In recent years, there has been an increase in the international activities of local governments in Turkey. Local governments conduct international activities by establishing sister city relations, becoming members of international organizations, and signing cooperation protocols, and memoranda of understanding/goodwill letters. The present study aimed to investigate the activities regarding the international activities of local governments in Turkey. In the study, lectures on international activities, following the description of theoretical, historical and legal backgrounds of international relations, the statistical data on the activities of local governments in Turkey are presented, and some observations and assessments were made through the information obtained from the relevant unit managers of six metropolitan municipalities in Turkey which have the strongest memberships in international organizations. As a result, it was determined that there has been an increase in the number of international activities of local governments in Turkey, memberships to these organizations have been effectively carried out, the municipalities have become a member of international organizations which are expected to benefit from, a purpose was determined by these municipalities before becoming a member, and these municipalities have become stakeholders of international organizations and have gained significant benefits through these joint projects.
In this paper the author points out to the importance of main organizations for establishing of international peace and security. They are the following: League of Nations, United Nations, Organizations of European Security and Co-operation, Conference of European Security and Co-operation, European Council, West European Union and NATO. Until the end of the Cold war, the universal organizations have played primordial role, but after the mentioned period the regional ones took the lead. The reason lies in the shift in balance of power - from bipolar to unipolar. The League of Nations and CESC can be observed from the historic perspective. NATO and UN played a crucial role during the internationalization of Kosovo issue and the act of intervention itself. NATO demonstrated its power and proved in the absence of real balance of power, la force l'emporte sur le droit. On the other hand, UN had passed several resolutions that condemned violence in Kosovo and Metohia (1160, 1199 and 1203 - all passed in 1998). During 1999 Security Council had passed a famous Resolution 1244, by which it was decided a civic and military mission should be established in Kosovo and Metohia - UNMIK and KFOR KFOR dealt with security issues in order to ensure the respect of it to all nationalities in Kosovo and Metohia. UNMIK set a very ambitious task lying ahead trying to establish standards before the future status. Realizing that it would be impossible to reach the standards, UNMIK started with the policy of status determination without standards establishing. The outcome of such policy is Ahtissari's Plan for supervised Independence of Kosovo, and finally the Declaration of Self-proclaimed Independence of Kosovo. We are also witnessing the transfer of horizontal and vertical effective state authorizations to the mentioned international organizations, bearing in mind problems it encounters. NATO deals with security issues, but European Union being unable to deal with such tasks (ESDP policy is to be as attempt), is more concentrated on economic issues.
After the Lisbon Treaty has entered into force, the process of concluding treaties between the EU and third countries or international organizations has sustained significant changes. The most important procedural novelty is the establishment of the ordinary procedure that covers almost all agreements the EU concludes with third parties. Under the Lisbon Treaty, this procedure involves a number of stages: negotiations, signing the agreement, and decision to conclude the agreement. For agreements whose subject matter exclusively or predominantly falls into the domain of common foreign and security policy, there are several derogations from the uniform rules of the ordinary procedure. The same provision of the founding treaty regulates the procedures for amending and suspending the agreement in force, as well as the judicial control procedure of those agreements that are yet to be concluded. The ordinary procedure does not cover two subject-specific proceedings pertaining to relatively narrow areas of EU action. More specifically, they refer to the conclusion of agreements in the area of common trade policy and agreements on the exchange rate of the Euro against the currencies of non-member states. The exclusion of trade agreements is probably the result of the differences that still exist in the division of competencies between the Member States and the EU regarding trade in the area of some services. On the other hand, the enactment of a special procedure for agreements on the Euro exchange rate in relation to the national currency rates of third countries stems from the need to ensure the Union's unique position in this field. On the institutional level, the most important actors in the process of concluding EU agreements are the Council, the Commission and the European Parliament. The Council has retained the central role in all types of treaty procedures, and it decides on essential issues related to the course and outcome of the process. The Commission has retained the major role in initiating and negotiating the agreements, but it is no longer the exclusive initiator and negotiator in the agreement process. Namely, depending on the subject of the treaty, new entrants in that role are the High Representative for Foreign Affairs and Security Policy, and the European Central Bank. The European Parliament has strengthened its position in the procedure for concluding EU agreements and can, therefore, be considered the largest 'net' winner of the Lisbon Treaty reform. This is partly due to its new role in the course of negotiations, which implies the right to be immediately and fully informed about all stages of the proceedings, but to a much greater extent it refers to the powers that this body has in the final stage preceding the conclusion of the agreement. Finally, the EU Court of Justice has an important role in this process; its task is to control the compliance of the EU agreements with the founding treaties prior to their conclusion.
