GENERAL ELECTION IMPLEMENTATION IN INDONESIA'S NATIONAL HISTORY IN THE ORDER OF NEW AND REFORM ; PELAKSANAAN PEMILIHAN UMUM DALAM SEJARAH NASIONAL INDONESIA PADA MASA ORDE BARU DAN REFORMASI
Muhammadiyah is one of the Islamic organizations in Indonesia. The existence of Elections in Indonesia's national history were carried out several times, namely during the Old Order era, namely 1955, the New Order period 1971, 1977, 1982, 1987, 1992 and 1997. Elections for a democratic country like Indonesia are very important because elections are a channel for people's aspirations. Elections that have been held in Indonesia have their own characteristics with differing democratic levels, so the truth of the argument needs to be proven in order to obtain an accurate answer. The results obtained from this study that the implementation of general elections in the Old Order period can already be categorized as democratic elections, with the many parties participating in the general election signifying the existence of freedom in political life, whereas during the New Order the democratic period faded along with the power of the Suharto regime which always curbed the political life of the Indonesian nation, the implementation of the general election during the Reformation especially the 2004 general election was more democratic because the implementation of the election could represent the aspirations of the people especially with the electoral system which was different from the previous election because with a combination of district and proportional systems then the people can know and know what people's representatives will like to channel their aspirations.

Formation of production networks in ASEAN: Measuring the real value-added and identifying the role of ASEAN countries in the world supply chains
This study addresses the two-fold question of whether the integration-liberalization process of ASEAN is headed towards the creation of a single production base region, and how ASEAN links with other trade blocks. It looks into the degree of intra-ASEAN and extra-ASEAN vertical integration vis-à-vis North America, East Asia, and the European Union through the measurement of value-added creation-absorption in global value chains (GVC) and by locating ASEAN within vertical structures. The study employs an international input-output database and breaks up gross exports into different components of value-added using data from 1997, 2004, and 2012. ASEAN has made significant gains in integrating with East Asia. However, ASEAN as a single production region has gained little, and even lost share in value-added trade with NAFTA and Europe. The truth is that ASEAN has a stronger role across the GVC as a supplier of intermediate goods (33%) than as a supplier of final goods (30%). Vertical structures represent more than 43% of ASEAN gross exports, but it still depends on foreign parts and components (35%) to produce its exports. It may be argued that ASEAN + 6, which entails a wider scope of integration, might offer larger benefits to the ASEAN project.

Abstract The idea of democracy dates back to ancient Greece in the 4th century BC, the City State implemented a Democracy system that involved the community in making political decisions, where the area of the city was actually small and the population was entitled to vote for approximately 300 thousand people. Montesquieu set up a system that can guarantee the political rights of the people (trias politica), which is a system of separation of powers within the state into legislative, executive and judicial powers, each held by a different person.Democracy as a system has been used as an alternative in various social and state activities in several countries. There are two reasons for choosing democracy as a social and state system.First, almost all countries in the world have made democracy a fundamental principle. Secondly, democracy as a principle of state has essentially provided direction for the role of the community to organize the State as its highest organization. Therefore, true knowledge and understanding of citizens is needed about democracy.Carrying out democracy means straightening the intention to uphold the rights of others in opinion and accepting a different opinion or view in public requires common sense, because only by activating common sense can the potential to arrive at a substantial democracy will be realized.A democracy can be said to fail if it experiences a deadlock or stagnation in the process. Maintaining or caring for democracy in a country is not easy. There are a number of things that need to be considered so that the political order of a country's democracy remains on track, namely in accordance with the rule of law and the constitution and democratic values.

ASEAN PRINCIPLE: DILEMMA AND NECESSITY
The purpose of this study is to explain how ASEAN solved problems in stabilizing their territory. As we know the formation of ASEAN as a regional organization of Southeast Asia is to liberate countries in Southeast Asia from the influence of The Great Powers. This is in line with the realism that deeply bound within ASEAN. Ahead of the 15th anniversary of the formation of ASEAN, there was a major conflict between Vietnam and Cambodia, precisely in the 1970s. This is one of the catalysts that destabilize the ASEAN's stances to avoid various types of multilateral relations. The method used in this research is qualitative with historical analysis from various literatures. After successfully resolving the conflict, in 1994 ASEAN established ARF as a workplace to discuss security in Asia, in order to facilitate such conflicts to occur again. ARF members are not only ASEAN countries but also superpowers. This is contrary to the foundation of ASEAN itself. In essence it shows that realism is willing to subdue with liberalism.

