The article deals with the implementation of synergy theory to analyze the problems of public administration. Recent advances of modern science methodologies allow for a fresh look at the role of the state in modern society and its capacity for self­organization. The author analyzes the features of the application synergetic model of governance in the modern Ukrainian society. The conclusion of the article is that it is extremely important is the constant diagnostics of socio­political environment that requires the involvement of the science and practice of government reforms synergistic approaches, development and constant adjustment synergetic model of public administration. This paradigm is based on the fact that innovation governance and its ability to reform, suggest the ability of public authorities on the one hand, to guide the processes occurring in the country in social and constructive, the other ­ structurally and functionally reconstructed adequate and predictable real challenges of a changing society and the world. ; У статті розглядаються питання запровадження синергетики до аналізу проблем розвитку державного управління. In order to ensure the full realization of rights and freedoms, legitimate interests of citizens, to meet public needs in Ukraine, public authorities (mainly executive) and local governments, as well as other authorized public administration entities provide more than 130 items of various services. The application of laws in the field of service provision is primarily defined by part three of Art. 42 of the Constitution of Ukraine, according to which the state protects the rights of consumers, controls the quality and safety of products and all types of services and works, promotes the activities of public consumer organizations. The article analyzes various types of services provided to individuals and legal entities on the basis of the analysis of the norms of the current legislation of normative-legal acts and scientific views. It is determined that the development of democratic principles in the activities of executive bodies, local governments, their officials is closely linked with the efficiency and quality of services that must meet European principles and standards. It is established that in the current laws and regulations and in domestic legal science there are different approaches to understanding the concept of «service», features of the procedural part of service provision, as well as the fact that current legislation does not contain a definition of «service procedure» and a clear procedure services by public administration. Attention is drawn to certain shortcomings in the regulation of the procedure for providing services by executive authorities and local governments, and it is emphasized that despite certain legal and political difficulties in implementing the Law of Ukraine «On Administrative Procedure», a number of comments were made by the Chief Scientific Expert. The Verkhovna Rada of Ukraine adopted this law, which is an important step towards systemic public administration reform and bringing it closer to European principles and standards, and the shortcomings of the public administration's relations with citizens can be eliminated by making a number of changes and additions. ; З метою забезпечення всебічної реалізації прав та свобод, законних інтересів громадян, для задоволення суспільних потреб в Україні органи державної влади (переважно виконавчої) та органи місцевого самоврядування, а також інші уповноважені суб'єкти публічної адміністрації надають більше 130 найменувань різного виду послуг. У статті визначено необхідність заміни бюрократичних механізмів моделі державного управління соціально-орієнтованими ринковими механізмами в міру становлення новітнього характеру публічного управління. Розглянуто онтологічні особливості моделей публічного управління: Public choice, Good Governance, Digital Government, Network model of Government, Anti-crisis Public Administration, Open Government Partnership. З елементів цих концепцій сформовано теоретичну основу для «ідеальної моделі» державного управління, яка може бути використана для вивчення адміністративних реформ у різних країнах. Основними суттєвими ознаками «ідеальної моделі» державного управління визначено: впровадження концепту «хорошого» публічного управління, що є елементом моделі «Good Governance»; системне спрощення законодавства; скорочення загального числа і звуження сегментів предметно-об'єктної області публічного управління з передачею публічною адміністрацією функцій та повноважень недержавним операторам – саморегульованим та іншим приватним, державно-приватним організаціям; забезпечення субсидіарності в наданні публічних послуг; розвиток державно-приватного партнерства як елемента та інструмента «нової» моделі публічного управління; дебюрократизація (реструктуризація управління з метою фокусування на результатах, а не на процесах), включаючи розширення та структурно-функціональні ускладнення децентралізації публічної адміністрації, розукрупнення і деконцентрацію суб'єктів публічного сектора; активізація взаємодії державного управління та інших видів соціального управління, розширення і ускладнення кореляції та взаємодії публічного управління і самоврядування, розширення і ускладнення кореляції і взаємодії державного права та інших систем нормативної регламентації; реалізація та прогресивний розвиток концепту «електронної держави», розширення обсягу та різноманітності електронних публічних послуг; істотне підвищення вимог до транспарентності і підзвітності публічного управління; розвиток інструментів (заходів, засобів і механізмів) публічного ...

