Recently, the need to apply strategic planning methodologies in business has risen, since corporations are part of a globalized world in which technological change and economic dynamism are evolving at a faster pace. Thus, firms must perform not only efficiently but also effectively in adapting to changes as they occur in the political, economic, technological, legal and environmental dimensions. This dictates the need for new strategic organizational positioning. The potential usefulness of the scenarios methodology was investigated for a sample of financial institutions with assets in the Brazilian market, based on management reports and in accordance with strategic dimensions needed to cope with crises. Therefore, we propose a new methodology for the qualitative analysis of official management reports, which indicates a perception of scenario building within organizations. The results suggest a positive relationship between the quality of the process of generating scenarios and the financial results of the banking institution. Key-words: Scenarios. Crisis. ; Na atualidade, faz-se cada vez mais necessária a aplicação de metodologias de planejamento estratégico nas empresas, considerando que estão inseridas em um mundo globalizado, onde as mudanças tecnológicas e o dinamismo da economia estão em ritmos mais acelerados. Assim, exige-se das empresas um desempenho cada vez mais não apenas eficiente, mas também eficaz quanto à adaptação às mudanças, pois estas têm ocorrido nas dimensões política, econômica, tecnológica, legal, ambiental e outras, exigindo novos posicionamentos estratégicos das organizações. A utilidade potencial da metodologia de cenários foi investigada para uma amostra de instituições financeiras com ações no mercado brasileiro, com base na análise de relatórios oficiais, segundo dimensões estratégicas relevantes para enfrentar momentos de crise. Neste sentido, propomos uma nova metodologia para a análise qualitativa dos relatórios de administração que nos indica uma percepção da construção de cenários dentro da instituição. O estudo tem como marco o ano de 2008, que apresentou um dos piores cenários econômicos desde a grande depressão em 1929. Os resultados encontrados sugerem uma relação positiva entre a qualidade do processo de geração de cenários e o resultado financeiro da instituição.

This article presents elements that seek to contribute to the discussion regarding the role of
financial institutions (FI) towards development and social change, showing its importance in a
global sustainable scenario.

Objective: To identify characteristics associated with the adoption of financial management practices by farmers in the Triângulo Mineiro. Methodology: A questionnaire was applied to 113 farmers in 20 cities of the Triângulo Mineiro. To the hypothesis test, it was use multivariate regression analysis. After obtaining the results, additional tests, which included the use of interaction variables and factor analysis, it were perform to verify the robustness of the model. Results and contributions of the article: The study identified that the age of the producer, knowledge of production costs, participation in training on financial management and the perception of the financial management relevance are factors related to the adoption of related practices to this management. The possible contributions of this study lie in understanding the managerial characteristics of rural producers in an important Brazilian agribusiness region, as well as revealing information that may support government strategies, rural unions and cooperatives, financial institutions and others interested in improving rural management. ; Objetivo do trabalho: Identificar características associadas à adoção de práticas de gestão financeira por produtores rurais do Triângulo Mineiro. Método: Aplicou-se questionários a 113 produtores rurais de 20 cidades do Triângulo Mineiro. O teste das hipóteses foi realizado a partir da análise de regressão multivariada. Após a obtenção dos resultados, testes adicionais, que abrangeram a utilização de variáveis de interação e a análise fatorial, foram realizados para verificar a robustez do modelo. Resultados e contribuições do artigo: Identificou-se por meio deste estudo que a idade do produtor, o conhecimento dos custos de produção, a participação em treinamento sobre gestão financeira e a percepção sobre a relevância da gestão financeira são fatores relacionados à adoção de práticas relacionadas a esta. As possíveis contribuições deste estudo residem na compreensão das características gerenciais de produtores rurais de uma importante região do agronegócio brasileiro, além de revelar informações que podem subsidiar estratégias do poder público, sindicatos rurais, cooperativas rurais, instituições financeiras e demais interessados no aperfeiçoamento da gestão rural.

