Nel lavoro di tesi svolto è stato sviluppato un modello il cui scopo è quello di riprodurre il comportamento di un sistema di lubrificazione di una gearbox militare. Il modello è stato sviluppato per cercare di riprodurre l'andamento di grandezze fisiche di interesse provenienti da dati sperimentali adibiti al monitoraggio per la salute della macchina. Un ulteriore modello è stato sviluppato con l'utilizzo del software GT-Suite ponendo alcune linee guida per l'utilizzo del software stesso.
Il lavoro presenta modelli di Asset and Liability Management sviluppati attraverso l'analisi per scenario applicati a diversi aspetti della gestione finanziaria dei fondi pensione e considerando i nuovi vincoli di vigilanza basati sul rischio imposti dalle Autorità di Vigilanza. Tali aspetti sono la gestione del rischio di cambio, la massimizzazione dell'indicizzazione all'inflazione delle loro passività e la valutazione delle politiche di conditional indexation interpretate come embedded option.
The introduction of civic education in the scholastic curriculum has offered to schools new opportunities for coping with the study of Resistance movement and other events occurred in contemporary history. Through some relevant didactic unit, the paper aims at giving to teachers some pratical examples, using the methodology of the Public History of Education.
Many intrinsically disordered proteins (IDPs) may undergo liquid-liquid phase separation (LLPS) and participate in the formation of membraneless organelles in the cell, thereby contributing to the regulation and compartmentalization of intracellular biochemical reactions. The phase behavior of IDPs is sequence dependent, and its investigation through molecular simulations requires protein models that combine computational efficiency with an accurate description of intramolecular and intermolecular interactions. We developed a general coarse-grained model of IDPs, with residue-level detail, based on an extensive set of experimental data on single-chain properties. Ensemble-averaged experimental observables are predicted from molecular simulations, and a data-driven parameter-learning procedure is used to identify the residue-specific model parameters that minimize the discrepancy between predictions and experiments. The model accurately reproduces the experimentally observed conformational propensities of a set of IDPs. Through two-body as well as large-scale molecular simulations, we show that the optimization of the intramolecular interactions results in improved predictions of protein self-association and LLPS. ; We thank Veronica Ryan and Nicolas L. Il presente elaborato intende approfondire il tema del Partenariato Pubblico-Privato (PPP) quale strumento sempre più attuale e rilevante, non soltanto all'interno dell'ordinamento giuridico nazionale ed europeo, segnatamente per quanto attiene disciplina che concerne i contratti pubblici e le concessioni, bensì quale premessa, oggi più che mai necessaria e strategica per sviluppare azioni e interventi di cui potersi avvalere per affrontare le molteplici e complesse sfide della crisi economica e finanziaria dominata da stringenti vincoli di finanza pubblica. Il Capitolo II si concentra sulla dimensione contrattuale della collaborazione pubblico-privato in ambito strettamente contrattuale, dedicando particolare attenzione alle concessioni di lavori, di servizi ed alla finanza di progetto, con un excursus dalle origini attraverso un cammino normativo non sempre agevole, fino ai più recenti sviluppi normativi con l'entrata in vigore prima delle direttive 2014/23/UE, 2014/24/UE e 2014/25/UE e quindi del nuovo Codice dei contratti pubblici e delle concessioni (d.lgs. n. 50/2016). Il capitolo III è dedicato alle esperienze di collaborazione pubblico-privato istituzionalizzate, quali in primis le società miste per gestione di servizi di pubblica utilità, aventi interesse economico generale e successivamente le altre fattispecie collaborative quali le fondazioni per la gestione dei servizi, anch'essi d'interesse generale ma privi d'interesse economico, quali i servizi nell'ambito della sanità, della formazione universitaria e della ricerca scientifica. Infine, il Capitolo VI indaga la possibilità per il principio costituzionale di sussidiarietà orizzontale, di potere realmente evolvere da mero principio statico ispiratore delle relazioni collaborative e cooperative tra gli attori istituzionali ed i soggetti privati a modello propulsivo e dinamico di una nuova e più aggiornata strategia di crescita, per promuovere in modo adeguato ed efficiente lo sviluppo dei territori al tempo della crisi, e per favorire gli investimenti pubblici proprio attraverso gli strumenti di PPP. ; The following Thesis aims at detailing the topic of the Public-Private Partnership (PPP), as an increasingly recurrent legal instrument, not just as a legal phenomenon tied with the Italian and European legal order (in particular as for public contracts and concessions) but rather as a preliminary condition that must be held in order to develop the strategies of action that the various challenges posed by the economic and financial crises require in term of limits towards the public spending. The Chapter II focuses on the contractual dimension of the Public-Private Partnership in a stricto sensu contractual ambit, devoting particular attention to concessions of services and to project financing, with an excursus from the origins, through a difficult normative pathway, until the most recent legislative developments with the entrance into force of the directives 2014/23/UE, 2014/24/UE e 2014/25/UE and of the Code of public contracts and of the concessions (d.lgs. n. 50/2016). Chapter III is devoted to the description of experiences institutional PPPs, in primis "mixed" companies established for the management of public utilities (Services having a General Economic Interest) and then to the other examples of cooperation, as foundations for the management of Social Services of General Interest, as healthcare services, secondary and higher education and scientific research. The last Chapter, n. VI, investigates the possibility for horizontal subsidiarity to evolve from a mere "static" principle which inspires the relationship of cooperation between private and institutional actors towards a more dynamic model propelling a fresh and timely strategy of growth, in order to promote adequately and efficiently local development in time of crisis and to favour public investments through PPP.
