The aim of the paper was to analyse the current level of Euroscepticism in the European Union, to identify the current challenges populist parties face in the Euroscepticism realities and promotion. The main method of research was the observation method, which, together with the comparative method, revealed the selected issues of the paper. The conducted research has shown that the rise of populist parties primarily reflects a response to a wide range of rapid cultural changes undermining the core values and practices of Western societies. At the same time, the pandemic and changes in public consciousness have led to a decline in the activity of political parties and the introduction of Eurosceptic ideas per se. As part of the research, we have argued that the deepening of European integration is not perceived positively by member states as well, given the unnatural order of legal relations in the union. The findings will also require comparison with the results of the forthcoming EU elections, which has been identified as a roadmap for further author's research.

Abstract This article challenges two orthodox views of Political Scientists concerning the roots of Euroscepticism. First, it contests that Euroscepticism originated in the UK in 1980s and was primarily advocated by British political parties and the Thatcher government. If defined as an opposition to the federalist European idea, Euroscepticism can indeed be traced back to the very beginning of the European integration process after the Second World War and can then be continuously followed up until today. Second, it questions the so-called end of the permissive consensus in the 1990s and argues that, if public opposition against the EU has indeed amplified since then, this is primarily due to the frequent organization of referenda. Third, whereas Eurosceptic political parties have gained increasing support in the European elections since the 2000s, the possibility of the European people to express their anti-European feelings has already existed since the introduction of European direct elections in 1979. Finally, the article identifies a rather paradoxical link between European elections and Euroscepticism, especially when the high degree of abstentions is considered. Abstract Este artículo cuestiona la corriente ortodoxa en las Ciencias políticas sobre el origen del euroescepticismo. En primer lugar, niega que el euroescepticismo nació en el Reino Unido en la década de 1980 y que fue promovido principalmente por partidos políticos británicos y el gobierno de Thatcher. Si se define como oposición a la idea de una Europa federal, el euroescepticismo puede remontarse, en efecto, a los comienzos del proceso de integración europea después de la Segunda Guerra Mundial y puede ser seguido continuamente hasta nuestros días. En segundo lugar, el artículo cuestiona el fin del «consenso permisivo» en los años 1990, argumentando que, si bien la oposición de la población europea frenta a la UE ha aumentado desde entonces, esto se debe más bien a la organización frecuente de referenda. The United Kingdom voted to leave the European Union on June 23, 2016, with 51.9% of the vote. It was a decision that surprised everyone, even though an analysis of the relationship between the two actors may indicate a certain alienation in the behaviour of Britain with respect to the European Union. Therefore, the thesis of this study is that the Leave campaign based its arguments on identity and emotional issues, for which they reproduced the historical traditions of the relationship between the United Kingdom and the European Union. To defend it, the reasons put forward in the 2016 Referendum campaign will be analysed in order to find an explanation for the failure of the Remain and the victory of the Leave. In this analysis, parallels will be sought with the historical traditions that have marked the dynamics of the relationship between the United Kingdom and the European Union, with the aim of drawing a kind of holistic vision and understanding why Euroscepticism triumphed leading to the Brexit. ; El Reino Unido votó abandonar la Unión Europea el 23 de junio de 2016, con un 51,9% de votos. Fue una decisión que sorprendió a todo el mundo, pese a que un análisis de la relación entre ambos actores puede denotar cierta ajenidad en el comportamiento del Estado británico respecto al organismo supranacional. Es por esto por lo que la tesis del presente estudio va a ser que la campaña del Leave basó sus argumentos en cuestiones identitarias y emocionales, para lo que reprodujeron las tradiciones históricas de la relación entre el Reino Unido y la Unión Europea. Para defenderla, se analizarán las razones esgrimidas en la campaña del Referéndum del 2016, a fin de buscar una explicación del fracaso del Remain y la victoria del Leave. En dicho análisis, se van a buscar paralelismos con las tradiciones históricas que han marcado la dinámica de la relación entre el Reino Unido y la Unión Europea, con el objetivo de dibujar una suerte de visión holística y comprender por qué el euroescepticismo triunfó hasta institucionalizarse en el Brexit. ; O Reino Unido votou pela saída da União Europeia em 23 de junho de 2016 com 51,9% dos votos. Foi uma decisão que surpreendeu a todos, embora uma análise da relação entre os dois atores possa indicar certo alheamento do Estado britânico em relação ao órgão supranacional. É por isso que a tese deste estudo é que a campanha Leave baseou seus argumentos em questões de identidade e emocionais, nas quais reproduziu as tradições históricas da relação entre o Reino Unido e a União Europeia. Para defendê-la, serão analisados os motivos invocados na campanha do Referendo de 2016 a fim de se encontrar uma explicação para o insucesso do Remain e a vitória do Leave. Nessa análise, buscar-se-ão paralelos com as tradições históricas que marcaram a dinâmica das relações entre o Reino Unido e a União Europeia, com o objetivo de traçar uma espécie de visão holística e compreender por que o euroceticismo triunfou até ser institucionalizado no Brexit.

