The communication rights enshrined in Part 1 of Article 5 of the Basic Law of the Federal Republic of Germany — freedom of expression, freedom of informa-tion, press, broadcasting, and cinema (Kommunikationsgrundrechte) are of constitu-tive importance for German democracy, since the process of forming of public opinion, which is important for the functioning of democratic institutions, depends on the level of their guarantee. At the same time, due to the special persuasiveness of the audiovi-sual form of information presentation, broadcasting is the most significant means of influence. Public service broadcasting (öffentlich- rechtlicher Rundfunk) is central to the German broadcasting system, while the role of private broadcasters is secondary. The decisive importance of public broadcasting in shaping the political opinion of Ger-man citizens presupposes the existence of sufficient and effective constitutional and legal guarantees that exclude the instrumentalization of this institution by the state, industry, and other influential public groups. The article, taking into account the historical con-text and using examples from the legislation and practice of the Federal Constitutional Court of Germany, analyzes these guarantees, and also describes the basic constitutional and legal principles of the functioning of the broadcasting system in Germany. As a conclusion, a set of the basic essential characteristics of the German model of public broadcasting is fixed, which might be used for further critical consideration of this institution.

The aim of this work is to present and investigate a model that departs from three considerations. First, fiscal policy and debt sustainability are two sides of the same coin: the former is the policy instrument that government manages in the present time to achieve its social objectives, whereas, the latter is the repercussion of the former in the long run. Second, fiscal policy has a direct impact on industries capital accumulation because it affects the available income and, therefore, their savings; such an impact can be evaluated through the intertemporal optimization of industries saving decisions. Finally, fiscal policy has to be characterized on both the revenue and the spending side: revenues are determined through a unique tax rate, while spending is represented as an industry-based subsidy with a fixed fraction, Φ, that must be re-invested in capital. The production function in each industry is assumed AK and investment is subjected to quadratic adjustment costs. The consequences of assuming a convex adjustment cost function are twofold: the model does not display growth in the long run and the invested capital due to the public incentivization program hyper-crowds out private saving, consequently the optimal Φ is 0. Another advantage, due to the simplicity of the framework, is that the notion of debt sustainability, contrary to the majority of literature on fiscal policy sustainability, is defined unambiguously therefore it is always possible to determine whether a certain public debt can be sustained. In section 4, the model is solved as a Nash bargaining problem by assuming an explicit welfare function and it is found that the optimal government size results undetermined whenever the optimal Φ is 0. However, in the conclusions, it is proposed a way to modify slightly the model in order to overcome the problem of the hyper-crowding-out and letting the designed public program of capital incentivization work effectively.

Actuality. Our century makes its own adjustments to the understanding of the processes occurring both within the studied cultural entities and in the orbit of their interaction with each other, which is especially actual during the period of transitional and crisis management tendencies at the turn of the millennia. Purpose and methods. The purpose of the article is to determine the universal significance of Eastern and Western cultural-civilizational and state-administrative traditions, as well as the possibility of their organic synthesis in the Ukrainian model of public management. The methodology of the research based on analysis, synthesis, historical, dialectical, abstract-logical and system-structural method involving comparativistics. Results. The research was implemented not in the traditional manner of retrospecting historical connotations and paradigms, but first of all in the form of studying the synergistic component of the superstructural mechanisms, notably the comprehension of the most significant metaphysical determinants that have an essential impact on all spheres of cultural, socio-political and managerial activity of the modern West and East. The Japanese and American models are involved as exemplary advanced management practices. Conclusions and discussion. Despite the conservatism of nationalist traditions and religious order, the East turned out to be more flexible and agile in the management of state and public organizations. Slavic culture at the worldview level imbibed rationalism, pragmatism and personalism of the West along with cordocentrism, existentiality and introversion of the East. The synthesis of individualistic American and collectivistic Japanese management models, as well as their further integration into Ukrainian administrative and social-psychological matrix of personnel management is proposed as a scientific novelty. The public service is the main administrative tool that links government and society. The relationships between these elements and effective public administration depend on professional competencies of public officers and their approach to the activities. The new qualified public servants can enter on duty in terms of the development and implementation of qualification requirements system and effective selection models that include requirements for education, skills, knowledge, professional and personal strengths (competencies) focused on the goals and objectives of the government. In the context of Russian administrative reforms, new legislative instruments and amendments regulating such requirements were adopted. These reforms defined such core competencies as strategic thinking, sociability, planning, and multitasking for all categories of public employees. The study identifies the range of skills required for leadership positions and behavioral indicators demonstrating the specific nature of each competence. Besides, the author examines the methodological basis for the development of competency models and empirical methods for assessing the professional skills of public officers. ; Государственная служба является основным инструментом административного управления и связующим звеном между государством и обществом. Поддержание связей между данными элементами и эффективная работа госаппарата во многом определяются государственными служащими и их подходом к своей деятельности. Обеспечение поступления на госслужбу профессиональных сотрудников невозможно без разработки, внедрения и поддержания системы квалификационных нормативов и продуктивных моделей отбора, включающих ориентированные на цели и задачи государственного органа требования к образованию, навыкам и знаниям, а также профессиональным и личностным качествам (компетенциям). В условиях административных реформ в России были приняты законодательные акты и поправки, регламентирующие подобные требования. Для всех категорий должностей определены такие ключевые компетенции, как стратегическое мышление, коммуникабельность, умение планировать и ориентироваться в разных ситуациях. В статье обозначены навыки, обязательные для руководящих должностей, и поведенческие индикаторы, отображающие специфику каждой компетенции. Кроме того, исследованы методологические основания для формирования моделей и эмпирические методы оценки профессиональных компетенций государственных служащих.

