The academic research in the area of service marketing generally assumes friendly or neutral context of the encounters between employees and customers while providing or consuming the product. Recently, however, scholars are witnessing a new notion, namely 'Dark Side of Marketing' (DSM) which entails an increasing stream of pertinent publications in the literature. DSM is a complex yet multifaceted notion and refers to adverse effects of marketing paradigm implementation for humans, businesses and environment. Deviant behavior is a notable phenomenon pertinent to the nature of DSM, as it is mostly examined in relevant studies in comparison with other DSM manifestations. Deviant behavior is also emphasized in DSM studies because of its definitely negative impact on customer satisfaction, loyalty, WOM and, ultimately, on business performance metrics. To date, there is no DSM studies completed in the context of the Russian service industry as literature witnesses although this research question bears an apparent relevance for local business. This paper is destined to bridge this gap by defining the deviant behavior antecedents and gauging their consequences for marketing actors at the servicescape. The research results are based on empirical study of data collected from n=133 sample and on the analysis with utilization of Structural Equitation Modeling (SEM) method.

The concept of sovereignty is not defined by international law. It does not stand alone in the United Nations Charter but as sovereign equality. This is reflected in the principle of sovereign equality proclaimed by the Charter. In legal terms, all countries are equal and in this sense sovereign. This approach distinguishes the legal concept of sovereignty from political or economic concepts which refer to the realities of the balance of power. In international law, sovereignty is synonymous with international and legal subjectivity. The subjects of international law are sovereign states primarily. States have the ability to be the subject of international law and obligations through the independent execution of state competences. Sovereignty also means the transfer of own powers to international organizations resulting from our own will. Sovereignty cannot justify violations of international law by states. However, states sometimes try to invoke their sovereignty to justify violations of international law. In the international aspect, the restriction of the freedom decision of the states results from: the subordination of states to generally recognized principles of international law, from the provisions of international agreements to which a given country is a party, from the resolutions of international organizations to which a given country belongs, if in the light of the organization's statutes they are law-making. There is no doubt that the concept of sovereignty is an important subject of research in the humanities and social sciences.