Analysis of relationship between public policy and administration remains one of the most relevant issues in public administration. Normative distinction of public policy and administration seemed to be plausible as proposed to draw a clear line between bureaucrats and politicians in order to avoid corruption, protectionism, bribery. It was argued that such demarcation is justified by the demands of democracy. But the practice has revealed the growing role of bureaucrats in decision-making process, the strengthening relations between politicians and bureaucrats. The traditional normative approach to this relationship has not been prevailing in practice, and formed a need to develop a new model. As a result, the complementarity model was developed by J. H. Svara, however, it has received criticism from the proponents of policy and administration dichotomy model. This article examines formulation assumptions of the policy-administration dichotomy and complementarity models, defines their conceptual content, sets out the limitations of these models, and analyses the complementarity model in the context of public governance reform. The aim of this article is a further problematization of the role of public administration in decision-making process and the legitimacy of this role in the context of modeling of the relationship between public policy and administration. ; Politikos ir administravimo santykių analizė išlieka viena aktualiausių temų viešajame administravime. Normatyvinis politikos ir administravimo atribojimas atrodė prasmingas, nes siūlė nubrėžti aiškią ribą tarp biurokratų ir politikų veiklos, siekiant išvengti korupcijos, protekcionizmo, kyšininkavimo. Buvo manoma, jog tokia atskirtis yra demokratiškai teisinga, tačiau praktikos analizė atskleidė didėjantį biurokratų vaidmenį sprendimų priėmimo procese, stiprėjančius santykius tarp politikų ir biurokratų. Tradicinis normatyvinis šių santykių traktavimas praktikoje neįsitvirtino, todėl iškilo poreikis sukurti naują modelį, kuris pagrįstų ir įteisintų praktikoje vyraujantį jų pobūdį. Tokį modelį sukūrė J. H. Svara. Modelio pavadinimu išreiškiama viešajame sektoriuje įsitvirtinusi santykių praktikos specifika – papildomumas. Tačiau šis modelis susilaukė kritikos iš politikos ir administravimo dichotomijos modelio šalininkų. Šiame straipsnyje analizuojamos politikos ir administravimo dichotomijos bei papildomumo modelių formulavimo prielaidos, apibrėžiamas jų konceptualinis turinys bei nustatomi šių modelių trūkumai, atliekama papildomumo modelio analizė viešojo valdymo reformos aspektu. Šio straipsnio tikslas yra viešojo administravimo vaidmens sprendimų priėmimo procese ir to vaidmens legitimumo tolesnis problematizavimas politikos ir administravimo santykių modeliavimo kontekste.

UK: Виявлено напрями покращання якості організації публічного управління та адміністрування, що зводиться до завдання програмування розвитку його системотворчих структур. Розкрито онтологію ієрархії структури соціального процесу, що реалізується в політичній сфері життєдіяльності суспільства. Сформовано класифікацію соціальних процесів, в основі якої більш складні, середні й малі масштаби соціальних процесів, які подано в моделях таксонами різного рівня, що важливо використовувати в управлінській діяльності на всіх рівнях. Обґрунтовано поняттєво-категорійний апарат формування моделі класифікації соціальних процесів у публічному управлінні та адмініструванні, виражений поняттями "таксон", "аутопоезис", "ієрархія". Дослідження про формування моделі класифікації соціальних процесів у публічному управлінні та адмініструванні та її понятійно-категорійний апарат становлять практичну цінність для управлінців усіх рівнів, розкриваючи інноваційний підхід до публічного управління та адміністрування, в основі якого покращання якості, результативності та дієвості. EN: The actuality of the investigated problem is that the theory of classification of social processes in public administration is almost not examined and studied, while classification of social processes depends on efficiency and effectiveness of public administration and management. The main task of the article is to analyze the theory of classification of social processes in public administration, which is necessary for information support in the field of improving the quality of public administration and administration organization. The solving of problems of improving the quality of organization of public administration and administration is focused on the problem of programming the development of its system forming structures. The leading approach to research of the given problem is application of the system-hierarchical approach to formation of model of classification of social processes should be applied taking into consideration specific variety, in this case public administration. In the literature focused on the systems approach, this is called the general theoretical or special scientific approach. In the article the directions of improving the quality of public administration are found out, it is being focused on the task of programming the development of its system forming structures. The ontology of hierarchy of structure of social process is disclosed, it is realized in political sphere of life activity of society. The classification of social processes is formed, at the basis of which more complex, average and small scales of social processes which are presented in models by taxons of different levels, are important to use in administrative activity at all levels. There is a substantiated conceptual-categorical apparatus of formation of the model of classification of social processes in public administration, expressed by the concepts of taxon, autopoesis, and hierarchy. The research on formation of the model of classification of social processes in public administration and its conceptual-categorical apparatus are really valuable for managers of all levels, as it discloses an innovative approach to public administration, which is based on improving quality, its efficiency and effectiveness.

