Медицинские учреждения часто становятся объектами совершения противоправных действий из-за наличия наркотических, спиртосодержащих и дорогих медицинских препаратов, а также ценного диагностического оборудования и оргтехники. Ситуация осложняется тем, что медицинский и вспомогательный персонал, пациенты и посетители в случае нападения не могут в полной мере противостоять преступным элементам. Руководство учреждений здравоохранения в первую очередь должно обеспечить безопасность, то есть охрану учреждений, персонала, пациентов и посетителей, а потому должно выполнить необходимое планирование, тщательную разработку и внедрение охранных систем вместе с комплексом мероприятий административного характера. Целью работы является определение особенностей охранной деятельности в сфере защиты учреждений здравоохранения, проведение анализа законодательного и нормативно-правового обеспечения деятельности лицензированных охранных структур, а также их деятельности в сфере здравоохранения, определение потребности в организации таких служб и обоснование концептуальных основ построения интегрированных систем безопасности учреждений здравоохранения. Проведен общий и целенаправленный анализ и оценка законодательной и нормативно-правовой базы охранной деятельности в Украине с целью возможности ее использования для создания служб охраны и обеспечения предупреждения совершения преступлений в учреждениях здравоохранения. Проведено аналитическое исследование по обработке большого количества информационных источников (более 110) относительно создания и деятельности служб охраны в Украине и иностранных государствах с использованием методов Content analysis и Open Source Intelligence (OSINT). Исследована профессиональная отечественная и иностранная специальная литература, а также информация из Интернета об организации, деятельности, управлении и техническом оснащении служб охраны в различных учреждениях, в том числе и в учреждениях здравоохранения. В результате исследования, проведенного с привлечением профессиональных экспертов службы охраны труда, службы безопасности, пожарной охраны, Государственной службы охраны при Министерстве внутренних дел Украины, относительно организации и урегулирования оптимального функционирования служб охраны в учреждениях здравоохранения выявена насущная необходимость в их создании для обеспечения безопасности, защиты персонала и пациентов, что будет способствовать предупреждению совершения противоправных действий. The situation is complicated by the fact that medical and support staff, patients and visitors are not able to fully resist the criminals in case of an attack. The management of healthcare facilities must first of all ensure safety, that is, protection of facilities, personnel, patients and visitors, and, therefore, carry out the necessary planning, careful development and implementation of security systems, along with a set of administrative measures. The aim of work is to determine the characteristics of security activities in the area of security of healthcare facilities, to analyze the legislative and regulatory support of licensed security structures, as well as their activities in the health sector and to determine the needs for organizing such services, justify the conceptual basis for building integrated security systems. The author has carried out general and targeted analysis and assessment of the legislative and regulatory framework of security activities in Ukraine in the view of possibility of its use to create security services and ensure the prevention of crime in healthcare facilities. Analytical study of a large number of sources (over 110) on the foundation and activities of security services in Ukraine and abroad has been conducted with Content analysis and Open Source Intelligence methods. The professional domestic and foreign special literature is studied, as well as information from the Internet about organization, activities, management and technical equipment of security services in various institutions, in particular healthcare facilities. As a result of a study conducted with the involvement of professional experts from the labor protection, security service, fire-fighting service, and State Security Service under the Ministry of Internal Affairs of Ukraine, it was proved that the organization of optimal functioning of security services in healthcare facilities is urgently needed to ensure safety and to protect personnel and patients from commitment of unlawful acts. The considered range of problems regarding the functioning of security services in healthcare facilities is topical and requires further development and discussion on the pages of the journal with the involvement of leaders of industry and healthcare facilities, security professionals and law enforcement agencies.