The article reveals the features of the use of correctional and developmental massage in the work of a speech therapist with preschoolers. Teachers have a need for new studies of speech development of preschoolers and the use of new pedagogical tech- nologies. The urgency and importance of the issue served as the basis for the development of a system of speech therapy technology for the use of developing massage in speech therapy practice. On the basis of the studied methodological literature, the author has developed five blocks of complexes of games and exercises for developmental massage. At the beginning and at the end of the work, preschoolers were diagnosed, which made it possible to see that the developmental massage complexes created by the author allow correcting speech disorders effectively.

The subject of the study is the current model of formation and implementation of public policy in Russia. The purpose of this article is to analyze and develop a detailed description of the main distinguishing features of this model and to identify the factors that caused them. At the same time the author focuses on the political and cultural factor as the fundamental basis of the national model of public policy in any country. Among other components of the national model of public policy the institutional center for the adoption of political decisions, the features of the system of representation of interests, and the technology for making political decisions are singled out. Primary data were obtained as a result of an in-depth expert questionnaire as well as a focus-group interview.The article gives a detailed description of the Russian political culture, especially the perception by citizens of the main institutions of the political system (the state and its key institutions, political parties, socio-political organizations, etc.). At the same time, the author relies both on the results of previous studies in this area and on the latest data from Russian Public Opinion Research Center. The analysis of the peculiarities of citizens' perception of the main political institutions made it possible to draw a conclusion about their direct connection with the specifics of the domestic system of political representation.The main theoretical result of the research is to substantiate the author's approach to public policy research. It is proved that the public policy should be interpreted as the result of interaction of the state, civil society institutions, scientific, expert and business community with the decisive role of the former. No less important research result is the substantiation of the author's understanding of the national model of public policy, its structure and features of manifestation in modern Russia. The practical significance of the results is due to the possibility of their use in the development of concepts, strategies and doctrines of public policy in various fields, as well as policy documents of political parties and other socio-political organizations. ; Предметом исследования выступает сложившаяся в настоящее время в России модель формирования и реализации государственной политики. Целью настоящей статьи является анализ и развернутая характеристика основных отличительных черт указанной модели и выявление факторов, их обусловивших. При этом основное внимание автор уделил политико-культурному фактору, как фундаментальной основе национальной модели государственной политики в любой стране. В числе иных составляющих национальной модели государственной политики выделяют институциональный центр принятия политических решений, особенности системы представительства интересов, и технологии принятия политических решений. Первичные данные получены в результате заочного экспертного анкетирования, а также фокус-группового интервью.В статье дана развернутая характеристика российской политической культуры, в особенности восприятия гражданами основных институтов политической системы (государства и его ключевых институтов, политических партий, общественно-политических организаций и т. д.). При этом автор опирался как на результаты ранее проведенных исследований в указанной области, так и на последние данные Всероссийского центра изучения общественного мнения. Анализ особенностей восприятия гражданами основных политических институтов позволил сделать вывод об их прямой связи со спецификой отечественной системы политического представительства.Основной теоретический результат проведенного исследования заключается в обосновании авторского подхода к исследованию государственной политики. Доказано, что государственную политику следует трактовать как результат взаимодействия государства, институтов гражданского общества, научного, экспертного и делового сообщества при решающей роли первого. Не менее важным исследовательским результатом является обоснование авторского понимания национальной модели государственной политики, ее структуры и особенностей проявления в современной России. Практическая значимость полученных результатов обусловлена возможностью их использования при раз-работке концепций, стратегий и доктрин государственной политики в различных областях, а также программных документов политический партий и иных общественно-политических организаций.

