The fact of postwar European integration is only half of an extraordinary story. The six founding countries were unique from their neighbors and from their own histories. After 1945, the Six recast their nationalisms not only to discard extremism, but also to adopt Europeanism -- an emotive drive to create unprecedented institutions of European unity. At the intersection of their Europeanized nationalisms and their interests, the Six founded the European Economic Community, the core of today's European Union (EU). The early Community answered security and economic concerns. But the place and timing of its postwar founding point to the third and crucial force, emotive solidarity. Only the Six transformed very strong national solidarity communities to include medium-strength European solidarity as an essential, broad, and deep national characteristic. Vanke explains and interprets the turning points in this process. And he undertakes a broad four-country comparison of political leaders, parliamentarians, newspaper columnists, and public opinion, to demonstrate the startlingly similar expressions of a "European family" between the Dutch, West Germans, and even the French, in sharp contrast to the British. Ironically, the transformed nationalisms themselves sustained Europeanism, not to displace nationalism but to reshape it. So concerned to integrate their countries, leaders in the Six tried several formulas until they found what worked, long after their neighbors rested satisfied with looser international organizations. From 1947 through the present, the founding Six nations have polled much more in favor of European union than have their neighbors. And Europeanism is so integral a part of their nationalisms, so sacralized and unassailable, that EU membership is overwhelmingly beyond reproach. Vanke's book tells why and how this came to be

In 2006 dejected members of the Bukit Jalil Estate community faced eviction from their homes in Kuala Lumpur where they had lived for generations. City officials classified plantation residents as squatters and, unaware of years of toil, attachment to the land, and past official promises, questioned any right they might have to stay, wondering "How can there be a plantation in Kuala Lumpur?"This story epitomizes the dilemma faced by Malaysian Tamils in recent years as they confront the moment when the plantation system where they have lived and worked for generations finally collapses. Foreign workers from Indonesia and Bangladesh have been brought in to replace Tamil workers to cut labor costs. As the new migrant workers do not bring their whole families with them, the community structures--schools, temples, churches, community halls, recreational fields--need no longer be sustained, allowing more land to be converted to mechanized palm oil production or lucrative housing developments. In short, the old, long-term community-based model of rubber plantation production introduced by British and French companies in colonial Malaya has been replaced by a model based upon migrant labor, mechanization, and a gradual contraction of the plantation economy. Tamils find themselves increasingly resentful of the fact that lands that were developed and populated by their ancestors are now claimed by Malays as their own; and that the land use patterns in these new townships, are increasingly hostile to the most symbolic vestiges of the Tamil and Hindu presence, the temples. In addition to issues pertaining to land, legal cases surrounding religious conversion have exacerbated a sense of insecurity among Tamil Hindus. Based on seventeen months of ethnographic fieldwork, this compelling book is about much more than the fast-approaching end to a way of life. Tamils and the Haunting of Justice addresses critical issues in the study of race and ethnicity. It is a study of how notions of justice, as imagined by an aggrieved minority, complicate legal demarcations of ethnic difference in post colonial states. Through its ethnographic breadth, it demonstrates which strategies, as enacted by local communities in conjunction with NGOs and legal advisors/activists, have been most "successful" in navigating the legal and political system of ethnic entitlement and compensation. It shows how, through a variety of strategies, Tamils try to access justice beyond the law--sometimes by using the law, and sometimes by turning to religious symbols and rituals in the murky space between law and justice. The book will thus appeal not only to scholars of Southeast Asia and the Indian diaspora, but also to ethnic studies and development scholars and those interested in postcolonial nationalism

