This article argues that a discursive–sociological approach to study Europeanization is particularly apt for understanding the dynamics of policy change in Europe. It oes so by bringing closer the agenda of discursive institutionalism (DI) and gender policy analysis, drawing upon the recent sociological and discursive turns in the study of the domestic impact of Europe, and the long-term interest of gender policy analysis for discursive framings, norm diffusion, actors' interactions and EU soft policy instruments. In the domain of social protection and social policy, a conventional way of trying to document "Europeanization" has always been to track European English policy discourses at the EU level and in the nations of Europe. Notions that crystallize the normative orientations promoted in the forums of political communication and in the policy communities are numerous. All of them are crafted in English and travel across national forums of political communication and national scientific forums. The present paper selects two such notions, i.e. "activation" and "flexicurity" and carefully studies the locus of their inventions and the travels across many countries and many forums – national and transnational. The precise documentation is based on participation in numerous forums, field studies in Denmark, Germany, France, the United Kingdom and Italy over a long period (1997-2008). The findings are all relevant for this period, i. e. prior to the upheaval of social policies at the EU level and in the member states provoked by the financial and economic crisis. They have in common to identify the dissemination of a standard discourse and the resilience of national substantive choices and roles of actors of social protection and labour market policies. Because the paper is written with hindsight, taking stock of the late 1990s and early 2000s, a de facto comparison unexpectedly becomes feasible with the crisis period (2008-2014). The counterfactual is easy to design: a powerful Europeanization of systems of social protection and labour markets has happened in this second period, via the highly constrained implementation of structural reform and budget cuts programmes deemed to satisfy macroeconomic and macrofiscal orientations decided at the EU level, especially within the Eurozone, and especially in the Southern member states. Whereas the Europeanization of discourse and social policy concepts remained superficial in 1997-2008, actual and hard Europeanization really bit deeply since the crisis into national arrangements, even affecting international and European labour law. ; En el ámbito de la protección social y de la política social, una forma habitual de intentar ilustrar los procesos de "europeización" ha sido la de rastrear los discursos políticos europeos en inglés a nivel de la Unión europea y de los estados nacionales. Son numerosas las nociones que cristalizan en orientaciones normativas promovidas en los foros de comunicación política y en las comunidades políticas. Todas ellas están diseñadas en inglés y se desplazan a través de foros nacionales de comunicación política y foros científicos nacionales. Este artículo selecciona dos de estas nociones, la de activación y flexiguridad y analiza cuidadosamente el origen de sus invenciones y de sus viajes a través de muchos países y foros nacionales y transnacionales. La documentación específica se basa en la participación en numerosos foros, estudios de campo en Dinamarca, Alemania, Francia, Reino Unido e Italia a lo largo de un largo periodo (1997-2008). Los resultados son relevantes para este periodo previo al revuelo provocado por la crisis económica y financiera, de las políticas sociales de la Unión europea y de los estados miembros. Comparten la difusión del discurso estándar y la resiliencia de las elecciones sustantivas nacionales y de los papeles de los actores de la protección social y de las políticas del mercado de trabajo. Ya que este artículo está escrito en retrospectiva, teniendo en cuenta finales de los noventa y principios del primer decenio del s. XXI, nos permite realizar una comparación con el periodo de crisis (2008-2014). El contraste es fácil de diseñar: se ha generado una poderosa europeización de los sistemas de protección social y del mercado de trabajo en este segundo periodo, a través de la implementación, altamente constrictiva, de reformas estructurales y de recortes presupuestarios dirigidos a satisfacer las orientaciones macroeconómicas y macrofiscales impuestas por la Unión europea, especialmente en la eurozona, y particularmente para los estados miembros del sur de Europa. Mientras que la europeización del discurso y de los conceptos de política social era superficial en el primer periodo 1997-2008, la europeización dura actual influye profundamente desde el periodo de crisis en los acuerdos nacionales, incluso afectando al derecho del trabajo internacional y europeo.

