Within urban design there is increasing interest in the close relationshipbetween social, economic and political processes and the production of public spaces. Thisrelationship, however, often remains abstract and is rarely illustrated in empirical studies.This paper introduces an institutionalist understanding to the production of public spaces,whereby emphasis is placed on the analysis of structuring forces and actors as a way toapprehend the complexity of the social processes guiding and influencing the planning,design and management of public spaces. The institutionalist understanding is illustratedin the case study of an urban renewal project in Barcelona. The results of the case studyshow the contrasts and tensions between the structuring forces and the different actorsoperating in the project, how structuring forces favoured the interest and claims of someactors over those of others, and the potential risks and challenges that this has for the useand value of the public spaces produced by the project.
We propose a long-term breeding program for Norway spruce and Scots pine in southern Sweden based on a model. presented in a parallel paper. For the establishment of the long-term breeding population we propose three founder populations for Norway spruce. one of Swedish origin. the others from the Carpathian mountain range and White Russia respectively. Only one founder population. Swedish. is proposed for Scots pine but we suggest further exploration of foreign sources. For all founder populations we should like two parallel schemes. One should be based on sub populations consisting of 30 to 40 parents each. the other based on selfed lines. In the first alternative. problems with inbreeding depression are avoided: in the second. we intend to purge detrimental genes by inbreeding. The subpopulations will cover southern Sweden. that is. from the south up to 62o latitude It is suggested that the Institute of Forest Tree Improvement takes care of the long-term breeding populations. We consider the long-term breeding effort to be an important means of managing the country's biological resources. and therefore consider it proper for the government to fund the program.
The European Union (EU) is committed to conserving biodiversity, both in terms of natural and cultural legacies, and also to limiting biodiversity loss. Relevant policies have underlined the importance of considering ecological and social issues, as well as the complex relations between the two spheres in conservation of biodiversity. These policies have clear implications for all sectors responsible for planning for biodiversity conservation. In order to be consistent with international legislation, it is necessary to move beyond protected areas and include biodiversity conservation considerations in planning activities of various sectors, and also to involve relevant stakeholders in the planning process. This is in line with the landscape approach to planning that has recently been advocated in research and practical planning. The landscape approach has a holistic perspective that encompasses both ecological and social considerations. This thesis focuses on the implementation of policies regarding biodiversity conservation and public participation; that is, the ecological and social dimensions of spatial planning in landscapes. In particular, I examine the role of people, such as planners implementing policies and other stakeholders who might influence biodiversity conservation. The studies within this thesis concern Poland and Sweden, and three sectors: regional, road and forestry planning. The thesis is comprised of four papers. Paper I deals with planners working to implement biodiversity and public participation policies. Paper II concentrates on the issues of stakeholder involvement in the Environmental Impact Assessment of road planning. Paper III investigates a specific conflict that influenced the conservation of biodiversity in an important biodiversity hotspot. Paper IV is a conceptual paper that discusses the tools used to integrate ecological and social dimensions when implementing the European Landscape Convention. The studies included in this thesis reveal that successfully implementing biodiversity conservation and public participation policies may require more than just ecological knowledge about how biodiversity should be maintained, and more than just formal guidelines regarding how the public should be treated in the planning process. In addition, the role of people who may influence the planning and decision making processes is crucial. Accordingly, there is a need for two key developments. Firstly, planners and the general public should be properly educated about conservation-related issues. Secondly, various incentives should be introduced that influence the behaviour and, in the longer term, the attitudes of the people who may affect biodiversity.