U sklopu internacionalizacije političke podrške porodici i roditeljstvu značajna uloga pripada međunarodnim organizacijama, kao što su Svetska banka, Organizacija za ekonomsku saradnju i razvoj i Evropska unija. Cilj ovog rada predstavlja analiza konceptualizacije roditeljstva u zvaničnim dokumentima i relevantnim publikacijama ovih organizacija u poslednje dve decenije, kao i njene pedagoške implikacije razmatrane sa stanovišta kritičke teorije. Metodom analize sadržaja u istraživanju je utvrđeno da se roditeljstvo konceptualizuje kao skup veština usmerenih na postizanje predvidivih ishoda dečjeg razvoja. Roditeljske veštine sagledavaju se kao jedna vrsta socijalne investicije. Ulaganje u učenje roditeljskih veština donosi dugoročne koristi pojedincima i društvu koje prevazilaze inicijalne troškove. Iako se teorijska orijentacija ne eksplicira u međunarodnoj političkoj agendi, jasno se može zaključiti da je zasnovana na postavkama teorije ljudskog kapitala. Na osnovu obavljenog istraživanja može se konstatovati da roditeljska uloga u pomenutoj agendi ima ključni značaj u obezbeđivanju podsticajne sredine za učenje deteta i njegov ukupni budući prosperitet, nezavisno od sistemskih ili strukturnih karakteristika društva. Ona je višedimenzionalna i može se opisati kao: (a) instrumentalna, jer predstavlja ključni faktor rešavanja društvenih problema velikih razmera; fokus nije na inherentnoj vrednosti "biti roditelj", već na funkcionalnoj vrednosti – "obavljati posao roditelja"; (b) globalno normativno određena u smislu "pozitivnog" ili "dobrog" roditeljstva i (c) suštinski vulnerabilna, što znači da je svim roditeljima potrebna određena vrsta ekspertske podrške, a ne samo targetiranim grupama. Sa stanovišta kritičke teorije, pedagoška kritika ovih postavki dovodi u pitanje tendenciju instrumentalizacije, dekontekstualizacije i "profesionalizacije roditeljstva". ; Within internationalization of political support to family and parenting, significant role belongs to international organizations such as the World Bank, the Organization for Economic Co-operation and Development and the European Union. The goal of this paper is the analysis of parenting conceptualization in official documents and relevant publications of these organizations. The parenting is conceptualized as the set of skills directed to fostering the predictable outcomes of children's development. The parenting skills are perceived as a type of social investment. The investment into learning parenting skills brings long-term benefits both to individuals and society, which surpass the initial costs. The significance of parenting competences is of a special importance in the period of early childhood and adolescence for two reasons. The first one is that there are critical periods in encouraging development of certain outcomes in children, and the second one is cumulativeness of learning process due to which the missed opportunities may decrease efficiency of future learning during life cycle. It is viewed that the parenting role is of crucial significance in providing a stimulating environment for a child's learning and his/her comprehensive future prosperity regardless of the system or structural characteristics of a society. It is multidimensional and can be described as: (a) instrumental, since it represents the key factor in resolving large-scale social problems. The focus is not on inherent value of "being a parent" but on functional value – "performing a job of a parent"; (b) normatively specified on the global level in the sense of "positive" or "good" parenting and (c) essentially vulnerable, which means that all parents need a certain type of professional support and not only the targeted groups. Effectiveness of the administrative system as a whole depends on the quality of its organization. The Organizational structure reflects functional dynamic of the public administration. On the other hand, functional requirements of efficiency and effectiveness of the administrative system determine organizational forms. The scope, character and nature of administrative actions require optimal and coordinated external (macro-organization) and internal (micro-organization) organizational structure, which will allow optimal functioning of an administrative system. Therefore, the organizational structure is not immutable category, because tasks and roles, activities and goals, are changing in the same government system and sometimes even the whole system, so it is necessary to change the administrative organization. Administrative organization is systemic (external and internal) open dynamic structure of state government agencies and other bodies and organizations with public (administrative) powers prescribed in the course of lawful relationships of dynamic interaction, based on the hierarchy or coordination, depending on the nature and objectives of administrative tasks. Current organization of the state administration has not been made according to the principles of modern management. It is a result of the political spoils system, and reflects the need for political control of the administrative departments. It lacks functional analysis and expert approach.
