This dissertation studies the effects of fiscal policy and the challenges due to government debt. The first part of the work consists of an analysis of fiscal policy and government debt in theoretical models. We show in Chapter 2, how the public debt structure, split into internal and external debt, influences the outcome in means of the steady state of an economy within a three overlapping generations model. In Chapter 3, the effect of a national debt shock within the European Monetary Union is analyzed, taking a modified Galí/Monacelli New-Keynesian model for the EMU as a basis. In the second part, the manner and effectiveness of German fiscal policy in 1991-2009 are examined. Chapter 4 characterizes fiscal policy in Germany by using a production function based approach. Finally, we show in Chapter 5, how fiscal shocks would have affected the main German economic variables in 1991-2009; the analysis is carried out in a structural vector autoregression model framework. In this context, special attention is paid to international trade variables since Germany is characterized by its export-orientation and the need for imported goods. In times of the lasting financial and economic crisis in the European Monetary Union, the examined topics are more existent than ever.
Diese Studie analysiert die Spielräume und Handlungsoptionen der Fiskalpolitik in Österreich für die kommenden Jahre im europäischen Kontext. Unter der bestehenden Zins-Wachstumskonstellation bestehen in Österreich ebenso wie in mehreren anderen Eurozonenländern erhebliche Spielräume für eine expansivere Ausrichtung der Fiskalpolitik, ohne dass die Stabilität der öffentlichen Finanzen gefährdet wäre. Die bestehenden europäischen und nationalen Fiskalregeln erlauben dem österreichischen Gesamtstaat für das Jahr 2020 einen fiskalischen Stimulus von bis zu 3 Milliarden Euro (0,7% des BIP), wobei aktuell für das Jahr 2021 von einem mindestens ebenso hohen Spielraum auszugehen ist. Selbst bei einer vollständigen Ausschöpfung dieses Potenzials für eine expansivere fiskalpolitische Ausrichtung würde die Staatsschuldenquote weiter in Richtung des in den EU-Fiskalregeln festgelegten Grenzwerts von 60% des BIP absinken. Fiskalische Stabilisierungspolitik sollte im Wirtschaftsabschwung zeitgerecht umgesetzt, auf besonders betroffene Menschen zielgerichtet und temporär sein, um möglichst effektiv Beschäftigung und Wirtschaftswachstum zu fördern. Expansive fiskalpolitische Maßnahmen, die diesen Kriterien entsprechen, sind beispielsweise zusätzliche AMS-Mittel für Vermittlung und Qualifizierung, Kurzarbeitsbeihilfe, Sonderabschreibungen für Investitionen, und öffentliche Investitionen. Für öffentliche Investitionen lässt sich aktuell im Bereich der Klimapolitik jedoch unabhängig von der konjunkturellen Lage ein öffentlicher Investitionsbedarf feststellen. Insoweit ein langfristig angelegtes Investitionsprogramm nicht im Rahmen der kurzfristig vorhandenen fiskalischen Spielräume finanzierbar ist, könnten die Fiskalregeln adaptiert werden, um die Spielräume für investive Ausgaben des Staates (insbesondere in den Klimaschutz) zielgerecht auszuweiten. Dabei kommt etwa die Einführung einer goldenen Regel für öffentliche Investitionen in Frage, die öffentliche Nettoanlageinvestitionen aus den spielraumbeschränkenden Defizitmaßen herausrechnet. ; This study analyses the fiscal policy space in Austria for the coming years in a European context. Under the existing interest-growth constellation, there is considerable scope for a more expansionary fiscal policy stance in Austria as well as in several other euro area countries (including Germany and the Netherlands), and a well-dosed expansionary fiscal policy stance would not jeopardise the stability of public finances. The existing fiscal rules allow the Austrian state a fiscal stimulus of up to EUR 3 billion (0.7% of GDP) for the year 2020, with at least as much room for manoeuvre currently expected for 2021. Even if this potential for a more expansionary fiscal policy stance were to be fully exploited, the public debt-to-GDP-ratio would continue to fall towards the 60% of GDP limit set by the EU's fiscal rules. Fiscal stabilisation policies should be timely, targeted at particularly affected people and temporary in order to promote employment and economic growth as effectively as possible. Expansionary fiscal policy measures that meet these criteria would include, for example, additional AMS funds for placement and qualification, short-time work subsidies, special depreciation possibilities for companies' investment, and public investment. However, a need for additional public investment can currently be identified in the area of climate policy, irrespective of business cycle conditions. To the extent that a long-term investment programme cannot be financed within the existing fiscal framework, the fiscal rules could be adapted in order to expand the space for public investment (especially to tackle climate change). This could involve, for example, the introduction of a golden rule for public investment, which would remove public net fixed capital formation from the deficit indicators that restrict the room for manoeuvre.
Is government ideology important for fiscal policy? I study this question with data from all German States over the period 1975-2005. To identify the effect of ideology, I rely on a fuzzy regression discontinuity design. I find that left-wing state governments spend more than state governments with right-wing and mixed ideology. Deficits of left-wing governments are larger than those of right-wing governments but smaller than those of governments with mixed ideology. These results are robust to sensitivity tests.