Abstract This paper aims to reflect about the contradictions of international cooperation for development in Haiti that can be summarized in two perspectives: the North-South cooperation (NSC) and South-South cooperation (SSC). The dynamics of relationships can mix them (N-SSC). We identified governmental and nongovernmental particularly in health, linked to the OECD, the ALBA-TCP and UNASUR as empirical sources for reflection. The OECD privileges the perspective of NSC: commitment of developed nations with undeveloped. It operates mainly through NGOs. The ALBA-TCP and UNASUR have followed the perspective of SSC: commitment and solidarity among nations alike. They emphasize the horizontal partnership based on solidarity, respect for national sovereignty and peculiarities of each country. The resumption of the categories imperialism and internationalism may contribute to the understanding and analysis the contradictions in the international development agenda, illustrated by how these different actor in Haiti organize their actions. While the first one indicates bonding mechanisms geopolitical hierarchy, the latter suggests possibilities for overcoming these mechanisms. Resumo Este artigo objetiva refletir sobre contradições da cooperação internacional para o desenvolvimento no Haiti, resumidas em duas perspectivas: cooperação Norte-Sul (CNS) e cooperação Sul-Sul (CSS). A dinâmica das relações pode misturá-las (CN-SS). Identificamos atores governamentais e não governamentais, na área da saúde, vinculados à OCDE, à ALBA-TCP e à UNASUL como fontes empíricas para a reflexão. A OCDE se orienta, predominantemente pela CNS, ou seja, pelo compromisso de assistência que os países desenvolvidos oferecem aos subdesenvolvidos. Opera principalmente através de ONGs. Nas ações da ALBA-TCP e da Unasul predominam a perspectiva da CSS: comprometimento solidário entre nações iguais. Enfatizam a parceria horizontal baseada na solidariedade, no respeito à soberania e peculiaridades de cada país. A retomada das categorias imperialismo e internacionalismo contribui para compreensão e análise das contradições na agenda internacional do desenvolvimento, ilustradas pelas formas mediante as quais esses diferentes atores organizam suas ações no Haiti. Enquanto as dos países da OCDE denotam mecanismos geopolíticos hierárquicos, as ações dos países vinculados à ALBA-TCP e da UNASUR sugerem possibilidades de superação desses mecanismos, buscando a cooperação genuína e autodeterminada. Resumen En este artículo se reflexiona sobre las contradicciones de la cooperación internacional para el desarrollo en Haití, resumidas en dos puntos de vista: cooperación Norte-Sur (CNS) y cooperación Sur-Sur (CSS). La dinámica de las relaciones pueden mezclarlos (CN-SS). Identificamos los actores gubernamentales y no gubernamentales, en la salud, de la OCDE, del ALBA-TCP y UNASUR como fuentes empíricas para la reflexión. La OCDE se orienta principalmente por la CNS, es decir, ofrecen asistencia a los países sudesarrollados. Opera principalmente a través de ONGs; en las acciones del ALBA-TCP y UNASUR predominan la perspectiva de CSS: el compromiso solidario entre naciones iguales. La énfasis és en la colaboración horizontal basada en la solidaridad, el respeto a la soberanía y las peculiaridades de cada país. La reanudación de las categorías imperialismo y internacionalismo contribuye a la comprensión y el análisis de las contradicciones en la agenda de desarrollo internacional, ilustrada por las formas en que los diferentes actores organizan sus acciones en Haití. Mientras que los países de la OCDE indican mecanismos geopolíticos jerárquicas, las acciones de los países vinculados al ALBA- TCP y UNASUR sugieren posibilidades para la superación de estos mecanismos, buscando la cooperación genuina y autodeterminada. Цель. Целью исследования является рассмотрение на основе архивных материалов и опубликованных источников вопроса организации Исполнительных Комитетов Временного правительства (на примере одной из центральных губерний, Нижегородской) как одной из сторон уникальной системы двоевластия, сложившейся после победы Февральской революции 1917 г. в России.Метод или методология проведения работы. Основу исследования образуют проблемно-хронологический и историко-системный методы, а также принципы научной объективности и историзма.Результаты. Автор показывает процесс организации местных органов власти Временного правительства в лице Исполнительных Комитетов, описаны функциональные обязанности Исполнительных Комитетов, заключенные главным образом в осуществлении связи населения с государственными органами власти. К отличительным чертам этих органов власти относятся: коллегиальность руководства, изменчивость структуры и социального состава властных единиц, местное финансовое обеспечение, либо выполнение должностными лицами своих обязанностей на общественных началах.Область применения результатов. Результаты исследования могут быть применены в сфере изучения политической истории XX в. не только Нижегородской области, но и Поволжья, становления и развития органов власти на местах и могут быть использованы при разработке курсов по краеведению. ; Purpose. Consideration of the organization the Provisional Government's Executive Committees( in one of the central provinces, Nizhniy Novgorod for example) as one side of a unique diarchy system, established after February Revolution's victory in 1917 in Russia based on archival materials and published sources).Methodology. The basis of the study is chronological, historical and systematic methods, as well as the principles of scientific objectivity and historicism.Results. The author shows the process of the organization of the Executive Committee as local authorities of the Provisional Government, describes the functional responsibilities of the Executive Committee concluded mainly in communicating with public authorities. The distinctive characteristics of these the authorities include: the collegiality of leadership, structure and variability the social composition of government units, local financial maintenance or implementation of the officials of their duties as a volunteer.Practical implications. The research results can be applied in the study of political history and creation and development way of local authorities not only in one region but also whole Volga region in XX century. The research results also may be used in the development of local history courses.