VOLUNTEER ROLE OF DEMOCRACY IN INCREASING VOTER PARTICIPATION IN THE GENERAL ELECTION LEGISLATIVE 2014 IN PADANG
This research is motivated by the formation of the Democratic Volunteer Program by the Election Commission in increasing voter participation in legislative elections in 2014 in the city of Padang. Volunteers Democracy is a social movement intended to increase voter participation and the quality of the voters in the voting. Volunteers Democracy consists of 5 groups of voters strategic group of voters, religious groups, women's groups, disability groups, Group Fringe. Volunteers Democracy referred to in this research is the existence of volunteers of democracy amongst the people which includes knowledge about the role of volunteers democracy, Impact Volunteer of the volunteers of democracy, as well as the constraints faced by volunteers of democracy in increasing voter participation in legislative elections in 2014 in the city of Padang. Research type is descriptive. The instruments used are interviews and documentation. The results showed, the existence of Democracy Volunteer to assist the Commission in order to regrow positive awareness of the importance of the elections in the life of the nation in order to decrease the level of abstentions. From these results it can be concluded, the volunteer role of democracy in increasing voter participation in legislative elections in 2014 in the city of Padang is to regrow public awareness of the importance of the elections in the life of nation and state in order to decrease the level of abstentions.Keywords: role, volunteering democracy, voter participation, pileg.

TRANSFORMATION OF STUDY CLUB INTO POLITICAL PARTY: RADICALISM OF DEMOCRATIC PEOPLE PARTY IN INDONESIA
Abstract In the New Order era, in the late 1970s and early 1990s, the student movement was confronted with repressive actions by the government, a policy to restrict students' political activities. So the search for a new format of movement is a necessity, the study group is chosen as a new format of student movement. This research explains how the process of changing the formation of student movements from the study group to the Democratic People Party (PRD), as well as explaining the radical political activities of the PRD from the New Order until post-reform. This study is a literature study using written data. The objective of the study was to raise the role of non-mainstream party politics in the contemporary Indonesian political stage. In the context of the social movement that became the object of this study, transformation takes place in several forms. First, the change from study groups that examine critical social literature and marxism, underground, transformed into a "formal institution" movement in the form of an Action Committee and a non-governmental organization (NGO). Second, the change from the Committee of Action and Non-Governmental Organizations into a political party (PRD). Third, the change of movement format from the "resistance" party to the electoral party after the fall of the New Order government. And Fourth, change back into social movement of political party. Realitas Elit Politik Lokal dan Persepsi Masyarakat dalam Proses Pemekaran Daerah
This article aims to understand and identify that Cirebon Province has not yet been formed, even though there has already been a discourse on the formation of Cirebon Province, marked by the establishment of the Cirebon Province Expansion Committee (P4C) since 2009. In order to approach this problem, the theory of political elite from Geatano Mosca is used, the theory explains that elite action is a form of the will of the community, so that it is understood that there is a link between community views and actions taken by political elites. Data is collected through the observation of the actions of political elites in the regions of Cirebon Regency, Cirebon City, Indramayu Regency, Kuningan Regency and Majalengka Regency, and conducting interviews with the community in the Cirebon Regency, Cirebon City, Indramayu Regency, Kuningan Regency and Majalengka Regency. Data analysis was carried out qualitatively using data reduction, data presentation and drawing conclusions. This study concludes that until 2019 the local political elite of Kab. Majalengka and Kab, Kuningan still did not agree to join the Cirebon Province, while the political elite of Kab. Cirebon, Cirebon City and Regency, Indramayu agreed to form the province of Cirebon, the decision of the political elite turned out to be in accordance with the perception of the people who refused or supported joining to form the Cirebon Province.

PENEMUAN HUKUM KONSEPSI DPD RI SEBAGAI LEMBAGA PERWAKILAN DAERAH
The Regional Representative Council of the Republic of Indonesia (DPD RI) is a state institution that was born from the 1945 NRI Amendment process. The formation of the DPD RI was meant not only to reform the parliamentary structure into two chambers, the formation of the DPD RI was a constitutional effort intended to better accommodate regional votes by giving channels, as well as roles for the regions. In that perspective, the DPD RI must play a more important role in bridging local regional aspirations with national development policies. Thus, regional interests and aspirations can be integrated and aligned with national policies. If the DPR brings political aspirations of the people, then the DPD should carry regional aspirations that are not only political in nature but have social and cultural values in accordance with the variety of regions it represents. In essence, the role of the DPD is more emphasized on the importance of accommodating and aggregating the aspirations and interests of the regions to balance the hegemony of the DPR which carries the aspirations of the people which are only political. This research will focus on the extent to which the DPD RI has carried out its role as mandated and the ideals of its formation as regional representatives. Whether the presence of the DPD has accommodated and aggregated regional interests and has also been able to avoid legislative power being only concentrated in one institution (check and balance).