In the last two decades, international delegitimization of Israel has become a new mode of operation for those denying Israel's right to exist. It encompasses a wide range of civil-society and grassroots organizations. The campaign attempts to imitate the logic of the struggle against the South African apartheid regime - hence to undermine Israel's inter­national legitimacy in a manner that would lead to its isolation and even­tually cause it to collapse. In its current phase, the campaign functions as a long-term effort to grad­ually change the discourse and mindset of Israel's critics in the West. Its main goal is to mainstream delegitimization - hence to reposition anti-Zionism from the radical margins into the mainstream of Western liberal-progressive circles, with specific emphasis on critics of Israel's policies. A key strategy to mainstream delegitimization is to blur the differences between criticism of Israeli policy and challenges to Israel's basic legiti­macy. This includes efforts to turn items of the delegitimization agenda into an integral part of the political debate about Israel. As a result, many critics of Israel's policies end up supporting efforts that are led by the delegitimization campaign. The discussion in the West on the Israeli-Palestinian conflict is gradually developing into a dichotomous encounter between supporting Israel and its policies unquestioningly or supporting anti-Zionism. The international delegitimization campaign negates two core principles of European foreign policy. First, it stands in direct contradiction to Europe's core commitment to Israel's right to exist. Second, it promotes rejectionism in Palestinian society as an alternative paradigm to the long-standing European approach of negotiated solution with Israel. The key to confronting delegitimization while providing latitude for criti­cism is the application of constructive differentiation between criticism of Israel and delegitimization. Critics of Israel should apply responsibility in discourse and action by addressing both their associative context and organizational affiliations with these campaigns of criticism. European civil-society and political actors should differentiate between different types of critics and adjust their engagement policy accordingly. (author's abstract)

Die Türkei beansprucht im östlichen Mittelmeer einen Festlandsockel, der unmittelbar an das Küstenmeer der Republik Zypern und an das der griechischen Inseln heranreicht. Griechenland und Zypern machen dort jedoch ebenfalls Festlandsockelrechte geltend. Die daraus erwachsenden Spannungen destabilisieren die Region. Eine verbindliche Festlegung der maritimen Grenzen zwischen den drei Staaten würde Rechtssicherheit bringen. Gegenüber Griechenland hat die Türkei signalisiert, dass sie nicht ausschließe, unter gewissen Bedingungen den Internationalen Gerichtshof hiermit zu betrauen. Eine Abgrenzung im Gebiet westlich der Insel Zypern kommt für Ankara jedoch erst dann in Betracht, wenn die Zypernfrage vollständig geklärt ist. Solange keine Abgrenzung durch Übereinkunft oder durch ein inter­nationales Gericht erfolgt ist, müssen die drei Staaten gemäß dem Völkerrecht Zurückhaltung in Bezug auf die umstrittenen Seegebiete üben. Bohrungen auf dem Festlandsockel, die der Förderung von Erdgas dienen, sind in einem umstrittenen Gebiet nur zulässig, wenn hierüber Ein­vernehmen zwischen den betreffenden Staaten herrscht. Vorläufige Vereinbarungen, die eine gemeinsame Erschließung um­stritte­ner Seegebiete vorsehen, können zu einer Annäherung der Parteien bei­tragen und gegebenenfalls sogar den Weg für längerfristige Lösungen ebnen. Gerade mit der wachsenden Bedeutung des östlichen Mittelmeers als energiewirtschaftlicher Transit- und Verbindungsraum könnten sich neue Chancen für eine Zusammenarbeit eröffnen. (Autorenreferat)

Der Meinungsmonitor Entwicklungspolitik 2022 umfasst zwei Themenblöcke: Im ersten Teil werden zentrale Einstellungen der Bevölkerung zu Entwicklungspolitik untersucht. Behandelt werden unter anderem die generelle Unterstützung für staatliche Entwicklungszusammenarbeit (EZ), die Einstellung zu verschiedenen Motiven für EZ sowie die Einschätzung ihrer Wirksamkeit. Besondere Aufmerksamkeit gilt Einstellungen zu Demokratie und Demokratieförderung. Im zweiten Teil steht das entwicklungspolitische Engagement im Fokus: einerseits nicht-monetäres Engagement wie informations- und kommunikationsbezogene Aktivitäten, organisationsbezogenes Engagement und politische Partizipation, andererseits monetäres Engagement wie Spenden an entwicklungspolitische Organisationen und nachhaltiger Konsum. Ergänzt wird der zweite Teil durch einen Gastbeitrag, in dem die verschiedenen Engagementformen zu einer Typologie zusammengefasst und Einflussfaktoren auf den Wechsel zwischen Engagementtypen im Zeitverlauf analysiert werden. In beiden Teilen werden die Indikatoren für Einstellungen und Engagement (längsschnittlich) dargestellt und auf Unterschiede zwischen verschiedenen Bevölkerungsgruppen hin untersucht. Abschließend werden Implikationen für staatliche und zivilgesellschaftliche entwicklungspolitische Akteure zur Strategie-, Kommunikations- und Bildungsarbeit sowie zur Förderung des entwicklungspolitischen Engagements formuliert.

