'Kontroversen um die Biomedizin sind durch normative Unsicherheit geprägt und werden als Wertkonflikte verhandelt. Dies stellt für die Politik eine erhebliche Herausforderung dar. Denn es besteht kein gesellschaftlicher Konsens darüber, was wir (nicht) wissen und tun sollten. Als politische Reaktion können wir eine Institutionalisierung von ethischer Expertise beobachten. In diesem Beitrag wird aus wissenschaftssoziologischer Perspektive Politikberatung durch Ethikkommissionen am Beispiel Österreichs analysiert. Die These lautet, dass die politische Verwertung von Ethik-Expertise deren Subsumtion unter die eigensinnigen Handlungslogiken des Politik-Systems bedeutet ('Politisierung von Expertise'). In der politischen Rezeption wird Expertise neu konfiguriert, um eine Übereinstimmung zwischen (divergierenden) ExpertInnenmeinungen und politischen Zielvorstellungen herzustellen. Politisches Lernen lässt sich vor diesem Hintergrund allenfalls als ein strategischer Umgang mit dem ExpertInnendissens beschreiben. Abschließend wird dargestellt, dass die Politisierung von Expertise mit einer Entpolitisierung bioethischer Fragen zusammenhängt.' (Autorenreferat)

Sharing expertise is a growing field of interest because of the increased amount of available information, turnover of experts and globalization of companies. Sharing expertise is a difficult task; therefore, experts often lack motivation, skills and time to document their expertise. The developed expertise cycle is a framework where knowledge stewards build personal trusted relationships with experts. Knowledge stewards interview the experts, construct the knowledge and document it, making it available for knowledge seekers. The expertise cycle is tested in two cases where the expertise is distributed to different individuals and business units. In both cases the usage of the expertise cycle was expanded. As a conclusion, the usage of the expertise cycle and described best practices are recommended. Instead of providing more information we should concentrate on providing better quality of information – and the expertise cycle is a valuable method to achieve this goal.

Die Akzeptanz ökonomischen Wissens ist nach Meinung des Autors weitgehend davon abhängig, dass es eine konjunkturelle und strukturelle Bestätigung findet, sonst ist es in der politischen Kommunikation relativ wertlos. Diese Anfälligkeit der ökonomischen Expertise für ihre Umstände hängt mit ihrem grundsätzlichen Charakter zusammen, Wissenschaft und Kunstlehre zugleich zu sein. Das zeitweilige Scheitern der Sätze einer Kunstlehre, die als Wissenschaft zugleich den konjunkturellen und strukturellen Wandel plausibilisiert, der ihr eigenes Auf und Ab als Expertise begründet, ist geradezu eine Ironie des Faches. Sie kann sich für den Experten freilich als Tragik erweisen: Er muss seine Kunstlehre im Gestus des Überzeugten vortragen, kann dabei aber jederzeit von der Realität des ökonomischen Prozesses überholt werden. Ihrer tragischen Rolle als Helden auf Abruf sind sich die Experten wohl selten bewusst. Vielmehr herrscht eine politische Absicht oder Naivität vor, die vielleicht notwendig ist, um als Experte nicht zu verstummen. Die ökonomische Expertise geht also nicht unter, sondern passt zur Lage oder auch nicht. Das häufige Scheitern ihrer Ratschläge haben die Ökonomen zwar selbst immer wieder bemerkt, führten es aber weniger auf das strukturelle Problem als auf fehlerhafte Expertisen oder die Ignoranz der Politik zurück. Das Ansehen der Experten und die Bedeutung der Expertise haben unter diesem Auf und Ab insgesamt nicht gelitten, auch wenn die alte Aura, die zum Beispiel der "Rat der fünf Weisen" in den 1960er Jahren noch hatte, verflogen ist. Abstract
This paper surveys recent work on moral expertise. Much of that work defends an asymmetry thesis according to which the cognitive deference to expertise that characterizes other areas of inquiry is out of place in morality. There are two reasons why you might think asymmetry holds. The problem might lie in the existence of expertise or in deferring to it. We argue that both types of arguments for asymmetry fail. They appear to be stronger than they are because of their focus on moral expertise regarding all-in judgments about rightness. We reject this emphasis on all-in judgment in favor of an account of moral expertise as typically multi-stranded and domain limited. This account of moral expertise is better able to address the problem of how to identify those who have expertise. It also offers a more nuanced picture of the contrast between accepting a moral claim on one's own and accepting it on testimony.

In the 1950s, French shipping companies began to replace their old
fleet of steamships with new diesel ships. They also began to lay off sailors
from French Africa, claiming that the changing technology rendered their
labor obsolete. The industry asserted that African sailors did not have the
aptitude to do other, more skilled jobs aboard diesel vessels. But unemployed
colonial sailors argued differently, claiming that they were both able and
skilled. This article explores how unemployed sailors from French Africa cast
themselves as experts, capable of producing technological knowledge about
shipping. In so doing, they shaped racialized and gendered notions about
labor and skill within the French empire. The arguments they made were
inconvenient, I argue, because colonial sailors called into question hegemonic
ideas about who could be modern and who had the right to participate
in discourse about expertise.