The objective of this work is to analyse the European policy evolution of the Communist Party of Spain (PCE) and the United Left Party since the years of the democratic transition until the beginning of the Monetary Union. Using sources of the PCE's historical archive, publications of the communist organization and complementary sources proceeding from other parties and institutions, the adaptations and changes in the political trajectory of Spanish communism are analyzed concerning European integration. From a theoretical and methodological point of view, the perspective is adopted of the Europeanization of Spanish political life deriving from the integrative process and its possible influence on this trajectory. The conclusions make it possible to verify that Europeanization was a conditional factor not only for the policy of the PCE towards the EU, but also for its strictly national policies and strategies. The interweaving between European politics and the national politics of Spanish communism originated in a first stage a critical Europeanism that subsequently, after the Maastricht Treaty, evolved towards Eurosceptical positions. ; El objetivo de este trabajo es analizar la evolución de la política europea del Partido Comunista de España e Izquierda Unida desde los años de la transición democrática hasta el comienzo de la Unión Monetaria. Este breve trabajo considera el desempeño electoral de los principales partidos euroescépticos a partir del surgimiento de la crisis económica en la zona euro en elecciones nacionales. También describe la representación de fuerzas euroescépticas en la (actual) Séptima Legislatura del PE, como consecuencia de las últimas elecciones al Parlamento Europeo (PE), celebradas en 2009. In the last decade, and with Brexit as a turning point, discontent and mistrust of the EU institutions as well as the rise of Eurosceptic political forces have called into question both the legitimacy of the EU integration process and the common European identity. In this context, there are many voices that assume that this growth of political parties of a Eurosceptic or even anti-EU nature goes hand in hand with a loss of identification with the European project. In this article, however, we question whether the rise of these political formations has been paralleled by a decline in the sense of EU membership and identification of European citizens as such. To contrast our hypothesis, we analyze different time series on key questions about EU identity and competences from the Eurobarometer Standard carried out by the European Commission. Data is provided to support the hypothesis of the consolidation of a dual identity of European citizens, a perspective in which national identity, regional identity and European identity do not necessarily compete with each other, but in which citizens build their identity in a complementary way. ; En la última década, y con el Brexit como punto de inflexión, el descontento y la desconfianza hacia las instituciones de la UE, así como el crecimiento de fuerzas políticas euroescépticas, han puesto en entredicho tanto la legitimidad del proceso de integración de la Unión Europea como la identidad europea común. En esto contexto son muchas las voces que asumen que ese crecimiento de partidos políticos de carácter euroescéptico, o incluso anti-UE, va parejo de una pérdida de la identificación con el proyecto europeo. En ese artículo, sin embargo, cuestionamos que el crecimiento de estas formaciones políticas haya sido paralelo a la disminución del sentimiento de pertenencia a la UE y de identificación de los ciudadanos europeos como tales. Para contrastar nuestra hipótesis analizamos distintas series temporales sobre preguntas clave en torno a la identidad y competencias de la UE del Standard Eurobarometer, llevado a cabo por la Comisión Europea. Se aportan abundantes datos que refuerzan la idea de la consolidación efectiva de una identidad dual de los ciudadanos europeos, dónde la identidad nacional, la identidad regional y la identidad europea no necesariamente compiten entre sí; sino que la ciudadanía construiría su identidad de forma complementaria.

When, in the beginning of 2009, the Party of Free Citizens was founded, it was believed that the main impulse for establishing a new political party was the generally positive approach towards the Lisbon Treaty adopted by the Civic Democratic Party (ODS) a couple of months before. Thus, since its foundation, the media, commentators and political analysts have labelled the Party of Free Citizens as a single issue Eurosceptic party. This article challenges this prevailing evaluation of the Party of Free Citizens and subsequently confronts the party´s programs and press releases with three concepts – the concept of Euroscepticism connected with the work of Taggart and Szczerbiak, the concept of a single issue party developed by Mudde, and the concept of a niche party brought into political science by Meguide. The article concludes that while the Party of Free Citizens is undoubtedly a Eurosceptic party, both in terms of its soft and hard versions, its overall performance as a political entity does not meet the criteria of Mudde´s concept of a single issue party. The article focuses on the role of the phenomenon of Euroscepticism in the issue of the legitimacy of the European Union (EU), namely on the relation between the current conceptualisation of Euroscepticism and the EU's ability to operate "imide" the system as a credible actor. The text is based on the analytical premise that the EU is not a static entity modeled on a national unitary state or federation, but a dynamic political system. The current definition of Euroscepticism, however, is based on the notion of the EU having a static nature and the existence of the finality of European integration process, which significantly affects the EU political system's ability to perform the basic functions of a functioning political system -- in particular the function of evaluation and (re)formulation of policy objectives. After ten years of research on party based euroscepticism, political science still has not succeed in creating a respected & accepted typology of euroscepticism. This article tries both to summarize & review this research up to the present & subsequently propose a new innovative typology. This typology is based upon two phenomena. The first consists of the incorporation of positive party attitudes towards European integration. The second pillar of the new typology is the understanding of European integration as a variable phenomenon where support cannot be identified with the maintenance of the current EU model. This article analyses the relations between the United Kingdom and the European Union (EU), from the arduous British incorporation into the European Community to the pheno­menon of Brexit. In this way, this article has three cardinal objectives. The first, to evaluate the variables that have been present throug­ hout the history of relations between the EU and the United Kingdom that had created the historical British isolationism vis-à-vis Europe´s integration process. The second, to assess from a historical perspective the administrations of the former British prime ministers and their interests in regard to the position of the United Kingdom within the EU. The third and final objective seeks to create a hypothetical scenario inherent to the conse­quences that could possibly arise in relation to the end of British membership in the EU. ; Este artículo analiza las relaciones entre el Reino Unido y la Unión Europea (UE), desde la ardua incorporación británica en la enton­ces Comunidad Europea hasta el fenómeno del Brexit. En este orden de ideas, este ensayo posee tres objetivos cardinales. El primero, evalúa las variables que han estado presentes a través de la historia en relación con el histórico distanciamiento británico vis-á-vis el proceso de integración del viejo continente. El segun­do, analiza desde una perspectiva histórica las administraciones de los ex primeros ministros británicos y sus intereses en relación con la membresía del Reino Unido en la UE. El tercer y último objetivo, crea un escenario hipotético inherente a las consecuencias que eventual­mente podrían presentarse para el Reino Uni­do y la UE en relación con el eventual fin de la membresía británica de la UE.