Nowadays the most widespread tool of government is strategic planning, which is used by most developed countries. Most of Ukrainian regions use the social-economic strategies of the development. Previous researches showed that using of Balanced Scorecard helps to implement regional's strategies. The region is considered as a dynamic system, all the main components of which are constantly changing. So the system dynamic models should help to track the impact of management on the state of the region. Analysis of recent research showed that using existing models with the Balanced Scorecard is impossible because of model's redundancy. That is why there is a need to construct the regional system-dynamic model that can be used with Balanced Scorecard of region. The purpose of article is the development of mental model needed to build regional system-dynamic model. The methodology of system dynamics includes qualitative and quantitative phases. The qualitative stage defines and describes the relationships between regional subsystems. The quantitative stage conducts the simulation and verification of model. So the development of system-dynamic model is impossible without creating a mental model that represents the existing knowledge on the structure and communications of subsystems. The fig.1 of the article describes the established mental model. A complex systems are built by elements, that interact each other through a feedback loops. The fig.2 of the article describes the feedback loops. The combination of positive and negative feedbacks determines the behavior of the system as a whole. As it seen on fig.2 the most of feedbacks are balancing loops, this indicates the non-linearity of complex system. The non-linearity of complex systems is not only because of mathematical models containing nonlinear equation or inequality, but the changes in the system, that is not sequential from one state to another. The obtained knowledge is needed for computer simulation.

Despite the attempts of state authorities to emphasize the readiness for constructive cooperation, the current state of relations between the state and society in Ukraine does not improve the situation in this direction. Therefore, the necessity of applying different models and approaches to the coordination of management activities between the institutions of society and the state is precisely within the context of public administration.Recent research and publications analysis. The issue of management activity of government institutions occupies a prominent place in state-management research studies. Some aspects of the interaction between the institutions of society and the state were investigated in the works of T. Andriychuk, S. Teleshun, V. Gelston, O. Kornievsky, E. Kuznetsov, M. Latsybi. The foreign experience in this field has been introduced by I. Belyi.Highlighting previously unsettled parts of the general problem. Taking into account the current interaction between authorities and citizens, it is worthwhile to focus on specific mechanisms for optimizing the coordinated management activities of public and state institutions. In particular, the question of the place and role of civic organizations as the key elements of civil society and their managerial potential in these processes has not been studied yet.Paper main body. In this case, we propose a consensus-based public-government model that can be used as a mobilization-integration tool for organizing citizens in any territorial environment – whether it is a united territorial community, a specific region, or a country as a whole.Government bodies and local self-government bodies, while implementing the process of decentralization of public administration at all levels, create favorable conditions for publicity and openness of communication with civil society institutions and public organizations in particular. Proceeding from the fact that the process of decentralization is aimed at the end-to-end democratization of institutional relations and affirms the admission of certain administrative powers of representatives of civil society, we consider it appropriate to reformat the nature of relations in the direction of promoting civil society organizations, where their role will be tangible and public, not superficial.This concerns the practical involvement of representatives of civil society into the cooperation with authorities, through a synthesis of the distribution of managerial powers and the adoption of consolidated decisions. This, in our understanding, is the introduction of a consensus model.The key category in this research is the term "consensus", which is understood as the fact of the consent of the main socio-political forces (entities) regarding the distribution of power and management values. It can be also understood as the search for mutually acceptable solutions that can satisfy all stakeholders in the management process. In this model, it is important to have an equitable distribution of functions performed by its subjects, as well as a balance of interests and relationships that operate on the principles of consensus-based democracy.The most important incentive for the conscious and systematic adoption of this model is the desire and ability to find a common language and units on the way of realizing socially important tasks. The following principles, such as trust, respect, consistency, persuasion, purposefulness, serve as incentives for using this model in public administration. The experimental platform for such a model is an open discussion platform, which we regard as a modern approach in public administration, indicating the refusal of the monological way of obtaining the true result and the recognition of the dialogue in achieving the results. Consequently, one should speak about the awareness of each participant of the managerial process of the subjectivity of state-public relations.Management procedure that would implement this model should be democratic, since dictates and excessive control over the functioning of the consensus structure overturns the conceptual nature of this form of cooperation. The key role of the state in this context is to give the initiative to public organizations, public leaders, managers, insiders, which we would call agents, to offer the field of activity on parity, stimulating conditions.Conclusions of the research and prospects for further studies. The use of a consensus model in practice will facilitate the establishment of close partnerships between the institutions of society and the state. The stereotypes of the managerial superiority of state authorities over public initiatives and functional inability of civic organizations to influence the implementation of state policy are the real obstacles in this process. Therefore, the model is one of the many opportunities for attracting institutions to the national context, an important content of social communication, the basis of coordination and management activities, which generally has a real and effective impact on the development of democratic governance.

