Central Asia's pivotal geographical position allowed it to play an essential role in relations among nations of Eurasia in the Middle Ages as the bridge between China and Europe. Yet, during the Russian and then the Soviet rule in Central Asia, the region's republics had no independent position in international relations as foreign affairs was formed and managed by the central government in Moscow. The collapse of the Soviet Union in 1991 made salient the geopolitical, economic, and cultural importance of the fi ve former Soviet Central Asian republics. They reemerged as independent actors in the global interstate system and could have played a signifi cant role in international affairs during the last three decades. The article aims to discuss the Central Asian region's position in the Soviet and post-Soviet eras. It explores how Central Asia as a "closed" region during the Soviet period changed its geopolitical position and became an infl uential actor in global affairs.In addition, the article addresses factors that have played important role in globalizing Central Asia. ; Особое географическое положение Центральной Азии позволяло ей играть особую роль в отношениях между народами Евразии в средние века в качестве моста между Китаем и Европой. Во время российского, а затем и советского контроля Средней Азии республики региона не обладали независимостью в осуществлении иностранных дел. Распад Советского Союза в 1991 году позволил странам региона играть новую, важную геополитическую, экономическую и культурную роль в мире. Они возродились как независимые игроки в глобальной межгосударственной системе и смогли играть значительную роль в международных делах в течение последних трех десятилетий. Статья направлена на анализ положения регионов Центральной Азии в советское и постсоветское время. В ней исследуется, каким образом Центральная Азия как «закрытый» регион в советский период изменила свое геополитическое положение и стала влиятельным игроком в международных делах. Кроме того, в статье рассматриваются факторы, которые имели ключевое значение в глобализации Центральной Азии.

Los gobiernos con inclinaciones hegemónicas del Continente se aprovechan delprocedimiento anterior para llevar a cabo sus propósitos sin sufrir el justificado repudio internacional, recurriendo a los más variados pretextos para disfrazar su interferencia en los asuntos políticos de los Estados más débiles. Costa Rica y Nicaragua a lo largo de su historia han asumido a veces actitudes intervencionistas, incumpliendo obligaciones fundamentales del Sistema Interamericano, para lograr lo anterior se realiza un análisis de la aplicación del Principio de No Intervención a lasrelaciones entre Costa Rica y Nicaragua en 1955.

This paper analyses two instances of the outstanding role of women, either as goddesses or as mortals, in hospitality relations in the context of the Odyssey: the cases of Athena and Arete, Alcinous' wife. Possible epigraphic parallels from the 2nd millennium BC (Mycenaean and Near Eastern Tablets) and the 1st millennium BC (Greek commercial letters coming from the North Pontic colonies) are also introduced and discussed. ; Se analizan dos de los ejemplos más representativos del destacado papel de la mujer (diosa y mortal) en las relaciones de hospitalidad en la Odisea, el de Atenea y el de Arete, esposa de Alcínoo. Se comentan asimismo paralelos epigráficos del II milenio a.C. (tablillas micénicas y del Próximo Oriente) y del I (cartas comerciales de época arcaica procedentes de las colonias griegas del Ponto).

This research work takes the Senate Foreign Relations Committee as the focal point for discussing the role of the Senate committee and developing the policy of the Senate of China during the era of J. Kennedy's presidency. This article argues that, despite the intention of J. Kennedy to review the existing Chinese policy and with the support of the majority of the Senate Committee on Foreign Relations, the Senate remained deeply hostile to China. If Kennedy offered to reconcile with China at that time, the political risk was too high. The author questioned the popular existing hypothesis that "if Kennedy was not killed and re-elected, US policy in China would change his term." ; Эта исследовательская работа принимает Сенатский комитет по международным отношениям в качестве координационного центра для обсуждения роли комитета Сената и разработки политики Сената Китая в эпоху президентства Дж. Кеннеди. В этой статье утверждается, что, несмотря на намерение Дж. Кеннеди пересмотреть сложившуюся китайскую политику и при поддержке большинства Комитета Сената по международным отношениям, Сенат оставался глубоко враждебным по отношению к Китаю. Если бы Кеннеди предложил примириться с Китаем в то время, политический риск был слишком высоким. Автор поставил под вопрос популярную существующую гипотезу о том, что «если бы Кеннеди не был убит и переизбран, политика США в Китае изменила бы его срок».

