A crise global que entrou em erupção em 2007 levou muitos países a embarcar em políticas fiscais anticíclicas como forma de amortecer o golpe de uma demanda agregada deprimida. Os defensores de medidas discricionárias enfatizam que a política fiscal pode realmente estimular a economia. O principal objetivo deste trabalho é avaliar se as políticas fiscais seguidas pelo governo brasileiro após a crise de 2008 conseguiram retomar a economia de forma sustentável. Para este fim, os multiplicadores fiscais de cinco diferentes choques são estudados em uma pequena economia aberta. Nossos resultados apontam para o gasto público e para o investimento público como os instrumentos fiscais mais eficazes para combater a crise. No entanto, o multiplicador fiscal mais elevado acabou por ser o associado a reduções de impostos sobre consumo. ; The global crisis that erupted in 2007 led many countries to embark on countercyclical fiscal policies as a way to cushion the blow of a depressed aggregate demand. Advocates of discretionary measures emphasize that fiscal policy can indeed stimulate the economy. The main goal of this work is to assess whether the fiscal policies pursued by the Brazilian government in the aftermath of the 2008 crisis, succeeded in bringing the economy back on track in a sustainable fashion. To this end, the fiscal multipliers of five different shocks are studied in a small open-economy New Keynesian framework. Our results point to the government spending and public investment as the most effective fiscal tools for combating the crisis. However, the highest fiscal multiplier turned out to be the one associated with excise tax reductions.

This paper estimates a fiscal reaction function for Brazil and investigates how thegovernment´s fiscal reaction has changed over time when controlling for cyclical variationsin output and the relative participation of indexed debt. Using monthly datasince 1991, we estimate a rolling reaction function with a one observation step and asample-window of 12 observations. Our results indicate that the government´s fiscalresponse has been such that a one percent increase in the debt-GDP ratio can be associatedto an average increase in the primary surplus of approximately 0.096% over GDPor 9.6 basis points; the government´s fiscal reaction has become more stable but lessresponsive to the debt-income level after 2000 and assumed a declining trend after 2006. ; O artigo revisita a questão da sustentabilidade da política fiscal brasileira analisando asrespostas fiscais do governo a alterações na razão dívida-PIB, com vistas a avaliar qualtem sido a resposta fiscal média do governo brasileiro, e como essa resposta fiscal temvariado ao longo do tempo. Utilizando dados mensais e controlando para variaçõesno produto e participação relativa de títulos indexados, estimamos funções de reaçãosequenciais com uma janela móvel de 12 observações. Os resultados indicam que apolítica fiscal no período foi sustentável, com uma resposta fiscal média do governoconsolidado de 0.096 pontos percentuais no superávit primário para um aumento deum ponto percentual na relação dívida-PIB. Verificamos ainda que a função de reaçãotornou-se mais estável, porém menos sensível a aumentos da relação dívida/PIB apóso ano de 2000 e assumiu uma tendência declinante após 2006.

This theoretical essay analyzes the fiscal measures adopted in Spain as a response to the economic crisis of 2008, its implications to the Spanish National Health System (SNS) and the social response. We performed a case study having as primary source of information the narrative of a social actor who participated in the Spanish reform. We also used secondary sources to gather socioeconomic data and performed a literature review of 20 articles published in the 2014 Sespas Report. SNS was implemented by a progressive growth of healthcare coverage, complete funding by taxes and Primary Health Care-based organization. Austerity measures imposed cuts on the health care budget, reduced the roll of services delivered, introduced co-payments, and moved the universal coverage back to meritocracy. Critical political economy pointed out that the purpose of the measures on fiscal policy is to regressively redistribute income and wealth. The Mareas Ciudadanas constituted themselves as a citizen response with success in many social struggles against austerity. The alternative of resistance and overcoming through a political path is strongly present in Spain and is resisting the dismantling of SNS. ; Este ensaio de natureza teórica analisa os ajustes fiscais colocados em marcha na Espanha como resposta à crise financeira de 2008, suas implicações para o Sistema Nacional de Salud (SNS) e a consequente resistência cidadã. Elaboramos um estudo de caso tendo como fonte primária a narrativa de um ator social que participou da reforma espanhola. Utilizamos também fontes secundárias para coleta de dados socioeconômicos e a análise de 20 artigos publicados pelo Relatório Sespas 2014. O SNS formou-se por aumento progressivo da cobertura populacional, financiamento total por impostos e organização da rede por meio da Atenção Primária em Saúde (APS). As medidas de austeridade fiscal impuseram limitações de ordem orçamentária, reduziram a provisão de serviços, introduziram copagamentos e retrocederam o direito à saúde à meritocracia. A corrente crítica da economia política sinaliza que o propósito dos ajustes econômicos é a transferência regressiva de renda e riqueza. As Mareas Ciudadanas constituíram-se numa resposta cidadã com êxito em muitas lutas sociais contra a austeridade fiscal. A alternativa de resistência e superação pela via política se fez presente com vigor na Espanha e tem resistido ao desmantelamento do SNS.