The article will explore some potential causes of this limited process of Europeanization and its overallimpact on the malfunctioning of Bosnia. After a short conceptual overview inside the Europeanizationliterature and its connection with democratization, the analytical section of the article will focus on theparticular case of Bosnia and Herzegovina (BiH). The main question to be tackled is: How democraticis the Europeanization process in Bosnia and who should be held accountable for the outcome afteralmost two decades-long effort? The subsequent analysis will try to bring a potential answer to thisconcern, using the intricate case of the Europeanization of BiH as an illustration for the ambivalent roleof the EU in the Western Balkans (WB) with the scope of pointing out some lessons which were notfully drawn from this process. The main conclusion is that the mixed strategy of EU that induced bothexternal pressure and local ownership under the EU conditionality created institutional blockage and ademocratic deficit

The article addresses Europeanization of social movements in the context of the European Sovereign Debt Crisis. Europeanization occurs when movements collaborate, or make horizontal communicative linkages with movements in other countries, contest authorities beyond the state, frame issues as European and claim a European identity. The article presents a theoretical framework and research design for measuring the degree of social movement Europeanization followed by results of a pilot study on mobilization in Spain and Greece during 2011. While many contentious action events studied only encompassed the domestic arena, the pilot study showed a relatively high degree of Europeanization in the Greek case, suggesting the viability of future research.El presente artículo aborda la europeización de los movimientos sociales en el contexto de la crisis de la deuda soberana europea. La europeización se produce cuando los movimientos colaboran, o establecen vínculos horizontales, con movimientos de otros países, contestan a las autoridades más allá de los límites del Estado-nación, identifican cuestiones como europeos y reclaman una identidad europea. El artículo presenta un marco teórico y un diseño investigación para medir el grado de europeización de los movimientos sociales seguido por los resultados de un estudio piloto de la movilización en España y Grecia durante el año 2011. Mientras que muchas de las acciones de protesta estudiadas solamente apelaban al ámbito doméstico, el estudio piloto muestra un relativamente alto grado de europeización en el caso griego, lo que sugiere la viabilidad de futuras investigaciones.

La Unión Europea ha experimentado un paulatino proceso de integración. Tras la realización de una integración económica, siguieron etapas posteriores de integración europea. El respeto hacia los derechos fundamentales, constituyó, desde sus inicios, un signo distintivo del proyecto de construcción europeo y la integración política se vio mayoritariamente realizada tras la reforma del Tratado de Lisboa (revisando los tratados constitutivos, así como incorporando la Carta de Derechos Fundamentales de la Unión Europea como parte del derecho originario y otorgándole una naturaleza jurídicamente vinculante); la integración jurídica se produjo poco después. En lo que a la digitalización y el derecho fundamental a la protección de datos concierne, la UE ha vivido un largo proceso de desarrollo normativo y jurisprudencial, conduciendo hacia una nueva etapa de integración:la integración digital. La presente comunicación acomete, por un lado, la tesis que hemos llamado europeización del Derecho Constitucional y la constitucionalización del Derecho de la UE en materia de protección de datos, y el análisis del mercado único digital como el punto de partida de una etapa emergente de integración europea ; The European Union has experienced a slow but sure process of integration. After the initial economic construction, other stages of integra tion followed. Respect for fundamental rights was, from the very start, one of the distinguishing marks of the European integration project, and after the Lisbon Treaty (amending the founding treaties and incorporating the Charter of Fundamental Rights of the European Union as part of primary law with legally binding character) political integration was mostly completed and the foundation for legal integration materialised. As regards digitalisation and the fundamental right to data protection (as enshrined in the CFREU), the EU has experienced a long process of normative and case - law development, leading into a new stage, this time, of digital integration. The present paper aims at presenting what we are calling the Europeanization of Constitutional Law and the Constitutionalization of EU Law in data protection matters while analysing the digital single market as the new starting point for a new stage of European integration

