The papers analyses new integration initiative of the middle powers namely MIKTA (Mexico, Indonesia, South Korea, Turkey, Australia) against the background of evolution of trans-regional integration processes in Asia and Europe. The phenomenon of MIKTA is analyzed in comparison with other most successful trans-regional integration projects like G20, BRICS and IBSA (Dialogue forum of India, Brazil and South Africa). MIKTA represents a very interesting pattern of middle powers' aspiration to create multilateral international institutions which they can use to produce much stronger infl uence on the global politics in comparison with a simple sum of these countries' individual efforts outside the framework of such trans-regional institutions. The key question is how trans-regional integration initiatives similar to MIKTA could infl uence political and economic processes on the regional and macro-regional levels and whether it is possible to speak about new format of trans-regional integration models. Unlike other integration projects of middle powers MIKTA is not a formal association of different countries according to some common features (like N-11 or the Next Eleven Group or MIST/MIKT). On the contrary MIKTA represents a joint voluntary initiative for creation of multilateral trans-regional institution fostering fi nancial, economic, political and diplomatic cooperation. For South Korea MIKTA should have become a mechanism for increasing its infl uence in the international organizations, Indonesia expected MIKTA to make it stronger politically and diplomatically in the world affairs, both Turkey and Mexico wanted MIKTA to perform an instrument for solving their economic problems (increase international trade volume, attract foreign investments etc.). Special political, diplomatic, trade and economical potential of MIKTA is based on the fact that its member countries claim to play a role of regional pivots which are located as bridges among various continents and geographies like Turkey (between Europe and Asia) and Mexico (between North and South America) or serve as a sort of a portal for the West to the region of Southeast Asia, specifi cally to its Muslim populated part, (Indonesia) and Asia-Pacifi c (Australia). ; В статье анализируется новое трансрегиональное объединение держав «среднего уровня» – МИКТА (Мексика, Индонезия, Южная Корея, Турция, Австралия) в контексте эволюции интеграционных процессов в Азии и Европе. Значение феномена МИКТА рассматривается в сравнении с наиболее успешными многосторонними проектами с участием держав «среднего уровня» – G20, БРИКС и ИБСА (Индия, Бразилия, ЮАР). МИКТА представляет интересный пример стремления развивающихся стран создавать многосторонние межгосударственные институты, посредством которых их совокупное влияние на глобальные процессы мировой политики возрастало бы по сравнению с простой суммой их усилий вне рамок подобных структур. Ключевой вопрос – каким образом и насколько подобные МИКТА интеграционные инициативы могут повлиять на ход политических и экономических процессов на региональном и макрорегиональном уровне, и возможно ли говорить на их примере о новом формате интеграционных моделей. Важное отличие МИКТА от других интеграционных проектов «средних держав» заключается в том, что за МИКТА стоит не механическое объединение стран по отдельным общим признакам (как группа N-11 или МИСТ/МИКТ), а инициатива создания механизмов многостороннего взаимодействия в финансово-экономической, политической и дипломатической сферах. Для Южной Кореи МИКТА должна стать механизмом наращивания влияния в международных организациях, для Индонезии – увеличить поле маневра в ее международно-дипломатической деятельности, для Турции и Мексики – инструментом решения экономических проблем (увеличения внешнеторгового оборота, привлечения иностранных инвестиций). Особый политико-дипломатический и торгово-экономический потенциал МИКТА базируется на том обстоятельстве, что составляющие его державы могут быть охарактеризованы как «стержневые страны» для своего региона, которые в силу своего географического положения выступают «мостом» между Европой и Азией (Турция), Китаем и Японией (Южная Корея), Северной и Южной Америкой (Мексика), либо «порталом» для Запада в регион Юго-Восточной Азии, особенно в его мусульманскую часть, (Индонезия) и Азиатско-Тихоокеанский регион (Австралия).

