There are both military and political dimensions to arms transfers, and their effects on state behavior may not be the same. In this article I examine the degree to which arms transfers and arms transfer dependence interact to affect foreign policy conflict. I hypothesize that, as a transfer of military capability, weapons shipments increase the tendency of the recipient to strike a conflictual posture in its foreign policy, while arms transfer dependence restrains that tendency. An arms recipient faces the possibility that weapons shipments will be curtailed during periods of regional crisis and hostility, and when a state is dependent on one or a few major suppliers for the bulk of its imported weaponry, the costs associated with supply restrictions increases. This should encourage restraint on the part of states otherwise emboldened by arms acquisitions. My analysis treats conflictual behavior as a multiplicative function of arms transfers and arms transfer dependence. Parameter estimates are derived from time series data for nine states engaged in enduring rivalries during the Cold War. For some of these states, there is evidence that arms shipments encouraged more conflictual foreign policies; but there is also evidence that this propensity was tempered by the degree of arms transfer dependence. The model is non-linear, so the precise effects of dependence vary depending on context - i.e. the state's current level of arms importation and dependence - but realistic predictions involve changes in foreign policy conflict equal to 5-25% of their mean levels during the period.

Contemporary diplomacy will largely depend on the path to the creation of a new world order. There are different options for the political structure of the world: from the unipolar / multipolar world to the world government. The role of non-state actors will increase in the international arena, while the process of eroding national sovereignty will continue. In this regard, diplomacy faces serious tests of strength, it will have to adapt to current conditions, as well as perform a joint function between state and non-state actors in international relations. Information flows become the levers of governance, namely, socio-economic, socio-political, international processes. Today we can speak of "the emergence of a global information industry that is undergoing a period of technological convergence, organisational combinations, legislative liberalisation, and the role of knowledge, information in economic development, the emergence of new forms of the "electronic" democracy, structural changes in employment". The role of international organisations in international relations has undergone qualitative changes. They have become auxiliary tools for solving particular problems of interaction of sovereign states into a segment of international life. International organisations play an extremely important role in conflict resolution. Conflict prevention is becoming increasingly important in their activities. The mechanism for resolving conflicts by organisations is predominantly political in nature, but it is based on international law.

The authors investigate the linkage between presidential operational codes and the management of foreign policy conflicts during the period of strategic adjustment in American foreign policy following the cold war. Beliefs expressed in public speeches by Presidents George Bush and Bill Clinton are coded for self and other attributions that represent different forms of the exercise of political power. Bush's beliefs reveal a less cooperative, relatively inflexible approach to conflict management in the foreign policy domain, whereas Clinton's beliefs indicate a more flexible and cooperative approach. Their orientations interacted with contextual variables and the opponents' behavior to shape the selection of U.S. behavior in four post-cold war conflicts: Panama, Haiti, the Persian Gulf, and Bosnia. A favorable power position and the absence of vital or strategic U.S. interests enhanced the effect of presidential operational codes.

У зв'язку з цим дипломатію чекають серйозні випробування на міцність, їй доведеться пристосовуватися до сучасних умов, а також виконувати сполучну функцію між державними і недержавними учасниками міжнародних відносин. Міжнародним організаціям належить винятково важлива роль у вирішенні конфліктів. Дедалі більше місця в їх діяльності займає запобігання виникненню конфліктних ситуацій. Механізм вирішення конфліктів організаціями носить переважно політичний характер, але при цьому він, зрозуміло, спирається на міжнародне право.
