"This chapter examines the policy formulated by the West German Government to deal with the status of foreign workers in that country. It analyzes the provisions of relevant legal documents including international treaties and the German constitution. In particular, it studies the 1965 version of the Ausländergesetz (Aliens Act) as well as judicial interpretations of this Act handed down in specific cases. Of primary concern is the impact of the Ausländergesetz upon the following: (a) ability of the worker to obtain and renew residence and work permits, (b) his vulnerability to expulsion from Germany, (c) residency and citizenship status of parties to mixed marriages, (d) naturalization rights and (e) status of accompanying dependents. The discussion examines the ensuing debate on criticisms of the Ausländergesetz and cites alternative proposals which have been presented. It concludes by recognizing the difficult task lawmakers face in balancing domestic interests with those of foreign workers, but notes the urgency of dealing with the problem if serious social conflict is to be avoided." The few studies which have been carried out on foreign seasonal workers in France, only take into account the annual inflows of seasonal immigrants. This present article covers two other aspects of the problem: the seasonal nature of immigration in general, and above all the role of permanent immigrant workers in certain sectors influenced by seasonal changes.

Arbeitnehmer in der Bundesrepublik. Zusammengefaßter Datensatz der
zunächst jährlichen, dann alle zwei Jahre durchgeführten Erhebungen.
Themen: Der Datensatz faßt die Inhalte der ZA-Studien-Nrn. 0606 bis
0608, 0676, 0677, 0928, 0929, 1075 bis 1077, 1328 und 1329 zusammen.
Unter den einzelnen Studiennummern sind die Inhalte detailliert
beschrieben.
Über alle bzw. nahezu alle Befragungszeitpunkte hinweg wurden u.a.
erhoben: Aufenthaltsdauer und Angaben zu Heimatbesuchen; Situation der
Familienmitglieder in der BRD; größte Sorgen und Schwierigkeiten;
vermutete Einstellungen der Deutschen zu ausländischen Arbeitnehmern;
Interesse an deutscher Staatsbürgerschaft.
Demographie: Alter; Geschlecht; Beruf; Einkommen; Familienstand;
Kinderzahl; Haushaltsgröße; Nationalität; Parteipräferenz; Angaben zur
Wohnsituation und zur Miete; Dauer des Schulbesuchs und Angaben zur
Berufsbildung; Bundesland; Angaben zum PKW-Besitz.
Interviewerrating: Störung des Interviewablaufs durch andere;
Verständigungsschwierigkeiten; Kooperationsbereitschaft des Befragten;
Einschätzung der Kenntnisse der Landessprache sowie der deutschen
Sprache; Ortsgröße.

The position of immigrant workers in the Belgian labor market & social security system is examined, based on statistical evidence. Total employment of immigrants has more than doubled, from 114,000 in 1954 to 245,900 in 1978. The proportion employed in industry has remained stable, while that in mining has declined & that in the tertiary sector has greatly expanded. The immigrants' young family structure is reflected in their relatively high share of family allowances & low demand on pension funds. Although there is no evidence of discrimination in the social security system, the immigrants' labor market position is unstable, especially for those who are not citizens of European Economic Community countries, which affects their social security rights; it is therefore suggested that immigrants be granted full citizenship after five years' residence in Belgium. 4 Tables, 2 Figures. In der vorliegenden vergleichenden Untersuchung wird der Einfluß von Bildung und Alter sowie von Art und Ausmaß der Kontakte zu Gastarbeitern auf die Ausprägung von Gastarbeiterablehnung bzw. -freundlichkeit untersucht. Bei weitgehend konstanten Antwort- bzw. Beziehungsmustern zeigt sich 1984 gegenüber 1980 ein geringeres Niveau von Ausländer- bzw. Gastarbeiterablehnung. Es werden mehr Kontakte angegeben, vor allem solche selektiver und expressiver Art. Diese insbesonders sowie Kontakte überhaupt gehen mit einem Abbau negativer Einstellungen einher. (psz)