L'oggetto di studio dela tesi sono proprio le relazioni esistenti tra la Politica e la Pubblica Amministrazione dalla prospettiva dei dirigenti pubblici. Ancora più concretamente, l'analisi proposta si basa sull'articolazione di tale rapporto nel modello di funzione pubblica adottato in Italia e in Spagna. La tesi è strutturata in tre grandi capitoli. Il primo di essi verte, in generale, sullo studio delle relazioni tra la Politica e la Pubblica Amministrazione in Spagna. Il secondo capitolo, sarà destinato allo studio del rapporto tra politica e pubblica amministrazione in Italia, affrontato secondo una prospettiva storica. Nel terzo ed ultimo capitolo viene affrontato in modo dettagliato il regime giuridico del personale dirigente in vigore, così come appare delineato dopo la riforma realizzata dalla legge n. 15/2009, sviluppata attraverso il d.lgs. n. 150/2009, ovvero la cosiddetta riforma "Brunetta". ; The aim of this thesis is the study of the relationships between politics and Public Administration distinguishing between the Spanish and the Italian model. Regarding its structure, it is divided into three chapters, preceded by an introduction and followed by some conclusions. The first one is focused on the Spanish model, both on the historical background and on the current situation in which it is highlighted the approval of the Law No. 7/2007 on the Basic Statute of the Public Worker. The second one analyses the Italian model from an historical perspective. Finally, the third chapter is focused in detail on the reform carried out by the Law No. 15/2009 and the Legislative Decree No. 150/2009 that develops the previous one.
The issue of public debt is not new for our country and, over time, its ratio to GDP has always been high and persistent. At the end of the Seventies, once those characteristics that had held back its increase disappeared, such as a significant economic growth and a low interest rate thanks to an accommodating monetary policy, the debt-to-GDP ratio progressively increases in relative and absolute terms. By breaking down the contributions made by budgetary policies and nominal growth in influencing the dynamics of the debt-to-GDP ratio, this work wants to examine, in a historical perspective (1861-2019), the reasons behind its evolution. ; Il problema del debito pubblico non è nuovo per il nostro paese e, nel corso del tempo, il suo rapporto rispetto al Pil è sempre stato elevato e persistente. Alla fine degli anni Settanta, una volta venute meno quelle caratteristiche che avevano contenuto l'incremento di tale rapporto, come la significativa crescita economica e un contenuto tasso di interesse favorito da una politica monetaria accomodante, si assiste progressivamente a un suo aumento significativo non solo in termini relativi ma anche assoluti. Scomponendo i contributi apportati dalle politiche di bilancio e dalla crescita nominale del prodotto nell'influenzare la dinamica del rapporto debito/Pil, tale lavoro vuole ricostruire, in una prospettiva storica (1861-2019), le ragioni alla base della sua evoluzione.