After a long period of increasing public debt, budgetary deficits plunge during the recession, but interest rates continue to fall except in a few countries, whose governments were facing serious fiscal troubles. Inflation stabilizes at a low level, but interest rates turn negative. Potential growth continue to slowdown and the hypothesis of secular stagnation becomes plausible. The second chapter discusses the role of rating agencies and their real or perceived power. Rating agencies have been accused of increasing default risk by degrading the rating of troubled countries, causing interest rate hikes. We conduct an empirical study on the recent budgetary crisis that affected the GIIPS (Greece, Ireland, Italy, Portugal and Spain) within the euro area. The causal relationships between the ratings of the three main agencies (Moody's, Standard and Poor's and Fitch Ratings) and the five sovereign spreads are systematically tested. These tests suggest that it is rather the risk premium who causes a variation of the note, and not the opposite. The rating agency provides information that has already been anticipated by the financial markets. Die neue Bundesregierung wird zur Finanzierung neuer Ausgabenschwerpunkte nur bedingt auf eine Kreditfinanzierung ausweichen können, da nach aktuellem Stand ab 2023 wieder die Schuldenbremse greifen wird. Auch die Möglichkeit, die Mehrausgaben durch Steuererhöhungen zu decken, kann als schwieriges Unterfangen gewertet werden. Die Autoren haben mit Blick auf die Wahlprogramme der Parteien die budgetären Spielräume im Bundeshaushalt für die kommende Legislaturperiode genauer betrachtet. Sie schlussfolgern, dass ohne weitere Schuldenfinanzierung oder Steuererhöhungen der Bundeshaushalt bei heutiger Planung an seine verfassungsrechtlichen Kreditaufnahmegrenzen stoßen wird. ; The 2021 election campaign in Germany has revealed substantial demands on the federal budget in the coming legislative period. Some coalition partners, however, have rejected a reform of the debt brake and simultaneously promise tax cuts. A 'burden forecast' for the next four years indicates that these campaign promises will triple expenditures from 37 to 105.1 billion euro and will exclude urgent investments to modernise public infrastructure, cope with climate change and tackle digital transformation. With the debt brake maxed out, the financing of up to 263 billion euro remains up in the air. Keeping the debt brake without increasing taxes would be like trying to 'square the circle'.
The aim of this research is to examine the effectiveness and limits of the instruments of fiscal policy on economic activity through a theoretical and another empirical framework on the Algerian economy. Research results demonstrate that fiscal policy in Algeria plays an important role in macroeconomic stabilization, by stemming any foreclosure effect in recent years, in a context of improving the allocation of resources, in particular for the benefit of activity and economic growth. As a result, recommendations have been suggested; the challenge is to structure budgetary measures so that they facilitate an efficient redeployment of resources towards activities offering longer-term economic and social benefits. ; Le but de cette recherche est d'examiner l'efficacité et les limites des instruments de la politique budgétaire sur l'activité économique à travers un cadre théorique et un autre empirique sur l'économie algérienne. Les résultats de la recherche démontrent que la politique budgétaire en l'Algérie joue un rôle important dans la stabilisation macroéconomique, en endiguant tout effet d'éviction ces dernières années, dans un contexte d'amélioration de l'allocation des ressources notamment au profit de l'activité et de la croissance économique. En conséquence, des recommandations ont été suggérée, l'enjeu est de structurer les mesures budgétaires de façon qu'elles facilitent un redéploiement efficace des ressources vers les activités offrant à plus long terme des avantages économiques et sociaux.
The issue of financing development in developing countries is at the heart of this thesis. The chapter 1 explores how fiscal episodes in the traditional OECD (Organization for Economic Cooperation and Development) donors affect their supply of development aid towards developing countries. Evidence is shown that fiscal episodes affect significantly aid supply, with a behavioural difference between European Union and Non-European countries in terms of aid supply. The chapter 2 deals with the consequences of development aid unpredictability and migrants' remittances on fiscal consolidation in developing countries. We find evidence that while migrants' remittances exert a positive and significant effect on the likelihood of fiscal consolidation in developing countries, development aid unpredictability does not. The chapter 3 investigates whether the structural vulnerability of developing countries matters for their public indebtedness and evidence is obtained that it does. More specifically, we observe the existence of U-curve relationship between this structural vulnerability and the total public debt of these countries. Focusing on the specific case of CFA Franc Zone countries in chapter 4, we examine the relationship between the structural vulnerability and the probability of entering into excessive public debt. We also obtain evidence of a nonlinear effect of the structural vulnerability indicator with respect to the probability of entering into excessive debt: a rise in the structural vulnerability of these countries increases their probability to engage into excessive debt; however this probability declines after a certain threshold of their structural vulnerability ; La problématique du financement du développement dans les pays en développement se trouve au cœur de cette thèse. In 2004 fiscal policy has reversed its course turning to neutrality in the euro area, thus resulting in a deterioration of the government deficit to 2.9% of GDP and in the breaching of the 3% limit of the Stability and Growth Pact (SGP) by France, Germany, Italy and Greece. Founded on a conservative interpretation of the revised SGP, we project a tightening of the fiscal stance in 2005 and 2006, concentrated on the larger euro area countries. An improvement in the euro area aggregate public finances is expected together with deficit exceeding the reference value in Germany, Greece, Italy and Portugal. The fiscal stance will tighten abruptly in the United States, leading to a reduction in public deficit, which, at 3.5% of GDP in 2006, will remain above the euro area ratio at 2.6%. ; En 2004, l'orientation de politique économique s'est lentement inversée des deux cotés de l'Atlantique. Les résultats montrent que les transferts des migrants affectent positivement et significativement cette probabilité alors que l'effet est statistiquement nul pour l'imprévisibilité de l'aide. Le chapitre 3 analyse l'existence ou non d'effet de la vulnérabilité structurelle des pays en développement sur leur dette publique totale. Les résultats suggèrent qu'un tel effet existe: en l'occurrence, on montre l'existence d'une relation en forme de 'U' entre la vulnérabilité structurelle de ces pays et leur dette publique totale. En focalisant dans le chapitre 4 sur les pays de la zone Franc CFA, nous examinons si leur vulnérabilité structurelle conduit les gouvernements à un endettement excessif. Les résultats suggèrent que plus ces pays sont vulnérables, plus ils sont enclins à un endettement excessif et qu'au-delà d'un seuil de vulnérabilité, leur probabilité d'endettement excessif diminue.