Human alteration of natural systems, and its consequences are of great concern and the impact on global ecosystems is one of the biggest threats that biodiversity stands before. Translocations of invasive species, as well as intraspecific contingents with non-native genotypes, whether they are deliberate or unintentional, are one such alteration and its consequences are continuously being assessed. The mallard (Anas platyrhynchos) is the most numerous and widespread duck in the world and a flagship in wetland conservation. It is also an important game species which is heavily restocked for hunting purposes, especially in Europe where over three million ducklings are released every year. Because of its hunted status, its abundance, and the number of released individuals, it can serve as a model species to study effects of releases, both for conservation and restocking for hunting, on wild populations. In this thesis the status of the mallard was assessed in the Nordic countries and the effects of releases on the wild populations were studied by mining historical ringing data, comparing morphology of present-day wild, farmed, and historical mallards, and analyzing phylogeography of wild and farmed mallards in Europe. The status of the mallard population in the Nordic countries are generally good, however, a joint effort of European countries is needed to monitor and manage the population. A significant difference between wild and farmed mallards concerning longevity, migration, bill morphology and genetic structure was also found, together with signs of cryptic introgression of farmed genotypes in the wild population with potential fitness reduction as a result. The effect is however limited by that only a fraction of released farmed mallards reach the breeding season due to low survival. A natural captive environment is crucial to keep individuals wild-like with high survival rates after release. However, with an introgression of potentially maladapted farmed genotypes leading to a reduction in fitness, a low survival of released mallards would favor the wild population. A legislative change regarding obligation to report numbers, provenance, and release sites of farmed mallard should be considered, together with practical solutions of ringing and genetic monitoring of released mallards.
Background: Agriculture is among the relevant factors for the formation of cities and it has been an integral part of city life throughout history. Despite the increase in population growth, urban agriculture can offer a unique opportunity for improving the livelihood of individuals through the practice of growing food in urban green spaces. Nevertheless, maintaining urban green spaces as part of the urban fabric presents a unique challenge in an environment where there is a shortage of housing and urban space is limited for development. Allotment gardens might be seen as compensation for the lack of green space and private gardens in cities, especially in dense urban areas. However, due to the long waiting list for renting out, not everyone can get access to growing locally cultivated food and other benefits, especially people who are less privileged and cannot afford private gardens. Objective: The aim of this thesis, therefore, was to design a proposal for urban green space, Ekebydalen, to show how to integrate allotment gardening with other social activities. Also, as an input to the proposal, the history of allotment gardens and the theory of sustainable wellbeing was reviewed, and local public participation was investigated. Method: Literature was extensively reviewed in an attempt to identify relevant studies and better understand the context and characteristics of allotment gardens from a social and environmental context, the change in its land use, and accessibility; all in the perspective of the general development of urban agriculture and specifically in allotment movement through history in Sweden. Moreover, Site observation was conducted in a purposely selected allotment garden, Ekebydalen, Uppsala city. Also, an online and paper-based self-administered cross-sectional survey was done among 40 participants. Result: 6 different allotment gardens were observed and characterized. Based on the case study (observation), the Ekebydalen allotment garden was chosen as the main site for further pro-posal development. (60%) of the respondents in the survey were middle-aged (30 -50 years old) women (77.5%), most of them with university education (88%) and Swedish background (90%). Despite the participants has reported living in close proximity to the gardens, around a fourth of them reported having waited for more than six months. Gardening and nature interest (100%), socializing (15%), food complement (62%), and maintaining wellbeing (65%) are the motivation for renting allotment gardens. Conclusion: This thesis argues that the economic and wellbeing values of allotment gardens are perceived as highly significant compared to the social benefit that is allegedly seen less. Nevertheless, the social value can be seen as equally important if integrated as an activity with other social activities in a city, especially in urban communities that don't have enough space for gardening and are caught in their busy lives. Moreover, a design strategy was proposed to show how the allotment garden can be integrated as an activity for cultivation and recreation use (Cultivation park). This thesis has also implied that policy support, institutional recognition, and strong political will from policymakers and planners are required to bring urban agriculture into city planning for improving the quality of life for the people living and working in cities.
