Abstract –In 2025 per capita water availability will decrease to 150 gallons per day in the best for the communities near any aquifer.The water situation will worsen as the population density and the shortage becomes acute exacerbate unsafe, leading cause of death in children with hydrotransmitted diseases.Such a scenario requires theoretical reconceptualization enabling public policies, environmental agendas, public opinion and social work.In this sense, the objective of this paper is to present water situation to conceptualize from the thought of Enrique Leff (2002, 2004, 2008) and analyze their transformation into public agenda.Understanding the relationship between water situations, public opinion, political initiatives, scientific diagnoses, technohydrological innovations and media coverage will be critical for social work professionals in the near future. Nesse sentido, o objetivo deste artigo é apresentar a situação da água para conceituar a partir do pensamento de Enrique Leff (2002, 2004, 2008) e analisar sua transformação em agenda pública. Compreender a relação entre situações hídricas, opinião pública, iniciativas políticas, diagnósticos científicos, inovações tecnohidrológicas e cobertura da mídia será fundamental para os profissionais do serviço social em um futuro próximo. ABSTRACT Context: in recent years, studies have sought to analyze how intelligence and knowledge management processes are understood and applied in the context of public management, environments in which processes appear as a point to be explored to enhance decision-making quality. Objective: to analyze how public managers apply intelligence and knowledge management aiming at a higher decision quality. Method: based on a defined and validated research protocol, interviews were conducted with seventeen public managers in southern Brazil. For the analysis, the qualitative comparative analysis technique using fuzzy sets was applied. Results: the results suggest the importance of effective data, information, and knowledge management for the decision-making quality of public managers, demonstrating that the absence of decision-making quality is directly related to the absence or little use of knowledge management and intelligence elements in the public management. Conclusion: in addition to analyzing conditions and proposing ways to lead to greater quality in decision making by public managers, it was possible to contribute to the theme of knowledge management and intelligence in public management, as well as to benefit the government with paths to be consolidated and better explored.

What factors might explain the cross-country variations in COVID-19 public performances and what lessons can be drawn to be better-prepared for future pandemics? This study focuses on the effects of policy stringency on COVID-19 public health outcomes to gain insights into national-level state responses to COVID-19 and the conditions for their effectiveness. Using data from 136 countries comprising 91.4% of the global population, we find that more stringent policies lead to lower infection and death rates. More importantly, the negative effects of restrictive policies on infection and death rates are moderated by political trust and democracy levels, possibly through the mechanism of popular compliance with government policies. Under conditions of higher political trust and lower democracy levels, the policy effects on infection and death rates are greater. However, while the results suggest the importance of policy stringency and political trust, we should not draw the conclusion that authoritarian political systems are more conducive to policy effectiveness. When comparing the moderating effects of political trust and democracy, political trust is more important as a facilitating factor. Therefore, in addition to making scientifically-supported policies, fostering political trust should be an important goal for governments to be better prepared for future pandemics.

In September 2015, the Volkswagen Group (VW) admitted the use of 'defeat devices' designed to lower emissions measured during VW vehicle testing for regulatory purposes. Globally, 11 million cars sold between 2008 and 2015 are affected, including about 2.6 million in Germany. On-road emissions tests have yielded mean on-road NO[subscript x] emissions for these cars of 0.85 g km[superscript −1], over four times the applicable European limit of 0.18 g km[superscript −1]. This study estimates the human health impacts and costs associated with excess emissions from VW cars driven in Germany. A distribution of on-road emissions factors is derived from existing measurements and combined with sales data and a vehicle fleet model to estimate total excess NO[subscript x] emissions. These emissions are distributed on a 25 by 28 km grid covering Europe, using the German Federal Environmental Protection Agency's (UBA) estimate of the spatial distribution of NO[subscript x] emissions from passenger cars in Germany. We use the GEOS-Chem chemistry-transport model to predict the corresponding increase in population exposure to fine particulate matter and ozone in the European Union, Switzerland, and Norway, and a set of concentration-response functions to estimate mortality outcomes in terms of early deaths and of life-years lost. Integrated over the sales period (2008–2015), we estimate median mortality impacts from VW excess emissions in Germany to be 1200 premature deaths in Europe, corresponding to 13 000 life-years lost and 1.9 billion EUR in costs associated with life-years lost. Approximately 60% of mortality costs occur outside Germany. For the current fleet, we estimate that if on-road emissions for all affected VW vehicles in Germany are reduced to the applicable European emission standard by the end of 2017, this would avert 29 000 life-years lost and 4.1 billion 2015 EUR in health costs (median estimates) relative to a counterfactual case with no recall. ; Germany. The introduction of evidence sessions for House of Commons public bill committees in 2007, including oral evidence from witnesses, was widely seen as a potentially significant improvement in informing scrutiny of legislation. Drawing on interviews with officials and witnesses, and on data gathered from Hansard for the 2017-19 session, this article examines the selection and some of the characteristics of witnesses, witnesses' views of the process, and how oral evidence is used in subsequent scrutiny of the legislation. While recognising that oral evidence does make an important contribution to scrutiny, the article notes that both the process as it currently exists, and the inevitable influence of political factors, mean that the impact of oral evidence on legislation remains very limited.