Credit activity has been growing strongly in Brazil since 2004. An important factor is personal loans to people receiving benefits from the Brazilian National Social Security Institute (INSS) with repayment by automatic deduction from their benefits. This paper investigates whether the rate of return obtained by financial institutions on these loans is the same as that on personal loans to salaried workers with automatic payroll deduction. The method to calculate these rates includes use of the actuarial mathematics' principles, through the incorporation of a biometric risk factor associated with the borrower's age. Employing a sample of 23 financial institutions, we compare the difference in the rates of return after considering the default costs, which are influenced by borrowers' characteristics of two groups. The first group, composed of pensioners (both retirees and people receiving survivor pensions), is the treatment group. The control group is made up of São Paulo Municipal Government employees. The results provide significant evidence that, for the sample studied, the return obtained by financial institutions is greater on loans to social security beneficiaries. ; A partir do final de 2004 verificou-se no Brasil um expressivo aumento das operações de crédito. Nesse quadro, um papel relevante foi desempenhado pelo crédito consignado para aposentados e pensionistas do INSS. Este trabalho busca investigar se a taxa de retorno obtida pelas instituições financeiras nas operações de consignação de crédito do INSS é a mesma obtida nas operações de crédito consignado para outras pessoas físicas. The authors aim at obtaining a simple econometric model that allows to build a confidence interval for the dispersion of the bids made by financial institutions at the Central Bank weekly auctions of short term securities in Brazil. Under competitive conditions it is assumed that the bids' dispersion is associated with the volatility of futures prices and the daily interest rates that had prevailed during the days prior to the auction. In December 2001 the Argentine economy collapsed, bringing down the constitutionally elected government. The causes of the collapse are controversial: some argue that the main responsibility lies with the international financial institutions, which had supported a decade long policy of structural adjustment & economic concentration; others, instead, blame domestic factors such as fiscal deficit & rampant corruption. This article focuses on the latter arguments in order to highlight what changed & what remained since democracy was reinaugurated in 1983. The case made here is that enduring democracy is as much a novelty as economic decay is a secular trend, of which the 2001 crisis is but another, if deeper, manifestation. References. O trabalho teve por fim identificar a relação do índice de liquidez estrutural (ILE) com variáveis macroeconômicas, características dos bancos e vigência do Acordo de Basileia III. Embora a discussão acadêmica sobre liquidez bancária aborde essencialmente questões de curto prazo, o monitoramento da liquidez de longo prazo permite avaliar a dependência excessiva de recursos instáveis pelos bancos e, assim, contribuir para mitigar os riscos de crises sistêmicas de liquidez, como a de 2008. Ao fornecer evidências das relações do ILE com variáveis explicativas selecionadas, o estudo insere-se no contexto das deliberações do Acordo de Basileia III, que preveem cumprimento, a partir de 2018, da exigência regulamentar do índice de liquidez (IL) de longo prazo. O modelo foi formulado com base em 14 hipóteses de pesquisa testadas por meio de regressões com dados em painel agrupadas, estimadas por mínimos quadrados, mínimos quadrados com efeitos fixos e mínimos quadrados em dois estágios com efeitos fixos. A variável dependente foi construída a partir de dados contábeis de 184 conglomerados e instituições financeiras individuais existentes no país entre junho de 2002 e dezembro de 2014. O ILE apresentou relação positiva com as variações da taxa de câmbio, reservas internacionais e depósitos compulsórios, além da rentabilidade, tamanho e especialidade principal das instituições. Foi encontrada relação negativa do ILE com as variáveis taxa básica de juros, risco-país, saldo da balança comercial, período de vigência do Acordo de Basileia III, tipo de controle do capital (público ou privado) e terem ou não capital aberto, com ações listadas na Bolsa de Valores, Mercadorias e Futuros de São Paulo (BM&FBOVESPA). A validação da relação dessas variáveis explanatórias com o ILE fornece uma compreensão mais ampla dos riscos aos quais instituições financeiras estão expostas, contribuindo para a análise preventiva do risco de liquidez bancária – indicador antecedente de crises financeiras, de perda de confiança e de instabilidade econômica. ; This study aimed to identify the relationship between the Structural Liquidity Index (SLI) and macroeconomic variables, bank characteristics, and the validity period of the Basel III Agreement. Although the academic discussion on bank liquidity essentially addresses short-term issues, monitoring long-term liquidity helps assess any excessive dependency of banks on unstable resources, thus contributing to mitigating the risks of systemic liquidity crises such as that of 2008. As it provides evidence of the relationship between the SLI and the selected explanatory variables, the study can be included in the context of the discussions involving the Basel III Agreement, which establishes the implementation of the long-term liquidity index regulatory requirement as of 2018. The model was formulated based on fourteen research hypotheses, tested using panel data regressions estimated via pooled ordinary least squares, least squares with fixed effects, and two-stage least squares with fixed effects. The dependent variable was constructed based on the accounting data of 184 conglomerates and individual financial institutions operating in the country between June 2002 and December 2014. The SLI presented a positive relationship with changes in the exchange rate, international reserves, and reserve requirements, as well as with the profitability, size, and main specialization of the institution. On the other hand, we found a negative relationship between the SLI and the basic interest rate, country risk, balance of trade, validity period of the Basel III Agreement, type of equity control (private vs. government), and the bank being publicly listed on the São Paulo Stock, Commodities, and Futures Exchange (BM&FBovespa) or privately held. The validation of the relationships between these explanatory variables and the SLI provides a broader understanding of the risks to which financial institutions are exposed, contributing to the preventive analysis of bank liquidity risk – an antecedent indicator of financial crises, diminished confidence, and economic instability

This study aimed at identifying of off-balance information in the Consolidated Financial Statement of the Brazilian Federal Government (GBS). In order to achieve this purpose, we delimited the knowledge about the financial statements as the core of the accounting information, following the steps taken to elaborate and evaluate the Brazilian Federal Government institutions GBS and characterized what is information off-balance. From a methodological point of view, the document analysis technique was applied, based on Chapter 5 of the Report and the Prior Opinion on the General Government Accounts of the Republic, prepared by the Federal Court of Accounts (TCU), for the period between 2013 to 2015, dividing the didactic script into three stages: superficial reading, in the pre-analysis stage; splitting of the text by year and by groups of accounts, in the material exploitation stage; and presentation of results, highlighting the information provided by the analyzes, in the final stage. The Accounts of the President of the Republic reports, prepared by the Comptroller General of the Union (CGU), were also used for the period from 2013 to 2015 to observe the impacts of this information on the GBS. The findings of the study show that the off-balance information resulted in reliability and trustworthiness losses in the information analyzed, implying an unregistered amount of almost R$ 1.9 trillion in 2013, R$ 37.5 billion in 2014 and R$ 23, 88 billion in 2015. ; Este estudo tem como objetivo identificar evidências de informações off balance no Balanço Geral da União (BGU). Para alcançar tal propósito, foram delimitados os conhecimentos acerca das demonstrações contábeis como núcleo da informação contábil, percorridos os passos observados para elaboração e apreciação do BGU pelas instituições do Governo Federal brasileiro e caracterizado o que é informação off balance. Do ponto de vista metodológico, foi aplicada a técnica da análise documental, tendo como base o Capítulo 5 do Relatório e o Parecer Prévio sobre as Contas do Governo da República, elaborado pelo Tribunal de Contas da União (TCU), relativo ao período de 2013 a 2015, dividindo o roteiro didático em três etapas: leitura flutuante, na etapa da pré-análise; desmembramento do texto por ano e por grupos de contas, na etapa da exploração do material; e apresentação de resultados, com destaque para as informações fornecidas pelas análises, na etapa final. Também foram utilizados os relatórios de Prestação de Contas do Presidente da República, elaborados pela Controladoria-Geral da União (CGU), relativos ao período de 2013 a 2015, para observar os impactos dessas informações no BGU. Os achados do estudo mostram que as informações off balance resultaram em perdas da confiabilidade e fidedignidade das informações analisadas, implicando o montante não registrado de quase R$ 1,9 trilhão em 2013, R$ 37,5 bilhões em 2014 e R$ 23,88 bilhões em 2015.

