Este artículo presenta las dinámicas mediante las cuales el conocimiento especializado interviene en el diseño e implementación de las políticas públicas. Se buscó contribuir al debate sobre los mecanismos por los cuales se construye sentido común en el espacio político, y el papel de la investigación social en este proceso. La presente investigación pretende aportar información a este debate por medio del análisis de dos de los planes fundamentales impulsados por el gobierno del Frente Amplio en Uruguay: Plan de Emergencia Social y Plan de Equidad. Se plantean dos conjuntos de interrogantes respecto a la relación entre la investigación social y el diseño de políticas públicas. El primero refiere a cuáles son las instituciones promotoras de conocimiento involucradas en el proceso de diseño de los planes nacionales en estudio. ¿Cuál es su grado y modalidad de participación? ¿En virtud de qué dichas instituciones intervienen en el policy making process? En segundo lugar, ¿es la influencia de la investigación similar en ambos casos? ¿Suscitan ambos procesos las mismas ventajas y desventajas en lo que se refiere a los factores promotores de la intersección de los policy makers con la investigación social?

In the 1930-1980 period the Mexican State became highly involved in economy, generating-social transformations that changed the face of the country. One of Mexico's strongest & more efficient executive arms was Nacional Financiera (Nafin). This article gives a detailed account of Nafin's institutional evolution in five stages: from its creation (1934) to the conclusion of the so-called "entrepreneurial State" (1994). Due to a variety of factors ?legitimacy, pool of technical expertise, financial resources concentration, political skills of managers? besides a relative institutional autonomy, the bank attained a technical efficiency level that positioned it also as a key element within the State structure. la normativa autonómica de urgencia ha blindado las competencias locales en materias autonómicas que la LRSAL reduce, o vincula a exigencias estatales de financiación y de costes efectivos. Se fundamenta en que la ley básica no se identifica con las competencias locales, sino con el marco de homogeneidad mínima para el libre ejercicio de tales competencias en materias de titularidad autonómica; se basa también en la autonomía local como derecho de intervención de los entes locales en los asuntos que sean de su interés graduándose la intensidad de su participación en función de la relación existente entre intereses locales y supralocales (art. 137 CE). Para lograr tales garantías, de modo objetivo, es precisa una reforma constitucional que identifique la norma básica con un contenido esencial o principial, garante de una homogeneidad mínima. También es necesaria una reforma constitucional que establezca un derecho a la autonomía local y determine las materias susceptibles de intervención local; de tal manera que las Comunidades Autónomas puedan articular las competencias locales y decidir los niveles administrativos de atribución de las mismas en materias de titularidad autonómica. The regional emergency rule has shielded local expertise in regional matters that LRSAL reduced, or linked to state funding requirements and actual costs. It is based on the Basic Law does not identify with local expertise, but with minimum homogeneity framework for the free exercise of such powers in matters of regional ownership. It is also based on local autonomy as a right of intervention of local authorities in matters which are of interest graduating the intensity of their participation in terms of the relationship between local and supra-local interests (art. 137 EC). To achieve these guarantees, objectively, is a constitutional amendment necessary to identify the basic rule with a key or principial, guaranteeing a minimum content homogeneity. It is also required a constitutional amendment to establish a right to local autonomy and to identify areas susceptible local intervention; so that the regions can articulate local expertise and administrative levels decide the allocation of the same in matters of regional ownership.
Las administraciones públicas vasca tienen por delante el reto de
afrontar la jubilación del personal que se incorporó a trabajar en las mismas en
la década de los ochenta. No es una labor sencilla gestionar este cambio generacional,
especialmente ante el encorsetamiento al que se enfrentan las administraciones en comparación con la flexibilización que existe en la empresa privada
en torno a la jubilación. No obstante, las administraciones vascas no puedes quedarse
inmóviles ante esta circunstancia. Es necesario diseñar alternativas para organizar
y acompasar el trasvase del conocimiento del personal que se retira. Con
dicho objetivo la Diputación Foral de Gipuzkoa ha diseñado el programa partekatuz,
que consiste en direccionar las masivas jubilaciones del personal de la institución
para que no se pierda el conocimiento que alberga, y se traslade el mismo a

of the retirement of their staff that came to work for them during the eighties.