На основе архивных документов рассмотрена система управления деятельностью Белорусской ССР в ЮНЕСКО в первые десять лет после вступления и выделены ее отдельные элементы. При этом отмечается, что республиканская система была частью общесоюзной, с ЦК КПСС на вершине. Партийное руководство интерпретировало мирное сосуществование, сотрудничество и соревнование социалистических и капиталистических государств в духовной сфере как форму классовой борьбы, аргументируя тем самым право на общее руководство и контроль. В статье выявлена роль МИД республики как организатора и координатора оперативной деятельности БССР в ЮНЕСКО, охарактеризовано его взаимодействие с ЦК КПБ, Комиссией Белорусской ССР по делам ЮНЕСКО, другими ведомствами, а также с общественными организациями. Обширный фактический материал, отражающий управление деятельностью Белорусской ССР в ЮНЕСКО, в совокупности с критериями, разработанными юридической наукой, дает основание отнести республику к субъектам международного права, но с ограниченной правоспособностью. = On the basis of archival documents governance operations management system of the Byelorussian SSR in UNESCO in the first ten years after its entry is being reviewed and some particular elements of it are being highlighted. Whereby, it is noted that the republican system was part of the all-union one, with the CPSU Central Committee on top. The party leaders expounded peaceful coexistence, cooperation and competition between socialist and capitalist states in the spiritual realm as a form of class struggle, arguing thus the standing to the overall management and control. The article reveals the role of the Republic's MFA as the organizer and coordinator of the operational activities of the Byelorussian SSR in UNESCO, characterizes its interaction with the CPB Central Committee, Committee of the Byelorussian SSR for UNESCO's job and other agencies, as well as with civil society organizations. An extensive factual material that reflects the operations management of the Byelorussian SSR in UNESCO in con-junction with the criteria developed by legal science give reason to designate the Republic as subject of international law, but with limited legal capacity.

In recent times, the study of international relations began to explore new areas of research and to invent innovative approaches. Scholars turned their attention to the role of "economic diplomacy" as an important mean of foreign policy in fostering economic development and expansion. The case of the franco-peruvian economic diplomacy allows analyzing different structures and strategies which were directed towards a bilateral rapprochement. This paper studies the actors, functions and the institutional framework of the foreign economic policy of France and Peru between 1945 and 1975. In a comparative perspective, it is thereby possible to identify, a part of structural similarities, two clearly contrasting strategies in their economic diplomacy. On the one hand, France invested in the extending and specializing of their diplomatic staff in order to implement an active economic diplomacy. On the other hand, due to political and financial reasons, Peru often remained in a more passive role in the search for foreign investments. ; Recientemente el estudio de las relaciones internacionales invita a explorar campos cada vez más innovadores. Los investigadores son cada vez más atraídos por el rol importante que la «diplomacia económica» ha jugado para el desarrollo y la expansión económica de los Estados. El ejemplo de la diplomacia económica franco-peruana ha puesto en cuestión los elementos estratégicos que influyeron en su acercamiento bilateral. Este artículo propone examinar los actores, las funciones, los roles de los instrumentos institucionales y los ejes de apoyo que han interactuado bajo la política económica de cada país entre 1945- 1975. Al respecto, fue posible identificar que la estructura de la diplomacia económica en ambas naciones estuvo sujeta a métodos similares pero a su vez contrastados. Por una parte, Francia apostó por la expansión y la especialización de su cuerpo diplomático con el fin de volver aún más activo el rol de su diplomacia económica. Por otra parte, debido a factores políticos y económicos, el rol de la diplomacia económica peruana fue más pasiva al estar en la búsqueda de nuevas inversiones extranjeras.

The assignment of the implementation of the Foreign Policy of an administered territory to the International Administration that takes the ius representationis and the competence to conclude International treaties on arouses two non-explored issues. The first one regards the possibility to recognize some International subjectivity of the administered territories. The second one suggests whether the exercise of the Foreign Relations of the administered territory by the International Administration could help the accession of this territory to be recognized as a State in an arguable way according to the International Law or even conflicting to what it states, as it would be perceived the case of the Republic of Kosovo. This paper will attempt to bear out, through the analysis of the practices of UNTAET and UNMIK both, the relationship of cause-and-effect between the implementation of the Foreign Policy by the International Administration of the territory and the identification of some International subjectivity of the administered territory as a prelude to the accession to the recognition as a State. ; La atribución a la administración internacional del ejercicio de las relaciones exteriores del territorio administrado, asumiendo el ius representationis y la competencia para concluir tratados internacionales suscita dos cuestiones novedosas. La primera se refiere al posible reconocimiento de una cierta subjetividad internacional de los territorios administrados. La segunda plantea la pregunta de si el ejercicio de las relaciones exteriores del territorio administrado por la administración internacional puede servir para propiciar el acceso de dicho territorio a la condición de estado, incluso de forma discutible o contraria con el Derecho Internacional, como sería el caso de la República de Kosovo. A través del análisis de la práctica de la UNTAET y de la UNMIK, este trabajo pretende comprobar la relación causa-efecto entre el ejercicio de las relaciones exteriores por la administración territorial internacional y el reconocimiento de una cierta subjetividad internacional del territorio administrado como preludio para la adquisición por éste de la condición de estado.