Der afrikanische Kontinent hat nicht nur mit gewaltsam ausgetragenen Konflikten, Hungersnöten und Armut zu kämpfen, sondern auch mit den Folgen des Klimawandels. Zugleich ist Afrika aber auch ein Kontinent der Chancen und der Zukunft. Die Beiträger*innen des Bandes fragen daher: Was können und sollten wir tun, damit sich auf unserem Nachbarkontinent ein nachhaltiger und gerechter Friede etablieren kann? Im Zentrum dieser Überlegungen stehen dabei die UN-Nachhaltigkeitsziele (Sustainable Development Goals), denen eine Kompassfunktion zugeschrieben werden kann, die aber auch selbst diskussionswürdig sind.

On 20 November 2018, BICC hosted an international academic conference entitled "Stabilisation - For Whom and to What Ends?" in Bonn. The conference brought together a good 80 participants, academics and practitioners from around the world, to exchange research insights and discuss their understanding of 'stabilisation'. 'Stabilisation' is becoming increasingly important as a policy paradigm in international security and development policy. However, different approaches to stabilisation are discussed in academia, policy and practice. Often, there is a tension between short-term approaches to stabilisation that are dominated by concerns for security and the establishment or maintenance of order and more long-term perspectives which seek to transform the underlying structures, e.g. with regard to democracy, peace and human rights. BICC's international scientific conference reflected this controversy. The lively and engaged exchange of the participants was enhanced by the highly interactive, participatory format of the conference. The leading questions of the conference, introduced by Esther Meininghaus, Katja Mielke and Max Mutschler, formed the basis for the discussions of the day: a) What is our understanding of stabilisation? b) How does stabilisation work in practice? c) Does the growing significance of stabilisation imply abandoning support for democracy and human rights, focusing instead on the establishment and maintenance of order? In three parallel topical groups, the participants shared their views on three core themes related to stabilisation: "Peacekeeping and Military Intervention", "Train and Equip Programmes and Security Sector Reform" and "Migration Management and Humanitarian and Development Aid". Three parallel discussion groups on Iraq, Syria and Mali also followed these questions. Additionally, the participants were invited to discuss the results of these breakout groups in a 'market place' and in plenary sessions.

Um die "Agenda 2030 für nachhaltige Entwicklung" effektiv umzusetzen, hat UN-Generalsekretär António Guterres verschiedene Reformprozesse angestoßen. Eine Reorganisation des Entwicklungssystems der Vereinten Nationen (UN) haben die Mitgliedstaaten bereits beschlossen. Weitere, tief­greifende Reformen wären notwendig, sind aber im aktuellen politischen Kontext nur schwer realisierbar. Verbesserungen bei den Arbeitsmethoden und Praktiken jedoch liegen im Bereich des Möglichen. In der Studie wird zunächst untersucht, welche Arbeitsmethoden und Praktiken dazu beigetragen haben, dass die Mitgliedstaaten im September 2015 die ambitionierte 2030-Agenda samt der darin vereinbarten Ziele für nachhaltige Entwicklung (SDGs) im Konsens verabschieden konnten. Das "Hochrangige Politische Forum zu Nachhaltiger Entwicklung" (HLPF) ist der­zeit das Herzstück der UN-Nachhaltigkeitsgovernance. Es soll die Mitglied­staaten dabei unterstützen, politische Führungsverantwortung für die Umsetzung der 2030-Agenda zu übernehmen. Die Analyse zeigt jedoch, dass das HLPF an seiner Aufgabe zu scheitern droht: Die Komplexität der 2030-Agenda, das weit gefasste Mandat, die hohen Teilnehmerzahlen und Erwar­tungen schaffen Probleme für ein Forum, das - 2013 ins Leben gerufen - für all dies nicht ausgestattet worden ist. Die Mitgliedstaaten haben bereits 2016 beschlossen, das HLPF in den Jahren 2019/20 zu reformieren. Auf der Basis der vorausgegangenen Analyse werden das Ziel dieser Reformen und erste Ideen für verbesserte Arbeits­methoden und Praktiken diskutiert; schließlich wird auch skizziert, wie ein Vorbereitungsprozess bis zu den Verhandlungen über die Reformen aus­sehen könnte.
