim of this paper is to strengthen popular sovereignty theory by confronting the two competing positions with insights from political economy on the background of the "new constitutionalism". We show that Maus' idea to cut back "new constitutionalism" to the form of international agreements without supranational institutions runs into the same problems of equality between states that Habermas faces with his idea of "global governance without government". We show also that a further unification of Europe as envisioned by Habermas is undermined by structural obstacles of capitalist economy that Habermas does not take into account. Therefore, both models, although contrary positions, share similar problems. Até agora, na visão da "teoria democrática de maior interesse" esse debate se manteve focado em articular propostas de designs institucionais ou procedimentais, ou em criticar articulações já existentes. No entanto, a discussão acabou negligenciando o aspecto fundamental do acesso democrático efetivo à esfera econômica. Esse artigo tem por objetivo fortalecer a teoria da soberania popular ao tratar das duas posições concorrentes, sob a visão da econômica política, em um contexto do "Novo Constitucionalismo". Mostramos que a ideia de Maus para restringir o "Novo Constitucionalismo" aos acordos internacionais, sem instituições supranacionais, acaba se deparando com as mesmas questões de igualdade entre Estados com que Habermas lida em seu projeto de "Um governo global sem governante". Nós mostramos também, que uma unificação mais profunda da Europa, como Habermas idealizou, acaba enfraquecida por obstáculos estruturais da Economia capitalista, que o autor não leva em conta. Portanto, os dois modelos, mesmo que em posições contrárias, possuem problemas em comum. A conclusão que obtivemos é a de que a teoria da soberania popular precisa opor, ao mesmo tempo, desafios de cunho "legitimador" e "sócio-econômicos". --- Artigo apresentado no Seminário de Pesquisa ARENA, do Centro de Estudos Europeu em Oslo. Este artigo tem como tema a comunicação oficial de crise da Presidência da República Portuguesa (PRP) durante os incêndios florestais que aconteceram nos meses de junho e de outubro de 2017, conhecidos, respetivamente, como "tragédia de Pedrógão Grande" e "incêndios de outubro". Os incêndios de 2017 foram os mais nefastos da história de Portugal e receberam uma grande cobertura dos média internacionais. Naquele ano, Portugal foi o país que mais sofreu com os fogos, de acordo com o relatório da União Europeia (2018), tendo sido responsável por, aproximadamente, 90% das mortes causadas por incêndios. O principal fundamento teórico do estudo é a teoria situacional de comunicação de crise (TSCC) (Coombs, 2007). Na TSCC, Coombs (2007) identificou as variáveis envolvidas numa crise e apresentou as estratégias de resposta mais adequadas a serem aplicadas a cada tipo de crise. Por meio do método da análise do discurso, descrevemos e comparamos a comunicação da Presidência da República Portuguesa na gestão dessas duas crises de origens semelhantes (incêndios florestais) separadas por apenas quatro meses (junho e outubro de 2017). A nossa intenção é contribuir para a compreensão das estratégias de resposta propostas por Coombs (2007) quando aplicadas a uma comunicação exclusivamente baseada no modelo de informação pública (Grunig & Hunt, 1984). A investigação concluiu que a PRP optou pela estratégia de gestão do significado (Coombs, 2015) com informações de ajuste e predominância das respostas reparativas primárias da categoria "reconstrução" e subcategoria "compensação", produzindo a resposta adequada segundo a TSCC (Coombs, 2007). No entanto, observamos que a comunicação de crise da PRP para os incêndios de 2017 é um caso em que as características pessoais do emissor e as variáveis – responsabilidade pela crise, histórico da crise e reputação relacional anterior – foram mais relevantes para a comunicação de crise do que as mensagens propriamente ditas. ; The theme of this article is the official crisis communication of the Portuguese Presidency (Presidência da República Portuguesa – PRP) during the forest fires that occurred in June and in October 2017, respectively known as the "tragedy of Pedrógão Grande" and the "October fires". The fires of 2017 were the most harmful in Portuguese history and received wide coverage in the international media. That year, Portugal was the country that most suffered with fires, according to an European Union report (2018), accounting for about 90% of deaths caused by this type of fire in the entire area covered by the report. The main theoretical basis of this study is situational crisis communication theory (SCCT) (Coombs, 2007). In SCCT, Coombs (2007) identified the variables involved in a crisis and presented the most appropriate response strategies to be applied to each crisis type. Through the discourse analysis method, we described and compared the Portuguese Presidency's communication on the management of these two crises of similar origins (forest fires), only four months apart (June and October 2017). Our aim is to contribute to an understanding of the response strategies proposed by Coombs (2007) when applied to communication exclusively based on the public information model (Grunig & Hunt, 1984). The research concluded that the PRP opted for the managing meaning strategy by adjusting information and predominance of the primary repair responses of the category "rebuild" and subcategory "compensation", producing an appropriate response according to SCCT (Coombs, 2007). However, we note that the PRP crisis communication for the 2017 fires is a case in which the personal characteristics of the sender and the variables – crisis responsibility, crisis history and prior relationship reputation – were more relevant to the effectiveness of crisis communication than the messages themselves.