The aim of the study is twofold. First, to provide a picture of what happens when groups of citizens cooperate with municipalities and administrations to produce services essential to the community, i.e., elderly care or road maintenance. Second, to compare this picture with the picture of citizens' involvement that the civil society theories describe. This is done by comparing four different cooperation projects. The empirical material has been gathered through four qualitative case studies – two elderly care cases and two road maintenance cases – and the analytical frame has been drawn mostly from organization theory, especially the resource dependence and the institutional perspectives. In the dissertation it is shown that in the projects with less complications the processes developed in a way that balanced, to some extent, the asymmetry in the dependence relation, i.e., the resources controlled by the groups became more interesting for the administrations and municipalities. These processes did also develop in a way that made it possible for the actors to come to an agreement of what problem the project was supposed to solve. These findings covariates with how interested the municipalities and the Road Administration organizations were to participate in the cooperation projects. It also covariates with the use of institutionalized cooperation forms. The short cut of an already defined and legitimated cooperation form implied that less transaction resources had to be invested in the cooperation itself – but as a result the actors did not communicate sufficiently and therefore did not develop a mutual understanding and trust. Another finding is that both the groups and the municipalities and administrations had pragmatic motives for their involvement in the cooperation projects, which led to an organizational form that was effective for the purpose of solving the identified problem with the elderly care/road maintenance, but not for the unintended consequences described by the civil society theories. As the group of citizens really involved was small, the consequences – greater solidarity and responsibility, and a decentralized democratic process, only comprised a few, mostly resourceful, citizens. Finally, the study shows that the groups' contributions to the democratic process were limited by their involvement in actually solving the problem in question, i.e., to build and run an elderly home or to work with the improvement of the roads. The findings suggests that the picture of citizens' involvement often put forward in the political debate in Sweden – as both a complement to the service provided by the public sector and a way to improve the democratic process – ought to be the subject of further research.
The so-called Swedish model of trust is characterised by strong public support for the idea of an individual-based and extensive welfare state, well-developed state individualism, high levels of social trust, widespread appreciation of the judiciary, openness, tolerance, and a free and independent press. Today, Swedish society faces several challenges. Will the Swedish model of trust be eroded or is it relatively resilient to stress? A Novus survey from 2019 found that a total of 74 percent of the Swedish population were very or quite worried about Islamic extremism, 66 percent very or quite worried about right-wing extremism and 46 percent very or quite worried about left-wing extremism. Other surveys show that the public is also concerned about the deterioration of the welfare state, social gaps, the increased number of refugees to Sweden and xenophobia. Moreover, the Novus survey shows that 65 percent believe that violence-promoting extremism will increase in Sweden in the coming ten-year period. 22 percent indicate that they have become suspicious of people they have encountered in everyday situations and 15 percent have avoided large crowds, e.g. shopping malls, pedestrian areas and subways. When asked which measures are good for increasing security in society, common answers were to reduce social exclusion, increase camera surveillance in public places and provide more information on democratic principles and values. These answers indicate that Swedish public opinion has a relatively balanced view of public measures against violent extremism, which is consistent with the Swedish model of trust. In general, the public does not propose the implementation of overly excessive measures against violent extremism. However, given continued public concern over the development of violent extremism, the long term stability of the Swedish model of trust remains in question.
There is a strong narrative on how the humanities were marginalized in postwar Sweden: in the land of engineers, technocrats and social scientists, there was no room for erudition, philosophy and history. This book challenges such a notion and shows how clearly the humanities were present in the public sphere of the time. By applying perspectives from the history of knowledge, the authors illustrate how humanists were key figures in the welfare society's culture and politics, media and book market, education and intellectual debate. At the heart of the book is the public sphere of the 1960s and 1970s. In a first part, the authors highlight how humanists played a decisive role in the young television's educational program as well as in the popular science paperback publishing of the time and on the essay pages in the newspapers. In a second part, attention is drawn to the humanities' place in the Christian cultural sphere, the labour movement's education work and the New Left's book cafés. We meet people like Per I. Gedin, Gunnel Vallquist and Jan-Öjvind Swahn, but also TV producers, study circle organizers, translators of radical non-fiction and many others. They all helped to set humanistic knowledge in motion during the postwar decades. Against an international background, the image of a humanistic knowledge system with deep roots and wide connections in Swedish society emerges. It is about these actors and arenas of knowledge that this book is about.