Although environmental policy has experienced a process of normalization within the general frame of public policies, it still retains a certain degree of exceptionality due to its very subject: socio-natural relationships. Such singularity stems from the technical complexities and increasing globalisation of environmental problems. In this regard, Spanish environmental policy has traditionally been dependent on the European Union as a normative source. As such, it is to be re-organized according to the new, emerging theoretical frame for environmental policy –based upon sustainability, ecological modernization and environmental governance. However, the Europeanization of sustainable development shows several limits, which point out to the contradiction between protection and development that summarizes the crossroads in which environmental policy stands. ; Aunque la política ambiental ha experimentado un proceso de normalización dentro del marco general de las políticas públicas, todavía conserva un cierto grado de excepcionalidad debido a su propio tema: las relaciones socio-naturales. Dicha singularidad se deriva de las complejidades técnicas y la creciente globalización de los problemas ambientales. En este sentido, la política medioambiental española ha dependido tradicionalmente de la Unión Europea como fuente normativa. Como tal, debe reorganizarse de acuerdo con el nuevo marco teórico para la política ambiental, basado en la sostenibilidad, la modernización ecológica y la gobernanza ambiental. Sin embargo, la europeización del desarrollo sostenible muestra varios límites, que señalan la contradicción entre protección y desarrollo que resume la encrucijada en que se encuentra la política ambiental.

Considering the weight of history –i.e. policy continuity and stability– this article analyses change of public service broadcasting (PSB) policies in European political systems. This analysis focuses on PSB television policies implemented by the BBC. The United Kingdom's case is relevant because the BBC is a global paradigm of PSB independence and self-regulation and it has been traditionally a model and engine for PSB television policy change in both European Union Member States and the global sphere. An original combination of theories and concepts for change analysis within the predecision stage of the policy-making process –problem definition and agenda-setting processes–, along with the necessary introduction of the europeanization of public policy approach as a methodological challenge to the study of change, let us complete British political system dynamics from 1979 to 2010. This research period has been selected because the BBC public service broadcasting has experienced the deepest changes in history, including those where the European integration process could have had an impact. ; A partir del reconocimiento del peso de la historia en la continuidad o estabilidad de las políticas públicas, el presente artículo analiza el cambio en las políticas gubernamentales del servicio público de televisión en sistemas políticos europeos. El análisis se centra en las políticas de servicio público de televisión que implementa la BBC. El caso del Reino Unido es relevante porque la BBC es el paradigma de la independencia y autorregulación del servicio público de televisión en el mundo. Además, es un modelo que tradicionalmente ha servido como motor de cambio en las políticas de servicio público de televisión en el conjunto de los Estados miembros de la Unión Europea y también en la esfera global. La combinación novedosa de conceptos y teorías para el análisis del cambio en la fase de predecisión del proceso de elaboración de políticas públicas –definición del problema y formación de la agenda gubernamental–, junto con la introducción necesaria del enfoque de europeización de políticas públicas como desafío metodológico, nos permite completar las dinámicas del sistema político británico desde 1979 hasta el 2010. Se ha seleccionado este período de análisis porque en él se producen los cambios más profundos en el modelo de servicio público de televisión de la BBC, incluyendo aquellos que podrían derivar del proceso de integración europea.

La política de Vecindad de la Unión Europea se acostumbra a interpretar como un instrumento de europeización forzada. Gracias a su fuerza de negociación, la Unión Europea impondría a sus vecinos su modelo económico y hasta político y social. Esta sin embargo no es la evidencia que se obtiene en el ámbito del comercio. En consonancia con el modelo teórico de relaciones exteriores desarrollado por varios investigadores bajo la dirección de Esther Barbé, observamos como, en el ámbito comercial, el modelo de relaciones entre la Unión Europea y cuatro países de la política de Vecindad puede ser tanto de europeización como también de internacionalización o de coordinación. El tipo de modelo aplicado viene condicionado, como asevera el marco teórico, por el cumplimiento de las condiciones necesarias que se requieren para que Europa imponga sus normas: legitimidad, incentivos y coherencia interna. Estas condiciones varían en función tanto del tema tratado como del país vecino.___________________________________________________Most of the literature on the European Neighbourhood Policy (ENP) has assumed that it is an instrument directed at Europeanising neighbours. Through this policy, the EU would be encouraging its neighbour countries to adopt an EU-specific economic, and even social and political, model. This is not, however, the evidence one obtains analysing the EU commercial relations with four of its neighbours. Our research indicates that the convergence processes between the EU and those countries have rather been established on the basis of three different standards: international, bilateral and EU. It further highlights that the pattern of policy convergence is the result of the interplay between the EU and neighbouring countries shaped by interests, legitimacy and coherence. These results support recent research by Barbé et ál. on the ENP.