The shift from the continent of emigration to the continent of immigration marks the change of an era for Europe. Since 1945, tens of millions of immigrants have reached Western Europe, at first from other European regions, then from every corner of the world. Thus, a remarkable social transformation took place: the (ultimate) birth of multi-national, multi-racial, multi-cultural, multi-religious societies. For a long time, governments and companies demanded that immigrants be only temporary, so as to have a mass of precarious, barely integrated, vulnerable workers. Such demand, strongly restated over the past few years, was fiercely opposed by immigrant populations, who responded with a wider social rooting. The same applies to the similar demand by the powers that be to impose on immigrants differential exploitation and any sort of discrimination, opposed by a long chain of struggles and upheaval. Over the course of decades, set on the background of the unsolved great crisis of 2008, this conflict has escalated, until the "question of immigration" has turned into a military question, to be fixed with the intervention of the navy and border police. This paper states that the stakes are now too high: either we go back to a model of society and state based on brutal "racial" and class oppression, or we go towards a society finally freed from any kind of oppression. ; Il passaggio dal continente di emigrazione al continente di immigrazione è stato un enorme cambiamento per l'Europa. Dal 1945, decine di milioni di immigrati sono arrivati in Europa occidentale, prima di altre regioni europee, dopo dei quattro angoli del mondo. Così si è verificata un'enorme trasformazione sociale: la nascita (definitiva) di società multinazionali, multirazziali, multiculturali, multireligiose. Per molto tempo i governi e le aziende hanno voluto che gli immigrati fossero solo temporanei, per avere una massa di lavoratori precari, poco integrati e vulnerabili. Questa rivendicazione, tornata con forza negli ultimi anni, ha incontrato l'orgogliosa resistenza delle popolazioni immigrate, che hanno creato un sempre maggiore radicamento sociale. Lo stesso vale per l'analoga rivendicazione dei poteri istituiti di sottoporre le popolazioni e i lavoratori migranti a uno sfruttamento differenziato e ad ogni tipo di discriminazione, che sono state affrontate con lotte e ribellioni. Per decenni, nel fondo minaccioso della grande crisi irrisolta del 2008, questo conflitto si è aggravato fino a trasformare la "questione immigrazione" in una questione militare, che deve essere risolta con le marine militari e la polizia di frontiera. Questo articolo spiega che c'è tanta cosa in gioco: o torniamo a un modello di società e stato basato sulla più brutale oppressione "razziale" e di classe, oppure passiamo a una società definitivamente liberata da queste e altre forme di oppressione ; A passagem de continente de emigração a continente de imigração foi para Europa uma mudança enorme. Desde 1945, chegaram è Europa ocidental dezenas de milhões de imigrantes, antes de outras regiões europeias, depois dos quatro cantos do mundo. Assim se verificou uma transformação social enorme: o nascimento (definitivo) desociedades multinacionais, multirraciais, multiculturais, multirreligiosas. Durante um longo período, os governos e as empresas pretenderam que os imigrantes só fossem temporâneos, para poder dispor de uma massa de trabalhadores precários, pouco integrados, vulneráveis. Esta pretensão, que tem voltado com força nos últimos anos, encontrou a orgulhosa resistência das populações imigrantes, que criaram um enraizamento social cada vez maior. O mesmo vale para a pretensão similar dos poderes estabelecidos de submeter as populações e os/as trabalhadores/trabalhadoras migrantes a uma exploração diferencial e a todo tipo de discriminações, que foram encaradas com lutas e rebeliões. Durante décadas, no fundo ameaçador da grande crise não resolvida de 2008, esse conflito piorou até transformar a "questão imigração" numa questão militar, que deve ser solucionada com as marinhas militares e as polícias de fronteiras. Este artigo explica que há muita coisa em jogo: ou voltamos a um modelo de sociedade e estado baseado na mais brutal opressão "racial" e de classe, ou vamos para frente para uma sociedade definitivamente liberada dessas e outras formas de opressão.