На основе исследования письменной традиции рубежа Античности и Средневековья представлена историко-лингвистическая характеристика языковых особенностей дискурса варварства. В качестве концептуальной основы используются модели вербального варварства. Концепт «вербальное варварство» впервые применяется для обозначения словесного проявления побуждения к злонамеренному действию, содержащего угрозу, с целью спровоцировать агрессию, физическое насилие, причинить ущерб, психологическую боль и ментальные страдания. Анализируется лексико-семантическая целеориентированность образа и сценария вербального поведения варвара в «Res gestae» Аммиана Марцеллина и «Getica» Иордана. Представлены описательные, экспрессивные, оценочные и орективные функциональные особенности словоупотребления с пейоративной семантикой. Автор приходит к заключению, что в системе позднеантичного и раннесредневекового дискурса варварства вербальная характеристика варвара и лексемы злословия отличались эмоционально-психологическим императивным воздействием, выявляя взаимосвязь физической и теневой стороны злонамеренного действия.
Based on the study of the written tradition of the turn of Antiquity and the Middle Ages, the historical and linguistic characteristics of the linguistic features of the discourse of barbarism are presented. Models of verbal barbarism are used as a conceptual basis. The concept of «verbal barbarism» is used for the first time to denote the verbal manifestation of an incentive to malicious action containing a threat in order to provoke aggression, physical violence, cause damage, psychological pain and mental suffering. The lexico-semantic goal orientation of the image and scenario of the verbal behavior of the barbarian in the «Res gestae» by Ammian Marcellin and «Getica» by Jordan is analyzed. Descriptive, expressive, evaluative and indicative functional features of word usage with pejorative semantics are presented. The author comes to the conclusion that in the system of late Antique and early medieval discourse of barbarism, the verbal characteristics of the barbarian and the lexemes of slander differed in emotional and psychological imperative effects, revealing the relationship between the physical and shadow side of malicious action.