В данной статье дается определение понятия «дуальное обучение», а также анализируется состояние исследуемой проблемы: описываются возможности дуального обучения на современном этапе развития высшего педагогического образования. Целью исследования является определение места дуального обучения в современном педагогическом образовании через обобщение опыта работы методистов по внедрению дуального обучения в процесс подготовки педагогических кадров. В работе использованы теоретические (анализ и обобщение) и эмпирические методы (беседа, наблюдение, анкетирование). Результаты исследования позволили авторам описать типы студентов, совмещающих работу и профессиональную деятельность, и определить, какие типы наставников, выделенных в трудах, посвященных дуальному обучению, могут способствовать профессиональному становлению педагогов. Исследование показало, что дуальное обучение нацелено на раннюю профессионализацию педагогов, сокращает разрыв между теорией и практикой, способствует профессиональному развитию педагогических кадров. Вместе с тем оно ставит перед системой высшего образования новые задачи: разработать программы дуального обучения, регламентировать трехсторонние отношения «вуз - студент - работодатель», подготовить наставников для эффективного функционирования и результативности данной формы обучения.
This article gives a definition of the concept of dual education, analyzes the state of the problem under consideration: describes the possibilities of dual education at the present stage of development of higher pedagogical education. The purpose of the study is to determine the place of dual education in modern pedagogical educational environment through the generalization of the experience of methodologists on the introduction of dual education in the process of training teachers. The work employs theoretical methods (analysis and generalization) and empirical methods (conversation, observation, questioning). The results of the study allowed the authors to describe the types of students who combine their work and professional activity and to determine what types of mentors (identified in the works devoted to dual education) can contribute to the professional development of future teachers. The study showed that dual education is aimed at early professionalization of teachers, narrows the gap between theory and practice, and contributes to the professional development of teaching staff. At the same time, it poses new tasks for the higher education system: to develop dual education programs, regulate the tripartite relationship "university - student - employer", prepare mentors for the effective functioning and effectiveness of this form of education.

Автор в данной статье подробно рассматривается социальную политику (ВКП(б) в Ульяновской области в годы Великой Отечественной войны, планы и их выполнение, идеи и итоги их реализаций. Анализируется решение жилищной проблемы, вопросов сообщения между районами области, проблемы обеспечения населения товарами народного потребления. Программа партии, в условиях военного времени, обеспечивала сбалансированное планирование всех отраслей народного хозяйства области на относительно длительную перспективу, вбирала в себя и координировала деятельность по осуществлению уже разработанных и действующих программ. Социальная политика относится к числу ключевых направлений деятельности органов государственной власти и занимал, особенно в годы войны, одно из определяющих мест в жизни государства и общества.
При подготовке исследования использовался комплекс опубликованных и обширный комплекс неопубликованный источников. Основную группу источников составили архивные документы, которые послужили основой для анализа призывной компании области. Были изучены документы Государственного архива Российской Федерации.
На основе архивных документов, рассматривается информация о деятельности отделов Райисполкомов по государственному обеспечению и бытовому устройству семей военнослужащих в Астрадамовском, Богдашкинском, Барышском, Баразно-Сызганском, Кузоватовском, Мелекесском, Карсунском и Майнском районах Ульяновской области в 1944 году.
In the article the role of international organizations in the developmentof electronic trading is analyzed. The author highlights the most importantinternational organizations, describes their general orientationand ways of interaction that provides new prospects to development ofelectronic trading. Special attention is paid to the regulations which aremodel laws in electronic trading. A certain unbalance of the statutes regulatingelectronic trading is noted. According to the author the legislatorshould pay special attention to creation of a global frame basis for electronictrading representing the unified supranational legislation. ; В статье анализируется роль международных организаций в раз-витии электронной торговли. Автор выделяет наиболее важные меж-дународные организации, описывает их общую направленность и путивзаимодействия, что обеспечивает новые тенденции к развитию сферыэлектронной торговли. Особое внимание уделяется нормативным пра-вовым актам, являющимся типовыми законами в электронной тор-говле. При этом отмечается некая разбалансированность норматив-ных правовых актов, регулирующих электронную торговлю. Особоевнимание, по мнению автора, законодателю следует уделить созданиюглобальной рамочной основы для электронной торговли, представляющей собой унифицированное наднациональное законодательство.