Cependant, la plupart des pays imprimeraient une orientation plus restrictive à leur politique budgétaire sur la période 2005-2006 que dans le passé récent. Mais l'intensification des efforts budgétaires en 2006 serait concentrée sur les trois grands pays de la zone euro. Le policy-mix resterait donc encore peu favorable à la croissance, lui refusant l'utilisation autant du levier monétaire que du budgétaire. Aux États-Unis le policy-mix serait plus franchement restrictif que dans la zone euro, avec un durcissement des conditions monétaires couplé d'une restriction budgétaire. Cependant, le déficit américain (3,5 points de PIB) resterait encore supérieur à celui de la zone euro (2,6 points de PIB) en 2006.

Founded on a conservative interpretation of the revised SGP, we project a tightening of the fiscal stance in 2005 and 2006, concentrated on the larger euro area countries. An improvement in the euro area aggregate public finances is expected together with deficit exceeding the reference value in Germany, Greece, Italy and Portugal. The fiscal stance will tighten abruptly in the United States, leading to a reduction in public deficit, which, at 3.5% of GDP in 2006, will remain above the euro area ratio at 2.6%. ; En 2004, l'orientation de politique économique s'est lentement inversée des deux cotés de l'Atlantique. Aux États-Unis, les apports de la politique budgétaire et monétaire à la croissance se sont amenuisés. Dans la zone euro, la neutralité budgétaire et des conditions monétaires moins restrictives ont moins lesté la croissance du PIB. Le déficit budgétaire de la zone euro s'est encore détérioré par rapport à 2003, tout en demeurant, à 2,9 % du PIB, juste en deçà de la limite de 3 % établie par le Pacte de stabilité et de croissance, mais la France, l'Allemagne, l'Italie et la Grèce, ont présenté un déficit supérieur au plafond de 3 %. L'année 2004 n'aura pas été celle de la coordination budgétaire, mais elle aura marqué un tournant par rapport à la dégradation des soldes publics entamée par la plupart des pays en 2001. Globalement, la politique budgétaire a été plus expansionniste qu'annoncée dans les Programmes de stabilité de décembre 2003, mais elle s'est soldée par une impulsion budgétaire nulle. Quatre pays appartenant à la zone euro (France, Allemagne, Pays-Bas et Grèce) ont encore fait l'objet d'une procédure de déficit excessif en 2004, dont la suspension (pour la France et l'Allemagne) avait ouvert un contentieux entre le Conseil européen et la Commission conduisant à une révision du Pacte de stabilité et de croissance (PSC), résultant en un durcissement de son volet préventif et à un assouplissement de son cadre répressif. Notre prévision intègre donc une interprétation plutôt conservatrice des nouvelles règles, selon laquelle l'Allemagne (3,4 %) et la Grèce (3,6 %) ne parviendraient pas à ramener leur déficit en deçà de la limite de 3 % en 2005 et l'Italie (4,2 %) et le Portugal (3,7 %) franchiraient aussi cette limite dégradant davantage leur solde. Cependant, la plupart des pays imprimeraient une orientation plus restrictive à leur politique budgétaire sur la période 2005-2006 que dans le passé récent. Mais l'intensification des efforts budgétaires en 2006 serait concentrée sur les trois grands pays de la zone euro. Le policy-mix resterait donc encore peu favorable à la croissance, lui refusant l'utilisation autant du levier monétaire que du budgétaire. Aux États-Unis le policy-mix serait plus franchement restrictif que dans la zone euro, avec un durcissement des conditions monétaires couplé d'une restriction budgétaire. Cependant, le déficit américain (3,5 points de PIB) resterait encore supérieur à celui de la zone euro (2,6 points de PIB) en 2006.