The pandemic of COVID-19, the threat of technogenic and anthropogenic character, brought to the foreground non-market aspects of the general, corporate branch culture and strategy in medicine and health care. Therefore, in many countries, despite differences in state and private property ratios in health infrastructure, the state priority is ensuring cooperation within the national health care system which capable quickly and well-coordinated work in the extremely dangerous epidemics conditions and other emergency situations. The purpose of this article is discussing a problem of public and private models of medical care organization in Russian health care system.Materials and methods. Content analysis methods, economical and statistical analysis, information and analytical materials of the Russian and foreign news agencies, a summary across Russia of Rosstat form No. 62 of the state statistical observation «Data on resource providing and on delivery of health care to the population» (legal entities - the medical organizations which are carrying out activity in the sphere of compulsory health insurance), analytical materials and statistical data of World Health Organization (The European portal of information of health care of WHO: https://gateway.euro.who.int/en/hfa-explorer/), statistical data and metadata on the countries of the Organization for Economic Cooperation and Development (OECD, https://stats.oecd.org/), the materials of monographic researches and periodicals including placed on the Internet were used in this article.Results: the system of compulsory health insurance is an ancestor of the program of the state guarantees of free medical care of in Russian citizens. The length of the text of this Program so far was increased in 130 times in comparison with initial edition of 1998. At the same time, there is still no clear delineation for the bases, volumes and conditions differentiation of free and paid medical care rendering. As a result, the major human right to free medical care remains not completely realized. The numbers of the non-state medical organizations to provide free of charge medical care to the population according to the policy of obligatory medical insurance (i.e. financed from the state sources) in the period of 2011 to 2019 – from 648 to 2423 organizations respectively were increased in Russia four times. This demonstrates the creation of the new, «integrated» model of health care in Russia in the mode of public and private partnership for deciding of social tasks. Although, free medical care for citizens in the private medical organizations is not mentioned in the Constitution of Russian Federation (Main Law). In emergency situations such integration allows private medical structures to involve capacities and also be coordinated with one of the tasks of the Ministry of health target program «Development of the Fundamental, Transmitting and Personalized Medicine».Conclusions. There is a formation of the integrated, public and private (hybrid) model of health care in modern Russia that needs developing of a new partnership and principles of management in the sphere of medical care organization. State policy in the health care financing sphere should be directed not only to the state guarantees of medical care specification, but also to a gap in social and economic inequality reduction. The social protection systems should be focused, first of all, on people who are most in great need of medical care. For the protecting population from catastrophic payments for medical care, it is necessary to bring the concept of the social standards - a number of the general rules, norms and standards which must guarantee the state ensuring constitutional rights of citizens to free medical care in the health care legislation. ; Пандемия COVID-19, угрозы техногенного и антропогенного характера, вывели на передний план нерыночные аспекты общей, корпоративной отраслевой культуры и стратегии в медицине и здравоохранении. Поэтому во многих странах, несмотря на различия в соотношениях государственной и частной собственности в инфраструктуре здравоохранения, государственным приоритетом является обеспечение их сотрудничества в рамках национальной системы здравоохранения, способной оперативно и слаженно работать в условиях крайне опасных эпидемий и угроз иных чрезвычайных ситуаций.Цель данной статьи – обсудить проблему формирования в системе здравоохранения России общественно-частной модели организации медицинской помощи.Материалы и методы. Использованы методы контент-анализа, экономико-статистического анализа, информационные и аналитические материалы российских и зарубежных информационных агентств, сводная по России форма государственного статистического наблюдения № 62 «Сведения о ресурсном обеспечении и об оказании медицинской помощи населению» (сдают юридические лица – медицинские организации, осуществляющие деятельность в сфере ОМС), статистические сборники Росстата, аналитические материалы и статистические данные ВОЗ (Европейский портал информации здравоохранения ВОЗ: https://gateway.euro.who.int/en/hfa-explorer/ ), статистические данные и метаданные по странам Организации экономического сотрудничества и развития(ОЭСР, https://stats.oecd.org/ ), материалы монографических исследований и периодической печати, в том числе в сети Интернет.Результаты. Родоначальником Программы государственных гарантий бесплатного оказания гражданам медицинской помощи в России является система ОМС. Объем текста этой Программы увеличился к настоящему времени в 130 раз в сравнении с первоначальной редакцией 1998 года. При этом все еще отсутствует четкое нормативное разграничения оснований, объемов и условий оказания бесплатной и платной медицинской помощи, в результате важнейшее право человека на бесплатную медицинскую помощь остается не полностью реализованным. Число негосударственных медицинских организаций, оказывающих населению медицинскую помощь бесплатно по полису обязательного медицинского страхования, т. е. финансируемых из государственных источников, увеличилось в России за период с 2011 по 2019 гг. в четыре раза – с 648 до 2423 организаций соответственно. Это свидетельствует о формировании в России новой, «объединенной» модели здравоохранения в режиме общественно-частного партнерства по решению социальных задач, хотя в Конституции Российской Федерации бесплатное оказание гражданам медицинской помощи в частных медицинских организациях не предусмотрено. Такая интеграция позволяет задействовать производственные мощности частных медицинских структур в чрезвычайных ситуациях, а также согласуется с одной из задач ведомственной целевой программы «Развитие фундаментальной, трансляционной и персонализированной медицины».Выводы. В современной России идет формирование объединенной, общественно-частной (гибридной) модели здравоохранения, что требует разработки новых, партнёрских отношений и принципов управления в сфере организации медицинской помощи. Государственная политика в сфере финансирования здравоохранения должна быть направлена не только на конкретизацию государственных гарантий медицинской помощи, но и на сокращение разрыва в социально-экономическом неравенстве, а системы социальной защиты должны быть ориентированы, прежде всего, на людей, которые наиболее сильно нуждаются в медицинской помощи. Для защиты населения от чрезмерных («катастрофических») платежей за медицинскую помощь, целесообразно ввести в законодательство о здравоохранении понятие социальных стандартов – ряда общих правил, норм и нормативов, посредством которых государством гарантируются обеспечение конституционных прав граждан на бесплатное получение медицинской помощи.