International intergovernmental and non-governmental organizations are one of the main actors in fighting against human trafficking. Their activities are based on a human rights-based approach that is focused on the protection of victims of trafficking's rights. The United Nations, the Council of Europe, the European Union, the OSCE elaborate legal norms which the international community relies on in the field of combating trafficking in human beings. IOM, ILO, UNICEF and a number of other organizations develop new international mechanisms and instruments to prevent human trafficking, labor and sexual ex-ploitation of adults and children. International organizations provide assistance to the Republic of Moldova in the counter-trafficking policy envelopment. Within the framework of inter-national cooperation, the US State Department and the GRETA expert group are carried out monitoring activities on different levels. Potential victims and victims of human trafficking are provided with assistance and protection; informational campaigns are conducted to prevent and combat human trafficking among socially vulnerable groups by International Center "La Strada" and other non-governmental organizations with support of IOM, the OSCE Mission to Moldova, other donors.But to achieve effective results, it is necessary to develop good national policy and unite efforts of governmental and nongovernmental organizations and all interested parties at local, regional and international levels which may ensure the protection of every person affected by human trafficking in accordance with international standards.

The emergence of personal blogs, «live magazines», Internet sites and social networks opened a new platform and provided new opportunities. There are actors of various sizes, from presidents of major States to Housewives, from businessmen to human rights activists. Foreign policy is one of the most popular topics.
The paper explorespeculiarities of teaching staff affiliated with different multi-level institutions in the structure of University complex. The author renders university complex as an educational, scientific and industrial space engaged in professional formation of prospective specialists by means of material and intellectual resources. From theoretical part the author analyzed legislation, standards and regulations, compared and generalized theoretical research about teaching staff. From empirical part the paper is concerned with pedagogical observation and exploring the experience of teaching staff at university complex. The research results in peculiarities of teaching staff functioning; it reveals the aims, types and elements of teaching staff at university complex. The author outlines such areas of interaction and cooperation as implementation of planned events in frames of the whole university complex. The scientific novelty of the article assumes an attempt to fill in the gaps in methods of interaction among teaching staff of university complex. The author sees practical significance as organization of interaction among teaching staff of university complex that allows to achieve the goals and provide the quality of training. ; Цель работы - исследовать особенности функционирования педагогических коллективов разноуровневых образовательных организаций в структуре университетского комплекса, понимаемого автором как учебно-научно-производственное пространство, в котором происходит профессиональноестановлениебудущих специалистов с использованием материальных, интеллектуальных ресурсов. Использовались теоретические методы: анализ законодательной, нормативной документации;сравнение и обобщение теоретических исследований ученых о педагогическом коллективе. Эмпирические: педагогическое наблюдение, изучение опыта функционирования педагогических коллективов университетского комплекса.Результат - выявлены особенности деятельности педагогических коллективов,раскрыты цели, виды, элементы деятельности педагогических коллективов в университетском комплексе, области взаимодействия как совместная реализация запланированных мероприятий всего университетского комплекса. Научная новизна - предпринята попытка восполнить пробелы в методологии организации взаимодействия педагогических коллективов в университетском комплексе. Практическая значимость - организация взаимодействия педагогических коллективов в университетском комплексе позволяет обеспечить требуемое работодателем качество подготовки специалистов.

Introduction. The article outlines some of the government's initiatives for the development of science at Russian universities in order to increase the research potential of the country as a whole. One such initiative is a Project to increase the competitiveness of the leading universities of the Russian Federation among the world's leading research and educational centers, or Project 5-100. The aim of the study is to evaluate the effectiveness of measures of the government and universities for the development of science in the system of higher education through scientometric indicators. Methods. The study is based on the analysis of scientometric indicators as one of the mechanisms for assessing the effectiveness of the development of scientific activity at a university. The source of information is the international scientometric databases Web of Science Core Collection and Scopus, as well as their analytical platforms, InCites and SciVal. Results and Discussion. The study revealed a tendency toward an increase not only in the number of publications of university scientists, but also a significant increase in their quality. Project 5-100 universities that demonstrate the most significant growth of scientometric indicators in comparison with nationwide Russian indicators are identified. For example, the number of publications in the Web of Science and Scopus databases was 4.5 times greater; the number of publications among the top 1% most cited scientific publications in the world was 7 times greater in 2019 than in 2012, the number of publications among the top 10% was nearly 6 times greater, etc. Conclusion. The article presents an analysis of the dynamics of the main scientometric indicators of Russia over recent years, as well as those of divisions of the Russian Academy of Sciences and universities, including universities participating in Project 5-100: the number of publications, the number of highly cited publications (in the top 1% and the top 10%), the number of publications in top journals (in the top ...
