The policy of European and Euro-Atlantic integration as a key factor for Ukraine's transformation
The article explores the practice perspectives of European and Euro-Atlantic integration for the West's Eastern neighbours with a focus on Ukraine in the main directions of cooperation: political, economic, security, and communication. It has been established that Eastern Partners show a dissimilar political interest in rapprochement with the EU and NATO due to the existence of different foreign policy goals. The EU's Association Agreements with Ukraine, Georgia, and Moldova are primarily aimed at defending the European integration, so the states are interested in developing close trade relations, and in achieving open and sustainable economic growth. The results have shown that Ukraine's deepening Euro-Atlantic ties are a continuation of the European course of the state's development, since the interaction with the EU and NATO aims to expand transatlantic relations and create updated security formats. The article also analyses the mechanisms of improving the efficiency of the communication between the EU, NATO and Ukraine by informing the public about the progress of Ukraine's integration into relevant structures, the reforms of the economic and security sectors of Ukraine, and its participation in the Alliance's non-military initiatives. The findings suggest that the improvement of public communication tools increases the involvement of governments in implementing integration policy goals and identifying issues that need a further response. Additionally, the Ukrainian government should strategically focus on ensuring and implementing practical measures aimed at shaping the image of Ukraine as an intent partner that adheres to its political commitments.

Ukrainian-German relations in the context of Ukraine's European and Euro-Atlantic integration ; Українсько-німецькі відносини у контексті європейської та євроатлантичної інтеграції України
The dissolution of the Soviet Union and the emergence of new independent countries in the international arena necessitated conceptual changes in Germany's foreign policy strategy for Central and Eastern Europe in general and Ukraine in particular. Effective cooperation with CEE countries is one of the priorities of German diplomatic relations, as it views these countries as a kind of «junior partners», and a successful example of Germany's Euro- and Euro-Atlantic integration strategy motivates the CEE region to take more active action on the path to European integration. For Ukraine, Germany is one of the key actors in the system of international relations, the «locomotive» of European organizations, on the position of which depends the further European and Euro-Atlantic integration of the Ukrainian state.The article analyzes the evolution of Ukrainian-German relations during Angela Merkel's chancellery, when bilateral interaction was particularly dynamic. At the beginning of her rule, Ukraine was considered by Chancellor Merkel only in the contextof cooperation with the Russian Federation, which was Germany's main economic partner. Merkel's position on fi nding a new formula for German-Ukrainian cooperation within the EU was limited to the European Neighborhood Policy and the Eastern Partnership. At the same time, Ukraine's full membership in the European Union was seen by the German leadership as a hasty step. Russia's annexation of the Crimea in 2014 and the aggression in eastern Ukraine began to dispel German illusions about cooperation with Russia. Support for the separatists in the Donbas has signifi cantly worsened German-Russian relations and at the same time transformed Germany's cooperation with Ukraine. From the very beginning of the Russian-Ukrainian confl ict, Chancellor Angela Merkel has taken a principled position on Russia's aggression, seeking to resolve the conflict in eastern Ukraine, restore stability in the region and promote Ukraine's European integration aspirations. The Ukrainian crisis has played a key role in strengthening Germany's international importance, in particular, making it a leader in the European political arena, turning it into a «middle power» that has consistently defended Ukraine.Keywords: German-Ukrainian interaction, European structures, annexation of Crimea, Russian aggression in the East of Ukraine, European and Euro-Atlantic aspirations. ; Розпад Радянського Союзу та поява на міжнародній арені нових незалежних країн зумовили необхідність концептуальних змін у зовнішньополітичній стратегії ФРН щодо Центрально-Східної Європи загалом і України зокрема. У статті проаналізовано еволюцію українсько-німецьких відносин під час канцлерства Ангели Меркель, коли двостороння взаємодія була особливо динамічною. На початку свого урядування Україна розглядалась Ангелою Меркель винятково у контексті взаємодії з Російською Федерацією, яка була для Німеччини основним економічним партнером. Водночас повноправне членство України у Європейському Союзі розглядалось німецьким керівництвом як передчасний крок. Російська анексія Кримського півострова у 2014 році та агресія на Сході України поклали початок розвіюванню німецьких ілюзій щодо взаємодії з РФ. Підтримка сепаратистів на Донбасі значно погіршила німецько-російські відносини та водночас трансформувала співпрацю ФРН з Україною.З початку російсько-українського конфлікту канцлерка Ангела Меркель зайняла принципову позицію щодо агресії РФ, прагнучи вирішити конфлікт на Сході України, відновити стабільність у регіоні та сприяти українським євроінтеграційним прагненням. Українська криза відіграла основну роль у посиленні міжнародного значення ФРН, зокрема зробила її лідером на європейській політичній арені, перетворивши на «середню силу», яка послідовно захищає Україну.Ключові слова: німецько-українська взаємодія, європейські структури, анексія Криму, російська агресія на Сході України, європейські та євроатлантичні прагнення.