It is not a simple task to manage that generational change, specially due to the
straight-jacketing that Public Administrations face if we compare them with the
flexibility within the private sector as far as retirement is concerned. Nonetheless,
Basque Administrations cannot stay still at this juncture. It is necessary to design
alternatives in order to organize and temper the transfer of expertise of the retiring
staff. Mindful of that objective, the Foral Diputation of Gipuzkoa has designed the
programme Partekatuz, consisting on addressing the massive retirement of its
staff so as not to lose the expertise that they have, by transfering it to their teams
and to the new arriving staff.
The article analyzes the current problems of using certain special knowledge in the investigation of murders. The essence and basic forms of special forensic knowledge (participation of a specialist in conducting investigative (search) actions, consultations of specialists, conducting forensic examinations) used in the process of investigation of these criminal offenses are determined. Emphasis is placed on the expediency of more frequent use of such types of expertise as phonoscopic, soil science and handwriting, the theoretical foundations and methodological basis of which need to be updated and adjusted to take into account the latest techniques and leading world practices. It is concluded that the level of development of relevant methodological recommendations in Ukraine in the field of phonoscopic, soil science and handwriting, their lack of focus on today's problems of investigative and judicial practice. The solution to this problem will be facilitate by the development at the state level and updating of the training program for novice experts, which should include a thorough study of both classical and modern methods and techniques, advanced foreign experience, which will expand the professional worldview research in proving the circumstances of committed criminal offenses, including murder.
The international traffic in public management ideas and practices is not new, but it does seem to be growing. Too often, these transfers are conceived as a "technical fix", or as convergence on some global trend. But the idea that standardized solutions can be transplanted is usually an illusion. There is no one version of "good governance", or "reinvention", or even of Total Quality Management or accruals accounting. Management transplants are often risky, and involve extensive adaptation. "Management tools" are not clean and surgical; they come stuck together with cultural and institutional assumptions, which may not fit the importing country. A number of key studies now point to the need to take into account the cultural environment, the institutional pattern, the management strategies and the primary task characteristics. The more these match between the exporting and importing jurisdictions, the easier the transfer is likely to be. The more they diverge, the higher the risk of failure or distortion. The paper illustrates this "matching" approach with a worked example based on the spread of executive agencies.In conclusion, those responsible for borrowing or buying management ideas from other countries cannot afford to be passive. Local knowledge is important in several respects, and should play an equal role with technical expertise. Los grupos de comunicación españoles han sufrido importantes transformaciones en los últimos cuarenta años. Las principales razones obedecen, sobre todo, a los fallidos intentos de integración vertical desarrollados en la década de los noventa, el escaso expertise en la industria televisiva y audiovisual, así como el elevado endeudamiento bancario. Una situación que se vio, además, agravada por la grave crisis económica sufrida en España entre 2007 y 2016, y, como es natural, por la adaptación al nuevo marco digital. En cualquier caso, parece claro que, al igual que está sucediendo en otros países desarrollados, estos grupos se encuentran en un momento de "madurez", que puede llegar a comportar importantes transformaciones en el panorama mediático español. Este análisis apunta, a modo de prospectiva, la imposibilidad de que los tradicionales grupos de comunicación puedan seguir manteniendo en el futuro el mismo statu quo de estas últimas décadas. Para ello, desarrolla el análisis bajo un prisma diacrónico y plantea una visión de futuro que, probablemente, se manifieste en dos hechos relevantes: la casi totalidad de los viejos grupos anclados en la prensa tenderán a desaparecer, fragmentarse o integrarse en nuevas plataformas de medios; y el resto de grupos, cuyos "oficios de base" no provienen del mundo periodístico, se enfrentarán a una fuerte disputa por los contenidos, y competirán también con nuevos players, como las empresas de telefonía, las grandes empresas de internet y las plataformas de video on demand (VOD).