Public innovation has received increasing attention in recent years. Experiments with new governance structures, such as New Public Management and New Public Governance, have challenged the traditional top-down, internally driven forms of innovation in the public sector and have entailed a search for new forms of open, collaborative and interactive innovation, implying a reframing of public innovation activities. However, introducing these new frames of innovation causes uncertainties in the public sector, necessitating better understanding of how public innovation can be changed to address societal needs. This paper uses materials from case studies of 21 public living labs across Europe to analyse the lessons that can be learned from public sector participation in living labs in terms of their contribution to reframing public innovation. The "frame" construct is used to analyse and provide an understanding of how participation in living labs helps public actors to reframe innovation and address public and societal needs. Three living lab framings for changing public innovation are identified (processual learning, restrained space and democratic engagement), and the degree of intensity of these framings with respect to involving stakeholders and addressing societal challenges is discussed. The paper contributes to knowledge of public sector innovation by extending previous accounts of how public innovation can be improved.

In public relations research, the concept of engagement is often theorized but seldom observed in practice. This research focuses on what public leaders learn when they undertake actions centered on learning by listening to society to implement governmental citizen engagement programs. Taking an inductive grounded approach to data analysis which draws on tools and methods of grounded theory as well as including a review of key concepts from public relations literature, a reflexive analysis of an action learning intervention involving the members of a provincial government was conducted. Results show that, when reflecting on interaction with stakeholders of the program, government members: increase their knowledge about both sides of the public organization-society relationship; become more sensitive to what listening is and implies, and, hence, more supportive of two-way communication; are challenged about the authenticity of the motivations behind their listening; become more aware of ways in which they work to build social capital; and, subsequently, increase their willingness to act together with society. This paper shows that reflection on the real implementation of engagement programs gives policy makers a better understanding of normative assumptions, and hence it instantiates public relations theories and concepts about engagement. By identifying acting-by-listening as integral to citizen engagement, it presents implications for the study and practice of public relations in public sector organizations.

This article examines how artists have engaged with the issue of air pollution in Beijing, where poor air quality has become a serious public health matter. Artists have utilized various mediums including performance art, photography, and painting to represent smog. Through generating media and online attention this work has contributed to a relatively vibrant "green public sphere" (Yang and Calhoun, 2007) of air pollution discourse. In contrast to much resistance in China that relies upon making specific claims to government officials, artistic expression bypasses the authorities and appeals instead to public opinion. Artists utilize ambiguity to portray air pollution in novel ways that subtly question the structures that produce and sustain it. In this way, artists can challenge popular perceptions of smog and raise public awareness, thus intensifying support for policies that tackle smog. Yet art can also embody deep frustration at the powerlessness that artists, and the public more widely, experience when confronted by severe air pollution. Art therefore serves both as a form of activism and as an expression of curtailed agency in a politically restrictive environment.

Over the past few decades, management models have become important in the organizational field. Well implemented models provide benefits in all areas of organization and strengthening the company in the market. The present paper performs an analysis of the ACADEMIA DE BELLEZA YVONNE, therefore a management model is proposed according to the need of the organization to be a certifier of biosafety. The characteristics of the creation of the model for the company correspond to the case study and the use of descriptive research. The research is organized systemic with the aim of understanding the variables on the general, legal and stakeholder environment. In addition, headquarters managers are interviewed to learn about the organization's current problems. The findings allow the ACADEMIA to have the basis for solving some of the problems. These problems are related to the goal of becoming a certifier of biosafety, among which the need to implement and evaluate a series of proposed indicators stands out. These indicators belong to a management model that relates knowledge management and the balanced scorecard. In addition to the above, the proposed model has the necessary elements so that other types of organizations in the sector can replicate it ; Desde hace unas décadas los modelos de gestión han tomado importancia en el campo organizacional.