This article is dedicated to an important area of discussion about European identity and the importance of integration projects for the present. The project of the European Union seems to be in a serious crisis, visible particularly hard from the perspective of the countries that aspire to be members od this organization. Integration project is not new and certainly requires bringing important questions. In such a situation, a good way to deeper reflection is delving into the roots of integration. The author of this paper proposes the Ukrainian reader to take a look of the Polish perspective. He describes two important thinker and Polish politicians and their contribution to political thought of modern Europe. One of them, Oskar Halecki was a historian, a university teacher, the second Joseph Retinger - a politician, a practicing diplomat and initiator of many interesting political projects in post-war Europe. We owe Halecki many works popularizing over the World historiographical perspective of Central European. Retinger we owe a number of ideas implemented by the founding fathers of the European Union. It's significant the fact that Retinger worked on the creation of the Council of Europe and then joined actively in the creation of an informal group of Bilderberg, that overgrown by black legend and number of myths. Contribution to European integration processes, represented by both Poles, is not exactly known and appreciated. Presented text brings this issue. ; Статья посвящена важному измерению дискуссии вокруг вопроса о европейской идентичности и роли интеграционных проектов в современном мире. Проект Европейского Союза, как представляется, переживает нынче серьезный кризис, который особенно выразительно осознается в тех странах, что сейчас лишь стремятся стать членами этой международной организации. Интеграционный процесс не является новым явленим и, вне всяких сомнений, требует постановки смелых вопросов. В этой ситуации для того, чтобы осуществить более глубокую рефлексию, следует вернуться к корням интеграции. Автор предлагает украинскому и болгарскому читателю посмотреть на этот вопрос с польской перспективы. Он концентрирует внимание на двух важных мыслителях и политиках Польши и анализирует их вклад в политическую мысль современной Европы. Один из них – Оскар Халецкий – был историком и преподавателем. Другой – Юзеф Ретингер – политиком, действующим дипломатом, инициатором многих интересных политических проектов. Халецкий оставил немало трудов, популяризирующих центральноевропейскую перспективу в рамках мировой историографии. Со своей стороны, Ретингер предложил ряд идей, которые воплотили в жизнь отцы-основатели Европейского Союза. Не стоит забывать также и то, что именно Ретингер стоял у истоков Совета Европы, а потом принимал активное участие в создании неформальной Би- дельбергской группы, «черная легенда» о которой породила множество новых мифов. Вклад двух вышеупомянутых поляков в европейские и евроатлантические интеграционные процессы является недостаточно известым и недооцененным. Предложенный текст позволяет углубиться в эту проблематику. ; Стаття присвячена важливому виміру дискусії, яка точиться навколо питання європейської ідентичності та ролі інтеграційних проектів у сучасному світі. Проект Європейського Союзу, як здається, переживає нині серйозну кризу, котра особливо виразно усвідомлюється в тих країнах, що на разі лише прагнуть стати членами цієї міжнародної організації. Інтеграційний процес не є новим явищем і, поза сумнівами, вимагає постановки сміливих питань. В цій ситуації для того, аби здійснити глибшу рефлексію, варто сягнути до корінь інтеграції. Автор пропонує українському та болгарському читачеві подивитися на це питання з польської перспективи. Він концентрує увагу на двох важливих мислителях і політиках Польщі та аналізує їх внесок до політичної думки сучасної Європи. Один з них – Оскар Галецький – був істориком і викладачем. Другий – Юзеф Ретінгер – політиком, діючим дипломатом та ініціатором багатьох цікавих політичних проектів. Галецький залишив чимало праць, які популяризують центральноєвропейську перспективу в рамках світової історіографії. Зі свого бок, Ретінгер запропонував низку ідей, які втілили у життя отці-засновники Європейського Союзу. Не варто забувати також про те, що саме Ретінгер стояв біля витоків Ради Європи, а згодом брав активну участь у створенні неформальної Більдельберзької групи, "чорна легенда" про яку породила цілу низку нових міфів. Внесок двох вищезгаданих поляків у європейські інтеграційні та євроатлантичні процеси є досить слабо знаним і недооціненим. Запропонований текст дозволяє заглибитися в цю проблематику.