This article examines the evolution of electoral qualifications in Russia and European countries in the first third of the 20th century. The analysis of restrictions on voting in pre-revolutionary and Soviet Russia, as well as other countries, is made with reference to a wide range of sources: legislative acts, official statistics, and unpublished archival documents kept in the central and regional Russian archives. The author analyses typical documents (administrative documents, minutes and resolutions, reports, memoranda, information documents) from the funds of the People's Commissariat of Internal Affairs, the All-Russian Central Executive Committee, and the Central Committee of the Party, which helps her determine the number of persons subject to the deprivation of rights, the functions of qualifications in the Soviet electoral system, and the features of their application. Additionally, the author compares Russian and foreign voting qualifications, which clarifies the similarities and peculiar features of their respective electoral systems. It is demonstrated that the voting qualifications of pre-revolutionary Russia, though having certain characteristics of their own, were otherwise consistent with the main trends in the development of the electoral systems of the European states of the early 20th century, while Soviet voting qualifications were among the most original ones in the world and considerably differed from electoral systems elsewhere. Soviet voting qualifications did not comply with the established principles of suffrage limitations around the world. The Bolsheviks radically democratised and abolished the generally accepted qualifications and, simultaneously, introduced restrictions untypical of other electoral systems (employment restrictions making it impossible for the unemployed to vote). Voter eligibility requirements were not only different from the global ones in their content but functionally too. The body responsible for imposing electoral restrictions in Soviet Russia performed a number of functions that were not characteristic of an electoral system in general. Instead of preventing the institutionally disaffected groups from taking part in voting, it was used an instrument of social and political pressure on the economically active part of society, becoming a significant part of the discrimination policy of the state. This conditioned the connection of suffrage with limitations of a social and economic nature. ; Предметом исследования является эволюция избирательных цензов в России и европейских странах в первой трети XX в. Ограничения избирательных прав в дореволюционной и советской России, а также в зарубежных странах изучаются на основе широкого круга источников: законодательных актов, материалов официальной статистики, неопубликованных документов из центральных и региональных российских архивов. Анализ традиционных для делопроизводства государственной и партийной власти документов из различных фондов (распорядительных, протокольно-резолютивных, отчетных, докладных, информационных) позволяет определить численность лиц, подлежавших лишению прав, функции цензов в советской избирательной системе, особенности их применения. Компаративистский анализ российских и зарубежных цензов конкретизирует их общие и специфические черты, роль в избирательных системах. Показано, что избирательные цензы дореволюционной России, обладая рядом особенностей, соответствовали европейским электоральным практикам начала XX в. и выборным традициям России. Советские избирательные цензы разрывали сложившиеся принципы установления ограничений избирательных прав в мире. Большевики радикально демократизировали и отменили общепринятые в электоральной практике цензы, одновременно ввели ограничения прав, не свойственные другим избирательным системам (трудовой ценз). Избирательные цензы, помимо содержательных, имели значимые функциональные различия с мировой электоральной практикой. Институт лишения избирательных прав в Советской России выполнял не свойственные избирательной системе функции: вместо превентивного отстранения от участия в выборах нелояльных власти групп он использовался как способ социально-экономического давления на хозяйственно активные слои населения, став важной частью дискриминационной политики государства. Это обусловило взаимосвязь избирательных прав с ограничениями социально-экономического характера.

The article focuses on the share of Protestants among civil servants in the Russian Central governmentat the beginning of the reign of Catherine II. The analysis is based on the published registerof officials in 1767 ("A list of the masters of public Affairs, namely senators, procurators and allthose present in colleges, offices, regions, provinces and cities"). The article identifies the religiousbelonging of those foreign officials who served in the Central state apparatus. During the researchthe author has solved two problems: at first, he determined a circle of persons who could potentiallyprofess the Protestant faith (whose families came from countries of Western and Central Europe);secondly, the author has produced documentary verification of their confessional status. For thispurpose he used the genealogical method, which consists in the search and systematization of uniquebiographical data, as well as in the ascertainment of family ties (including the data of Lutheran andCatholic metric books). In addition to church books, the article is based on the data of entombmentsin the non-Orthodox cemeteries of Petersburg, on the personal sources and also on the conclusions ofspecial genealogical and Church historical researches. As a result, the author found that in 1767 amongcivil officials (of I—XII classes) in the Central state apparatus of Russian Empire the Protestants wasnot less than 3,3% but not more than 9,2% (on average about 6%). In the officials' category of thefirst eight classes (in higher level of administration) the share of Protestants averaged about 7%. Incomparison with indicators of previous reigns (under Peter the Great and Anna Ioannovna) there wasa decrease in the proportion of Protestants in Russian state apparatus to 1767. The author concludesthat foreigners were no longer indispensable for administrative modernization of Russia — as, forexample, in the period of Colleges' reform under Peter the Great. Nevertheless, the Protestants (andEuropeans generally) continued to take a strong position in Russian Central government and reallywere able to influence the governance and political development of our country. ; Статья посвящена выявлению доли протестантов среди гражданских служащих централь-ного звена управления в России в начале царствования Екатерины II. На материалах опублико-ванного списка чиновников 1767 г. («Список находящимся у статских дел господам сенаторам,обер-прокурорам и всем присутствующим в коллегиях, канцеляриях, конторах, губерниях, про-винциях и городах») в статье устанавливается конфессиональная принадлежность служившихв центральных органах власти лиц иноземного происхождения. Автором были решены две за-дачи: установлен круг лиц, потенциально могущих исповедовать протестантскую веру (к нимотнесены выходцы из европейского зарубежья), а затем произведена документальная проверкаих вероисповедного статуса. Для решения этих задач использован генеалогический метод, со-стоящий в поиске и систематизации уникальных биографических данных, учете родственныхотношений, в том числе с опорой на сведения церковных метрических книг. Помимо метрикучитывались данные о захоронениях на инославных кладбищах Петербурга, источники личногопроисхождения, а также результаты специальных генеалогических и церковно-историческихисследований. В итоге выяснено, что в 1767 г. в центральном аппарате России среди граждан-ских чиновников I—XII классов (общим числом 687 человек) протестанты составляли не менее3,3% и не более 9,2%. В категории чиновников первых восьми классов, т. е. в высшем звенеуправления, доля протестантов составляла в среднем около 7%. В сравнении с показателямипредшествующих царствований (Петра I, Анны Иоанновны) очевидно произошедшее к 1767 г.снижение доли протестантов в российском госаппарате. Автор делает вывод, что иностранцыуже не были столь незаменимыми в деле административной модернизации России, как в периодпетровской коллежской реформы. Тем не менее протестанты (и выходцы из Европы вообще)продолжали занимать в центральном государственном аппарате прочное место и могли реальновлиять на процессы управления и политического развития страны.