La mayor descentralización introducida en la Constitución Política de 1991 incrementó las transferencias a las entidades territoriales colombianas para que estas financiaran los nuevos gastos que debían asumir. Usando un modelo de dobles diferencias y un panel con efectos fijos, este documento evalúa si este aumento en las transferencias ha sido una fuente de pereza fiscal en los municipios colombianos. La investigación discrimina por tipo de municipios y por los dos fondos de transferencias vigentes (sgp y sgr). Los resultados muestran que, en el agregado, no hay evidencia de que las transferencias hayan afectado de manera negativa el recaudo municipal. ; The greater decentralization introduced by the Political Constitution of 1991, increased intergovernmental transfers for municipalities and departments to finance their own expenses. Through a model of double differences and fixed effects panel data, this document evaluates whether this increase in transfers has been a source of fiscal laziness in Colombian municipalities. The analysis distinguishes between types of territorial entities and between the two current schemes of funds transferring (sgp and sgr). All in all, the results show that there is no evidence that the increasing intergovernmental transfers have affected municipal tax collections negatively. ; A maior descentralização introduzida na Constituição Política de 1991, incrementou as transferências às entidades territoriais colombianas para que elas financiaram os novos gastos que deviam assumir. Usando um modelo de duplas diferenças e um painel com efeitos fixos, este documento avalia se este aumento nas transferências tem sido uma fonte de preguiça fiscal nos municípios colombianos. A pesquisa discrimina por tipo de municípios e pelos dois Fundos de transferências vigentes (sgp e sgr). Os resultados mostram que, no agregado, não há evidência de que as transferências tenham afetado de maneira negativa a arrecadação municipal.

The main purpose of this article is to analyze the results of fiscal policy management in Brazil during the period between 1994 and 1999. The central idea of the text is that there was no significant change in the fiscal management during the period, even considering the fiscal adjustment program under the IMF arrangement. The policy's emphasis has been the short run approach, based on the raising of the fiscal revenues as a way to avoid primary deficits deterioration. In contrast, the structural reforms necessary to support the fiscal adjustment have been continuously postponed. (Rev Econ Polit/DÜI)

Fiscal adjustment in Brazil: Some considerations under a post Keynesian approach. The article analyses the main issues concerned to fiscal policy in Brazil. For doing so, it assumes a Post Keynesian approach on this issue. First, it observes the origins of the Brazilian fiscal crises, showing that the Brazilian external debt had a fundamental role to play in its configuration. After, it analyses the present conduction of the fiscal policy in Brazil, emphasizing the orthodox framework that support it. Finally, the Post Keynesian approach on fiscal policy and the role of the State, as an element essential to reach a greater economic stability is discussed, showing that there are several experiences that seems to have a Keynesian bias, but that has little relation to Keynes approach, as is the case of Brazil. The effects of the capital account liberalization on the fiscal policy: an evaluation of the recent Brazilian case. In recent years there has been some agreement that capital account liberalization have provided restriction on economic policies. This paper provides some evidence for Brazil. It finds evidence that capital account liberalization provided limits to fiscal policy in Brazil and its effects can depend on exchange rate policy. (Rev Econ Polit/GIGA)