Deconstruction of Bapemperda's Functions in Improving the Effectiveness of Establishing Regional Regulations
This article aims to analyze the function of Bapemperda in increasing the effectiveness of the formation of Regional Regulations in the Bone Bolango Regency. The Regional Regulations Formation Agency (Bapemperda) of the Bone Bolango DPRD is one of the council's equipments for forming regional regulations. The type of research used in this article is empirical normative, which combines a normative legal approach with the addition of various elements of empirical studies. The results show that the implications of political intervention sometimes affect the issues and local regulations issued and do not represent the community's interests but are dominated by political interests. Ideally, local regulations must be responsive and meet usual policy standards that at the implementation level can be used and can answer problems that develop in the community. Human resources have an essential role in an organization, such as the rapid development of information technology, globalization, and changes in the world of positions and work, and are tied to the existing system. Members of Bapemperda and local governments play a role in forming regional regulations and other policy designs. To increase the effectiveness of the formation of Regional Regulations, it is necessary to have a relationship between human resources and the objectives that apply to Bapemperda itself. The researcher then offers a prototype product called CIS-Approach, a development concept from the results of the research and data analysis of the previous authors, which is expected to be a consideration for the government in formulating regional regulatory policies. CIS-Approach indicators are: 1) human resources with the system; 2) human resources with the issue; 3) human resources with regulations.

ASEAN as a regional organization is currently in an effort to develop cooperation in the form of the ASEAN Community. The formation of the ASEAN Community is based on three pillars, where one of the pillars is the political-security pillar (ASEAN Political-Security Community / APSC) who faces the most dynamic challenges related to security issues in the Southeast Asia. This security issue certainly has an influence on interactions both among intra-regional states and with extra-regional states. This paper aims to analysis the challenges and opportunities faced by the ASEAN political-security community to strengthen cooperation in dealing with security issues in the Southeast Asian. This paper is based on a constructivism analysis of the formation of a security community. This paper will get an overview of the challenges and opportunities faced in the realization of cooperation to tackle security issues in the Southeast Asia region within the framework of the APSC. The description of these challenges and opportunities can be the basis for analyzing what strategies must be done to encourage the realization of the APSC in accordance with what is expected by the members states.

AbstractResearch, regulation and development of this press researched to deepen the development of the mass media is so dynamic in Indonesia. Those who want to delve into the media and political power in Indonesia and how to act in favor of the power to be used as a tool to build community in the era of Soeharto. The study examines how the press system established under a political system that is referred to as the basic media Indonesia between 1966 and 1973. To achieve the goal of the study, investigation was made on the press and the factors that influence the formation of a press system using an approach through the analysis of historical research documents and in-depth interviews. The results showed that the formation of the media system is based on a process of consciously designed to conform to the philosophy and values practiced by the manager, who went on to become Indonesia's national policy. The planned process is essentially cultural values such as "collaboration", the spirit of harmony, harmony, balance, and obedience. Press system formation process is done through persuasion and consensus made during the meeting, which was later used as a tool to control the activities of the press in Indonesia. The study also found some dominant factor affecting the development of the media system that includes socio-cultural, political and economic. The results showed that from 1966 to 1973, the government supports the aspiration to form a healthy media system, free and responsible as well as build a sense of family planning in line with the direction of the government's political ideology. Policies formed the basis for formulation of media system in Indonesia based on Pancasila. Central Lampung Civil Service Police have carried out raids to enforce control. When the Central Lampung Civil Service Police enforced control, the traders could be disciplined, but when the Central Lampung Civil Service Police did not control them, the trade around Awning Baru started to flourish again.To control the New Awnings, the Central Lampung Civil Service Police already have a clear working mechanism, namely Central Lampung Regional Regulation Number 05 of 2010 concerning Public Order, Cleanliness and Beauty of Central Lampung, which regulates the prohibition of using public roads or sidewalks or on terraces. in front of shops / market buildings facing public roads for street vendors or other businesses, except at places determined / appointed by the Regent.In addition, the Decree of the Central Lampung Regent Number 7 of 2010 concerning the Arrangement and Empowerment of Street Vendors, can also be used as a working mechanism for the Central Lampung Civil Service Police to create and maintain a clean, beautiful, orderly, safe and comfortable environment in controlling the New Awnings.But so far the Central Lampung Civil Service Police are still difficult to control the Bandar Jaya Plaza New Awnings, although there are mechanisms that can be used to control the Bandar Jaya Plaza New Awnings such as the Central Lampung Regional Regulation Number 05 of 2010 and the Regent's Decree Central Lampung Number 7 of 2010.Based on this background, the researchers formulated the problem, namely: Is the working mechanism of the Civil Service Police in controlling the Bandar Jaya Plaza New Awnings in 2015 in accordance with the Regional Regulations? The purpose of this study: To determine the working mechanism of the Civil Service Police in controlling the new Awning Bandar Jaya Plaza 2015.Based on the results of the research that has been carried out, the researchers concluded that: 1) The Central Lampung Civil Service Police Unit in controlling the Bandar Jaya Plaza New Awnings has been equipped with an assignment letter to carry out the Bandar Jaya Plaza Regional Regulation Number 05 of 2010 concerning Public Order, Cleanliness. and the beauty of Central Lampung and the Decree of the Regent of Central Lampung Number: 48 / KPTS / D.II / 2014 concerning the Formation of the Transfer and Arrangement Team as well as the Security and Order Team for Street Vendors (PKL) from the Bandar Jaya Plaza Market to the New Awning. 2) To relocate traders from Pasar Bandar Jaya Plaza to Awning Baru, the Central Lampung Civil Service Police Unit has previously carried out a socialization which was carried out by giving out circulars to traders and carrying out communication and using megaphone loudspeakers. 3) The members of the Central Lampung Civil Service Police Unit before carrying out the control of the New Awnings are already equipped with expertise related to market control and can be applied in market control so that there is no significant disturbance in controlling the New Awnings because members of the Central Lampung Civil Service Police Unit act accordingly. with procedures and instructions from the leadership in controlling the New Awnings.