Европска унија представља по много чему специфичну међународну организацију. Њено основно и препознатљиво обележје је наднационалност у креирању и спровођењу јавних политика. Настала удруживањем ресурса угља и челика брзо је прерасла у зону слободне трговине и сарадњу држава чланица у питањима као што је атомска енергије. Европска интеграција од свог почетка до данас зна искључиво за проширење чланства и повећање броја области сарадње на добровољној основи. Да ли ће међународне околности у којима се ЕУ налази данас и односи са другим међународним организацијама одбрамбеног карактера допринети већој интеграцији држава чланица ЕУ у домену одбране основна је тема овог рада. Трагање за различитим сценаријима развоја заједничке безбедносне политике ЕУ зависи пре свега од међународне институционалне и безбедносне архитектуре у Европи и свету, историјско политичких трендова у развоју европске интеграције, правног оквира ЕУ и међународног стратегијског окружења. Савремене међународне организације, посебно оне са преовлађујућим обележјима наднационалности (у конкретном случају ЕУ) имају тенденцију да у области одбране и безбедности комбинују наднационална обележја са међувладиним у покушају да што ефективније искористе структуру организације за остваривање њених циљева и интереса, али без већег преноса надлежности са држава чланица на саму организацију. ; The European Union represents in many ways a specific international organization. Its basic and recognizable feature is that of supranational policy and decision making. It was created by pooling the resources of coal and steel which had quickly developed into a free trade zone and ever closer Union in many policy areas. European integration from its inception to the present days was all about expanding membership and increasing the number of areas of cooperation. Namely widening and deepening of the EU was on the agenda. Will the current international circumstances and relations with other international defense organizations contribute to deepening integration in the field of defense is to be researched in this work. Search for different scenarios in the development of EU Common Security and Defense policy depends primarily on the international institutional and security architecture in Europe and the world, the historical political trends in the development of European integration, the EU legal framework and international strategic environment. Contemporary international organizations, especially those with the prevailing supranational characteristics (in this case the EU) tend to combine intergovernmental and supranational approach in the area of defense and security in an effort to more effectively utilize the structure of the organization for the realization of its goals and interests, but without significant transfer of powers from Member States on the organization itself. The main goals and interests of the EU integration in the field of defense and security are to (1) ensure durable and everlasting peace among member states, (2) to address common security challenges, risks and threats autonomously or in cooperation with other States and/or international organizations, (3) pool and share resources leading to more effective achievement of military economic interests, mainly through the development and transfer of military technology and equipment. In addition to the mentioned goals and interests, (4) particular interests of the Member States would be to improve their own political, economic and military performance. EU Integration in the field of defense, may rest in the future on (1) the current state of integration (status quo), (2) progress in areas that are not conflicting with the individual interests of key actors in the European arena (3) the deepening of integration leading to progressive framing of common defense policy with an ultimate goal to establish common defense. (4) The fourth model is possible and has been seen in the other EU policy areas.