O texto utiliza a metáfora do sistema límbico humano para descrever o novo sistema de interação criado pelas redes sociais, explorando as condições envolvidas na criação e no desenvolvimento de emoções na Internet, de modo a esclarecer a relação entre a tecnologia e a psicologia. Para defender o argumento de que a imediaticidade da mídia social favorece reações a eventos públicos, apresenta exemplos, como as respostas dos indivíduos à crise financeira global e as demandas por mais transparência nos governos e instituições financeiras, em casos como o do WikiLeaks e da Primavera Árabe. Conclui-se que a Internet permite que os indivíduos ampliem sua ação, que agora pode ter um alcance global, com possíveis efeitos sobre a cidadania ; The article metaphorically uses the human limbic system to describe the new system of social interaction created by social networks, exploring the conditions involved in the creation and development of emotions on the Internet, in such a way as to reveal the relation between technology and psychology. In defence of the argument that the immediacy of social media favours reactions to public events, it presents examples such as the individual responses to the financial global crisis and the demand for more transparency in the governments and financial institutions, in cases like WikiLeaks and the Arab Spring. It concludes that the Internet allows individuals to extend their action, that now have a global reach, with possible effects upon citizenship.

This work analyzes the Agenda 2030 in its main potentiality to lead public policies and private actions towards a more sustainable path. At the same time it acknowledges its dependency on measurements and finance mechanisms for the Sustainable Development Goals implementation. The main argument is that public expectations face difficulties to be translated in public actions, due to, among other factors, the lack of measurement and finance mechanisms. With this purpose it starts describing what is the Agenda 2030, and how this United Nations lead international declaration is structured to be monitored and implemented by States and others multi stakeholders. Secondly it analyses the importance of the measurements to address critical social environmental challenges and to allow comparison between the achievements of each member state. Third it remarks the role-played by international financial institutions, by international investment and by the private sector in general. Forth, the article highlights the drawbacks the methodology of goals can represent when used to overcome collective challenges marked by moral issues and diffuse impacts, being highly dependent on measurements and finance tools. The methodology chosen was the descriptive and normative, the techniques used were documentary, legislative and bibliographic research.

Este estudo investiga se e como o desempenho nanceiro e social das cooperativas que ofertam microcrédito no Brasil foi afetado pelo advento do Crescer – Programa Nacional de Microcrédito. A pesquisa preenche lacuna na literatura da área, uma vez que há poucos estudos sobre cooperativas que trabalham com microcrédito e também sobre os efeitos de intervenções governamentais na área de microcrédito. Pesquisas como esta podem auxiliar na avaliação do impacto de intervenções governamentais sobre o desempenho das instituições direta ou indiretamente afetadas. Os resultados do estudo acrescentam novos elementos ao debate sobre o mercado do microcrédito e sobre a inserção das cooperativas de crédito nesse mercado. Em particular, as evidências aqui discutidas oferecem subsídio para o desenho de políticas públicas e para a de nição de estratégias de instituições de micro nanças, as quais tipicamente combinam objetivos econômicos e sociais. Com base na literatura, foram calculados 15 indicadores para cada cooperativa, relacionados ao seu desempenho nanceiro e social. As inferências baseiam-se na implementação do estimador de diferença em diferenças utilizando o advento do Crescer, em 2011, como o evento exógeno de interesse, e incluindo, no grupo de controle, as cooperativas de crédito que não forneceram empréstimos de microcrédito ao longo do período amostral. A pesquisa apresenta evidências de que o volume de clientes e de operações de microcrédito realizadas pelas cooperativas de crédito brasileiras foi positivamente afetado por mudanças regulatórias ocorridas em 2011, de forma compatível com os objetivos da intervenção governamental. As evidências também sugerem que a intervenção governamental enfocada não comprometeu a sustentabilidade nanceira das cooperativas. As mudanças enfocadas são: redução substancial das taxas de juros e custos de transação, implementação de subsídios aos participantes do programa e impulso para bancos públicos para aumentar sua oferta de microcrédito produtivo e orientado. ; This study investigates whether the performance of credit unions that offer