Kerangka Evaluasi Pilkada : Evaluasi Pilkada Serentak Melalui Kerangka Integritas Pemilu
The implementation of simultaneous local elections has been carried out since the 2015 elections. The purpose of the simultaneous local elections is to encourage the formation of strong government. This is based on the assumption that voters will elect their representatives in the executive and legislative branches at once. It is expected that this election design will encourage consolidation between the two representative rooms. Strong consolidation will encourage effective governance and policy making processes. This paper would like to provide an evaluation framework for the simultaneous election implementation from the electoral integrity dimension. It is important to consider the aspect of electoral integrity since the regulated procedures need to be connected with substantial justice in the election. The absence of the consideration of this aspect will lead to the problems of political dynasty, money politics, and violence threat in the implementation of election. This paper attempts to create a framework for evaluating simultaneous regional elections by using the concept of electoral integrity. Elaboration is made on the conception of electoral integrity with adjustments to local political problems in Indonesia. The data in this paper are sourced from journals, reports, and analysis related to the evaluation of simultaneous local elections. This paper shows that there are two important elements which need to be included from the global indicator in relation with electoral integrity, namely: the community participation and money politics, in order to review and evaluate the local election. The contribution of this paper is enriching studies related to the evaluation of elections at the local level, where the dominance of studies in local elections is on issues such as money politics, political dynasties, to the neutrality of ASN. Many of these local political problems have not been framed in a single election evaluation frame. This paper attempts to frame the dynamics of local politics with an evaluative framework adapted from the concept of elections with integrity contextualized to the dynamics of local elections.

PENGARUH IMPLEMENTASI KEBIJAKAN KETERTIBAN UMUM TERHADAP EFEKTIVITAS PENERTIBAN PEDAGANG KAKI LIMA DI KOTA CIREBON
The main problem in this research are: effectiveness studies of street vendors in the city of Cirebon is still low, it is expected that the implementation of policies in public order has not been effective. Based on the above formulation of the problem, the research question is how much influence the implementation of policy on the effectiveness of public order policing of street vendors in the city of Cirebon? as well as how much influence the implementation of policy through the public order dimension implementation activities and communication between organizations, kerekteristik enforcement agencies, economic conditions, social and political, as well as the tendency of the effectiveness of the control apparatus peleksana street vendors in the city of Cirebon? The study was conducted by using Merode survey by taking samples and populations. Sebayak population 3036 people, taken a sample of 350 people. Data collection is done by means of literature study and field study (observational, waancara and questionnaires), while data analysis is done by using quantitative analysis Path Analysis (Path Analysis). The results of research that affects public order policy implementation large (54.5%) on the effectiveness of research padagang street in the city of Cirebon. Nevertheless, the effect is not optimal due to the increased effectiveness of pebertiban vendors after no more banayak public order felt by padagang pavement. Influence public order policy implementation is greater than the influence of other variables varriabel (45%), so that the effectiveness of the control of street vendors in the city of Cirebon more banayak influenced by public policy implementation.The dimensions of the implementation of development policy public order each berepengaruh the effectiveness of policing hawkers in the city of Cirebon. Kempat dimensions of public order policy, whose influence is greatest dimension is the economic, social and political (20.5%), then duusul by the influence of the dimensions of implementation activities and communication between organizations (13.8%), as well as the influence of the characteristics of the implementing agencies ( 11.6%). The dimensions of the smallest effect is the tendency of executive officers (8.6%). The influence of each dimension that cumulatively contribute to the magnitude of the inhabitants of the implementation of general policies by 54.5%.