Uluslararası örgütlerin, dünyanın herhangi bir yerindeki devlet-içi çatışmaya çeşitli gerekçelerle ya müdahil olmayı seçtikleri ya da müdahil olmadıkları görülmektedir. Başta Birleşmiş Milletler olmak üzere uluslararası örgütlerin uluslararası barış ve güvenliği sağlama adına devlet-içi çatışmaları sonlandırması arzu edilen bir durumdur. Müdahale etmeleri durumunda nadir de olsa başarılı sonuçlar alınabilmektedir. Bununla birlikte, devlet-içi çatışmaları sonlandırmak için harekete geçen uluslararası örgütlerin başarısız olduğu durumlar olabilmektedir. Uluslararası örgütlerin devlet-içi çatışmalara müdahalesinin başarısız olmasının bazı önemli nedenleri bulunmaktadır. Hangi durumlarda başarısız olduğuna dair literatürde farklı bakış açıları mevcuttur. Bu makalenin amacı da uluslararası örgütlerin devlet-içi çatışmalara müdahalelerinde başarısız olma nedenlerini sınıflandırmak ve analiz etmektir ; It appears that international organizations prefer to intervene or not to intervene in intra-state or internal conflict anywhere in the world for different reasons. It is expected that international organizations, especially the United Nations, solve internal conflicts to provide international peace and security. In case of intervention of international organizations, successful results can be obtained in some cases. However, there are many cases in which international organizations fail to resolve internal conflicts. There are some important reasons for the failure of the interventions of international organizations. There are different perspectives in the literature explaining in which circumstances do interventions of international organizations fail. Sovyetler Birliği'nin 1990-1991 yıllarında dağılma süreciyle birlikte diğer Türk toplulukları da arka arkaya kendi bağımsızlıklarını ilan etmiştir. Orta Asya Cumhuriyetleri içerisinde en büyük yüzölçümüne sahip olan Kazakistan, hem Sovyetler döneminde baskının en çok hissedildiği hem de bugün büyük başarılarla dünya arenasında geldiği nokta açısından önemli ülke bir olarak görülmektedir. Bu çalışmanın birinci bölümünde Kazakistan'ın tarihine kısa bir bakış atılmıştır. Rusya Çarlığı zamanından Sovyetlere kadar olan dönemin sosyal, ekonomik ve idari alanları incelenmiş ve bağımsızlık sonrası Kazakistan'ın etnik, ekonomik, askerî ve stratejik konularında pek çok sorun ortaya çıkmıştır. Daha önce devlet sisteminde belirlenmiş rejim standartları bulunmayan, ülkenin iç ve dış politika açısından tamamen tecrübesiz olması nedeniyle bağımsızlıktan sonra memleket anayasası, dış politika yetkileri ve bürokrasisi senelerce süren yoğun bir çalışma sürecini gerektirmiştir. Ülkenin karşısında bulunan bu sorunların kademeli olarak çözülmesi amacıyla Cumhurbaşkanı Nazarbayev tarafından kabul edilen kısa ve uzun vadeli program, proje ve stratejiler de bu bağlamda incelenmiştir. Kazakhstan, which has the largest area among the Central Asian Republics, it is seen as the most important country in terms of where the pressure was felt during the Soviet period and where it came out with the great success the world arena. A succinct overview of the history of Kazakhstan is given in the first part of this study. The social, economic and administrative areas of the period from the time of Tsarist Russia to the Soviets were examined and many problems of post-independence Kazakhstan emerged in ethnic, economic, military and strategic issues. The Constitution, Foreign policy powers and bureaucracy of the country after independence required years of intensive work due to the lack of regime standards established in the state system before, and being completely inexperienced in the domestic and foreign policy aspects of the country. Short-and long-term programmes, projects and strategies have been adopted by President Nazarbayev in order to gradually resolve these problems coloborating the country. In the second part of the study, general information about the functions and classification of international organizations is given and the importance of multilateralism and international organizations for Kazakhstan is described. 21 Kasım 2013'te Yanukoviç hükümetinin, Avrupa Birliği ile Ukrayna arasında imzalanması planlanan Ortaklık Anlaşmasını askıya aldığını açıklamasından sonra başlayan protestolar, kısa sürede genişleyerek iktidar karşıtı protestolara dönüşmeye başlamış ve büyük bir iç siyasi mesele haline gelmiştir. Ukrayna bu sorunun çözümü için uğraş verirken, Rusya Federasyonu 2014 Mart ayı başlarında Kırım'a asker göndermiş ve 16 Mart 2014'te yasadışı bir referandum sonucu Kırım ile Akyar'ı (Sivastapol), kendi federal bölgesi olarak ilan etmiştir. Bu işgal ve yasadışı ilhaka birçok devlet ve uluslararası örgütten tepki gelmiştir. Bu çalışma, Kırım'ın yasadışı ilhak sürecini irdelemekte ve bu yasadışı ilhaka Birleşmiş Milletler, Avrupa Birliği, NATO, Avrupa Güvenlik ve İşbirliği Teşkilatı, Şanghay İşbirliği Örgütü, Kolektif Güvenlik Anlaşması Örgütü ve İslam İşbirliği Teşkilatı gibi önde gelen uluslararası örgütlerin tepkilerini incelemektedir ; The protest, which started on 21 November 2013 after Yanukovych government's announcement about the suspension of the Association Agreement, which was planned to be signed between the European Union and Ukraine, soon evolved into anti-government protests and turned into a major domestic political issue. While Ukraine was struggling to solve this problem, Russian Federation sent its troops to Crimea in early March 2014 and annexed Crimea and Akyar (Sevastapol) following an illegal referendum held on 16 March 2014. Many states and international organizations react to this occupation and illegal annexation. This study reviews the process of the illegal annexation process of Crimea and examines the reactions of the leading international organizations, namely, United Nations, European Union, North Atlantic Treaty Organization, Organization for Security and Cooperation in Europe, Shanghai Cooperation Organization, Collective Security Treaty Organization and Organization of Islamic Cooperation.