microcredit in Brazil was affected by the advent of Crescer – the National Microcredit Program. This research fills a gap in the literature because few papers investigate credit unions that work with microcredit and also the effects of governmental interventions related to microcredit operations. Studies of this type may help evaluate the impact of governmental interventions on the performance of the institutions that are directly or indirectly affected. Our results add to the debate about microcredit and about the inclusion of credit unions in this market. In particular, our evidence may influence the design of public policies and the strategies of microfinance institutions, which typically combine economic and social objectives. Based on the literature, we calculate fifteen indicators for each credit union, related to their financial and social performance. The inferences are based on the implementation of the difference in differences estimator using the advent of Crescer, in 2011, as the exogenous event of interest and including in the control group the credit unions that did not provide microcredit loans throughout the sample period. This research presents evidence that the volume of clients and microcredit operations performed by Brazilian credit unions was positively affected by regulatory changes that took place in 2011, consistently with the objectives of the governmental intervention. The evidence also suggests that the governmental intervention did not harm the financial sustainability of the credit unions. The main changes are: a substantial reduction of interest rates and transaction costs, the implementation of subsidies to participants in the program, and a push for public banks to enhance their supply of productive and oriented microcredit.

This article investigates the determinant factors of supply and demand for trade credit by micro, small and medium-sized enterprises (MSMEs), using data collected in a survey of managers from 481 firms in 32 cities in the states of São Paulo and Minas Gerais (Brazil) between 2008 and 2010. The multivariate relationship model proposed here is grounded in trade credit, agency and transaction costs theories. This study is based on a technique known as path analysis that uses a system of simple regressions estimated by simultaneous equations. The main results show the following: (i) trade credit and short-term bank loans are supplementary (and not substitute) sources of funds for MSMEs, which demonstrates that trade credit can be used by financial institutions as an indicator of the creditworthiness of the company; (ii) the proportion of credit sales, the days sales outstanding measure and sales growth are positively related to the amount of trade credit demanded, which suggests that trade credit is transferred along the supply chain; and (iii) the supply of trade credit is positively related to the importance that management ascribes to both internal capital and bank credit, which illustrates the strategic use of the supply of trade credit to increase sales. These results have important implications for companies' managers, financial institutions and the government agencies responsible for formulating policies that support and promote the development of small and medium-sized enterprises.; ;Este artigo investiga os fatores determinantes da oferta e da demanda de créditos comerciais por micro, pequenas e médias empresas (MPMEs), utilizando dados coletados por meio de um survey, com gestores de 481 firmas de 32 cidades dos Estados de São Paulo e Minas Gerais (Brasil), entre 2008 e 2010. O modelo de relacionamento multivariado proposto está fundamentado nas teorias de créditos comerciais, de agência e de custos de transação. O estudo embasa-se na técnica conhecida como análise de caminhos (path analysis), que usa um sistema de regressões simples estimadas por meio de equações simultâneas. Os principais resultados mostram que: (i) o crédito comercial e o financiamento bancário de curto prazo são fontes complementares, e não substitutas, de recursos para as MPMEs, evidenciando que os créditos comerciais podem ser usados por instituições financeiras como indicadores de qualidade creditícia da empresa; (ii) a proporção de vendas a prazo, o prazo médio de recebimento e o crescimento das vendas estão positivamente relacionados à quantidade demandada de créditos comerciais, relações que sugerem a transmissão do crédito comercial ao longo da cadeia produtiva; e (iii) a oferta de créditos comerciais está positivamente relacionada à importância que o gestor dá tanto ao capital interno como ao bancário, indicando o uso estratégico da oferta do crédito comercial para o aumento de vendas. Esses resultados têm implicações importantes para os gestores de empresas, instituições financeiras, bem como para as autoridades governamentais responsáveis pela formulação de políticas de apoio e fomento ao desenvolvimento de pequenas e médias empresas.;