Раздел "Международные отношения" ; Обеспечение азиатской безопасности во многом зависит от внутренней обстановки и внешней политики ведущих держав этого региона - Китая и Индии. Сохранение мира и стабильности возможно лишь при согласованных действиях этих двух стран, которые обладают самым большим в Азии экономическим и военным потенциалом. Однако во взаимоотношениях Индии и Китая существуют определённые сложности, препятствующие полномасштабному сотрудничеству этих государств. Одной из основных причин индийско-китайских разногласий следует назвать нерешённый территориально-пограничный спор (ТПС). Противоположные подходы этих стран к вопросу о прохождении государственной границы Индии и Китая и принадлежности ряда их приграничных территорий создают напряжённость не только в индийско-китайских отношениях, но и в азиатском регионе. Неурегулированный ТПС влияет на стабильность в Тибете, Кашмире, Непале, Сиккиме, Бутане и Аруначал Прадеш. Эти территории можно рассматривать как зоны соприкосновения стратегических интересов Китая и Индии. Распространение влияния КНР на Тибет, расхождения правительств Индии, Китая и Пакистана по вопросу принадлежности Кашмира, военно-стратегическое присутствие Китая в Ладакхе, заявления китайской стороны о не установленной индийско-китайской границе привели к вооружённому конфликту между Китаем и Индией в 1962 г. и на десятилетия фактически заморозили их межгосударственные отношения. Дополнительные разногласия вызвала политика Индии по включению ряда гималайских территорий, в частности Сиккима и Северо-восточного пограничного агентства (Аруначал Прадеш), в свой состав на правах штатов, а не союзных территорий. Противоречия Индии и Китая по кашмирскому и тибетскому вопросам, по проблеме статуса территорий Сиккима и Аруначал Прадеш оказывают непосредственное влияние на разрешение индийско-китайской пограничной проблемы. Между всеми спорными вопросами существует тесная взаимосвязь и взаимовлияние. Поэтому разрешение любого из них будет способствовать нормализации ситуации в целом. Важные шаги по налаживанию межгосударственных отношений, в том числе и пограничной проблемы, были предприняты руководством Китая и Индии в начале 90-х гг. XX в., когда стороны отказались от вмешательства во внутренние дела друг друга и от привлечения каких-либо внешних сил для решения спорных вопросов. Сегодня основное внимание китайской и индийской сторон направлено на развитие мер доверия и установление более тесных контактов в областях, которые не вызывают разногласий. = Asian security in many respects depends on the internal conditions and foreign policy of the leading regional powers — especially of China and India. The maintenance of peace and stability is possible only with the coordinated actions of both countries, which possess the largest Asian economic and military potential. But there are some difficulties, which preclude the full-scaled cooperation of these nations. One can mention that the basic reason of Sino-Indian disagreement is the unsettled territorial-border dispute. The opposite views of these countries on the issue of the belonging of some border areas create tension not only in Sino-Indian relations, but also in Asian region as a whole. The unresolved territorial-border dispute has an influence on stability in Tibet, Kashmir, Nepal, Sikkim, Bhutan and Arunachal Pradesh. These territories are zones of direct contact of Chinese and Indian strategic interests. The expansion of the CPR's influence in Tibet, the divergence of India's, China's and Pakistan's opinions on the Kashmir issue, the military and strategic presence of China in Ladakh, the Chinese statements about the no-demarcated Sino-Indian border led to the armed clashes between China and India in 1962 and in fact had frozen their bilateral relations for several decades. The inclusion of several Himalayan territories, in particular Sikkim and North-Eastern Frontier Agency (Arunachal Pradesh), by India with the status of the state instead of the union territory created more controversy. Indian and Chinese contradictions on the Tibetan and Kashmir issues, on the problem of territorial status of Sikkim and Arunachal Pradesh have made a direct impact on the settlement of the Sino-Indian border problem. All these vexing questions have a close interdependence. Therefore, resolution of any of them, would contribute to the normalization of the situation in general. The significant steps on the Sino-Indian intergovernmental bridging, including the border problem, were undertaken by Indian and Chinese leaders in the early 1990th, when both sides renounced mutual interference in the domestic affairs of each other and bringing any external powers for the solution of controversial points. The main attention of the Chinese and Indian sides is drawn today to confidence building measures and to the establishment of closer contacts in the areas, which do not raise controversy between these countries.