Türkiye'de İstanbul Üniversitesi, İktisat Fakültesi Çalışma Ekonomisi ve Endüstri İlişkileri Bölümü bünyesinde 1948 yılından beri yayın hayatına devam etmekte olan Sosyal Siyaset Konferansları Dergisi sosyal politika geleneğinin oluşmasında ve sürdürülmesinde önemli bir yere sahiptir. 1948 yılından günümüze kadar derginin geçirdiği aşamalar, değişim ve dönüşüm, Türkiye'de sosyal politika alanı ile ilgili olarak yapılmış olan çalışmalar için dikkate değer bir akademik ortam sunmaktadır. 1948 yılı, aynı zamanda Türkiye'nin onayladığı Uluslararası Çalışma Örgütü (ILO) sözleşmeleri bakımından önemli bir yıldır. 1932-1946 yılları arasında sadece bir ILO Sözleşmesini onaylayan Türkiye, 1946-1959 yılları arasında 11 sözleşme imzalamıştır. Bu bağlamda çalışma ilişkileri ve sosyal politika alanında uluslararası düzeyde önemli bir kurum olan ILO ile Türkiye'deki ilk sosyal politika külliyatını oluşturan derginin kuruluşu aynı yıllara rastlamaktadır. Bu çalışmada 2019 yılında 100. yılına ulaşmış olan ILO ile 71. yılına ulaşmış Sosyal Siyaset Konferansları Dergisi nitel araştırma yöntemiyle analiz edilmektedir. Sosyal Siyaset Konferansları Dergisinin analizi tek bir yönteme başvurulamayacak kadar derinliklidir. Zira derginin ortaya çıkışı ve tarihçesi incelendiğinde hakemli bilimsel dergi olma ölçütüne göre 2003 öncesi ve sonrası, basılı dergiden internet ortamına taşınması ölçütü ele alınırsa 2009 - 2010 öncesi ve sonrası gibi farklı dönemleştirmeler yapılabilecektir. ; The Journal of Social Policy Conferences, which since 1948 has been published within the body of the Faculty of Economics, Labor Economics, and the Industrial Relations Department at Istanbul University, Turkey, has played an important part in the formation and maintenance of social policy tradition. With the stages, changes, and transformation that it has undergone from 1948 to the present, the journal offers an outstanding academic setting for research in the field of social policy in Turkey. In addition, 1948 is an important year in terms of the International Labour Organization (ILO) conventions approved by Turkey. Turkey, which ratified only one ILO convention between the years 1932 and 1946, signed 11 conventions between the years 1946 and 1959. In this context, ILO, which is an important institution at international level in the field of labor relations and social policy, and the journal that created the first social policy corpus in Turkey, were founded in the same period. In this study, ILO, which reached its 100th year in 2019, and the Journal of Social Policy Conferences, which in the same year reached its 71st year, are analyzed using qualitative research method. The Journal of Social Policy Conferences is too deep to be analyzed through a single method. This is because when the origin and history of the journal is examined, it is clear that different periodizations can be made (e.g before and after 2003 according to the criterion of being a peerreviewed scientific journal; before and after 2009-2010 based on the criterion of transfer to the internet environment from the printed journal).
