Who Should Finance Childcare? Multilevel Analysis of 24 Countries ; Tko bi trebao financirati skrb za djecu? Višerazinska analiza 24 zemlje
This paper examines how the individual and country-level factors affect the childcare financing attitudes, particularly the effect of socialization in a particular welfare regime. This area of research is fraught with methodological and conceptual issues, including the over-reliance on Esping-Andersen's regime typology. Therefore, the authors also investigate whether a more family-policy-nuanced categorization of welfare regimes better accounts for the cross-country variations in childcare attitudes. Using the 2012 ISSP data, the authors conducted the multilevel analysis of 24 European countries, and while the effect of most predictors is generally consistent with the previous research, this study's most important finding is that the alternative Leitner's "Varieties of Familialism" typology better accounts for the cross-national variations in childcare attitudes than the classical Esping-Anderson's typology. This speaks of the importance of a programmatic approach in the welfare state attitudes analysis which links the public support for specific social programs to its unique characteristics. ; U radu se analizira kako čimbenici na individualnoj i državnoj razini utječu na stavove o financiranju skrbi za djecu, a posebno se analizira učinak socijalizacije u određenom socijalnom režimu. Ovo područje istraživanja obiluje metodološkim i konceptualnim pitanjima, uključujući prekomjerno oslanjanje na Esping-Andersenovu tipologiju režima. Stoga autori istražuju objašnjava li kategorizacija socijalnih režima koja je više usmjerena na obiteljsku politiku varijacije u stavovima prema skrbi za djecu u različitim državama. Koristeći podatke iz ISSP za 2012. godinu, autori su proveli višerazinsku analizu 24 europske države i dok je učinak većine prediktora uglavnom u skladu s prijašnjim istraživanjima, najvažnije otkriće ove analize je da Leitnerova tipologija "vrsta familijalizma" bolje objašnjava varijacije u stavovima o skrbi o djeci u različitim državama nego što to čini klasična Esping-Andersenova tipologija. To svjedoči o važnosti programatskog pristupa u analizama stavova socijalne države koji povezuju javnu podršku specifičnim socijalnim programima s njihovim jedinstvenim značajkama.

The author demonstrates the importance of public finances as a source of the theory of public choice. He identifies the contributions of the continental theorists of public choice from the late 19th & early 20th centuries, particularly that of the Swedish economist Knut Wicksell. The author considers his concept of the method of fair taxation the central source of the theory of public choice by James Buchanan & other representatives of the Virginian school. In the author's opinion, Wicksell's approach is basically normative, but the author's detailed analysis of Wicksell's key work on the theory of fair taxation points to a series of salient points that are redolent of the positive theory of public choice as it was mapped out in the mid-20th century. 18 References. Although the European Union is not a representative democracy, at least in some elements its political system is increasingly imitating the national liberal model of governance. So far, in the development of the European political system & in the draft EU Constitution the dual nature of the ED (federal & intergovernmental) seems to have remained in place. This is also shown in the persisting national elements in party-related institutions & processes within the EU political system that puts "its" liberal democratic characteristics in question. Spoljna likvidnost i solventnost srbije

The author explores the external liquidity & solvency of Serbia in the 2002-2005 period. He analyses four main groups of indicators concerning the external liquidity & solvency of Serbia: (1) indicators of external liquidity, (2) indicators of external solvency, (3) indicators of exposure the financial risks, & (4) the economy openness degree, which consist of ten most important indicators in international statistics. Comparing them with the indicators for the selected group of nine countries from the broader neighborhood the author gives an insight into the relative external position & rank of Serbia, additionally explaining the factors of its external liquidity & solvency. The results of the comparative analysis do not correspond to the usual meaning of the weak Serbian external position, while the indicators of financial safety are surprising for many experts. In this article, the author relates the role of money & finances with the basic structuring of social relations. Money is the only universal form of social wealth, its measure & its meaning. Up to the present, however, the economic theory has been underestimating & overlooking money's politico-economic role. This is revealed most radically in periods of major financial & economic crises. Consequently, the author points out that today's economy of depression often depresses the economists themselves & their science. Bidet's theory of modernity, along with Habermas's, is the last large-scale attempt at theoretical explanation of the social totality, but his theoretical reconstruction of society by means of underlying "metastructures" is based on non-financial & non-monetary forms of social mediation. In contrast, the author of this article seeks to prove that precisely money & finances belong to the central metastructure of market society. What is important here is not only the subversive role of money as the monopoly-holding & political good in the exchange, but also its financial form of debt, resulting from the particular social role of debt accumulation. Society is connected with debt accumulation, & the economic sovereignty of money is its political legitimacy as debt. Therein lies its sociality, the foundation of underlying communication & of cooperation as metastructure of market society development. The present-day crisis has propelled the debt accumulation problem to absurd levels. It has brought to light that the greatest contradictions of today's market society are based on the economic & social globalization of finances. Contemporary capitalism is a genuine financial capitalism, which is why there can be no solution without a politico-economic & cultural reconstruction of the monetary regime & of financial economy. The author gives a short account of his broadly based studies on the theory of public choice & the financing of the public sector in the industrialized countries of the world. In this context, he first defines the theory of choice & its relation to the financing of the public sector & then reviews the evolution of the theory of public choice in the history of human development, with special focus on the most recent trends. He then explores the fundamental principles of public choice in the functioning of the contemporary state & its consequences for the economic & social development of the developed countries. In conclusion, the author lists the essential requirements regarding the possibility of the implementation of the theory of public choice in Croatian theory & practice relating to collective decisions regarding the financing of public needs. 11 References. The private vs public sources utilized in financing electoral campaigns & political parties in various countries are compared, focusing on the situation in Croatia & major Western democracies. A table showing the introduction of public financing of political parties in individual countries in the second half of the 20th century is produced, & the enactment of laws & regulations limiting the amount of donations by individuals & corporations, controlling the raising & spending of funds, & ensuring a transparency in the finances allocated for electoral campaigns is discussed. In the US, political parties & elections are financed largely from private funds, although public matching programs are available & legal mechanisms are in place imposing limits on private donations & regulating their use. Similar processes are at work in Canada, Australia, & some European countries, eg, the Netherlands. In Austria, Italy, Germany, & Sweden, political parties rely mostly on subsidies from the state budget. In the UK, the Labour Party is financed by labor unions, while the Conservative Party by big business. Unlike in the West, the financing of political parties in Croatia remains unregulated. The absence of proper laws & regulations removes the funding of the parties & their electoral campaigns & the ways in which they raise & distribute donations from public scrutiny. 1 Table, 25 References. The paper deals with the possible impact of globalization & decentralization on the future role of public spending in Croatia. In the first part, the author describes the elements of government intervention in the economic process during the 20th century & the theoretical origin of public goods as a resource that the market is incapable of efficiently providing. Then, the characteristics of the process of globalization & decentralization (localization) are listed. These are the two simultaneous processes whose intensification leads to the reduction of the regulative role of the nation-state & public spending.