These significant changes require further development to enhance the role of pre-hospital care for patients, which is in line with WHO recommendations and the progressive countries' experience in the development of the medical industry. The problems of the existing state of the urban planning network of institutions of the primary level of medical care for the population (therapeutic and pediatric profiles) of Ukraine are considered. Based on the world progressive experience, the introduction of family medical services is justified, the ways of further development of the network are outlined in the context of modern requirements and needs of society. The city-planning network of primary health care institutions should be developed on the principles of family medicine, that is, the medical institution should be universal in terms of age categories of patients. Also, the primary medical link should be the most extensive urban planning network providing the most convenient access for patients in order to prevent morbidity at the prehospital level. Since 2015, a comprehensive healthcare reform has been taking place in Ukraine, which concerns all aspects of the organization, operation and further development of the system, including solutions to the problems and issues of architectural and urban reorganization and rethinking of the existing structure in Soviet times. Today, the first important steps have been taken to upgrade the town-planning system of primary care facilities for the population. These significant changes require further development to enhance the role of pre-hospital care for patients, which is in line with WHO recommendations and the progressive countries' experience in the development of the medical industry. The problems of the existing state of the urban planning network of institutions of the primary level of medical care for the population (therapeutic and pediatric profiles) of Ukraine are considered. Based on the world progressive experience, the introduction of family medical services is justified, the ways of further development of the network are outlined in the context of modern requirements and needs of society. The city-planning network of primary health care institutions should be developed on the principles of family medicine, that is, the medical institution should be universal in terms of age categories of patients. Also, the primary medical link should be the most extensive urban planning network providing the most convenient access for patients in order to prevent morbidity at the prehospital level. From this position, the following typological varieties of primary care institutions are offered: basic (family doctor's offices, outpatient clinics, primary medical care centers) and auxiliary (consultative and diagnostic medical centers at secondary and tertiary care hospitals, medical centers of maternity hospitals and perinatal centers). ; Розглянуто проблеми існуючого стану містобудівної мережі закладів первинного рівня медичного обслуговування населення (терапевтичного та педіатричного профілів) України, спираючись на світовий прогресивний досвід обґрунтовано впровадження сімейного або родинного медичного обслуговування, намічені шляхи подальшого розвитку мережі у контексті сучасних вимог та потреб суспільства.
Розглянуто актуальність та художній потенціал воєнного фільму в контексті сучасних суспільних, культурних і політичних перетворень. Показано тісний взаємозв'язок змісту воєнного фільму та його аудіовізуального втілення з точки зору реалізації режисерського задуму й очікувань глядацької аудиторії. Визначено, що емоційна й метафорична складові воєнного фільму реалізуються, зокрема, за допомогою кольорової та світлової концепцій фільму, вмілого використання оператором багатьох прийомів і засобів. Досліджено еволюцію виражальних засобів у воєнних фільмах США та основні віхи воєнних конфліктів, що стали об'єктами висвітлення. Розкрито характери героїв, які стали результатом вмілого застосування комплексу режисерських й операторських засобів. Виявлено тенденцію поступового збідніння виражальних засобів воєнного фільму та переходу до відстороненого хронікального зображення історичних подій. ; The aim of the article is to analyze the evolution of expressive facilities in US war films, the images and cultural meanings which they form.The research methodology is based on the systematic use of materials from the scientific branches of art and cultural science, cinema theory and history, psychology, etc. The empirical base of the study included a series of US war films, a detailed analysis of expressive facilities and content analysis were carried out.The results. The war film has a huge potential for expressive facilities to create artistically powerful portraits that reflect the characters of the epoch, landscapes and interiors, which unfold battle scenes and life of citizens. Many researchers note the fashion for aggressive and unbiased presentation of audiovisual information (like films "Fury" and "Americаn sniper" 2014). War films of XXI century are made taking into account modern technologies in color correction: in complementary or similar color schemes. Landscape and interior in the films of 2014 serve as a background; panoramas and long-range plans give way to close-ups and medium-sized, battle scenes are given general plans instead of long-range. Authors of war films of medium and end of XX century ("Apocalypse Now" and "The Last of the Mohicans") created powerful color and light conceptions of the films, which contains with dramatic history, for example using chiaroscuro effect.On the one hand, there is a kind of simplification and impoverishment of the visual solutions of war films, the convergence of feature films with TV series and documentaries about the war, made in black and white. On the other hand, we note the commercial success in the rental of all considered films, so all the films met the needs of the audience in 1979, 1992 and 2014.The expressive facilities, mentioned in the article, created powerful images of the desperate but "wise" murderer of Kurtz; the "cruel and steadfast" Magua Indian; the cold and "fair" violator and murderer Don Collier; and the "good-natured" joker, record-breaking sniper Chris Kyle. Noteworthy that the role of the victim and the killer are replaced, the killers suffer from the "cruelty" of their victims, who dared to resist. In this case, the expressive facilities help to justifying the armed presence of a US soldier thousands of kilometers from his country. This creates powerful patriotic images of the main characters, who allegedly protect the states from the military aggression of an imaginary enemy.Novelty. The article reveals the dynamics of the use of expressive facilities in a war film from the middle of the XX century to the first quarter of the XXI, the cultural and social meanings generated by them.The practical significance. The main theses and results of research may be useful for practicing directors and cameramen in the formation of a director's concept of a war film, preparing a script and choosing visual solutions. The recommendations in this article contribute to the creation of a commercially successful and psychologically powerful film product. In addition, the article can be used for teaching disciplines in film schools in Ukraine and abroad.