Exclusive nature of the European, Euro-Atlantic and Eurasian integration and tension in the European post-Soviet space

The subject of this paper is to determine the relations between the European,
Euro-Atlantic and Eurasian integration, especially their exclusive character
and the turmoil in the European post-Soviet space. The paper concludes that
the exclusive nature of the integration process, which has a value and a
geopolitical dimension, encourages the USA, EU and Russia conflicts for
control over this area and leads to the reopening of ethnic and territorial
disputes (solutions for one represent deepening of crisis for the other
stakeholders), remilitarization and a new arms race, the increased military
presence of the USA and Russia in the region and further destabilization of
the world and European order, especially the relationship between the
USA-Russia-EU. The roots of these integrations are found at the end of the
Cold War, the disintegration of the Soviet Union, and the survival of Western
economic and defence organizations that sought and still seek to expand to
the post-Soviet space in order to create a universal liberal democratic world
order despite Russian dissent. This work thus sheds light on the
contradictions of keeping an open-door policy of the European and
Euro-Atlantic integration, which causes the opposite effect in Russia - a
sense of closing the door, the new isolation and restraint, creating new
divisions in Europe. On the other hand, the contradiction that this analysis
reveals is that Russia, while seeking equal treatment and respect for its
interests by the West, is in fact expecting respect of its inequality
compared to other European post-Soviet republics, de facto recognition of its
right of veto to the post-Soviet republics integration and its special role
in this region, which practically bolster further fears that these countries
will be returned to the Russian sphere of influence or even a new Russian
state. Of the several variables that have remained as a result of the breakup
of the Soviet Union and affected the foreign policies of the post-Soviet
states, the question of the type of integration became crucial because of its
defence, geopolitical, economic and wider social effects.

In the article, the authors consider the important influence of the mass media (mass media) on the formation of public opinion in those countries where fundamental changes occur in the context of integration processes. Therefore, the problem of media influence on the formation of public opinion can be successfully analyzed on the example of the Visegrad countries that have recently been at the center of the integration processes, which have become members of the European Union and NATO. This problem is especially relevant for Ukraine, as the foreign policy course of the state, determined in the direction of the European and Euro-Atlantic integration. ; У статті автори розглядають важливий вплив засобівмасової інформації (ЗМІ) на формування громадської думки в тихкраїнах, де відбуваються фундаментальні зміни в контекстіінтеграційних процесів. No set of international relations is as thoroughly analyzed, commented on, taken apart and critiqued as the ties between Europe and the United States. A period of post-Cold War integration has been buffeted by trade disputes, economic strife and differences in prosecuting the fight against global terrorism. Now for the first time there is an accessible and theory-based analysis of European foreign policies in the post-Cold War era. The authors argue that EU- and NATO-mediated geopolitics prevails in most of Europe, but that raw geopolitics tends to pop up at the fringes of this thorou.