In questi ultimi anni, le serie tv sono diventate un importante oggetto di indagine da parte dei Media e Television Studies. Obiettivo di questo articolo è sviluppare e illustrare un approccio olistico alle narrative seriali televisive, una prospettiva che tiene conto della complessità di fattori che le definiscono. Difatti, le serie tv sono stati analizzate in modi differenti e da vari punti di vista. Prima di tutto, i formati seriali costituiscono un largo corpo di prodotti – prodotti e distribuiti sia a livello nazionale che internazionale – che sono stati investigati rispettivamente in relazione alla loro estetica, alla propria rappresentazione e alle istanze culturali e sociali, nel loro rapporto con la politica, nelle proprie forme di consumo e fandom. In secondo luogo, una particolare attenzione è stata dedicata al meccanismo testuale della narrazione seriale, così come alla sua capacità di costruire mondi vasti ed elaborati che si espandono oltre i confini dei testi e dei media. Inquadrando la serialità come pratica, l'autore vuole mostrare le connessioni strutturali che collegano le strategie industriali e le produzioni culturale con le tattiche della visione e le culture dei consumi, così come i modi in cui queste connessioni sono negoziate attraverso i testi, le loro estensioni e la loro circolazione sociale e culturale. Terreno di prova di tale approccio sarà il caso della fiction TV italiana contemporanea, che presenta tre diversi modelli in accordo con i corrispettivi obiettivi ed esigenze del servizio pubblico, della televisione commerciale, e della Pay TV. Ricorrendo ad uno studio articolato sulle politiche editoriali, le strategie di produzione/distribuzione/promozione, i valori di consumo e le pratiche di visione delle serie TV italiane, questa discussione illustrerà il processo per "tentativi ed errori" che ha condotto alla nascita di nuovo modello di serialità lunga, in grado di generare narrative innovative come, ad esempio, i franchise Romanzo Criminale. La serie, Gomorra. La serie e 1992. In finale, l'autore dimostrerà come sebbene questo esempio sia parzialmente differente da quelli tradizionali e nazionali, e più vicino a quelli Americani ampiamente industrializzati, l'operatore pay-tv Sky Italia ha nondimeno fallito, fino ad adesso, nel realizzare un modello di Complex Tv, come ad esempio una produzione multi-stagione, che gli permetterebbe di poter sfruttare appieno un franchising TV di successo.
The Germanic invasions gave way to a new political reality inside the Roman Empire: the emperors and their courts had to be travelling wherever the military crisis required the presence of the sovereign. These constant moves would explain why some cities, closer to the frontiers of the Empire, became royal residences – the predecessors of the future sedes regiae. The new Germanic rulers tried to make their residences into something like an imperial capital, building or adapting their residences following the Roman model reflected in that moment in Constantinople. The western barbarian kings, aware of the splendorous of the eastern capital, sought to emulate it into their sedes regia – the imitatio imperii or exemplar unici imperii according to the definition of Cassiodorus. In this way, the model of the Theodoric's reign was Bizantyum and the Bizantine Empire. The ostrogothic King, once he imposed his supremacy over the rest of Italy, made Ravenna his capital following the models of Roma and Constantinople. Ravenna satisfied all the titles to be also heiress and perpetuator of the Empire as capital of the Ostrogothic kingdom. The model Theodoricus settled in Ravenna was continued by Leovigildus in Toledo about half century later, when he hastened to provide the institution with firm material and ideological mediums that would consolidate it like the supreme and only government institution. In order to reinforce his undisputed legitimacy, Leovigildus too resorted to the strengthening of royal power through the practice of imitatio imperii. ; Le invasioni germaniche determinarono una nuova realtà politica all'interno dell'Impero romano: gli imperatori e le loro corti dovevano viaggiare ovunque la crisi militare richiedesse la presenza del sovrano. Questi continui spostamenti spiegherebbero come mai alcune città, le più vicine alle frontiere dell'impero, divennero residenze regie, precedendo le future sedes regiae. I nuovi governanti germanici cercarono di fare delle proprie residenze qualcosa che somigliasse una capitale imperiale, costruendo o adattando le proprie residenze seguendo il modello romano che in quel momento trovava corpo a Costantinopoli. I re dell'Occidente barbarico, consapevoli dello splendore della capitale orientale, tentavano di emularla nella propria sedes regia: l'imitatio imperii o exemplar unici imperii della definizione di Cassiodoro. Il modello del regno di Teodorico era dunque Bisanzio e l'impero bizantino. Il re ostrogoto, una volta imposta la supremazia sul resto d'Italia, fece di Ravenna la propria capitale seguendo i modelli di Roma e Costantinopoli. Ravenna aveva tutti i requisiti per essere l'erede e la perpetuatrice dell'Impero come capitale del regno ostrogoto. Il modello che Teodorico definì a Ravenna fu proseguito a Toledo mezzo secolo dopo da Leovigildo, quando questi si affrettò a dotare la città di stabili strumenti materiali e ideologici che la avrebbero consolidata come suprema e unica istituzione di governo. Per rafforzare la propria indiscussa legittimità, anche Leovigildo si risolse a un rafforzamento del potere regio grazie alla pratica dell'imitatio imperii.