Consequently, one should speak about the awareness of each participant of the managerial process of the subjectivity of state-public relations.Management procedure that would implement this model should be democratic, since dictates and excessive control over the functioning of the consensus structure overturns the conceptual nature of this form of cooperation. The key role of the state in this context is to give the initiative to public organizations, public leaders, managers, insiders, which we would call agents, to offer the field of activity on parity, stimulating conditions.Conclusions of the research and prospects for further studies. The use of a consensus model in practice will facilitate the establishment of close partnerships between the institutions of society and the state. The stereotypes of the managerial superiority of state authorities over public initiatives and functional inability of civic organizations to influence the implementation of state policy are the real obstacles in this process. Therefore, the model is one of the many opportunities for attracting institutions to the national context, an important content of social communication, the basis of coordination and management activities, which generally has a real and effective impact on the development of democratic governance.

The article discusses the problems of the contemporary US public diplomacy. The history of mankind provides many examples when military power, modern weapons and millions of dead resulted in a military victory, but it could be called devalued from the beginning, the achievements of a conditional winner seemed questionable, the results – incomprehensible. Wars are waged with the help of a variety of weapons, but values will ultimately win them in historical perspective. Even a well-prepared military operation will not succeed without spreading the relevant values to certain territories, which should be carried out through a purposeful policy, first of all, the selection of adequate to a certain axiological model tools of public diplomacy.The purpose of the article is to schematically outline the Euro-Atlantic value model and systematize the mechanisms of its dissemination (official instruments of public diplomacy).The axiological model of the Euro-Atlantic world professed by the United States dates back to ancient Greece and Rome, enriched during the great migration of the peoples and the Middle Ages, went through the Reformation, withstood numerous wars. This model of value orientations (competitive economy, rule of law, personal freedoms, civil society, local self-government and liberal democracy) and the state formations built on it have demonstrated extreme resilience, developed and formulated a significant number of mechanisms and procedures to adapt to changing conditions.The tools of public diplomacy actively promote positive features of the US axiological model. They divide into the following groups: analytical (public opinion polls in foreign countries, collecting information on foreign audience opinion about the USA (listening)); informing foreign audiences, providing information support to foreign policy USA (advocacy); special programs of diplomatic signaling (diplomatic signaling); propaganda programs (psychological warfare) used during military actions; digital programs of public diplomacy (digital public diplomacy); educational programs, including military training programs; programs in the field of culture – exhibitions, exchanges and congresses of the creative intelligentsia, publishing and communication of diasporas. ; Розглядаються питання використання урядом Сполучених Штатів Америки інструментів публічної дипломатії, адекватних аксіологічній моделі держави. The modern form of governance is inseparable from the concepts of accountability and responsibility to society. Politicians, public institutions, public sector employees, supported by taxpayers, must be accountable for their activities and the results of those activities. One form of such accountability is the transparency of financial accounting. According to scientists, transparency is a mandatory feature of a modern democratic state. It allows citizens to see the structure of government and its functions, political and financial goals, and how they are implemented. Lithuania lacks research on transparency in the financial accounting of public institutions. Existing research is on a more theoretical level; there are no papers that examine one specific area of the public sector from a financial accounting transparency perspective. However, it also shows that this type of research is needed in Lithuania. In this paper, the transparency of financial accounting is considered the publication of clear, comprehensible, and periodically provided data on the financial activities of public sector institutions. The object of the research is the financial accounting of public sector institutions. The paper aims to develop and empirically test a model for assessing and ensuring the transparency of financial accounting of public sector institutions. The research results obtained by applying the developed model allow us to assume that public institutions are not inclined to disclose full information on financial management assessment disclosures publicly. This shows the overall estimates of the level of disclosure of financial management assessment by hospitals, as the maximum possible estimate is 5. The results obtained in 2017-2019 show that the highest estimate of the level of disclosure of financial management assessment by hospitals is 3.2. It could also be observed that the level of financial accounting quality in 2017-2019 is high in almost all hospitals except RVPL Hospital in 2017, which did not provide financial statements, activity reports, or other financial information. Assessing the financial accounting quality estimate of the maximum level - 3. The maximum result of financial accounting quality estimate in 2017 reached two hospitals RSL and LSMULKK. In 2018 only RSL and 2019 RSL, LSMULKK and RVUL. An empirical study showed that the model is suitable for assessing the transparency of financial accounting in the context of disclosed and accessible information.