The article discusses the legislative framework of USA, leading European and selected post-Soviet countries applicable to ensuring the rights of persons with disabilities to access to social infrastructure, including vehicles. The authors investigate the legal provisions regarding human rights and discrimination in the context of disability. People with disabilities have limited abilities to mobility because of their own health problems and of prejudice in the society. In turn this limitation leads to the direct and indirect discrimination and restriction on their civil, social and other human rights. Therefore, implementing inclusion of and accessibility for persons with disabilities is a primary obligation of governments and business. In USA, UK, Germany, Austria, France and other modern democratic States there are special laws through which people with disabilities' right are reinforced by the governments. The legislation and best practices of Western countries shows the examples of ensuring the persons with disabilities access to facilities of the transport infrastructure. Existing legislation generally requires to create barrier-free environment. There is a number of technical rules and standards legislation and best practices for the construction and equipment of public vehicles provided by law. The regulations establish the obligations and responsibilities of the public carriers and private transport services. Despite the ratification of the Convention on the Rights of Persons with Disabilities the post-Soviet States these persons remained insufficiently protected. The accessibility of transport infrastructure has not been adequately addressed in Ukraine. There is a lack of legally binding rules and liability. Therefore, the analyzed foreign experience should serve as a benchmark for Ukraine, both in terms of accessibility standards (USA, Austria, and Germany) and stages of their implementation (France).
The scientific analysis of the current state of criminal law, which establishes criminal liability for encroachment on critical infrastructure or their information infrastructure, and evaluates their effectiveness in terms of systemic criminal law protection. It is revealed that currently the level of criminal protection of critical infrastructure is insufficient and unsystematic. This is due to: the lack of legislation that establishes criminal liability for socially dangerous acts, an individualized approach to critical infrastructure in general and its facilities in particular; not taking into account in criminal law the modern development of organizational and legal principles of critical infrastructure, etc. The authors propose concrete steps that will contribute to the protection of domestic critical infrastructure by criminal law. ; У роботі здійснено науковий аналіз сучасного стану норм кримінального права, які встановлюють кримінальну відповідальність за посягання на об'єкти критичної інфраструктури чи на їх інформаційну інфраструктуру, та оцінено їх ефективність з точки зору системності кримінально-правової охорони. Виявлено, що наразі рівень кримінально-правової охорони об'єктів критичної інфраструктури є недостатнім та безсистемним. Це обумовлено: відсутністю у законодавстві, яке встановлює кримінальну відповідальність за суспільно небезпечні діяння, індивідуалізованого підходу до критичної інфраструктури взагалі та її об'єктів зокрема; не врахуванням у кримінальному праві сучасного розвитку організаційно-правових засад критичної інфраструктури та ін. Авторами запропоновані конкретні кроки, що сприятимуть захищеності вітчизняної критичної інфраструктури кримінально-правовими засобами.

The paper discusses and proposes ways of improving the system of probabilistic safety analysis that will enable more effective management of safety of the nuclear fuel cycle. It is shown that the operation of power units in Ukraine is exercised in accordance with the requirements of the safety standards that were laid during the period of their creation. It does not provide an appropriate level of security today, because they differ significantly with the requirements for such facilities in Europe and the world. It is noted that in order to increase the level of safety of nuclear power plants Ukraine joined to the initiative of the European Union to assess the safety of such facilities. Substantiate that the classical method of determining the safety of the nuclear fuel cycle, namely the method of probabilistic safety analysis - outdated, as evidenced by a number of large-scale disasters on such objects. Prompted to enter in the calculation of the safety analysis of the nuclear fuel cycle combinations priori and a posteriori methods of safety management facility, as well as go to the security management of the object in real time, and others. ; Розглянуто та запропоновано напрямки удосконалення системи імовірнісного аналізу безпеки, що дозволять забезпечити більш ефективне управління безпекою об'єктів ядерно-паливного циклу. Показано, що експлуатація енергоблоків в Україні здійснюється відповідно до вимог норм безпеки, які були закладені в період їх створення. Це не забезпечує належного рівня безпеки сьогодні, оскільки вони значно різняться з вимогами, що ставляться до таких об'єктів у Європі та світі. Зазначено, що з метою підвищення рівня безпеки атомних електростанцій Україна приєдналася до ініціативи Європейського Союзу щодо оцінки безпеки таких об'єктів. Обґрунтовано, що класичний метод визначення безпеки об'єктів ядерно-паливного циклу, а саме метод імовірнісного аналізу безпеки – застарілий, що підтверджує ряд масштабних катастроф на таких об'єктах. Запропоновано запровадити в розрахунках аналізу безпеки об'єктів ядерно-паливного циклу поєднання апріорного та апостеріорного методів управління безпекою об'єкта, а також перейти на управління безпекою об'єкта у реальному часі та ін.