The article surveys the theories of national economy regulation introduced by eminent economists of the Stockholm School in the late XIX - early XX centuries and the social situation in Sweden during this period. The article also analyzes the transformation of Swedish economy during XX century from a relatively pure market economy to a modern "Scandinavian socialism", focuses on the role of government agencies and the influence of the political system on this process. In addition, the paper highlights those features which, according to the author, contributed to Sweden's shift from the raw materials supplier of the leading industrial powers in the late XIX century to a current world leader in technological development.

В статье рассматривается модель воспитания правовой культуры студентов как важный инструмент их подготовки к успешной профессиональной деятельности. Актуальность исследуемой проблемы обусловлена социальным заказом общества на подготовку специалиста новой формации, обладающего высоким уровнем общей и правовой культуры, нравственной и правовой устойчивостью, оперативно решающего насущные задачи, обладающего аналитическим, саногенным мышлением, креативностью и экстраполирующего правомерную поведенческую стратегию. В качестве методов исследования выступили понятийно-терминологический анализ, синтез, аналогия, систематизация, интерпретация, классификация, теоретическое моделирование, интервьюирование. При раскрытии исследуемого феномена были использованы нормативно-правовые акты, посвященные основным правам и свободам личности, а также научно-педагогическая, психологическая и юридическая литература. Полученные данные постулируют, что определение дефиниции «правовая культура» коррелирует с концептуальными идеями исследователей, представляющих различные методологические школы, что свидетельствует о поливариативности изучаемой категории. По мнению авторов статьи, модель воспитания правовой культуры студентов включает целевой и методологический подходы, методологические принципы, педагогические условия, содержательный, процессуальный, критериально-оценочный и результативный блоки.
The article considers the model of education of legal culture of students as an important tool for preparing them for successful professional activities. The relevance of the problem under study is due to the social order of society for the training of a specialist of a new formation, who has a high level of general and legal culture, moral and legal stability, promptly solving urgent problems, possessing analytical, sanogenic thinking, creativity and extrapolating lawful behavioral strategy. The research methods were: conceptual and terminological analysis, synthesis, analogy, systematization, interpretation, classification, theoretical modeling, interviewing. When disclosing the phenomenon under study, we used normative-legal acts devoted to the basic rights and freedoms of the individual, as well as scientific, pedagogical, psychological and legal literature. The obtained data postulate that the definition of legal culture correlates with the conceptual ideas of researchers representing different methodological schools, which indicates the polyvariability of the studied category. According to the authors of the article, the model of education of legal culture of students includes target and methodological approaches, methodological principles, pedagogical conditions, content, procedural, criterion-evaluation and result blocks.

Questo saggio mira a presentare un modello in divenire volto ad analizzare gli spazi pubblici urbani (UPS), fondato su quattro dimensioni localmente situate –socioeconomica, socioculturale, socio-ambientale e politico-amministrativa – e una dimensione esterna, strutturale. In quanto modello relazionale, si concentra sul modo in cui le istituzioni capitaliste/statali e le loro rappresentazioni dello spazio plasmano luoghi e possibilità disuguali e sul modo in cui i cittadini percepiscono, vivono e si appropriano di questi luoghi, conformandosi in misura maggiore o minore allo spazio sociale della città. Un caso studio incentrato sulle persone di Rio de Janeiro che hanno fatto della strada un mezzo di produzione/riproduzione esaminerà il valore euristico del modello, rivelando come gli utenti si sentono nello spazio pubblico urbano, lo pensano e come reagiscono allo spazio "astratto". This essay aims at presenting a model with four non-exhaustive local content dimensions – socioeconomic, sociocultural, socio-environmental, and political-administrative – with an external dimension as a base to analyze urban public spaces (UPS). As a relational model it focus on how capitalist/state institutions and their representations of space conform unequal places and possibilities and how citizens perceive, live and appropriate these places, conforming to greater or lesser degree the city social space. A case study focusing on those who depend on the streets as means of production/reproduction in Rio de Janeiro examines the heuristic value of the model, revealing how users feel and think about UPS and how they react to the abstract space