The increasing scarcity of public funds, as well as the continued efforts in improving the quality and efficiency of public services, have made the public-private partnership a legal-economic scheme more attractive both for States and for industry stakeholders. Indeed, PPPs, which were developed initially because of the public budgetary constraints, have subsequently proved its suitability in allowing the retrieval of additional resources to those strictly necessary for the basic realization of projects of general interest and to operate efficiencies of the system. From this point of view they can be considered an effect of economic globalization which identifies the increasing costs that systems must support to compete into a competitive economic arena. EU Member State Governments do not seem to longer regard themselves as having a purely national dimension in an internationalized context where every entity is more inclined to act like a market player (1) (Osborne S. P., Public–private partnerships: theory and practice in international perspective, Routledge, London, 2003), nevertheless citizens demand public services with higher quantity and quality despite being willing to pay for them a consistently lower price. As detailed in this work, the European Union does not expressly provides a definition of public-private partnership, indeed all forms relate to the works, services, supplies, shall be "positively" included in the public procurement legislation. In particular, the trend towards establishing PPPs in research & development occurred and increased in various contexts to address market failures and to benefit of different spillover effects. In comparison with other policy instruments pursuing similar goals, this one respond better to the latest trends in research and innovation processes, i.e. increased scientific content of technological development, increasing dependency on external knowledge for innovation generation, changing business R&D strategies (e.g. open innovation) and rapidly evolving social needs (2) (Guinet, J., (2005), 'Public-Private Partnerships for Research and Innovation. The experience of OECD countries', Science and Technology Policy Division, OECD, Paris (unpublished paper)). The cases analyzed, both the "JTIs" (Joint Technology Initiatives) and the "cPPPs" (Contractual Public Private Partnerships) constitute absolute specificities in the PPP general domain, first for the intrinsic characteristics of the scientific & technological research (long-term nature of returns and uncertainty of outcomes), secondly because the public operator does not act in order to obtain or provide public goods but for the pursuit of its institutional goals, such as public scientific research. They cannot be considered totally as public-private partnerships at least in terms of positive law, but our cases fall down in the atypical scheme as referred for the first time by the European Commission guidelines in 2003 when the different major categories were outlined involving more or less private sector involvement (3) (DG Regional Policy: guidelines for successful public-private partnerships, March 2003). Moreover, the private component is identified, as in classic ppp cases, not by means of public evidence but on the basis of a political-strategic selection. Original goals of this work is to make a useful reconstruction of all the European Commission PPPs in research & innovation, focusing on the behavior and performance of three cases of contractual PPPs under the framework program FP7 and Horizon 2020 managed by directorate D (Industrial Technologies) of DG Research & Innovation (RTD) in which I have been professionally involved as civil servant for the years 2014 and 2015. Due to the fact that few of the projects funded have not yet been completed and the research outputs are not yet definitive, the analysis has been carried through a qualitative approach obtaining qualitative indicators extrapolated by the previous assessments done by the Commission, primary internal department sources and successful ended projects with high impact results, unstructured interviews. The research objective is to explain their ability to be attractive for the private sector and to be an effective tool to reach the EU policy targets compared to the "no PPP option", for instance the standard framework programme (FP7 and Horizon 2020). The aspect of the "attractiveness" in particular is missing in the literature of the research PPPs elaborated, therefore this work hopes to give a contribution, even if minimum, to the efforts currently in place in the academic and management community to design and configure and ideal PPP framework for effective interaction between public institutions and market players which shall feed the service of scientific and technological research targets established at European Union policy level.
This work aims at shedding some light on public and private roles in biopharmaceutical innovation. After reviewing the pillars of neoclassical and evolutionary theories of technical change, we analyse current innovation policy devices; among them, we focus on the patent system. As suggested by historical and empirical literature, the effectiveness of patents in spurring innovation is all but uncontroversial. Real-world technical change, in fact, results from the interaction of heterogeneous actors belonging to complex "innovation systems". In this context, typical of the biopharmaceutical industry, the role of the government is likely to be decisive and invisible at the same time, hidden by a tight network of licensing and technological transfer agreements. In order to unveil the public hand, we propose a patent analysis aimed at identifying the value and the characteristics of public and private biopharmaceutical innovation. The analysis is conducted over two datasets: the first one collects patents from the USPTO Cross-Related Art References 514.810-935 granted between 1976 and 2006; the second one was built by Sampat and Lichtenberg (2011) and includes all patents associated to New Molecular Entities (NMEs) approved by the Food and Drug Administration (FDA) from 1988 to 2005. We find that public and academic patents result in greater knowledge externalities as measured by forward patent citations. Furthermore, public and academic patents are on average more original and more general than their private counterparts. However, these results hold only for the first dataset, suggesting that a better-rounded vision of biopharmaceutical innovation dynamics may be achieved only through a microscopic approach, investigating the characteristics of public and private R&D over different therapeutic areas and at different levels of the innovation chain.
