Es gibt Zweifel, ob Irans Nuklearprogramm friedlich ist. Nordkorea führte bereits Nuklearbombentests durch. US Präsident Obama hat bi- und multilaterale Verhandlungen angeboten. Seine "engagement" Politik bedeutet nicht "appeasement" sondern eine Chance für beide Staaten, gemeinsam eine Lösung für die Nuklearprogramme zu finden. Obamas Vision einer nuklearfreien Welt schließt nicht nur die Verhinderung der Proliferation von Nuklearwaffen sondern auch Abrüstung der existierenden Nuklearstaaten als Vorbildwirkung ein. Der Iran und Nordkorea wären gut beraten, diese Gelegenheit zu ergreifen. Im Rahmen der Vereinten Nationen wurde dem Iran in Genf im September 2009 ein Angebot gemacht, niedrig angereichertes Uran im Ausland weiter anreichern zu lassen. Die technischen Details dieses Vorschlages müssen verhandelt werden. Wichtiger jedoch ist, dass der Iran das Angebot prinzipiell als vertrauensbildende Maßnahme ergreift und sich nicht mit Kränkungen der Vergangenheit (z.B. "Achse des Bösen") aufhält. Sollte der Iran dieses Angebot zurückweisen, würde Obamas "engagement" Politik innenpolitisch als schwerwiegende Niederlage dargestellt werden. "Engagement" von Nordkorea bedeutet die Schaffung einer Atmosphäre, die eine militärische Konfrontation unwahrscheinlicher macht. Der KSZE Prozess während des Ost-West Konfliktes kann als Vorbild dienen. Geduld ist eine wesentliche Voraussetzung für "engagement".

The First Meeting of States Parties (1MSP) took place in Vientiane, Lao PDR, from 9 to 12 November 2010 and gathered some 1,200 delegates from 40 State Parties, 47 signatory States, 34 observer States and 20 international organizations (see list below). The meeting was opened by Ambassador Gerard Corr of Ireland, Chairperson of the preparatory meeting for the 1MSP. During the first plenary meeting, the meeting confirmed by acclamation Mr. Thongloun Sisoulith, Deputy Prime Minister and Minister for Foreign Affairs of the Lao People's Democratic Republic, as President of the 1MSP to the CCM.