A reflection on the possibility of drawing up a filing plan model that all Italian public administrations can adopt, with suitable modifications, for managing records of the current archive. The task assigned to the Working Group, by the Agency for Digital Italy - AGID, for developing a model of filing plan scheme has been analysed with the aim to identify both the strong points of a shared project and the related difficulties and problems found.The functional analysis of different types of government has identified a considerable overlap of the generic parts, referring to the general and instrumental functions, assuming a real feasibility of a shared filing plan model in a large scale. It has also highlighted the difficulty in maintaining the same consistency in translating specific and particular functions of other types of public administrations within the same filing plan model. ; Una riflessione sulla possibilità di predisporre un modello di Titolario di classificazione che tutte le pubbliche amministrazioni italiane possano adottare, con gli opportuni adattamenti, per la classificazione dell'archivio corrente. Il lavoro svolto Gruppo di Lavoro, promosso dall'Agenzia per l'Italia Digitale – AGID, incaricato di elaborare lo schema tipo di Titolario è analizzato con l'intento di individuare, da una parte, i punti di forza di un progetto condiviso e dall'altra, le difficoltà e le criticità riscontrate. L'analisi funzionale di diverse tipologie di pubbliche amministrazioni ha individuato una cospicua sovrapponibilità delle parti generiche, relative alle funzioni generali e strumentali, ipotizzando una reale fattibilità di un modello di Titolario condivisibile a larga scala; ha nel contempo, tuttavia, evidenziato la difficoltà di mantenere la medesima coerenza progettuale nel tradurre nello stesso modello di Titolario le funzioni specifiche e peculiari delle diverse tipologie di pubbliche amministrazioni.

Статья представляет предварительный анализ категориального языка варваристики в контексте взаимодействия цивилизации и варварства. На протяжении истории варварство претерпевало серьезную мутацию, меняя семантику, но сохраняя матрицу своей «материнской» стадиальной лексики. Выработан особый лексикон агрессивных злонамеренных действий, характеризующих или нарастание варварства, или его изживание. Некоторые термины и понятия продолжают употребляться метафорически и методологически, скорее ориентируя, нежели определяя. В статье рассматривается особая деструктивная роль стимулов, толчков, порождающих всплески варварства, что актуализировало необходимость ввести в варваристику новое понятие — «триггер» варварства. Подобная исследовательская задача ставится в исторической науке впервые. Триггер рассматривается в качестве действия, ставшего толчком для сущностного изменения, решающего поворота, скачка или стремительного перехода из одного функционального состояния в другое. Исследовательская стратегия статьи определена когнитивным подходом конкретно-исторического анализа проявления триггеров варварства в широком географическом и хронологическом контексте. Это позволяет обратить внимание на «пороховые погреба» варварства тлеющего, скрытого и скрываемого, на механизм, инструментарий и формы проявления триггеров. Постановка проблемы вызвана необходимостью поиска новых методологий в разработке более глобальной проблемы — цивилизация vs. варварство в условиях современного цивилизационного кризиса, на пороге кардинальных изменений представлений о природе варвара и варварства, которое развивается и эволюционирует быстрее, чем его исследование и осмысление.
The article presents a preliminary analysis of the categorical language of barbarism in the context of the interaction of civilization and barbarism. Throughout history, barbarism has undergone a severe mutation, changing semantics, but still retaining the matrix of its «maternal» stadium vocabulary. A unique lexicon of aggressive, malicious actions has been developed, characterizing either the growth of barbarism or its elimination. Some terms and concepts continue to be used metaphorically and methodologically, orienting rather than defining. The article considers the special destructive role of stimuli and shocks that generate bursts of barbarism, which actualized the need to introduce a new concept into barbarism — the «trigger» of barbarism. Such a research task is being set in historical science for the first time. A trigger is considered an action that has become the impetus for an essential change, a decisive turn, a leap, or a rapid transition from one functional state to another. The research strategy of the article is determined by the cognitive approach of a concrete historical analysis of the manifestation of barbarism triggers in a broad geographical and chronological context. This allows us to pay attention to the «powder cellars» of smoldering, hidden and concealed barbarism, to the mechanism, tools and forms of manifestation of triggers. The problem statement is caused by the need to search for new methodologies in the development of a more global problem - civilization vs. barbarism in the conditions of the modern civilizational crisis, on the threshold of cardinal changes in the ideas about the nature of the barbarian and barbarism, that develops and evolves faster than the research and comprehension.