IMF programlarının demokrasi üzerindeki etkisi, uluslararası örgütler yazınında sıklıkla tartışılan bir konudur. Bir müzakere sürecinde IMF'nin kendine ait bir gündemi varken, seçmenler de hükümete kendi tercihleriyle ilgili işaretler verir. Bu ikisi örtüştüğünde demokrasi etkilenmez fakat birbirlerinden farklı olduklarında demokrasi üzerindeki etkiler, borç alan hükümetin IMF karşısındaki göreli gücüne bağlıdır. Bu makale, IMF programlarının yerel temsili kurumlar üzerindeki etkisine odaklanmaktadır. Çalışmada, IMF etkisinin uç bir örneği olarak 2010-2015 yılları arasında uygulanan Yunanistan programları analiz edilmiş, eski bakanlar, parlamento temsilcileri ve Troyka yetkilileri ile yapılan mülakatlara yer verilmiştir. Yapılan analiz, borç alan hükümetin IMF karşısında zayıf olduğu ve iktidar partisi ile IMF arasında bir anlaşmazlık olduğu zaman, IMF programlarının demokratik kurumların temsili işlevini kısıtladığını iddia etmektedir. Bunun, 2010-2015 yılları arasında Yunanistan'da yaşandığı gibi, borç alan ülkelerde parti sistemleri ve demokrasinin geleceği üzerinde sağ ve sol popülist partilerin "egemenlik" ihlalinden yararlanarak yükselişi ve temsili kurumlara olan güvenin azalması gibi önemli etkileri vardır.
Bu tez sosyolojik muhayyilenin sınırları dahilinde STK'lara ve onlar üzerindeki yapısal ve işlevsel olarak göçmen etkilerine dair bir şeyler söyleme çabasının ürünüdür. Sivil toplum kuruluşları gönüllülük esasına dayanan bir, bir araya geliş ve ortak amaçlar doğrultusunda, toplum yararı gözetilerek hareket eden vakıf ve derneklerdir. Bu toplum yararı gerek beslenme, gerek eğitim, gerek güvenlik ve sağlık bağlamında olsun her zaman insani boyutlarda işlerlik gösterir. Bundan ötürü metafor olarak bir devleti, sınırları ve koruyuculuğu ile o milletin babası kabul edersek; sivil toplum kuruluşları da hiç kuşkusuz anne metaforu olacak ve daha detaycı, daha duygusal ve daha somut bir anlayışla savaş, kıtlık, yokluk ve daha bir çok doğal afette ve daima toplumun yakınında insani yardım sağlayan girişimde bulunacaklardır. Tüm bu detaylar doğrultusunda sivil toplum kuruluşlarının topluma kattıkları işleyiş ve farkındalık göz ardı edilemez boyutlara ulaşmaktadır. Bundan ötürü bu tür kuruluşların işleyişleri, değişimleri, sınırlılıkları ve sorunları, sosyal bilimciler tarafından yakinen incelenmeli ve böylece içinde bulunulan topluma bu köprüler vasıtasıyla daha yakın olunmalıdır. Araştırmanın amacı, uluslararası göçlerin bir şehri ve içinde varlık bulmuş STK'ları, işleyişlerini ve göz önünde bulundurdukları temel prensipleri ne yönde ve ne derece değiştirdiğini gözlemlemek ve bu gözlemler sonucu sivil toplum kuruluşlarının geçirdikleri dönemsel farklılaşmaları çeşitli verilerle göz önüne sunmaktır. Bu amaç doğrultusunda tezimizde Konya bağlamında 4 sivil toplum kuruluşu (Dosteli, Ribat, Ravza, Elbir) baz alınacak; değişimler 2000-2019 yılları daha çok değerlendirilerek bir söz söyleme gayretinde olunacaktır. ; This thesis is the product of an attempt to talk about the civil society organizations and the structural and functional effects of migration on them within the boundaries of sociological imagination. Non-governmental organizations are foundations and associations that act on a voluntary basis and act in accordance with the common good for the purpose of meeting and common purposes. The benefit of this society is always humanitarian, whether in the context of nutrition, education, security and health. Therefore, if we accept a government, metaphorically, as the father of that nation with its borders and protection; non-governmental organizations will undoubtedly be the metaphor of the mother, and with a more elaborate, more emotional and more concrete understanding, they will attempt to provide humanitarian assistance to the people in the time of war, famine, poverty and many other natural disasters. In line with all these details, the functioning and awareness of non-governmental organizations in the society cannot be underestimated. Therefore, the functioning, changes, limitations and problems of such organizations should be closely examined by social scientists, so that they could be closer to the society through these bridges. The purpose of the study is to observe in what way and in what degree international immigrations affect a city and its civil society organizations' functioning and the main principles that are taken into consideration, as a result of these observations, to present the periodical differentiations of civil society organizations with various data. For this purpose, 4 non-governmental organizations (Dosteli, Ribat, Ravza, Elbir) will be used in our thesis. The 2000-2019 years will be evaluated more and more.