This book highlights the diverse roles of the humanities in the history of the Swedish welfare society. This society has often been seen as dominated by an instrumental view of knowledge that rewarded the social sciences, natural sciences and technology, but the contributions in this book show the significant role that the humanities played in the Swedish welfare state. Various forms of humanistic knowledge and knowledge actors were part of large networks and left a clear mark on the public sphere and society at large. A narrative of the marginalization and crisis of the humanities in the postwar period must therefore be problematized. This edited volume brings together some twenty scholars from a number of humanities disciplines (history, history of ideas, media history, literary studies, archaeology, education, etc.). Much of the current research on the history of the humanities conducted in Sweden today is brought together here and put in relation to international discussions in fields such as history of humanities, history of knowledge, etc. The book is a sibling to the monograph Humanister i offentligheten, which was published in 2022.
During the last decades, the public sector in Western democracies has undergone drastic changes. These changes have meant privatization and a more diverse service provision. Because of privatization, activities that were previously reserved for the public sector can now be conducted by the private sector. This has led to the traditional hierarchical model to be challenged by a new governing style throughmarket mechanisms, which was introduced during the 1980s. Both the hierarchical model and market model have since been supplemented by the network model that was introduced in the 1990s. The new organization has meant that steering is currently done in a complex environment with varying outcomes. In the foreground of the theoretical concepts that captures the development describedearlier is governance. The starting point of the governance perspective is that the traditional bureaucracy model for governing is challenged by new forms of organization and steering. In the early 1990s, it became possible, due to a change in legislation, to startindependent schools with public funding. This legislation change has had a major impact on the Swedish school system in terms of organization and steering issues. The purpose of this thesis is to investigate how the ideals of hierarchy, market andnetworking appear in the municipal steering of the local school system, and how these ideals affect the development and the intensity of the conflicts in the surveyed municipalities. The focus of the empirical study is three municipalities from the northern parts of Sweden, which are equal in terms of population, number of school pupils, the number of independent schools and with the samepolitical majority. The overall result of the thesis is that different governing ideals affect the levels of conflict in different ways. The municipality governed by marked ideals exhibit thehighest degree of conflict and the municipality governed by the network ideal exhibit lower levels of conflict. The municipality governed by the hierarchical ideal in the middle of the conflict scale.
This thesis deals with questions of governance, control and discretion in state agencies. It is grounded on a case study of the Swedish National Agency for Education (Skolverket), from its prelude in the late 1980s, to its start in 1991, through several governments, seven ministers and four direktor generals, up tp 2014. The empirical part of the thesis follows the periods of the four director generals. The study is based on a vast number of documents, supplemented with interviews. For the analysis, a model of governance and control was condensed from the literature. This model attempts to cover both the political governing of agencies and the internal organizational control of agencies. This model was furthermore developed into three ideal type control styles: Old public management/ Agency, New public management/ Actor, and New public governance/ Arena. Analysis showed that Skolverket started out as a new type of agency, resembling the ideal type of NPG/ Arena, but over time, with an increasing pressure from the political level, it gradually turned into a more "normal" state agency, at one period resembling the ideal type of NPM/ Actor but finally becoming more similar to the ideal type of OPM/ Agent, however with still strong internal traits of an Arena. Further analysis showed that the actual governance and control featured several crucial characteristics that proved to be of importance for the amount of discretion left for the directors and officials of the agency. These characteristics were the degree of 1) unified or plural value systems, 2) partial or comprehensive use of control "tools", and 3) high or low degree of specificity. These three characteristics were combined into eight different types of roles, each with a specific type and level of discretion, from the most restricted ("Authoritarian") to the most unrestricted ("Laissez-faire") and six other roles in between. It is proposed that this scheme of roles form a novel way of analysing the level and distribution of discretion in agencies.

This was a period in time when the system of psychiatric care in Sweden was greatly expanded in answer to a perceived shortage, but was also transformed into a somewhat more open apparatus with possibilities to apply for preliminary discharge and other forms of outpatient solutions. It was also a time when psychiatry was under attack from different quarters, and psychiatrists were accused of using flexible diagnoses such as psychopathy to confine people wrongly. Against this backdrop, how did the management of psychopaths and querulants fit with contemporary ideals of citizenship and democracy? How did the patients view themselves?
